EXCERPT FROM THE MINUTES OF THE 44TH REGULAR SESSION OF THE 33RD
PANLUNGSOD OF THE CITY OF ILOILO, PHILIPPINES, HELD AT THE SESSION HALL,
ILOILO TERMINAL MARKET BUILDING, J. DE LEON STREET, ILOILO CITY, ON
WEDNESDAY, NOVEMBER 23, 2011.

ABSENT:
NONE.
WHEREAS, rabies is 100% fatal viral disease affecting the nervous system of humans
and animals;

WHEREAS, the City of Iloilo has a massive campaign and drive against the deadly
rabies infection through vaccination of dogs, cats and other domesticated pets;
Section 1 - Title. - This ordinance shall be known as "An Ordinance Regulating the
Entry and Transport of Dogs and Cats to the City of /loilo and Prescribing Penalties for
Violation Thereof''.
a) Dog or dogs - is the common used term that refers to members of the subspecies
Canis lupus familiaris (canis, "dog"; lupus, "wolf'; familiaris, "of a household" or
"domestic")
b) Cat or cats - a small carnivorous mammal (Felis catus or F. domesticus)
domesticated since early times as a catcher of rats or mice and as a pet and existing in
several distinctive breeds and varieties.
c) Transporter - a person who is in possession or custody of a dog in transit and
entering the territorial boundaries of the City of Iloilo.
a. No person is allowed to enter and transport a dog or cat or both to the City of Iloilo
without a permit secured from the City/Provincial Veterinary Office or a Veterinary
Certificate duly issued by licensed Veterinarian containing among others the date of
vaccination against rabies.
b. Dogs or cats duly vaccinated two (2) weeks prior to the transport.
a. The Office of the City Mayor or his duly authorized representative shall be the lead
implementing agency.
b. The City Veterinary Office, members of the Philippine National Police and Members
of the Bantay Rabies sa Barangay are hereby deputized to enforce the provisions of
this ordinance in accordance with the authority granted by the City Mayor.

Section 6. - Effectivity. - This ordinance shall take effect after publication for three (3)
consecutive weeks in a newspaper of general circulation.
