2 Overview

2.1 Feature Introduction

Mandatory handover is man-made handover events for handover testing and equipment
maintenance. In the case that BSC system resource is sufficient, mandatory handover
does not cause call drop.

In handover test, mandatory handover helps handover features test. It forcibly hands
over out of the existing traffic on a certain TRX before shutting down the equipment.

2.3 Correlation with Other Features

3 Technical Description
Mandatory handover is to operate a handover on OMCR to switch the traffic on a channel
to the target channel. The target channel can belong to the same cell with the original
channel, or belong to the same BSC, or belong to other BSC, even 3G cell. The target
cell is not required to be the neighboring cell of the original cell. Suppose that on OMCR,
the original channel is A and target channel is B, then operate a mandatory handover
command and check whether the voice quality is normal by putting the test MS closed to
your ear. The target channel B can belong to the same cell with the original channel, or
belong to the same BSC, or belong to other BSC, even 3G cell.

Mandatory handover attempt is directly performed without handover decision.

4 Parameters and Configurations

4.1 Parameter List

This feature does not involve parameter modification and configuration

4.2 Parameter configuration

1. Select Status Management, right click the corresponding TS and select Force
Handover TS, as shown below.

2. In the pop-up window, select the target cell selection mode and fillin the pertinent
parameters, as shown below.

There are three methods to locate the target cell:

SITE+BTS

MCC+MNC+LAC+CI

MCC+MNC+RNCID+CID+LAC

The first method is applied for inter-cell handover inside the same BSC or intra-cell
handover; the second method is applied for cross-network handover and the third is
for handover between UMTS cell

6 Engineering Guide

6.1 Application Scenario

The feature suits for the following scenarios: Maintenance engineers from operators
or our ZTE are performing field test to check whether TRX in cell A can be handed
over to cell B smoothly. Confirm that no noise, call drop during handover by manually
listening or signaling trace, and handover performance index complies with the
designed index. This feature is also used to forcibly hand over the existing traffic
before manual TRX shutdown.

6.3 Feature Validation

6.3.1 Mandatory Handover (SITE+BTS)

Precondition 1. check CN is healthy;
2. check BSC is healthy;
3. check SDR is healthy;
4. check default cell configuration and parameters in
BSC;
5. MSs are ready;
6. ensure good radio environment;
Test Steps 1. Cell A and Cell B configurated as neighboring
handover and reselect cell of each other.
2. Open BSSAP and RSLCS signaling trace;
3. MS1 makes a call in serving cell A;
4. Apply mandatory handover (SITE+BTS mode) on
timeslot used by MS1 in status management;
Anticipative Result 1. In step 4, MS 1 handover from cell A to cell B
2. In step 4, handover complete could be observed in
RSLCS tracing
3. In step 4, handover performed could be observed in
BSSGP tracing with cause preemption
Test Result 1. Mandatory handover successfully.
