MARINE TRANSPORTATION CRITERIA

FROM: Wrnwrn Tan WS No.: 20/133561

SINGAPORE TO BOMBAY HIGH FIELD, OFFSHORE WEST INDIA

ROUTE: DIRECT
DISTANCE: 2475 NM (APPROX)
CALM WEATHER SPEED: 5 KNOTS
WAVE HEIGHT CAUSING VESSEL TO STOP: 5M (SIGNIFICANT)
ST
DEPARTURE: 1 DECEMBER 2012

For a voyage from Singapore to Bombay High Field, Offshore West India, with an expected
departure date of 1st December 2012, the wave extremes are likely to occur during the passage of a
tropical cyclone in the Bay of Bengal in December.

The following are the cyclone extremes likely to be reached or exceeded once, on average, every
10 years if the most severe sector of the route is traversed in the month indicated:
10-year Cyclone Extremes
Departure date 1st December 2012
WIND
Worst sector Bay of Bengal
Month in worst sector December
One-minute mean wind speed (m/s) 19
WAVE
Worst sector Bay of Bengal
Month in worst sector December
Significant wave height (m) 4.7
Range of peak period (s) 9.1 - 9.6
N.B. Design criteria lower than the 10-year tropical cyclone extremes are not normally
acceptable with a calm weather speed of 5 knots based on the assumption that tropical
cyclones cannot be avoided.

Marine procedures should reflect a requirement that reliable weather forecasts and weather
routeing advice should be received both before departure and during the transportation.

If tropical cyclones are excluded from consideration, the non-cyclone extremes of wind and waves
are most likely to occur in the Bay of Bengal in December. The following are the non-cyclone
extremes likely to be reached or exceeded once, on average, every 10 years if the most severe
sector of the route is traversed in the month indicated:
10-year Non-cyclone Extremes
st
Departure date 1 December 2012
WIND
Worst sector Bay of Bengal
Month in worst sector December
One-minute mean wind speed (m/s) 21
WAVE
Worst sector Bay of Bengal
Month in worst sector December
Significant wave height (m) 4.0
Range of peak period (s) 7.2 - 10.9

The length of the route where the above non-cyclone extremes or extremes within 10% are most
likely to occur is approximately 1110 nm for the wind and the waves. Voyage duration is calculated
by taking into account the average wave height and currents, plus an addition for contingencies.
Assuming departure on a 72-hour forecast of good weather, the route sectors where the non-
cyclone extremes are likely to occur can be traversed in approximately 10 days for wind and waves.
Considering this duration of exposure, we can, for design purposes, make an adjustment to the 10-
year non-cyclone extremes to give the following criteria:
Adjusted Extremes
Departure date 1st December 2012
WIND
Distance of exposure to extreme (nm) 1110
Time of exposure to extreme (days) 10
One-minute mean wind speed (m/s) 20
WAVE
Distance of exposure to extreme (nm) 1110
Time of exposure to extreme (days) 10
Significant wave height (m) 3.8
Range of peak period (s) 7.0 - 10.7

It should be noted that for any reduction in design criteria below the 10-year storm to be applicable,
it is essential to ensure adequate warning of storms where the design parameters might be
exceeded. Marine procedures should require that reliable weather forecasts should be received
both before departure and during the transportation. Should severe weather be forecasted, it
follows that the transportation must not depart, or if already at sea, should take appropriate
practicable action (Noble Denton 2010, General Guidelines for Marine Transportations, 0030/NDI
Rev. 4).
