The detailed job description, but not limited to, is as described

below:-

1. Overall contract management and follow proper procedures of


its administration.
2. Act as the main technical adviser on a construction site for
subcontractors, crafts people and operatives;
3. Setting out, leveling and surveying the site;
4. Checking plans, drawings and quantities for accuracy of
calculations;
5. Ensuring all materials ordered/used and work performed are
as per specifications;
6. Overseeing the selection and requisition of materials and
plant;
7. Agreeing a price for materials, and making cost-effective
solutions and proposals for the intended project so as to
remain within project budget;
8, Managing, monitoring and interpreting the contract design
documents supplied by the client/architect;
9. Liaising with any consultants, sub-contractors, supervisors,
planners, quantity surveyors and the general workforce
involved in the project;
10. Liaising with the local authority to ensure compliance with
local construction regulations and by-laws;
11. Liaising with clients and their representatives (architects,
engineers and surveyors), including attending regular
meetings to keep them informed of progress;
12. Day-to-day management of the site, including supervising
and monitoring the site labor force and the work of any
subcontractors;
13. Planning the work and efficiently organizing the plant and
site facilities in order to meet agreed deadlines;
14. Overseeing quality control, health and safety matters
on site;
15. Preparing reports as required;
16. Alternative design, value engineering and cross checking of
drawings and details.

Essential Functions (General):

1. Plans, assigns, trains, instructs, assists, supervises, and evaluates


the work of professional and technical staff.

2. Prepares technical and engineering correspondence and reports.

3. Provides technical expertise on matters pertaining to policies,


procedures, practices, standards and departmental position on
pending discretionary actions to public and private agencies and
individuals.

4. Recommends selection and fee negotiations to provide competent,


cost effective consultants.

5. Plans, organizes, directs and controls resources assigned to best


accomplish the assigned functions within budget and at maximum
effectiveness.

6. Prepares engineering documents including structural drawings,


contract proposals, material lists, reinforcements, and structural
specifications for a wide variety of earthwork projects and
structures.

7. Reviews and checks structural designs, calculations, contractors'


shop drawings, and engineering drawings for construction, repair,
and maintenance projects.

8. Reviews proposed projects to ensure compliance with regulatory


requirements.
9. Coordinates structural designs with mechanical and electrical
components.

10. Directs field crews engaged in a variety of engineering


construction, maintenance, and repair activities on service
contracts and projects.

11. Examines and checks building plans and specifications for


compliance with various codes and regulations to assure good
structural practices and to determine errors in design or
construction.

12. Prepares, reviews and approves structural engineering design,


calculations and plans for new building construction and structural
repair of existing buildings.

13. Establishes design requirements/standards for permit


applications and assures proper structural engineering practices.

14. Provides interpretations of building codes, State laws, County


ordinances and departmental policies.

15. Determines structural adequacy of standing buildings.

16. Provides guidance to technical or junior staff on code


compliance matters.

17. May supervise technical staff when serving as a project


engineer.

1. Coordinates and performs constructability reviews of plans and


specifications for future construction projects.

2. Promotes safety, conducts and documents safety meetings with all


staff.

3. Serves as resident engineer responsible in charge of managing


moderate to large public works construction projects.
4. Administers construction contracts and purchase orders including
initiation, investigation, negotiation and contract change orders.

5. Conducts pre-construction conference(s) and coordinates the start


of project work.

6. Inspects work in progress for quality assurance and


adherence to contract plans and specifications; interprets
plans and specifications to contractors.

7. Coordinates and oversees sampling and testing of materials


incorporated into the work.

8. Monitors, verifies, makes field measurements, prepares quantity


calculations, and prepares progress payment sheets for various
items of work and change orders for purposes of authorizing
payments.
