South City eyes new affordable housing builder
Officials hope to rejuvenate downtown project by transitioning developers

South San Francisco officials are trying
to breathe life into affordable housing pro-
posed downtown by working with a new
developer considered better positioned to
finance the project.
The South San Francisco City Council
will examine Wednesday, March 22, enter-
ing an exclusive negotiating agreement
with ROEM Development to build 84
units, nearly half of which would be afford-
able, on two publicly owned lots.
Under approval, the new builder will take
the baton from Brookwood Equities, which
was dispatched last year after encountering
difficulties in penciling out the project.
Officials believe the new builder has the
requisite ambition, experience and means
to develop the project originally approved
in 2015, which aims to construct apart-
ments at parcels spanning 201 through
219 Grand Ave., and 418 Linden Ave.
They are able and willing to step into a
previously designed and entitled project
and take it over and move it forward very
quickly, said Alex Greenwood, Economic
and Community Development director.
ROEM has offered $2.2 million for pur-
chasing the two sites, as well as a
$200,000 down payment which is due once
the exclusive negotiating deal is struck.
The Linden Avenue property is owned by
the city, and targeted for 38 units, with
some additional flexibility for live and

commercial space at the ground floor, as
well as a leasing office and resident
lounge.
With the new builder comes also a pro-
posal to boost the amount of affordable
units in the project from 17 under the pre-
vious agreement to 38 distributed evenly
between the two properties. The below-
market rooms would be set aside for those
earning less than 60 percent of the areas
median income.
Greenwood said beyond the new develop-
er showing greater capacity than the previ-
ous applicant to build the project, officials
also appreciated the willingness to make
more of the units affordable.
That was interesting to staff and council
with the urgent need for moderately priced
housing for our workforce, this seemed
like that was a selling point for the proj-
ect, he said.
Should all go as planned, the project
could come before the City Council for
final approval this summer, according to a
city report. Greenwood said he believed the
development could break ground before the
end of the year.

once officials parted ways with Brookwood
Equities, which had always faced financial
uncertainties in the quest to finance the
development.
In a dynamic environment in terms of
construction prices rising month by
month, Brookwood had difficulties putting
together the financing and equity to make
the project work, said Greenwood. We
worked with them, at a certain point
though, we decided it would be better to end
our initial agreement with them and see if
there is anyone else on the market who
could proceed with the project quicker.
If entering the exclusive negotiations is
approved, a four-month window would
open to strike a deal. Once the negotia-
tions close, the developer has 45 days to
provide proof of the ability to finance the
project, according to the report.
Considering the visibility of the proper-
ties downtown and the citys need for more
affordable housing, Greenwood said offi-
cials see the project as a potential key-
stone development.
Its a gateway to the Grand Avenue dis-
trict, so these set the tone and the architec-
ture and design is important. And we want-
ed to see just the effective investment of
capital to keep forward momentum on our
downtown revitalization, he said. So we
have a developer that is capable, experi-
enced and able to make it to the finish
line.

said many older people would receive

Spring showers, gusty
winds expected to hit California
SAN FRANCISCO After several weeks of dry weather,
the start of spring will bring rain showers throughout
California this week, forecasters said Monday.
The storms will not be as significant as those in January
and February, which dropped enough rain and snow in the
state to end a five-year drought.
Three storms will visit the northern region through the
weekend, the National Weather Service said. Windy condi-
tions are expected Monday, increasing Tuesday.
The early systems will bring up to 3 inches in the North
Bay with less than an inch expected in most parts of the San
Francisco Bay Area. The spring storms could dump up to 2
inches in the Santa Cruz mountains with potential flooding
when the third system moves in Friday.
Two storm systems will impact the southern region of the
state starting Tuesday, the weather service predicted.
Thunderstorms are possible mainly north of Santa Barbara
on Tuesday. Widespread showers, thunderstorms, and highly
variable rain amounts and intensities will follow through
Wednesday as the storm center moves through the state.
Lawmakers seek changes
to California juvenile justice system
SACRAMENTO California should start treating juve-
nile offenders more like children, state lawmakers said
Monday as they promoted bills that they said reflect
research showing that childrens brains are different from
adults.
Democratic state senators Holly Mitchell of Los Angeles
and Ricardo Lara of Bell Gardens are proposing four bills
intended to keep more youthful offenders out of the criminal
justice system. Theyre part of a package of eight proposals
that would also lessen restrictions on adult offenders, includ-
ing sex offenders.
SB190 would end the practice of collecting fees from the
families of juvenile delinquents, while SB395 would require
that minors talk with a lawyer before waiving any legal
rights.
SB439 would keep children age 11 and younger out of
juvenile courts, while SB394 writes into law a U.S. Supreme
Court decision that minors cant be sentenced to life without
parole.
California Assembly votes to
put parks bond on 2018 ballot
SACRAMENTO The California Assembly narrowly
voted Monday to put a measure seeking $3 billion in bonds
for parks on the 2018 ballot.
The bill, AB18, required a two-thirds majority and passed
with no votes to spare. It now moves to the Senate, where it
will also require two-thirds approval.
It would aim to improve access to parks and open spaces
in disadvantaged communities, said Assemblyman Eduardo
Garcia, the bills author.
This park bond, throughout the process, has focused on
making sure that we prioritize the areas that prior park bond
investments forgot, the Coachella Democrat said. What
were trying to accomplish here is to continue to highlight
the beautiful parks, outdoors recreational opportunities that
CA has to offer.

Iraqi leader: Trump to accelerate support

WASHINGTON Emerging from his first
meeting with President Donald Trump, Iraqi
Prime Minister Haider al-Abadi said Monday
he was assured the U.S. will accelerate its
support for his countrys struggle against
the Islamic State group.
I think they are prepared to do more than
the administration of President Barack
Obama, he said. Obama was reluctant to
commit large numbers of U.S. troops to
combatting IS in Iraq, but his approach,
which relied on training and supporting
local forces, has succeeded in pushing the
militants out of much of the territory they
once held.
Speaking at a Washington think tank
shortly after his White House visit, al-Abadi
said he got the impression that the Trump
administration will take a more aggressive
approach, although he did not say what that
might entail.
I think this administration wants to be
more engaged in fighting terrorism, he
said. I sense a difference in terms of being
head-to-head with terrorism. He added,
however, that military force is not necessar-
ily the most effective tool. There are better
ways for defeating terrorism.
Asked whether he had seen specific Trump
administration improvements to the previ-
ous administrations approach, al-Abadi
said: To be honest, I havent seen a full
plan. I know there is a plan. I havent seen

David Rockefeller, last of

Britain to start EU
exit on March 29

LONDON Britain will begin divorce proceedings from
the European Union on March 29, starting the clock on two
years of intense political and economic negotiations that
will fundamentally change both the nation and its European
neighbors.
Britains ambassador to the EU, Tim Barrow, informed
European Council President Donald Tusk of the exact start
date on Monday morning.
We are on the threshold of the most important negotia-
tion for this country for a generation, Brexit Secretary
David Davis said. The government is clear in its aims: a
deal that works for every nation and region of the U.K. and
indeed for all of Europe a new, positive partnership
between the U.K. and our friends and allies in the European
Union.
The trigger for all this tumult is the innocuous-sounding
Article 50 of the EUs Lisbon Treaty, a never-before-used
mechanism for withdrawing from the bloc. British Prime
Minister Theresa May, under the Article, will notify Tusk of
her nations intentions to leave the 28-nation bloc.
The article stipulates that the two sides will have until
March 2019 to agree on a divorce settlement and if pos-
sible establish a new relationship between Britain, the
worlds No. 5 economy, and the EU, a vast single market
containing 500 million people.
The European Commission the blocs legislative arm
said it stood ready to help launch the negotiations.
Everything is ready on this side, commission
spokesman Margaritis Schinas said. Leaders of the 27
other EU nations will meet by the month of May to finalize
their negotiating guidelines.
Mays 10 Downing Street office said the prime minister
will make a statement in the House of Commons on the day
Article 50 is triggered.
Britons voted in a June referendum to leave the EU after
more than 40 years of membership. But May was not able to
trigger the talks until last week, when the British
Parliament approved a bill authorizing the start of Brexit
negotiations.
But like any divorce, things may not go to plan.
The letter May sends next week will plunge Britain into a
period of intense uncertainty. The country doesnt know
what its future relationship with the bloc will look like
whether its businesses will freely be able to trade with the
rest of Europe, its students can study abroad or its pension-
ers will be allowed to retire easily in other EU states. Those
things have become part of life in the U.K. since it joined
what was then called the European Economic Community in
1973.
Its also not clear what rights the estimated 3 million EU
citizens already working and living in Britain will retain.
And its not even certain that the United Kingdom
made up of England, Scotland, Wales and Northern Ireland
will survive the EU exit intact.
Scotlands nationalist first minister, Nicola Sturgeon, is
seeking a referendum on independence within two years. In
the same Brexit vote in which most Britons chose to leave
the EU, Scottish voters mostly wanted to stay.

Editor,
For all of you that voted for Donald
Trump and told me to give him chance,
I invite you to go outside and breathe
the air that has been cleaning up for
years and enjoy it because if this budg-
et goes through it will change for the
worse. Take a look at our Bay and our
lakes and the same applies. If your
children are in school start wondering
why teacher are quitting and supplies
are dwindling. Again blame this budg-
et.
You want me to give him a chance
but I just cant agree at the cost of edu-
cation, the environment and the arts
not to mention health care through
Planned Parenthood for women who
cant afford insurance. The money that
will be spent on that silly wall and
increasing our military could be used
to solve our health problems and
improve our environment and help
reconstruct our infrastructure. I respect
and stand behind our military but beef-

the district from property tax dollars
obtained from district residents are

Editor,
The non-partisan Tax Policy Center
says 90 percent of the savings of
repealing the Obamacare investment
tax on high earners would go the top 1
percent earners, in an amount of
$700,000 or more yearly. Repealing
the Affordable Care Act would hurt
lower income Americans, but we must
consider the hardship the current tax
imposes on millionaires.
If the tax is not repealed, these peo-
ple may have to consider buying a
Lexus instead of a Mercedes. The
5,000-square-foot vacation house in
Palm Springs may have to be down-
sized to a 3,000 square feet, barely $1
million property in the hills in Desert
Hot Springs.
Poorer neighbors may suffer and
even die from lack of medical insur-
ance. The rich can mitigate this some-
what by subsidizing local bakeries to
bake cakes for the poor to help offset
having to spend their food money on
medical bills. Hes my brother, but
hes heavy.

I was only moderately surprised to
read in your edition of March 17 that
the chief justice of California, the
Hon. Cantil-Sakauye, has insisted that
federal authorities (ICE) desist from
exercising their sworn duties under the
law under what she considers her
purview, that is, the municipal courts
of the state of California. The Hon.
Cantil-Sakauye is, as a member of the
State Bar of California, an Ofcer of
the Court. She has taken a solemn
oath to uphold the law. I understand
her concerns about access to courts for
illegal immigrants but her rst duty is
to uphold the rule of law in this state.

How could the Caltrain administra-
tors sign contracts for the electrica-
tion project before the funds were
available? Sounds like malfeasance to
me. Also, who authorized the $20 mil-
lion payout to those same contractors
when the deal went sour? The public
deserves a full investigation. This one
smells bad.

ing this letter.
It is the best kept secret of the left
wing and Democratic party. I call him
the master of disaster to the United

countless amounts of money to groups
that want to destroy our great country.
Soros had his name changed along

Nazis. Soros assisted in locating
hands of the Adolf Hitler. In April 1933, Hitlers Nazi

them on rail cars to the death camps.
This was a changing moment in his
life, according to his CBS 60-Minutes
Interview in 1998. Soros said, I have
no regrets.
He has made his money destroying
world currencies and economies. Soros
has a hedge fund called Quantum Fund,
which is illegal in the United States,
according to the 1998 60-Minutes
Interview with him. Soros is in his
late 80s, but sadly his children have

A lesson we should
heed from history
I
am continually reminded of the historical quote that
those who cannot remember the past are condemned
to repeat it. This quote rings out for me particularly
this time of year as I reect on one of the darkest times in
modern history: the beginning of the Nazi regimes perse-
cution of Jewish people living in Europe in the early
1930s.
I often wonder whether we have learned the lessons from
the persecution and extermination of nearly 6 million
innocent Jews during World War II, but persecutions
across the globe in the decades following have me con-
vinced otherwise. Furthermore, a recent anti-Semitic inci-
dent at one of Californias most respected universities has
conrmed for me that religious persecution is still alive
and well across our world, as well as within our local com-
munities.
In March of 2015, I was sad-
dened to hear that anti-Semitic
remarks were directed at Rachel
Beyda, a sophomore student at
UCLA, in her conrmation
hearing as a nominee for the
schools Judicial Board of the
Undergraduate Students
Association Council. During
the hearing, members of the
council insinuated a conict of
interest between Beydas identi-
ty as a Jewish student and active Jonathan Madison
member of Hillel with her abili-
ty to act appropriately in serving the schools best inter-
ests.
One councilmember asked Beyda the following in her
nomination hearing: Given that you are a Jewish student
and very active in the Jewish community, how do you see
yourself being able to maintain an unbiased view? The
council rst rejected her nomination, with four members
opposing. Thankfully, a UCLA faculty employee ultimate-
ly intervened, and Beyda was unanimously placed onto the
schools Judicial Board. This instance of anti-Semitism
has resulted in a pointed dialogue at the university about
the way that Jews and other minorities are treated by their
student peers and faculty. Needless to say, it is an unfortu-
nate reminder that anti-Semitism is alive and well. So how
did we get here?
As March comes to an end, I am reminded that April
marks the beginning of a dark era for European Jews at the
regime instituted a series of laws that stripped Jewish citi-
zens from fundamental rights, such as enrolling in public
schools and procuring meaningful work. You will recall
that this was the rst in a series of horric acts that were
perpetrated against the Jewish people throughout Western
Europe at the hands of the Nazis, and culminated with the
execution of nearly 6 million Jews by the conclusion of
World War II.
Following the liberation of Nazi concentration camps
and the establishment of the United Nations, our world
leaders vowed in 1948 that never again would we allow
atrocities like those to happen again. Sadly, in the years
since, the world community has sat idly by as grave perse-
our world has yet to learn from our dark history.
Former U.N. secretary-general Ko Annan said it best in
an address to the U.N. on the 60th anniversary of the lib-
eration of the Auschwitz death camp, that on occasions
such as this, rhetoric comes easily. We rightly say never
again, but action is much harder. Since the Holocaust the
world has, to its shame, failed more than once to prevent
or halt genocide. For examples of this, look no further
than Bangladesh, East Timor and Cambodia in the 1970s;
Guatemala in the 1980s; Bosnia and Rwanda in the 1990s;
and most recently in Sudan. In each instance, thousands,
(and in some cases hundreds of thousands), of individuals
have been exterminated for their identity. Thus, our world
community has yet to come together to mitigate the more
recent acts of genocide that plague our consciences and
will continue to stain our history in the years to come.
While I do not know that it is possible for us to prevent
the next genocide or humanitarian crisis abroad, I do
know that religious persecution is allowed to escalate
when those who witness it fail to do their part to identify
it and eliminate it immediately. We must remember that
the anti-Semitic treatment of Ms. Beyda for her faith and
cultural afliations could happen anywhere. As
Californians, we must do our part to wipe out systemic
discrimination amongst our friends, in our communities
and at our esteemed universities.

Indexes dip for a third day as banks stumble

afternoon slump, U.S. stocks fin-
ished mostly lower Monday in a
quiet day of trading. Banks fell
along with bond yields as stocks
declined for a third straight day.
Lower bond yields hurt banks
because they force interest rates
down on mortgages and other
kinds of loans. Utility companies
gave up some of their recent
gains.
Most sectors didnt move much
on the lightest trading day of the
year. European markets mostly
fell after the British government
said it will formally begin the
process of leaving the European
Union next week.
Sameer Samana, a strategist for
the Wells Fargo Investment
Institute, said politics may keep
investors occupied for the next
few weeks as they wait for elec-
tions in France and a European
Central Bank meeting, both next
month, while legislators in the
U. S. debate the proposed
Republican-backed health care
law.
Theres enough events that will
keep markets busy, Samana said.
He added that investors want to see
tax reform proposals because they
could boost corporate profits, but
those arent likely to come until
the health care bill is dealt with.

index lost 4.78 points, or 0.2 per-
cent, to 2,373.47. The Dow Jones

YouTube investigates
LGBTQ restrictions

NEW YORK The YouTube video shows
two women, dressed in suits and ties. They
smile; they sniffle back tears; they gaze into
each others eyes. They are reading their wed-
ding vows to one another.
The four-minute video titled Her Vows
contains no nudity, violence or swearing.
Theres no revealing clothing. No one is
engaging in activities that have a high risk
of injury or death. And yet, YouTube has
deemed the video unsuitable for people under
18.
Several YouTube users, many of them have
in the lesbian, gay, bisexual and transgender
community, have been complaining that
their videos are categorized as restricted for
no obvious reasons. Besides the vows, tar-
geted videos include coming out stories and
one from YouTube celebrity Tyler Oakley
titled 8 Black LGBTQ+ Trailblazers Who
Inspire Me.
After several days of complaints, Google
hinted Monday that it might have made a
mistake and said it was investigating.
The restricted designation lets parents,
schools and libraries filter out content that
isnt appropriate for users under 18. Turning
on the restriction makes videos inaccessible.
YouTube calls it an optional feature used by
a very small subset of users.
Its unclear whether the types of videos in
question are now being categorized as
restricted for the first time, or whether this
is a long-standing policy that is only now
getting attention.
The complaints spawned the hashtag
(hash)YouTubeIsOverParty over the week-
end. One person even made a video to voice
her complaints.
YouTube said in a tweet Sunday that LGBTQ
videos arent automatically filtered out,
though some discussing more sensitive
issues might be restricted. But the company,
which is owned by Google, did not specify
what it counts as more sensitive issues.
In an emailed statement on Monday,
YouTube said some videos that cover sub-
jects like health, politics and sexuality may
not appear for users and institutions that
choose to use this feature. In the case of
LGBT topics, which are by definition inter-
twined with health, politics and sexuality,
filtering out what is and isnt appropriate can
be difficult.
YouTube followed that statement with
another hours later: We recognize that some
videos are incorrectly labeled by our auto-
mated system and we realize its very impor-
tant to get this right. Were working hard to
make some improvements. The statement
offered no further explanation.
YouTube content creators can decide to age-
restrict their videos themselves. But thats
just one of the ways sensitive content is fil-
tered out. YouTube says it also uses commu-
nity flagging, which means users who have
a problem with content in a video can flag it
to YouTube for possible restrictions or
removal.

When 16-year-old Kiran Sangha opted to
not return to the San Mateo High School
girls golf team in the fall, it allowed her more
time to focus on the local tournament scene.
Last week, Sangha reaped the rewards of ded-
icating herself to the larger golf world by tak-
ing second place in the San Francisco City
Golf Championship at Harding Park. After
qualifying for the 101st annual tournament,

football coaching ranks as long-
time Sacred Heart Prep coach Peter
Lavorato has stepped down.
He wont be going far, however. Just
down Highway 101 to Sunnyvale where he
will take over the football program at
Kings Academy.
It took a long time (to make a deci-
sion), Lavorato said. It was a long
thought process. Very difcult. But I want
to stress how fantastic Sacred Heart was to
me. Anything I
asked for, I got.
They were so sup-
portive.
A number of fac-
tors played into his
decision, but the
main reasons were
family and faith.
Lavorato and his
wife are caring for
her 94-year-old
mother and, with
Kings Academy
right down the street from both his home
and near his mother-in-law, Lavorato, 65,
decided it was best for him to be closer to
family.
I dont want to make it that simple,
Lavorato said. There were a bunch of very
personal reasons why were leaving.
Lavorato also looks at it as an opportu-
nity to spread his faith and tell his story
to another community. Lavorato has taken
his Christian faith very seriously for the
last 30 years and wants to continue to
evangelize.
Im a Christian and Ill be able to share
my beliefs about a God who loves with a
bunch of new kids. I feel very blessed,
Lavorato said. Im going to be able to
share my love for Christ. Thats what my
whole life is really about, sharing the
good news that Jesus loves us. Its not a
religion, its a relationship. Thats kind of

the disease that would later bear his name.
It came on a Sunday night via a more mod-

ning streak to five games. But the seniors
biggest contribution was on the mound in a

Catholic Athletic League opener. Garcia
entered amid a bases-loaded, no-out jam in
the sixth inning and recorded three straight
strikeouts to strand all three inherited base
runners. The right-handed throwing Garcia
closed out the game, retiring all six batters
he faced, to earn the first save of his varsity

The semifinal win was a victory worth cel-
ebrating though. Sangha was trailing early
by three holes but made up the deficit on the
back 9. Advancing to extra holes, she and
Shim each shot par on the par 4, 19th hole.
Then on the 20th hole, Sangha caught a
break. She opened with a drive down the mid-
dle of the fairway, but Shim sliced into the
trees. It ended up being the difference in a
decisive 1-stroke differential with Sangha
shooting par and Shim shooting a bogey.
I wasnt under pressure or anything and
she made some mistakes and I took advan-
tage of that, Sangha said.
Sangha is never one to succumb to pres-
sure, simply taking everything in stride.
Any nerves she experienced going into the
tournament, she battled through in the qual-
ifying round. Shooting a 79 in the regula-
tion 18 holes, she finished tied with six
other golfers for five spots. She proved
steady by shooting par on the extra hole
though, qualifying for the top 16 bracket
for the third straight year.
I was really happy that I made it and
that I made it to the finals, Sangha said.
After winning the first round against Shim,
Sangha looked to be on a collision course
with her older sister Aman. The two have
plenty of experience playing as teammates,
partners and even opponents. Before Aman
graduated from San Mateo and took to the col-
legiate circuit in 2016 at Caada College, the
two were teammates with the Bearcats. But
when Aman quit the team midway through her
resulting in her only having played half the
15 campaign as a sophomore then not play-
ing at all this season as a junior.
Sangha declined to comment on the rea-
sons she quit the San Mateo team. She said
it is unlikely she will return next season
during her senior year.
I think I wont play on the team,
Sangha said.
Sangha and her sister did not meet in The
City though as Aman, the No. 7 seed, was
upset by Bedi in the opening round. Sangha
said she had mixed emotions about not
playing her sister in the quarterfinals, the
same round in which Aman defeated the
younger Sangha two years ago.
I think it was a little bit of both (relieved
and disappointed), Sangha said. If I
played my sister, that probably would have
been a pretty good match.

So, Sangha looks to next years S.F. City
Golf Championship in her quest to win the
title. Still, talking about the possibility of
bouncing back next year at Harding Park to
win The City is as animated as Sangha gets.
I will play next year and if I do win the
final Ill be really happy and excited,
Sangha said.
Just dont expect her to go jumping into
Lake Merced if she wins.

GOODYEAR, Ariz. The Cincinnati Reds
chose newcomer Scott Feldman to start on
opening day against the Philadelphia
Phillies.
Itll be the third opening day start for the
33-year-old Feldman. The right-hander also
opened seasons for Texas in 2010 and
Houston in 2014.
Injuries have depleted the Reds rotation
for the second straight spring training.
Homer Bailey had surgery to remove bone
spurs from his elbow and is expected to miss
the first two months of the season. Anthony
DeSclafani, who was in line to start the open-
er, will go on the disabled list with a sore
pitching elbow.
Feldman the all-time career wins leader
at College of San Mateo signed a one-year
deal with the Reds on Jan. 26 that guarantees
him $2.3 million. He has a chance to make an
additional $2.2 million based upon starts.
He was chosen over Brandon Finnegan to
start the game on April 3 at Great American
Ball Park, where hes pitched only one other
time in his career.
Its pretty cool, Feldman said. I know
the about the history of Cincinnati, being
like the capital of opening day.
The city has a downtown parade before the
opening game. Popular former Reds star Sean
Casey is this years parade grand marshal.
Feldmans only appearance at Great
American Ball Park was a start for the Cubs
on May 24, 2013. He took the loss after
going 5 1/3 innings and allowing five runs,
including a homer by Joey Votto. He also hit
a homer off Bronson Arroyo, who is trying
to win a spot on the Reds roster.

Theres nothing like a perfecto to bust a
pitcher out of a slump.
In her first start since Feb. 24, College of
San Mateo sophomore right-hander Morgan
Jones retired all 15 batters she faced in
Saturdays 9-0 mercy-rule softball win over
Yuba College to record a perfect game in the
first game of a doubleheader.
CSM the No. 1 ranked team in the state
won the doubleheader nightcap 22-1,
outscoring Yuba by a total of 33-1 in the two
games. Yet the buzz surrounding Bulldog
Stadium was the perfect outing by Jones, who
produced her first no-hitter since little league.
She was lights out, CSM head coach
Nicole Borg said. She did a great job.
Jones had all her pitches working from the
get-go, a departure from her struggles in
recent weeks. After serving as College of San
Mateo softballs primary starting pitcher last
season, the sophomore had made just eight
starts through CSMs 22 games prior to
Saturday.
Its just a little pitching slump, Borg 8-0 win over Gavilan Feb. 4. In the perfecto,
said, and shes been working extra hard at
practice. Her first few outings were little
tough. Sometimes that happens.
There was no trace of a slump Saturday as
Jones matched her longest outing of the year.

said. My team defense behind me was a big
part of that game.
Sophomore shortstop Meagan Wells
recorded the final out, fielding a groundball
smoothly and firing to first baseman Jordan
Davis to end it. Borg said all of CSMs defen-
sive plays were fairly routine. Jones said
there was a nice play in the fourth inning by
Wells ranging into the hole at shortstop to
get in front of a sharp grounder and make a
long throw across the diamond.
All in all, it looked like the Jones of old, a
pitcher who last year ranked ninth in the state
with a 1.67 ERA after leading in the category
for most of the season.
Definitely Im starting to feel like my old
self again, Jones said.
There has been a bit of a transition for
Jones this season with freshman catcher
Mackenzie Driscoll taking over behind the
plate. Jones said there was no correlation
between her recent slump and Driscolls
catching prowess, but that she does miss last
years catcher, Harlee Donovan, as both were
Half Moon Bay High School graduates and
played together since they were 5.
With Donovan having transferred to
Southern Oregon University, Jones said the
two are slated to play together again next year
as the sophomore pitcher has already com-
mitted to transferring to the program in
Ashland, Oregon as well.
Downing was Manuels position coach in
2014 and a big attraction in coming to
Oakland.
Jenkins started 34 games with Miami the
past four years. He had 219 tackles, 3 1/2
sacks, three forced fumbles and one fumble
recovery. He will compete to fill the void of
departed free agent Malcolm Smith.
Condo is the second-longest tenured
Raiders player and will begin his 11th sea-
son as long snapper in 2017.

Lavorato had posted 14 straight non-los-
ing seasons (he went 5-5 in 2006) before
going 3-9 last season. But he said it was
one of the most gratifying seasons of his
career.
I was happy with last year. I was OK with
last year, Lavorato said, who still guided
the Gators to the CCS seminals where they
lost to eventual CCS champ Half Moon Bay.
We still competed. When our kids walked
on the eld, they were respectful and they
played the game the right way. Thats what
football should be about.
Lavorato was adamant he could not have
accomplished what he did without the help
of his coaching staff, especially Matt
Moran and Mark Modeste, his two, long-
serving lieutenants.
we did some cool things, Lavorato said. I
give all the credit to my staff, to Matt
Moran and Mark Modeste. They were huge
in what weve done. And, of course, the
I dont know how much longer Ill coach.
Im going to be 65 this year. [The decision]
was all about lifestyle and my own personal
life. Sometimes its good to try something
new, something different.
Lavorato will be taking over a Kings
Academy program that saw its two-year
coach, Michael Johnson, jump to the col-
lege game, joining the University of
Oregon program as a wide receivers coach.
Johnson had spent several years at the
major-college and professional level before
taking over the Kings Academy position.
Joining him in Eugene is his son,
Michael Johnson Jr., who became a bur-
geoning college prospect during his two
seasons at quarterback for the Knights.
Kings Academy and SHP have been pretty
much joined at the hip for the last decade or
so, rst as rivals in the North Coast Section
Bay Football League. They both came into
the PAL beginning in the 2008 season. The
with a couple down years a few seasons ago,
so its not like Lavorato is going into a
rebuilding situation.
Truth be told, it probably didnt matter
where Lavorato ended up. He wanted to con-
tinue to coach football but, at the same
time, he wanted to do so closer to home and
family. If the opportunity at Kings
Academy didnt present itself, there is a
good chance Lavorato would still be a Gator.
But as they say, God works in mysterious
ways.
Now I get to share with a bunch of new
people who dont know my story, Lavorato
said. My greatest hope, other than Kings
Academy doing well, is that Sacred Heart
Prep continues to be successful.
Said Rodriguez: Nothing but wishing
him the best and thanking him for every-
thing hes done for our community. After

It was part of a disturbing weekend for both
fans of football and the players who risk their
future in the sport. The same day Clark
announced his diagnosis, columnist Vahe
Gregorian wrote a piece in the Kansas City
Star about spending seven hours at the house
of Gale Sayers.
Sayers, the Chicago running back consid-
ered one of the greatest NFL players ever,
barely spoke during the visit. Hes battling
dementia, and his wife said some days are bet-
ter than others.
Just before dinner, Gregorian wrote, Sayers
went to wash his hands with carpet cleaner.
It keeps you on your toes, Ardie Sayers
said. Dont let him out of your sight.
The link between football and brain damage
is by now well documented. After decades of
denial a top NFL executive belatedly
acknowledged to Congress last year that there
is a link between football and neurodegenera-
tive diseases such as chronic traumatic
encephalopathy.
Jeff Miller, the NFLs senior vice president
for health and safety, said he based his opin-
ion on the work of Boston University neu-
ropathologist Ann McKee, who as of last
month had diagnosed CTE in the brains of 97
out of 101 former football players examined
after death.
Some former players have been diagnosed
with CTE-like symptoms while still alive.
That includes Tony Dorsett, the Dallas
Cowboys running back who is ninth on the
all-time career list with 12,739 rushing
yards.
Dorsett told the Fort Worth Star Telegram
last month that hes fighting CTE and had no
idea that the end was going to be like this.
That the players of Dorsetts era didnt
know how they might end up isnt surprising.
The NFL paid little attention to how hits to
the head might affect players in their later
lives, and the science about the effects of head
hits and concussions was still young.
Thats changed, and now every player who
comes into the league should be aware of the
danger. Concussion protocols have also
changed drastically, though nobody knows
for sure how much protection that offers.
This used to be a different league,
DeMaurice Smith, head of the NFL players

have Kevin Durant for Monday nights
game at Oklahoma City.
With or without Durant, theres ani-
mosity to go around in this hot-blood-
ed rivalry.
Klay Thompson scored 34 points to
help the Warriors beat the Thunder 111-
95 in a heated matchup filled with trash
talk, technical fouls and a shoving
match centered around the usually cool-
headed Curry.
It was Golden States second visit to
Oklahoma City since Durant spurned
his longtime employer to sign a free
agent contract with the Warriors last
summer. Durant has been out since
February with a left knee injury and sat
on the bench with his team.
Even with Durant out, the negative
energy from the first meeting was still
there. Curry exchanged shoves with
Semaj Christon just before halftime,
and both were issued technical fouls.
Oklahoma Citys Russell Westbrook

also got technicals for their roles in the
skirmish.

receive enhanced services through the
health care program.
Although San Mateo County stands to
lose $6.9 million from the state due to the
cut, because the pilot is matched with feder-
al and local funds, the countys entire $28
million program is at risk, said Louise
Rogers, chief of San Mateo Countys Health
System. Rogers said the state budget reduc-
tions along with threats to the Affordable
Care Act are one-two punch against efforts
to support those in need.
Direct impact
More will be fleshed out in the governors
meantime, Rogers predicted the loss of the
coordinated care initiative could have direct
impacts on local residents.
The program links the in-home care with
the medical planning that has to go on and
were really concerned that the governors
proposal will eliminate that collaboration
and have it take longer for people to get the
care they need, she said.
Although the entire $101 million in-
home support services program isnt going
away, losing coordinated care would result
in cutbacks to services for clients who
might be on the brink of being unable to

the disabled are acutely at risk of being
priced out after a temporary stay at a nursing
home, she said.
Housing is a huge crisis in the Bay Area
and, once someone loses their home,
its very hard to get it back again, certainly
very hard at the same price, Rogers said.
Reducing nursing home stays
The coordinated care initiative has also
helped reduce the number of days people
were in skilled nursing facilities by 33 per-
cent, allowing them to spend more time in
their own homes, said Lisa Mancini, direc-
tor of the Health Systems Aging and Adult
Services.
Through in-home support services, we
keep people in their homes on average
eight years longer than if they hadnt
received our services, Mancini said.
With about 5,000 county residents receiv-
ing in-home support services, the initiative
focuses in on about 300 clients at a time
whose needs are complex, but who are able
to remain at home with the right care,
Mancini said.
With Californias senior population
expected to double to 12 million by 2060,
Rogers said its critical to think about what
are the systems of care that allow people to
remain in their homes. Because theres no
way there will ever be enough [skilled nurs-
ing] beds.

job working for the countys juvenile pro-
bation department. Instead, shes thrown
herself into an array of community-oriented
positions serving on multiple advisory
committees including for the countys
Commission on Disability, and as treasurer
for the Center for Independence of
Individuals with Disabilities.
Not only living a life in which she relies
on in-home support services, but working
with others in need, she hopes recognition
of the overarching benefits behind the coor-
dinated care initiative will curb cuts to state
funding.
Its just more involved care for people
that need more care. Im pretty good at nav-
igating the system, but I cant imagine for
people that cant advocate for themselves,
she said. If we dont advocate, people will
die, people wont get what they need, and
its not right.

That plan, which was introduced last week,
aims to make college debt-free for students

college students. Eggman said she thinks
her bill and that proposal will complement
each other.

Legislature because it would create a new
tax. It would also be put on the ballot so
voters can weigh in, Eggman said.
Jon Coupal, president of the Howard
Jarvis Taxpayers Association, said while he

port operations across the United States.
How the budget process might affect the
U.S. Army Corps of Engineers ability to
dredge the Redwood City shipping channel
is most urgent for Giari. Ensuring the
ports water is deep enough to accept large
vessels loaded with heavy materials, which
might otherwise sink or get stuck in Bay
mud, allows the port to accept a range of
vessels at its docks. In recent years, the
port has become a destination and critical
concrete and building materials slated for
construction projects in and out of the Bay
Area.
Giari said he expects the future for the
ports dredging project, which is scheduled
for September and October, to remain
uncertain until the U.S. Army Corps of
Engineers sets its budget, which is expect-
ed to take the federal budgeting process
into account, in May. Because the U.S.
Army Corps of Engineers typically begins
an environmental review and bidding
process for an operator a few months prior
to the projects start date, Giari expressed
concern about the uncertainty the proposed
budget is creating for a project with sever-
al steps.
Its compounded a little bit by the fact
that theres an environmental window for
dredging in the Bay Area, he said.
Giari also noted the environmental win-
dow sketched by a group of federal and state
agencies outlining the period of time,
when dredging would minimally affect
marine life in the Bay. If the dredging proj-
ect is pushed much farther beyond its
scheduled start date, the port may be forced
to request an extension to the environmen-
tal window, which could delay the project
even further.
Among the other organizations whose
budgets Giari plans to keep an eye on are
the U.S. Coast Guard, with whom the port
works closely to ensure the port is secure,
and other Bay Area ports. In conjunction
with the U.S. Coast Guard, the port has
developed a maritime security plan map-
ping out everything from lighting and sur-
veillance cameras at the port to emergency
preparedness equipment and training for
port staff and those working on docked
vessels. Giari noted the critical role the
agency plays in placing aids to naviga-
tion, such as lights, buoys and other mark-
ers, throughout the Bay, letting those nav-
igating ships know where they are no mat-

any other Bay Area ports such as the Port
of San Francisco, Port of Oakland and Port
of Richmond, would have an effect on all of
the other organizations involved with

impacts the industry generally and the

Though Giari acknowledged the limita-
tions of projecting too far in the future
given the many steps ahead for the budget-
ing process, he said the port could also see
the effects of the cuts should the economy
shift for construction projects or building
materials, two of the industries driving the
ports activities.
If that commerce is restricted or affect-
ed, it could affect those jobs downstream,
he said.

little hospital open.
Evans Memorial, which opened in 1968,
has managed to keep operating by seeking
new revenue for example, a new wing for
dementia patients scheduled to open soon.
But the hospital was in the red for four years
before finding itself $50,000 in the black
this year.
We do not have fear of the doors closing,
but we remember those days and we never
get comfortable, said Nikki NeSmith, the

Meantime, other rural hospitals have
shuttered 80 since 2010, mostly in the
South and Midwest, according to the North
Carolina Rural Health Research Program. A
wave of closures also hit in the 1980s and
early 90s with changes in Medicare reim-
bursement, though Congress eventually
increased that.
At Evans Memorial, about half the
patients are covered by Medicare; 10 per-
cent are on Medicaid. An uneven, state-by-
state expansion of Medicaid has been a
problem there and elsewhere. Georgias
among 19 states that didnt expand the pro-
gram under the ACA. Its never been a popu-
lar proposal in rural Georgia, where Trump
Evans CFO Wiggins said many of his unin-
sured patients would have qualified under an
expansion.
The ACA was intended to slash the number
of uninsured patients seeking care they
could never afford at hospitals. It succeeded
in rural areas, where overall the rate of unin-
sured people fell by 8 percent since full
implementation of the law in 2014, said
Brock Slabach, of the National Rural Health
Association. But it fell more in urban areas,
in part because of the dearth of choices in
the exchanges set up under the ACA. Thirty
to 40 percent of rural communities have
only one company from which to pick.

find affordable coverage after the ACA was

A Muppet with autism to be welcomed on Sesame Street

Muppet youngster with blazing red
hair, bright green eyes and autism.
Rather than being treated like an out-
sider, which too often is the plight of
kids on the spectrum, Julia is one of
the gang.
Look: On this friendliest of streets
(actually Studio J at New Yorks
Kaufman Astoria Studios, where
Sesame Street lives) Julia is about to
play a game with Oscar, Abby and

way at the 12-acre Station Park Green
project that will include 599 housing
units; Hines is wrapping up construc-
tion on 300,000 square feet of office
space at the corner of Concar Drive and
Delaware Street; and Caltrain is in the
process of looking to develop 2.7
acres of its own surface parking lot
into a mixed-use housing project. If all
of three housing plans were to come to
fruition, nearly 800 new homes could
be added a roughly 16-acre area just
west of the 19th Avenue Park neigh-
borhood.

Amazing in All Children.
She has been the subject of a story-
book released along with videos, e-
books, an app and website. The goal is
to promote a better understanding of
what the Autism Speaks advocacy
group describes as a range of condi-
tions characterized by challenges with
social skills, repetitive behaviors,
speech and nonverbal communication,
as well as by unique strengths and dif-
ferences.
But now Julia has been brought to
life in fine Muppet fettle. She makes
her TV debut on Sesame Street in the

would include 64 apartments, 96 park-
ing spaces and 106 bike storage
spaces. The building would also
include a fitness center as well as a liv-
ing and game room for tenants,
according to plans submitted with the
city.
The newly proposed units would be
immediately north of the massive
Station Park Green, the former Kmart
and Michaels Arts and Crafts property.

within the autism community, accord-
ing to Jeanette Betancourt, Sesame
Workshops senior vice president of
U.S. Social Impact.

diagnosed with autism spectrum disor-
der, she says. We wanted to promote
a better understanding and reduce the
stigma often found around these chil-
dren. Were modeling the way both
children and adults can look at autism
from a strength-based perspective:
finding things that all children share.
Julia is at the heart of this effort. But
while she represents the full range of
children on the spectrum, she isnt
meant to typify each one of them:

company Medallia plans to lease about
70 percent of the new 3.3-acre Hines

Real estate developers active in the
area have long cited the location of the
site as a prime opportunity. Its cen-
trally located between San Francisco
and San Jose, a short jaunt from the
Caltrain station, and at the juncture of
Highway 101 and State Route 92.
Even the regional transit agency has
turned its attention to redevelopment
opportunities in the area. Caltrain is
in the midst of negotiating with devel-
oper Sares Regis to construct a multi-
family apartment complex with
between 100 and 150 units atop 2.7
acres of its surface parking lot.
Negotiations over the terms of a long-
term ground lease are expected to last a
few more months, after which formal
planning documents would be submit-
ted to the city, according to Caltrain.
The 1650 S. Delaware St. redevelop-
ment proposal was initially submitted
to San Mateos Planning Department
last September. Four Corners
Properties bought the site from AAA in
March 2014 for an estimated $4.13
million, according to documents filed
with the county.
