Chapter 6 CONCLUSIONS
This chapter discusses the environment impacts that may still persist, even after all
the mitigation measures recommended in this EIA report have been adopted and
implemented by the project proponent. The persisting impacts, which may be
positive or negative in nature, are referred to as the residual impacts.
Various mitigation and design measures are recommended for the anticipated
adverse potential impacts that may arise from the Proposed Project activities.
However, there will be some impacts that would be residual or inevitable due to the
nature of the project, and the uncertainties in the assessment resulting from lack of
suitable data and understanding of the complex environmental processes.
There will be a permanent lost of the natural landscape at the project site. The
natural terrain and vegetative area will be permanently replaced by features such as
concrete buildings and scattered trees and flowers. However, these losses are
compensated by the gains of a modern and well equipped educational facilities as
well as a designed landscape.
3. CONCLUSIONS
This environmental impact assessment study has shown that the proposed SMK
Julau No.2 project by Ministry of Education is viable, and would not cause
significant adverse environmental impact on its surroundings. The potential impacts
are shown in the EIA Matrix (Table 6.1). The conclusions drawn from this EIA study
were based on the followings:
• The proposed project (SMK Julau No. 2) is urgently needed by the nearby
communities as the existing SMK Julau No. 1 is unable to accommodate the
future student population.
• Channel diversion (straightening) results in minor changes in the hydrological
features. However, this will impact the environment positively by significantly
reduce the chances of flash flooding; due to significant increase in flow
velocity after completion.
• Water quality issue can be addressed through proper installation, maintenance
and operation of the proposed centralised sewage system.
• Proper landscaping of the project area will help improve the aesthetic value of the
project area when completed.
• Permanent loss of common vegetation of the proposed site is just a trade-off to a
more structured landscape and a healthy study environment for the boarding
students who are going to occupy the area.
