ACTIVITY DESIGN

ONE-DAY ORIENTATION ON BARANGAY FULL DISCLOSURE POLICY (BFDP),


BADAC, GAD Planning and FEDERALISM

LEGAL BASIS

ON BFDP - Pursuant to Section 351 of the Local Government Code of 1991 and to ensure the
barangays adhere to the highest ideals and standards of transparency and accountability, all Punong
Barangays are hereby directed to post in an area inside the barangay hall that can easily viewed by the
public and on their website (if available). Correspondingly, DILG issued Memorandum Circular No. 2014-
81 dated July 15, 2014 re posting of Barangay Budget, Statement of Income and Expenditures and Other
Barangay Financial Transactions and Annual Procurement Plan, hereby encouraged the Punong
Barangays to put up a Barangay Full Disclosure Board to post documents.

ON BADAC - All concerned local authorities are hereby advised to appropriate a substantial
portion of their respective Annual Budgets to assist in or enhance the enforcement of RA 9165, as
mandatorily required by section 51 of RA 9165 in all budget preparations in addition to those already
mandatorily required under section 324 of the Local Government Code, shall be ground for disapproval of
the Annual Budget on review and can be a ground for possible administrative case of dereliction of duty
pursuant to Section 60 of the Local Government Code.

ON GAD - RA 7192 Women in Development and Nation Building states that Government
departments, including its agencies and instrumentalities shall xxx xxx include an assessment of the
extent to which their programs and/or projects integrate women in development process and of the
impact of such programs or projects on women Also, RA 9710: Magna Carta of Women asserts that
GAD programs addressing gender issues and concerns shall be designed and implemented based on the
mandate of NGAs and LGUs. Relatedly, Executive Order 203 mandated agencies to incorporate and
reflect GAD concerns in their agency performance commitment contracts, annual budget proposals and
work and financial plans. Likewise, DBM-NEDA-NCRFW Joint Circular No. 2004-01 includes guidelines
and procedures for the formulation and submission of agency annual GAD plans and budgets, and GAD
accomplishment reports.

ON FEDERALISM - DILG, which has a general supervision mandate over local government units,
shall take the lead in promoting public awareness and understanding on the salient features and
principles of a federal form of government.

RATIONALE

Catbalogan City, as the center of trade, commerce, government and industry in the Province of
Samar, is confronted with the following issues:

On illegal drugs as per report of PNP


Only 33 out of 57 Barangays are fully compliant of BFDP
Lack of concrete plan re GAD and 10% Youth Development Fund Utilization
Uncertain grasp of Federalism

Hence, there is a need to address this challenge and equipped the Barangay Officials as for
them to perform their duties and functions faithfully and diligently, if not yet to excellence for the
community to enjoy good governance and trustworthy image of the City as a whole.

In view hereof, the LIGA ng Barangay of Catbalogan City in coordination with the Department of
the Interior and Local Government Catbalogan, will conduct a 1-day orientation on BFDP, BADAC ,GAD
Planning and Federalism.
OBJECTIVE

At the end of the session, participants will be able to:

a) Prepare the six (6) documents of BFDP required by law, the BADAC plan, GAD planning and
10% Youth Development Fund Utilization, respectively.
b) Explain, based on the provisions of the concern matter, the principles as well as the
responsibilities of Barangay Officials to promote advocacy and action on behalf of GAD, BADAC
and FEDERALISM in their respective Barangays, and
c) Understand and appreciate how Federalism will help the country.

DATE AND VENUE

The orientation will be held on February 20 (Batch 1), February 21 (Batch 2), 2017 (9:00 AM 5:00 PM at
the ________________________, Catbalogan City.

PARTICIPANTS

There will be approximately 90 pax (30 Brgys x 3 for 1st batch) and 81 pax (27 Brgys x 3 for 2nd batch)
in the Orientation-Workshop. Important attendance of Punong Barangay, Barangay Secretary and
Barangay Treasurer.
