1.0 INTRODUCTION

This method statement is to be read in conjunction with the Project Specific Risk
Assessment, the Site Construction Phase Health and Safety Plan and White Young
& Green Site Investigation Reports.

1.1 Scope of Method Statement

This method Statement has been compiled for the redevelopment project-New South
Quarter, Wandle Park Village, Croydon. The site became an extension to the
Croydon gasworks during the 1900s. Developments/processes installed during this
period included a benzole plant/oxide purifiers, railway sidings, tar liquor and gas oil
tanks with later additions of plants for water treatment, steam reforming and liquid
distillate. The gas works infrastructure was decommissioned during the 1980s.
The sites are to be remediated for a variety of future uses by the developer-Barrett
West London, including residential housing and some commercial. This method
statement covers the following areas of work:

Excavation of ground materials for the purposes of soil and shallow ground
water assessment and soil sampling prior to bulk excavations.

1.2 Scope of works

This scope of works covers the following:

Historical and visual assessment of proposed excavation areas


Additional site investigation to infill any information gaps on the sites
To gauge the extent and characteristics of underground obstructions
And to define by visual/sampling/analytical means the general character
of the ground materials with respect to the remediation processes
Gauge the extent and nature of the shallow groundwater

1.3 Trial Hole Selection Process

From the knowledge of the former industrial processes and practices carried out at
the site, there are contamination issues associated with all areas of the site.
Reference is made to the White Young and green Site Investigation Reports.
Contamination associated with local shallow made ground, including light aromatic
compounds( including BTEX compounds), Total petroleum Hydrocarbons (TPH) and
Polyaromatic Hydrocarbons (PAHs). Other contaminants evident which are typical of
gas works sites include (heavy metals, phenols, cyanides etc).

After carrying out an in depth study of the available site records and site investigation
reports provided, a general selection of proposed trial holes will be selected and
marked on a sketch of the site. These will include holes to fill in information gaps,
locate and assess known underground structures, locate assumed underground
structures from historical records, provide visual/sampling and analytical information
on representative ground materials including bench trials to establish best practice
for the remediation technologies.

The proposed trial pit locations will be checked with respect to the presence or
location of known services or sensitive underground obstructions-such as
cables/sewer or culverts-old or current. These items will be identified and marked on
site.
An additional site walkover will be carried out to check for other hazards/services etc.
which need to be avoided and CAT scanning will take place in proposed excavation
areas.

2 HAZARDS IDENTIFIED

2.1 The hazards associated with this operation are:

Unknown materials, liquids which may be contaminated


Exposure to hazardous materials including contaminated soils, liquids
and vapours.
Deep trial holes with unsecured sides
Vehicle movements
Existing construction processes
Thoroughfare routes across public roads
Plant & machinery
Existing services-pipes/cables/drainage or old services.
The River Wandle culvert
Unfilled/filled sumps, pits, tanks and chambers
Weils Disease from water contaminated by rats
Fires on site and flammable materials
Depleted oxygen levels in excavations and presence of elevated
levels of CO2, H2S, VOCs and methane

The above list is not exhaustive and therefore operatives must remain vigilant
at all times and exercise constant care when any operations are carried out.
Known existing services will be located and marked out on site. A site plan
will be marked up with the intended locations of any trial holes. A study of
current service records will be carried out including the locations of any
temporary services for the current areas of construction. An exclusion zone of
3m each side of the assumed routes is to be maintained at all times. When
site excavations or other activities are planned to occur in these areas, a
specific toolbox box talk will be provided to the workforce.
It is not anticipated that shoring or supporting of the trial pits will be
necessary. The trial pits will not be accessed by personnel.
A permit to dig authority will be agreed with the client.
In any event, CAT scans will be carried out by a trained operative in advance
of any excavation works being carried out and further visual inspections prior
to works being carried out. Services discovered during this scan will be
clearly marked.

2.2 Personal Protective Equipment (PPE) and Respiratory protective Equipment

Safety glasses where necessary


Gloves where necessary
Hard hat, safety boots and hi-vis jacket at all times
Overalls where necessary
RPE will be selected after specific risk assessments have been
carried out for gases, vapours, dusts, asbestos etc.

3 ENVIRONMENTAL PROTECTION ARRANGEMENTS

3.1 Waste and pollution


The Environmental aspects associated with this operation have been identified and
will be monitored in accordance with the procedure laid down in the method
statement for environmental monitoring. Certain mitigating measures will be in place
at the site to reduce environmental impact:

Care will be taken to ensure that contamination from the site is not carried on
to the public highway. Lorries or vehicles leaving the site will pass through a
suitable wheel washing facility if necessary to ensure that debris is not
deposited on the public highway.
Monitoring of vapours will be undertaken by the site chemist during the trial
hole excavations.
Trial holes will be excavated in a controlled manner and they will be back
filled in reverse order, ensuring that no obvious contamination is left on the
surface.
Care will be taken when perched or groundwater is encountered in the trial
holes to ensure that liquid based contaminants are not spread across the site.
Site fuels/lubricants will be stored in a designated area in appropriately
bunded storage vessels including a mobile fuel bowser if utilised.
Trial holes will either be backfilled after collection of initial data/samples. They
will not be left unattended without suitable barriers/fences.
No trial pits will be left unfilled overnight.

3.2 Noise
Noise monitoring will be carried out at intervals during the contract in accordance
with the requirements of the environmental monitoring contract. All the machinery
and equipment employed will have the appropriate silencers fitted and will be
maintained and operated in accordance with the manufacturers specification.

3.3 Dust and Vapours

Dust emissions during the trial hole excavations are not considered to be of any
significance and are not expected to pose any particular risk, however, in the event
that suspected asbestos materials are encountered, these will be blinded with
polythene/fine soil and the appropriate RPE will be used by site operatives.

Volatile organic compounds will be monitored by the site chemist using a PID
instrument. Appropriate RPE will be used by operators in the event that VOC
concentrations in the work area are greater than 5 ppm.
Excavated soils or other materials which give evidence of elevated VOCs or other
odours will be lightly blinded with soil fines to inhibit volatilization until the trial pit is
backfilled.

3.4 Dewatering arrangements and disposal of water


It is not intended to remove any perched or groundwater encountered during the
excavation of the trial holes. Notes will be made of any water encountered including
visual nature, depth, approximate quantity etc. to assist with water management in
the bulk excavation stage of the works.
3.5 Fuel oils and storage
All fuel will be stored in bunded bowsers to contain any leakage. In the event of a
leak, this will be contained and treated with oil absorbent material and disposed of.

3.6 Vibration is not expected to be an issue during the trial hole investigative
works.

4 PLANT AND EQUIPMENT

The following plant and equipment will be employed under this Method Statement:

All personnel-protective boots, overalls, high vis-vests/jackets, hardhats, light
safety glasses, and gloves (Rigger/rubber or surgical as required), RPE dust
or organic vapour masks as directed by the site chemist.
360 excavator c/w assorted buckets. Excavator to have spark arrestors on
engine.
Polythene sheeting and warning tape
Photo-ionisation detector (PID) for VOCs.
Sample containers.
Camera

All plant will have the appropriate certificates and the operators will have the
appropriate qualifications.

6 METHODOLOGY

6.1 This method statement will be briefed to all personnel taking part in this
operation in advance of the works taking place.

All operatives involved with the activities covered by this method statement
will use the appropriate PPE as described above.
A survey to locate any existing service will be carried out by a study of site
service records, discussion with site personnel familiar with the site layout
and using CAT Scanning equipment prior to excavation works commencing.
All known services will be marked.
A site walk out will then be undertaken to ascertain any further hazards not
identified previously.

Excavation
The trial hole positions will be marked out by Cognition personnel and a CAT
scan will be carried out at each location.
A banksman will supervise the area to ensure that unauthorised personnel do
not enter the operation zone. Due to the construction processes currently
active on the site, the proposed area will be delineated with flexible
fencing/bunting after agreement with the specific construction manager for
that area concerned.
The excavator will excavate under the direction of the site chemist and
deposit the arisings adjacent to the hole in small piles in order of the strata
encountered.
The strata arisings will be examined and sampled by the onsite chemist as
required. Logs of the strata encountered during the excavations will be
recorded and digital photographs will be taken. Soil samples will be collected
in the specific sample containers provided by the laboratory for the analytical
parameters required and selected bulk samples will be collected for the bench
scale trials. The excavation and arisings will be monitored for VOCs using the
PID. Individual samples collected will also be measured for VOC headspace
approximately one hour after sampling. All measurements will be recorded
with the logs.

When significant groundwater or liquid tar/oil is encountered, the excavation


will be stopped and a basic visual assessment of the nature of the water will
be carried out including a measurement of the strike depth.

After completion of sampling, the trial pit will be backfilled with the excavated
material in reverse order and the materials will be firmly compacted.
All areas will be left in clean and safe condition.

All operatives are expected to observe good site investigation practice and
observe a good standard of personal hygiene.

Cognition Land and Water Limited will monitor these operations by attending the site
throughout the operation and checking the arisings which will be in addition to the
contract requirements for environmental monitoring-refer to separate method
statement. Amendments to method statements will be briefed to operatives using a
tool-box-talk. A copy of this method statement will be kept on site at all times,
especially when the operations are being carried out.

8.0 EMERGENCY PLANS

In the event of an emergency occurrence on site, notify management immediately,


who will then make the decision whether to contact the emergency services.
