1.0 Purpose
This technical instruction identifies the steps involved for the calibration and mainte-
nance of Line Diffrential Relay Type RED670 applicable at Paiton Unit 3.
To ensure that the routine maintenance is carried out as per the manufacturer recommen-
dations.

2.0 Scope
This technical instruction shall be observed when plant outage schedule or when plant
conditions indicate calibration may be required and pertains to Tag Numbers date of cal-
ibration tag.

3.0 Responsibility
This technical instruction applies to Electrical Engineer / Electrical Technician at Paiton
Units 3.

4.0 Definitions
Shall The word 'Shall' is to be understood as Mandatory.
Should The word 'Should' is to be understood as recommended but Not Mandatory.
Check Means to physically do something.
Inspect Means to examine, closely for faults, errors and obvious damage.
SAFETY REQUIREMENTS.
Ensure isolation has been carried out correctly.
Should further information be required or should a particular problem arise consult
your supervisor.
Use all personnel safety equipment (Safety Helmet, Safety Shoes, Goggles).
Make sure that all electrical equipment (Ex. Relay Test Set) has been grounded.

6.1 ENSURE THE INSTRUMENT TO BE CALIBRATED AND MAINTAINED HAS


BEEN IDENTIFIED CORRECTLY AND THE CORRECT SETTINGS FOR THE
INSTRUMENT HAVE BEEN OBTAINED FROM THE INSTRUMENTATION
DATABASE AS APPLICABLE.

7.0 Step by step detailed instruction and give proper drawings as required

7.1
PREPARATION TOOLS AND RELAY FOR TESTING PROCEDURE
1. Please prepare the relay tester and dont plug in the power supply until connec-
tion has installed properly.
2. See bellow the connections for three-phase high impedance differential protec-
tion.

3. Setting up communication between PCM600 and relay.


a. The communication media is always Ethernet and the used protocol is
TCP/IP.
b. Direct point to point link between PCM600 and the IED front port. The front
port can be seen as a service port.
c. Configure the IED IP addresses in the PCM600 project for each IED to
match the IP addresses of the physical IEDs.
d. The default IP address for the IED front port is 10.1.150.3 and the corre-
sponding subnetwork mask is 255.255.255.0.
7.2 TESTING PROCEDURE
4. Please refer the actual connection diagram of the relay and don't forget to iso-
lated all other tripping output contact to prevent unnecessary triping to the sys-
tem.
5. Connect one of end CT cable to terminal I1 on the relay tester and the other end
cable to the test plug terminal number 1 (red), Connect one of end CT cable
to terminal I2 on the relay tester and the other end cable to the test plug terminal
number 3 (yellow), Connect one of end CT cable to terminal I3 on the relay
tester and the other end cable to the test plug terminal number 5 (blue), And
connect the common lead to terminal IN on the relay tester and to the test plug
terminal number 8 (black). Jumper terminal 2, 4, 6 and 7.
6. To stop a timer (get a tripping time), install cable to the relay tester at digital
input C1 and to the test plug terminal no BOM4.2. Common cables of the relay
tester at common digital input C terminal to the test plug terminal no BOM4.3.

7.3 CURRENT METERING TEST
1. Make sure that all of the connection cables have installed properly. Please
see on drawing 2.
2. Plug in the power cable of the relay tester.
3. Turn on the relay tester.
4. Before testing, download default setting from relay that will be tested.
Procedure to export the SCD file from PCM600:
a. Select the station in the plant structure, see drawing 3.

b. Right-click the station and select Export ....


c. Select a location from the open standard Windows menu to store the file
and name it.
d. The SCL Export Options window opens, see Drawing 4.

e. Select Export Private Sections and click Export to export the private sec-
tions to the SCD file. A progress window shows the ongoing export of the
station.
5. Activating Test Mode
Procedure:
a. Browse to the TestMode menu and press E.
b. The TestMode menu is found on the local HMI under Main
menu/Test/IEDtest mode/TestMode.
c. Use the up and down arrows to choose On and press E.
d. Press the left arrow to exit the menu.
e. The dialog box Save changes appears.
f. Choose Yes, press E and exit the menu.
a. The yellow startLED above the LCD will start flashing when the IED is
in test mode.
6. Set current value with one shoot mode according to form 1.
Verifying analog primary and secondary measurement:
a. Inject a symmetrical three-phase current at rated value.
b. Compare the injected value with the measured values.
c. The current phasor menu in the local HMI is located under Main-
menu/Measurements/Analog primary values and Main menu/ Meas-
urements/Analog secondary values.
d. Compare the frequency reading with the set frequency and the direction
of the power.
e. The frequency are located under Main menu/Measurements /Monitor-
ing/ServiceValues(MMXU)/SVRx. Then navigate to the bottom of the
list to find the frequency.
f. Inject an unsymmetrical three phase current, to verify that phases are cor-
rectly connected.
7. Write meter reading into form 1.
8. Exit Test Mode.
Procedure:
a. Navigate to the test mode folder.
b. Change the 'On' setting to 'Off'. Press the 'E' key and the left arrow key.
c. Answer 'YES', press the 'E' key and exit the menus.

7.4 LINE DIFFERENTIAL TEST


1. Activating Test Mode
2. Turn on the relay tester.
3. Block the trip signal from all involved IEDs.
4. Set Test mode to On for the Line differential function for test.
5. Set the factor of the return currents to 1/(number of current IEDs = 1).
6. Inject a current in phase L1 and increase the current until the function op-
erates for phases L1 and L2. The injected operate current must correspond
to the set IminOp. The service values for IDiffL1, IBiasL1, IDiffL2 and
IBiasL2 must be equal to the injected current.
7. Repeat step 5 by current injection in phases L2 and L3.
8. Inject a symmetrical three-phase current, and increase the current until op-
eration is achieved in all three phases. The injected operate current must
correspond to the set IminOp. The service values for IDiffL1, IBiasL1,
IDiffL2, IBiasL3, IDiffL3 and IBiasL3 must be equal to the injected cur-
rent.
9. Read the transmission delay.
10. Measure the operating time by injection of a single-phase current in phase
1. The injected current must be 4 times the operating current. The time
measurement is stopped by the trip output.
11. Check the negative sequence fault discriminator by injecting a three-phase
current with changed phase sequence: switch phases L1 and L2. The in-
jected current will now be seen as a pure negative-sequence current where
the phase angle between the local negative-sequence current and the re-
mote negative-sequence currents will be 120.
With the current above IminOp, the signal external fault (EXTFAULT)
must apply. No trip must be generated.
12. Write result into as left form 2.
13. Switch off the Test Mode.

STABILITY CURRENT TEST
1. Activating Test Mode
2. Turn on the relay tester.
3. Block the trip signal from all involved IEDs.
4. Set Test mode to On for the Line differential function for test.
5. Set the current value on the secondary relay tester suitable with form3.
6. Inject a symmetrical three-phase current at rated value.
7. Increase the injected current and note the operated value of the tested
step of the function.
8. Write result into as left form3.
9. Switch off the Test Mode.

7.6 End of Instruction PI


1. Calibration and Maintenance of Line Diffrential Relay Type RED670
2. Sign and taped the Calibration Date labels to each of relay cover.
3. Final Inspection after restore relay to the module:
a. Make sure the parameter settings each of relay in accordance with the
feeder.
b. Make sure each of relay has been installed and relay nut locked correctly
to their panel module.
c. Make sure each of relay cover module installed correctly.
d. Make sure that the setting have been returned to original condition.
4. Sign and taped the Final Inspection labels to each of relay cover.
