Choices For a

Better Britain

Manifesto 2006
Page | 1
Foreword
This manifesto starts with you. Quite literally, reading this foreword but also in a deeper sense. In the end, all politics is about people and their
problems, close to home.

New Labour has lost its newness. Not only have they returned to the old model of taxing to fund their grand designs in their last budget, they have
broken promise after promise. They promised to take care of Stansted before addressing Heathrow but one morning, millions woke up to find out
theyd be living under a runway. They promised not to tamper with universal child benefit but when budget day came, millions of families found
out they were not worth the governments money. Labours transformation decade is nothing but the final stage of their spin-driven government,
desperately searching for a vision or a purpose.

While Labour gives us sweeping words about transformation in local communities, theyve let our society and our communities crumble, and with
it the social potential of Britain. Theyve mortgaged trust in politics with their cavalier attitude to promises; but whats even more damaging is that
their lack of trust in people to do the right thing without the government telling them to in increasingly complex regulations is undermining our trust
in each other.

My politics are much more simple to return to what I said before, they start with you. After this election, I want to lead a different kind of
government. I want to start small, with you, the people of Britain. I want politicians to be beside you when you need us to act, as a parent who
wants the best for his child, as a patient in need of a good hospital, as a hard-working Briton in need of a good job. I want us to be beside you
when you take things into your own hands, because that's where the real transformation comes from: when citizens in local communities, in society,
pitch in together to make their country a better place. To tackle climate change, to save vital services, to deliver better schools and hospitals. You
deserve a government that supports that initiative instead of hijacking it in the service to some big top-down agenda. I want to bring Britain back
to basics: close to you, driven by you and working with you. Because politics is about so much more than the big plans and spin of those of us at
Westminster: its about you.

We can bring in that new politics if we make the right choices for a Better Britain, together with you. This manifesto outlines those choices.

We want to build a better Britain, to restore trust, to reform our public services and to empower all those people who, in their communities and
their daily lives, are the true source of transformation in Britain. This election, were with you. Can I count you in on September 23rd?

Emily Greenwood

Our Six Point Plan
Make the NHS Work for Every Briton
The NHS is one of Britains proudest institutions and is the envy of the world for many reasons. But it is under threat, because in its current form it simply is not going
to last. We want to make reforms to ensure that the coming ageing crisis is contained through merging health and social care, we want to reform the NHS to
work for doctors, nurses and patients, and support it with the funding it needs now through sustainable means.

Finish the job in Iraq

The Conservatives voted for the Iraq War in 2003, that is something we accept and on reflection now that the war has been raging for years I think all parties
involved regret the decision. However, it is the Conservatives who are willing to get something done about it. In Parliament, our decision to back an inquiry forced
the Government into a Parliamentary defeat, and we shall trigger it upon taking office. But we wont withdraw arbitrarily, we will finish the job, do it right and
invest more into encouraging stability in civilian life in Iraq to end the job faster and with a better result.

Reform Education to put Pupils First

We believe that the first role of a school should be to equip children for a life of work, but also a life of fulfilment. Something that schools can only do with the
right funding, but also somewhat more importantly with the ability to largely manage their own affairs. Schools need more powers to accommodate for their
local area, as well as to adapt their teaching methods and the teachers they hire for their students.

Securing Our Streets

Its astonishing that in the 21st century people still fear walking home in the streets that they live in the UK, we want to do something about it. We will start by
targeting petty crime, being aware that not only do many offenders find themselves addicted to drugs and therefore focusing on new drugs rehabilitation
programs, but also clamping down on and catching criminals in the act by hiring 5,000 more police officers each year.

Creating an Economy of Aspiration

To the conservatives, life isnt about where you started its about where you are going. For that reason we want to cut taxes and focus on reducing the barriers
for everyone to create businesses for themselves, providing further adult education and totally reforming the tax system to be simpler, more understandable and
less complex by eliminating hidden shadow taxes and merging National Insurance and Income Tax with the aim of balancing the national budget in a decade.

Getting Immigration Out of the Debate

Immigration is a serious issue that has been ignored by Labour for years, and now because of that it is at the forefront of political debate. It shouldnt be that
way and the only way to get it out of the discussion again is by bringing in controls and being sensible with immigration. We will introduce a non-EU migrants
points based system to ensure that the best and brightest can come to Britain and unify the border force to create a more efficient border system.

Defence & Iraq
Defence is a key priority for the Conservative party, from ensuring that our armed forces are equipped not only to do the job that they provide for
this country to the best of their ability but also ensuring that they get the best possible support from the Government in regards to training, pay and
funding. In a time when the United Kingdom is engaged in not just the conflict in Iraq but also Afghanistan our troops deserve everything they ask
for and we shall deliver for them. Starting with a reorganisation of the Ministry of Defence to cut away wasteful spending and more importantly to
rid the armed forces of inefficient or unfulfilled contracts with a full review of contract rules and regulations being conducted by the Government
within two years of taking office. This will allow wasted funds to be directed instead at procurement of equipment for our armed forces, including
construction of two aircraft carriers to replace the three being de-commissioned shortly by the Government.

This will be followed by a pledge to not only remain in Iraq until the mission of stabilising the country and ensuring the survival of the democratic
Government there is complete, but also to increase spending on establishing stronger economic development in the region to drive individuals
away from the prospect of joining terror organisations to make a living. This will be accompanied by new efforts to cut off Terror groups funding
and a pledge to continue spending 2.6% of our GDP or more on defence to ensure that this country has the protection It needs and deserves. We
at the Conservative Party also believe that for too long our military has been paid too little and to make up for that we will pledge to pay the
armed forces 1% above inflation at a minimum every year of our five-year term in office.

We believe it Is vital that we equally vital that the UK must recognise now that we are in a new age of conflict, in a time when the threat is
increasingly terror organisations over major national adversaries. For this reason we believe it vital that we now conduct a strategic defence review
to assess how we can reform, modernise and better equip our military to fight modern threats which often come from within civilian populations
as opposed to on a battlefield. This plan, based on supporting our armed forces in law, on the battlefield and financially will ensure that not only
do we have a secure and protected nation, equipped to fight any threat, but also that we are prepared for the next threat wherever that may
be. It will ensure that Iraq is supported further in its transition to a stable, healthy democracy and it will ensure that of all the blood split in an
unnecessary war was not spilt in vain or for no purpose.

Our Key Promises

Finish the job we started properly regardless of the time it takes.
Additional support for the Iraqi Government in the form of economic development aid
Maintain 2.6% GDP defence spending
Initiate the Iraq War Inquiry as passed by the Conservatives in Parliament this year
Promote the cutting of waste and abandonment of inefficient contracts while focusing funds on procurement
Introduce the Military Covenant into law and conduct a Strategic Defence Review
Increase Military pay 1% above inflation every year of our Government

Helping the NHS Work
Over the last year it has become clear that Labours plan for the NHS is not sustainable. The Governments attitude towards the problem is that no
matter what happens if you throw more money at the problem it will go away, and of course in some cases it will. But in the case of the Ageing
crisis as is on the horizon the NHS simply cannot solve the problem by being given more and more money because it will never ever be enough,
and it will eventually become so utterly expensive that taxes have to rise significantly as they have done in the Lib Dem proposals and in the
budget that caused this Labour Government to collapse.

Change needs to be made if the NHS is to survive, and that change can be made now while we have time or later when things are going downhill
and people are suffering as a result. That is why the Conservatives are proposing a series of administrative reforms to the NHS in this election, all
aimed at reforming and improving the NHS at an administrative level to lower its costs and focus the service on what it is designed to deliver; good
quality healthcare for all. First, we shall focus on developing healthcare in your local area by combining the strengths of the NHS and Social Care
together into a single department, thus making the process of transferring the elderly or others in need of social care easier and more efficient.
This will be accompanied by the creation of a Code of Dignity for the elderly to preserve patients rights and standards of care In the Health Service
and Social care service.

We shall also increase spending in the NHS at a sustainable and fiscally responsible rate, constructing new hospitals and clinics to cope with
demand and reduce waiting times while hiring new doctors and nurses to support the service. An annual notice of cost shall also be produced for
public awareness and access each year listing the cost of treatment and the services the NHS provides with the intention of educating the public
on how to use the service appropriately, this mainly being aimed at reducing the burden on Accident and Emergency over GP usage. To lower
the centralisation of the NHS also we would scrap Centrally set targets for each NHS trust across the UK in order to give Trusts power themselves
and abolish the bureaucratic deadweight of Strategic Health Authorities by abolishing the service and distributing powers elsewhere. Each hospital
will equally be established as an independent NHS trust, thus localising the service and allowing nurses and doctors to treat patients more freely
and independently.

Our Key Promises

Integrate Healthcare and Social Care within local communities
Create a legally binding code of dignity for elderly and aged persons
Increase real spending in the NHS in every budget while also combating waste and misuse of public funds
Implement an annual notice accessible by the public of NHS service and treatment costs
Freeze Prescription charges for the next parliament
Establish hospitals as independent NHS trusts
Provide free substance abuse and suicide intervention services

Controlling Britains Borders
One of the major debates in the 21st century has been over immigration, if it is too high, too low, or just not being managed properly, but this really
has never been such a major issue in a campaign before. The reason it now is such a big issue is down simply to Labours mishandling of immigration,
ignoring the issue largely and rarely speaking about it. What this has done is meant that people who have genuine concerns about the effect of
immigration on the economy, society and our public services all of which are largely positive and beneficial have been sidelined by our politics.
This must change and people must start to address the issue.

The Conservatives believe that the immigration debate is not a nice one, it is a debate literally over the lives of people who largely want to come
here to work and live better lives than they might in their home country. Thus to us it is vital that we solve the question of immigration, bring is under
control and moderate it before it becomes more a matter of disliking people from foreign nations than a matter of sensible migration controls. This
is why are the only party serious on limiting migration, and to do so we intend to take a series of actions. First create more of a physical barrier for
illegal migrants, the type of immigration that is bad for our country, through more investment in physical obstructions into the nation as well as
more investment in border security officers across the country. Secondly we wish to make the border control force more organised and better
equipped to deal with the problem they face, this can be done by merging the various border agencies in the UK into a single national force.

To limit the effect of EU migrants on the UK we wish to work with the European Commission to establish a series of rules limiting the access of migrants
from nations just joining the EU from travelling to the UK for five years after accession. This will mean that our relatively open borders with Europe
can have significantly more control rather than just opening the flood gates and watching what happens and we believe that many EU states
would agree to these proposals.

Lastly we wish to introduce mandatory English language tests for migrants wishing to reside in the UK permanently, this is aimed at ensuring that if
you wish to come to the UK and work here that you can speak the basic language in order to do so. This we believe will help migrants in the
process of integration into British society as well as lessen the attitude of xenophobia that can be created as a result of immigration that we all
wish to avoid entirely.

Our Key Promises

Extra border staff and funding for border control measures
Establish a points based system for non-EU migrants to the United Kingdom for highly skilled workers and migrants
Request a lock period from the EU for migrants from nations joining the EU
Require asylum applications to be processed outside the United Kingdom
Establish a single national border force
Require mandatory English tests for permanent migrants of the UK

Equipping the Next Generation
Education is the heart of any nation, because the quality of it can decide the economic, social and even political future of a nation for decades
to come. By failing our students, we fail not only our children, but also ourselves and our ancestors who fought to make this nation the great nation
it is today. That is why the Conservative Party would prioritise education reform as one of the first and most vital elements of any Government, with
the aim of empowering schools to teach rather than attempting to plan the future of the next generation from London.

Our vision for education is simple; to create a system that works for all students in their own individual ways and rewards attainment as opposed
to failure. We believe that no matter where you start in life you deserve the chance to a good education. Good education we believe comes
when students are given a variety of choice in their education, including additional vocational studies as options over the traditional academic
route that many students simply do not find themselves comfortable following. By expanding vocational study options, as well as giving schools
more influence over their choice of subjects, teaching style, amendments to the national curriculum as set out in our Educational Excellence
program we believe that we will create a strong variety of educational options for students of all backgrounds to follow.

Schools need to be given the power to adapt to their differing circumstances too, and under a Conservative Government they will with an end
to an entirely centrally planned curriculum and giving schools the power to adapt to their local economy. This for example will allow rural schools
to provide more vocational or agricultural education for their students that wish to follow that career path as well as allow schools in general to
adapt and specialise in individual subject areas. The rolling out of a new academy class of schools with special powers over the hiring and firing
of staff, spending and support from local business will add to this by allowing schools to find new ways to teach their students and making the
teaching job market more competitive, thus allowing schools to succeed and fail on their own merit and the Government to judge them on that
basis. This focus on improving attainment also carries over to universities after the official introduction of tuition fees earlier this year. The
Conservatives have looked at ways to adapt the system and to reform it to make the fees less of a barrier to students wishing to attend university
by expanding maintenance grants and funding for students of disadvantaged backgrounds. This we feel is a fair compromise to fund our
education system and let students succeed.

Our Key Promises

Grant Schools more freedom to control their own affairs with a new Academy Status system
Introduce a new, balanced system of individual investment per pupil for schools
Introduce a system of Advantage Investment for pupils of failing schools
Eliminate central control over the school curriculum
Reform tuition fees to make the system fairer and increase maintenance grants/loans
Expand the system of vocational education to encourage diversity of education
Implement our proposed Educational Excellence Program

Taking Back Britains Streets
For too long Labour has neglected Britains police forces, with petty crime rates especially rising at a rapid rate in the last year the Government
has taken too little action for too long, only doing so in the last budget in a last desperate act of panic. The Conservatives however have long
been champions of our nations police force and the need to make safe our streets.

Under our proposals, we will start to take crime seriously again in Britain, hiring 5,000 additional police officers each year to combat the rise of petty
crime in recent years and reforming the police to be led by a series of elected police commissioners as opposed to the failing and inefficient
Territorial Police Authorities system. These commissioners will be directly elected by local citizens to do the job thus adding to the sense of
community that we are striving to create under the next Conservative Government, community that will encourage cooperation between police
and local citizens and create a better understanding of not only the law but also the reasons why a life of crime is not a path anyone should take.

We recognise however that a lot of crime starts in minor offenses and puts individuals on a path to a life of it, especially due to the presence of
drugs that have taken a hold on elements of our society. Therefore we wish to cut the problem off at the source, get people who are addicted to
drugs off them and support them in doing so, thus giving them a significantly better chance in life. That is why we will create an additional 10,000
places on drug rehabilitation programs each year to coincide with the creation of 20,000 additional capacity in Britains prisons. This will end
overcrowding in Britains prisons, improve the life chances of offenders, especially young offenders, and lessen the impact of crime on Britains
streets.

In the 21st century however Britain must face up to new threats, including that of potential terror attacks. With the creation of rapid deployment,
armed units able to respond to terror attacks in any of Britains major cities, especially London, we aim to limit the potential for damage that
terrorists could cause. Something that through the increased use of new technology can be equally nullified or blunted by Britain;s police forces
by tracking down, finding and stopping terror cells or plots during the planning phase. This strategy therefore makes Britain ready to respond to
terror threats not only on the ground at the time, but also long before they have occurred.

Our Key Promises

New Rapid Response anti-terror force for Britains Cities
A minimum of 5,000 more police officers per year
Abolish Territorial Police Authorities in England and Wales and introduce elected Police Commissioners
Create 10,000 additional places on drug rehabilitation programs
Expand prison Capacity by 20,000
Introduce additional Minimum sentences for serious crimes and habitual offenders
Provide for greater use of Technology in the policing process

Creating an Economy of Aspiration
The British economy has long been one of freedom of enterprise over state control, but under Labour that dream that every man or woman might
start their own business has slowly been vanquished. We now live in a high tax, high spend Britain under a Labour Government that seeks to take
your hard earned income and squeeze the middle class to pay for often unnecessary or unhelpful projects such as the British Business Bank the
role of which could be solved by lowering corporation tax.

The Conservatives have long believed that what you earn, you should keep. We have long believed that everyone ought to have the right to a
chance at a successful career so long as they are willing to put in the hard work now and fight for your right to work. We believe in the idea that
what matters is not where you started in life, but where you are going and we want to help ensure that the direction of travel that you are
following is one of prosperity and financial stability. That is why we are pledging to lower not only Corporation tax if elected, but also aim to lower
income taxes over the next five years to encourage economic growth, the rise in family savings and individual prosperity and financial gain.

We believe that paying tax should not be as difficult as it is made out to be, and it should not be as confusing as it is. Everyone should be aware
of just how much of their income they are paying to the Government and that is why we wish to simplify the taxation system, starting with radical
taxation reform to merge the now dated shadow tax of National Insurance Contributions with income and corporation taxes. This, we believe,
will not only help the administrative burden on individuals, but also businesses, and may promote growth and financial gain as well as
understanding through making what is currently a complex series of financial burdens into a simple single system.

Our economic reform shall go further than that however with proposals that will allow you to transfer a portion of your income tax personal
allowance to your partner or spouse tax free. This will save families potentially hundreds or even thousands of pounds each year giving them
money to invest in luxuries or save for a rainy day, both regardless encouraging growth and prosperity in our economy. We also intend to reverse
the damaging sin tax rises that have punished working class citizens by driving up the cost of living significantly if you are a smoker or even if you
just feel like having a beer after work. This will come hand in hand with our pledge to support the middle class by reversing the addition of private
healthcare and education to VAT payable services.

Our Key Promises

Reduce public borrowing by 50% in the next five years
Cut income tax, Corporation tax and Capital Gains taxes and raise the threshold on income tax every year
Introduce a civil hiring freeze for the next two years (with exceptions)
Reverse Tobacco and Alcohol sin tax increases by Labour
Reverse the addition of private education and healthcare to VAT
Simplify the tax system by Merging National Insurance Contributions with Income Tax and Corporation Tax
Allow married persons/civil partners to transfer a portion of their inheritance and income tax personal allowance to their partner

Creating Fair Welfare
The welfare state is a vital aspect of Britains social security net, by supporting people in need we not only demonstrate our compassion as a
nation, but also ensure that nobody in need is left behind while others succeed, however Labour has broken that trust. With their decision to go
against their own manifesto and abandon entirely Child Benefit, a system introduced decades ago that has supported families for generations,
they have demonstrated that they cannot be trusted to handle our welfare state and have abandoned millions of families in the process who
depended on our support.

The Conservatives believe that it is the duty of the state to get its people on their feet so they can have prosperous, financially stable and open
futures, that is why if elected to Government it is our intention to return to the system of Child Benefit, once again supporting the many families
forgotten by the Labour Government that elected them. Alongside this we also intend to keep supporting those in need, rising state pensions and
Child Tax Credit in line with inflation or average earnings, based on which ever is highest, for our entire five year term of Government.

We believe that the collection and administration of state support is also too complex of a system, there are many people in Britain who deserve
support from the state but are denied based on difficult rules or simply do not even apply for them because of it. For that reason we want to
simplify the process, making it easier to claim, but also making it easier to understand, thus supporting those who need that support rather than
playing politics with the lives of those in need. Those who wish to abuse the system however shall be kept in check through the Health Service
which under conservative plans shall be required to report individuals fit for work to the Department of Work and Pensions so as to end any abuse
of the states support and so that we can get people into the workplace and off state support as fast as possible. After all, the best type of social
security is a Job.

Our Key Promises

Increase the state pension and child tax credit based on the growth of average earnings or inflation whichever is greater
Reverse Labours decision to scrap Universal Child Benefit
Simplify the credit and benefits system to make it easier to administer and understand for claimants
Require a GP/Physician to provide a fit for work notification if a patient is deemed capable of working
Allow tenants on housing benefit to have is directly paid to a landlord or council
Increase paternity and Maternity pay

Making Politics About You
In this day and age politics has become increasingly untrustworthy, with parties seeming often very similar to the electorate, political scandals
occurring often and with devastating effect as well as an unpopular upper house of unelected leaders. We believe that things ought to be better,
you should be able to trust your politicians, your leaders and the system in which they operate.

We believe that it is time that your voice can be heard on a national scale, and with the introduction of a new petitioning system that will be the
case. Now if 100,000 British citizens sign an online petition to the Government the petition will be sent to a committee that will determine if it should
be debated in the House of Commons. This will mean that issues that some may ignore in Parliament and may not be at the forefront of British
politics can get pushed onto the agenda which helps not only your MPs but also helps Parliament assess the mood of the country and gives you
a chance to be included in the national debate. This will be combined with reform on a local level to allow you to challenge your local
Government on its provision of services, instead offering your own public service or investment, so long as you can provide an equal or better
quality service for equal or lower cost.

We want to go further however when it comes to parliamentary reform by introducing the right to recall. Under this proposal if 40% of the registered
voters in a constituency sign a petition to recall an MP it will under law trigger a by election in the seat allowing you to decide the future of your
MP if he or she are not up to the job. We wish to take this even further though and introduce law fixing terms of Parliament, after two elections in
two years we believe it is time that Politicians be made to compromise and do their jobs, rather than just calling an election when opportunity
strikes as Labour has done this election. This Act will limit elections to being every five years unless the consent of two thirds of Parliament is given,
guaranteeing stability for the Government and Parliament for the foreseeable future and ending the instability we have seen recently under
Labour.

Reform to the House of Lords is also a key priority for the Conservative Party. We are aware of the importance of an upper house, and the
importance of its ability to scrutinise the legislation of the House of Commons, but we wish to limit it. Its time that we capped the size of the house
to 400, and while we are at it end hereditary peers for good membership should be about achievement and skill, not bloodline.

Our Key Promises

Introduce a Petitioning system that encourages Parliament to debate all petitions that receive over 100,000 signatures
Introduce the right to recall allowing 40% of the electorate to call a by election if their MP doesnt perform
Cap the size of the House of Lords at 400 and eliminate hereditary peers
Introduce a Fixed Terms Parliament Act to push parties to compromise over calling repeated elections
Restrict the ability of Britain to go into a major conflict to being only with the consent of Parliament
Allow local citizens to challenge the provision of public services by local Government
Respect the powers and institutions of the Scottish Parliament and the London, Welsh and Northern Irish Assemblies

Developing Our Infrastructure
Britain relies heavily on its infrastructure, from Rail to air and from roads to homes. Each and every aspect providing vital services to our nation that
increase our mobility as a nation and improve not only access for business nation wide but also the ability for Britons to travel the world and the
nation far and wide. But Britain could be even more connected, especially in the midlands and the north.

Britains economy has for too long been focused on the south and London; lack of major infrastructural links, continued central planning from
Labours Government and a refusal to invest in major projects has led to a separation or a north/south split in our economy and even our society
due to our lack of social mobility as a nation. It is not common for example that average Britons from the south of England have ever actually
even visited Scotland or even major areas of the north for example, but we want to change that. Through the construction of superlink the larger
proposed expansion of the Crossrail project we intend to link up not only the south and the east of England, but also the midlands as well, creating
better transport links between the regions and more importantly encouraging investment in new, previously less accessible, areas of the country.
This will be backed up by a review into Labours decision to construct a third runway at Heathrow to determine if that decision was the best for
the city of London and the transport links it needs.

This plan, combined with the expansion of the roads system, the lengthening of rail contracts and further freedom to rail companies will create a
more stable and accessible transport market, one that allows you to transport to different areas of the country that many may have never visited
before. But we will go further and guarantee that fuel prices under a Conservative Government will not rise with petrol duty and Vehicle Excise
duty being frozen for the entire next Parliament.

A Conservative Government would also recognise that housing prices are currently shooting up possibly meaning a future housing crisis. This we
wish to combat by not only making it easier to get a new house, but also easier to purchase the one you already live in. This can be done by
expanding Right to buy to housing association tenants on top of already existing systems and maintaining low rates of stamp duty for the
Parliament.

Our Key Promises

Invest in the construction of Superlink a proposed expanded Crossrail to link up the East midlands, London and the South
Require councils to identify Government held land that has gone dormant with no planned use for possible housing development
Provide military veterans with front of the line access to social housing and Right/Help to buy schemes
Freeze petrol duty and Vehicle Excise duty for the next Parliament
Initiate a review of the decision to expand Heathrow airport with a third runway
Expand right to buy to housing association tenants
Grant rail companies further freedom to determine what services they offer and lengthen franchises to create market stability

Protecting Britains Interests
Britain has a long and proud tradition of standing up for itself and its interests on the world stage, from our seat on the UN security council to our
key role in the EU and G8 we have a huge amount of influence and sway in discussions on issues around the world and in Europe. With that
influence and in the aftermath of the European Constitution Referendum we believe it is time to make real change in Europe ad for Britain to lead
the way.

As the first and only party to set out a vision for Europe after the rejection of the constitution the Conservatives have a clear idea of what kind of
EU is in Britains interests. We want a Europe that is close, friendly and democratic but one that does not undermine the sovereignty of nation
states. A Europe that works to create cooperation between members but does not seek to force upon its members the idea of ever closer union
that everyone knows really only appeals to those who desire for a European super state that Britain doesnt want to be a part of. Instead we want
a more democratic EU with decisions being put in the hands of the Parliament increasingly more rather than the unelected and often idealistic
commission. We want an EU that strives to break down barriers between nations economically, while not compromising national independence
and the ability to make decisions. It is because of that desire for the people to consent to changes to the EU however that we will introduce a
referendum lock on all new treaties never shall the British people be forced into a deal against their will.

In light of our internationalist attitude, we believe it vital that we work with the EU to also break down barriers to other nations and regions across
the globe both economically and socially. Starting with new free trade deals as well as maintaining our 0.7% GNP foreign aid target as set by the
United Nations to support the nations in the world where people are less fortunate than we are here. This budget commitment shall be stuck to
throughout the entire parliament and may be expanded if our economic position looks healthy enough to do so and after we have balanced
our budget.

Our Key Promises

No further transfer of power to the European Union
Introduction of a referendum lock on all changes to EU treaties requiring a vote
Encourage the further democratization of the EU and expand the role of its Parliament over the Commission
Be the voice in Europe of reform, autonomy, de-regulation and defend restrictions on free movement of people across Europe
Maintain 0.7% UN recommended GNP spending on Foreign Aid
Establish working economic relationships with developing economies like China and India

Preserving Our Environment & Culture
Environmentalism and conservation of our environment for many years has been a key pillar of conservatism, the belief that we should conserve
and protect our environment after all fits hand in hand with Conservative social beliefs. That is why the Conservatives are serious about climate
change and protecting the environment not just here in Britain but also internationally.

The Conservatives are committed to finding a common international climate change agreement to limit Co2 output worldwide and we shall
dedicate significant amounts of time and influence in order to achieve that. But we recognise that to achieve such a goal Britain needs to step
up and set a global example, and we intend to do so. Through a commitment to recycling 60% of our domestic waste through private sector
application we intend to prove to the word that we can get serious on climate change, especially when this is combined with other mesures
including the creation of additional funds to insulate and double glaze low income households, thus saving energy and lowering the bills for the
poorest in our country, many of whom are pensioners.

We shall also aim to use one of the biggest events in global sporting, the Olympic Games, as an example of what we can do with the aim of
making the games in London in 2012 the most environmentally friendly games in history. Through developing the site on brownfield land in under-
developed areas of London we aim not only to bring economic prosperity to that area, but also environmental prosperity by protecting local
wildlife and making the Olympic Park one of the most naturally beautiful and environmentally pure areas of the city.

We shall protect the Green Belt that surrounds our major cities from over-development and mass housing construction to preserve our beautiful
countryside, but equally not be irresponsible in building on flood plains or other risk prone areas which could cause disaster for the lives of the
people who live in those homes. But we shall also make sure to negotiate with the European union as part of our vision for a better EU on changes
to the Common Agricultural Policy in order to improve conditions for British farmers as well with the Common Fisheries Policy in order to protect
British coastal regions from over-fishing and to protect the British fishing industry.

Our Key Promises

We Are the Alternative
In this election we are faced with several choices about the future of our country. We can continue to do the same thing, to blindly follow a Labour
party in disarray, one that cannot even hold together its own Government and has turned to ideas of the left while claiming to be Blairite still. Or
we can turn to the Liberal Democrats who would destroy our standing on the world stage by unilaterally withdrawing from Iraq, Raise your taxes
significantly and create an unstable economic model that looks remarkably similar to Labour. Or we can turn to the party that has always taken
the mantle of Government when times are tough and when Labour is in turmoil, the Conservatives.

We offer a real alternative here to you today, a manifesto full of new, fresh and sometimes radical ideas. But more importantly full of ideas not
drive by political ideals, nor politicians fantasies. Instead we present you today with a manifesto that will see our nation recover, stabilise and
succeed. A manifesto that will see our economy made free from the shackles of a Labour Party that wishes to tell you how to run your business
and your lives. A manifesto that will lift the burden of taxation off you, reform the tax system and bring politics back to the people with real reform
designed to empower your voice and give you a say. A Manifesto designed to protect our national interests, bring peace to Iraq and reform both
the Healthcare and Education systems to make them work for not only the people who depend on them, but also the people who work for them.

Our alternative is simple, its about making public services work for the British people. Its about making our nation secure, and our streets safe. Its
about making our economy strong and based on the ideas of aspiration and individual success over being told what to do for your entire lives. So
while the Liberal Democrats offer unrealistic and irresponsible plans and Labour continues to try and instruct you on how to live your life and tax
away your income to us it is clear who the real alternative is. In the last election many thought that the parties platforms were too similar, in this
one I believe its clear that the choice is between Labour and the Lib Dem Labour Lite, and a new vision for a community called Britain that
succeeds together. A Britain that is led by people who know what the people want, and know how to include them in the discussion.

So I ask you to join us, to join your Government. To vote for change and reform. To vote for something different for once.

This is our chance. So together, lets take it.
