The new CTE Center

The highly anticipated
opening of the San Felipe
Del Rio-CISDs Gerardo
J. Maldonado Career and
Technical Education (CTE)
Center is truly palpable as
it sprints down the home-
stretch and hurdles a pair of
holiday hurdles.
With a collegiate feel and
retro-modern-industrial
look, one does not get a sense
of being at a high school-af-
filiated campus when step-
ping inside the new center.
This should appeal to the
hundreds of Del Rio High
School students who will be
spending time there.
Slated to begin its classes
Jan. 3, the new CTE center
will accommodate up to 456
students at any given time,
according to Roger Gonzalez,
SFDRCISD CTE director.
The central collaboration
area exudes student union
rather than cafeteria, pos-
sessing colorful furniture,
cool light fixtures, high-
toned floor tile and interest-
ing quotes prominently dis-
played on the wall.
The center will be home
to the trades and industry
programs of CTE, which in-
clude construction, electri-
cal, welding, automotive,

Dreaming
of a bright
Christmas
I
f memory serves, this
will be the first of my
columns to appear on
Christmas Day. I will try
to make it appropriately
topical. I am a dreamer. Not
a capital D Dreamer who
wants to stay in the US,
or metaphorical dreamer,
who perpetually seeks that
elusive higher plane in life.
No, Im just a plain vanilla
dreamer, who has dreams
of some sort nearly every
night.
For the most part, my
dreams are commonplace
re-visitations of the events
or emotions of the preced-
ing day, usually with some
quirky side feature that
seems entirely
unremark-
able at the
time but
which is
completely
bizarre.
Example:
I will reach
in my pocket for
change and come up with a
handful of marbles. Or gua-
vas. And at the time, I accept
them as an entirely natural
occurrence. My dreams
work that way. Another
salient feature of my dreams
is the frequent appearance
of people from my past about
whom I have never passed
a moments thought in
decades.
Just the other night, I
renewed my friendship with
Bobby McMaster, a boy I
met on the bus to Day Camp.
When first we met, he had

of coal he

is the fear that the ops officer

a media personality is

ties can be sometimes overwhelming,
as well as the long hours on the job re-
gardless of the hour, season of the year
or even holidays.
Javier Martinez, a well-known com-
municator and radio host in Del Rio,
has been in the media scene for the
most part of his life.
Focused in his career, Martinez
didnt know much about holidays,
overtime or family time back in the
day. But that was about to change one
night on Christmas Eve, in 1989. That
would be the first Christmas day he
spent with his family.
In the job that we have you have to
work in multiple occasions, be it Moth-
ers Day, it can be the 4th of July and
you are working, you are broadcasting
the New Years mass, it can be Christ-
mas Day and you are working, because
you are a communications and some-
times your family goes through many
sacrifices, said Martinez.
Instead of being there, he said, he
was always working for the commu-
nity and trying to fulfill his duties as
head of the family.

working at KTDR, and decided I wasnt
going to work, I decided to go home
to my children and my then-wife, he
said.
That night would change his life for-
ever, once he saw a smile blooming on
the childrens faces as they were un-
wrapping their Christmas presents.
Javier Alberto, who was 3 at the time,
received a toy car, and 2-year-old Ma-
ria Angelina received a Barbie doll.
I could see the smile and the joy in
their eyes as they were unwrapping
their presents, you could see that they
were overly happy, he said.
That inspired Javier to coin a phrase
he has lived by ever since a smile says
a lot in any language.
After that year I have been paying
more attention in giving something to
people that didnt have anything, be-
cause I didnt want to see that on my
kids only, but also in children all over
the community.
I didnt have time to spend with my
kids, and since then I learned what it
was to be with your family on these
special occasions, even though with
this job sometimes is difficult.

Public or elected officials are often
perceived as serious, unapproachable
and distant people who operate in a
world of complexities that are foreign
to the average person and usually seen
as intangible forces presiding over the
business of local, state or federal gov-
ernment.
Do most people think of them as the
friendly or not so friendly neighbor
next door who has smoke billowing
from the chimney and dogs barking be-
hind the fence? Thats a rhetorical ques-
tion.
However, there is nothing like the
common bond of holiday traditions or
experiences to shatter such perceptions.
Recently, U.S. Rep. Will Hurd shared
a couple of his most cherished Christ-
mas memories with the Del Rio News-
Herald, illuminating the fact that we are
all humans being.
Perhaps his first memory was a
prophetic precursor to a latter career
choice that occurred when he was 10
years old.

run on it, explained Hurd. My broth-
er, sister and I opened it up before
Christmas and my parents were gone
and we played it for hours. We wrapped
it back up and we had so much fun.
He said that doing something they
werent supposed to do added another
level of excitement to it, and then three
days later opening it up and acting sur-
prised.
And I remember my mom was like,
How did you all know how to play this
game so quickly? That is a moment I re-
member like it was yesterday.
Was that your first covert opera-
tion, quipped Hurd District Manager
Tyler Lowe, who was sitting next to
Hurd during the interview.
The former CIA undercover officers
second Christmas memory came from
his time with the intelligence agency.
The other one was being in Afghani-
stanit was one of the few times I hadnt
been able to get back in the country and
my entire team was away and so we had
everybody come to my little apartment
in Kabul in their pajamasmy mom
used to make cinnamon rollsand so
I found all the ingredients to make cin-
namon rolls, Hurd recounted. And
we all ate cinnamon rolls and listened
to Christmas music in Kabul on Christ-
mas Day.

Baking cookies and passing the tradition on

break during the holidays. Teachers,
instructors and school board mem-
bers also get a little breathing room
during Christmas and New Years.
Some even revel in tradition. Josh
Overfelt, vice president of the San
Felipe Del Rio-CISD Board of Trust-
ees, and his family are those who
partake in time-honored activities.
Growing up, on Christmas Eve
here in Del Rio, me and my sisters
wed go in and we would always bake
cookies with my mom. That was
something that we loved, he said.
I think probably the most vivid one
growing up is making the cookies
and going to midnight service.
Then, when we were young wed
go like to the six o clock Christ-
mas Eve service at the Methodist
church and once we all got older we
started going to the midnight ser-
vice. In fact, that one still happens
if everyone is in town.
And now, the transplanting of
generational rituals is transpiring
within his family.

its with me or if my mom comes

With three district games
under their belt, the Queens
have shown they have what
it takes to extend their play-
off streak another season.
Del Rio has reached at
least the Area round of the
playoffs in each of the past
seven years including each
of the past three seasons un-
der head coach Ken Hefner.
As of this writing, the
Queens are 2-1 in District
29-6A, tied for second place
and one game behind Lare-
do United South and Laredo
Alexander.
Del Rios only loss this
season came at the hands
of the Alexander Lady Bull-
dogs, currently ranked 11th
by the Texas Girls Coaches
Association. To be fair, Al-
exander hasnt let many
teams beat them at all this
season. Through 24 games,
the Lady Bulldogs are 23-1
and have won their last 17
games in a row.

tention by winning; both of
those games are Sunday.
And while Minnesota has
virtually no shot at making
the playoffs, it could dam-
age Green Bays chances by

dale hopes to change soon.

ally got up for that Christmas
game, Fizdale said. They
all got their new Christmas
shoes that they could wear
that day, and the new Christ-

great game to watch and at

Tis the season to share Merry Christmas and

UVALDE Tis the sea-
son for many things, one
of those being the act of giv-
ing. A perfect example of
this philosophy is the act of
kindness by the SWTJC air
conditioning students for a
former student who recently
went through difficult times.
On Aug. 29, Uvalde resi-
dent Richard Castillo and
his wife lost their home of
over 20 years to a fire caused
by an electrical short. Ev-
erything they owned was
lost, including Castillos
tools used for repairing ap-
pliances.
Having to stand and
watch your house burn
down would be a horrific
experience for anyone, how-
ever on that Monday after-
noon Castillo not only lost
his home, he also lost his
business. He would operate
Ricardo and Sons Appliance
Repairs from his home.
Castillo has been unable
to work since the day he lost
his home and business, in-
stead he has been diligently
rebuilding the house where
he raised his three kids.
Everyday he shows up
and does what he can do.
According to Castillo many
people have come to his aid.
I have been blessed by
the people that have helped
me resort my house, said
Castillo in a shaky voice.
Other former students,
who are now contractors
have come and offered a
helping hand. I am grateful
for Keith Gleason and Nick
Puente who offered me as-
sistance with my central
units, and I thank them for
that.
According to Castillo
many of his customers have
also reached out and offered
to help in any way possible.
When the air condition-
ing and refrigeration stu-
dents at Southwest Texas
Junior College heard about
Castillos misfortune, they
decided to do their part to
take care of one their own.
Castillo is a 1992 gradu-
ated of Southwest Texas
Junior College with a certifi-
cate in air conditioning and
refrigeration.
According to Richard
Flores, air conditioning in-
structor, the topic of Castil-
los misfortune came up in
class during a discussion of
current events.
I started talking about
the fire to the class because
it was just a few houses
down from my house, said
Flores. After that discus-
sion took place the A/C club
had a meeting and were
looking to organize a project
where they could give back
to the community, and one
student suggested helping
out Richard somehow.
During the meeting, club

Wednesday morning, dis-
cussing the aftermath of
the Berlin terrorist attack
and the reported penetra-
tion of the Democratic Na-
tional Committee (DNC)

Texas Congressman if
bundling all Islamic ter-
rorism together and pur-

Fossil Discovery Exhibit
is a multi-room build-
ing where visitors can
learn more about the 130
million years of geologic
time represented in the
park. Specimens from Big
Bends remarkable fossil
record and full-color art-
work help illustrate the
fascinating story of Big
Bends ancient life and
changes to the ecosystems
from ancient sea beds to
volcanic savannahs.
The Fossil Discovery

Bend National Parks ex-

Law enforcement official gets
25 years for drug trafficking

McALLEN A former
Drug Enforcement Admin-
istration task force officer/
Mission Police Department
investigator has been sen-
tenced for his convictions of
conspiracy to possess with
intent to distribute and pos-
session with intent to dis-
tribute cocaine, announced
U.S. Attorney Kenneth Mag-
idson.
A federal jury sitting in
McAllen convicted Hector
Mendez, 46, of San Juan, on
July 14, 2016, following a six-
day trial and approximately
three hours of deliberation.
U.S. District Judge Randy
Crane, who presided over
the trial, handed Mendez
a 300-month sentence to be
followed by 5 years of su-
pervised release. In hand-
ing down the sentence, the
court noted that Mendez had
worked with the very best
members of the law enforce-
ment community and yet
abused the special trust he
held as a law enforcement
officer.
Judge Crane stated that
Mendezs crimes were par-
ticularly reprehensible
that while working with
DEA, Mendez was also prof-
iting by stealing narcotics
from the criminals he was
supposed to investigate. The
court hoped the serious sen-
tence would serve as a deter-
rent to others.
During trial, the jury
heard that Mendez con-
spired to steal approxi-
mately 14.9 kilograms of co-
caine and staged a seizure of
sham, or diluted cocaine, to
cover the theft.
On July 25, 2012, Reynol
Chapa-Garcia, 42, of Mis-
sion, had received a quan-
tity of cocaine at a residence
in Mission. Shortly there-
after, Mendez arrived at
Chapa-Garcias residence
and collected the bundles of
cocaine. Mendez and Cha-
pa-Garcia had agreed the
cocaine would be diluted or
cut, then repackaged and
staged for a seizure some-
time later. The remaining
cocaine would then be sold.
On July 28, 2012, a Ford
Taurus was staged with the

diluted bundles of cocaine in
Mission. Mendez and other
Mission Police Department
officers seized the Taurus
and drugs. Chapa-Garcia
made recorded calls to the
person who had originally
provided the drugs to con-
ceal the fact that the cocaine
had been cut and make it
seem the bundles had been
seized by law enforcement
during the supposed trans-
port.
Testimony of witnesses at
trial established that Men-
dez intentionally concealed
facts about the seizure in
DEA reports and statements
to federal prosecutors, pre-
sented false statements to
multiple judges in sworn
court filings and intention-
ally altered transcripts of
recorded calls in evidence
against Gonzalez.
Mendez has been and will
remain in custody pending
transfer to a U.S. Bureau of
Prisons facility to be deter-
mined in the near future.
Chapa-Garcia pleaded
guilty May 27, 2016, for his
role in the conspiracy and
will be sentenced at a later
date.
The FBI, Department of
Justice - Office of Inspector
General (OIG), Department
of Homeland Security - OIG
and the DEA conducted the
investigation. Assistant U.S.
Attorneys James H. Sturgis
and Kristen J. Rees pros-
ecuted the case.

Politics: Little support for full border wall

Few, if any, Texans in
Congress support building a
wall across the entire U.S./
Mexico border, according to
a Texas Tribune delegation-
wide survey.
None of the 38-member
Texas delegation offered full-
throated support of a com-
plete border wall, a position
popular with President-elect
Donald Trumps support-
ers that would impact Texas
more than it would any other
state.
Instead, several members
of the Texas delegation called
for new policies on the bor-
der, including fencing and
walls in some places, and
beefing up security in other
ways such as employing new
surveillance technology and
adding more federal agents.
Several lawmakers did not
respond to multiple requests
by the Tribune for comment.
We will construct a great
wall at the border, Trump
said at a rally earlier this
month in Cincinnati.
But the president-elect
has also discussed only con-
structing a wall in areas
where natural barriers like
rivers do not exist.
That would be at odds with
many of Trumps support-
ers, 79 percent of whom were
in favor of building a wall
across the entire U.S.-Mexico
border, according to a Pew

ket isnt as cosmopolitan as
this, the good folks at Chi-
cago-based food distributor
La Guadalupana (La Casa
de la Masa) will mail you
two 5 lb. buckets of dough
for under $20. La Guada-
lupanas website says that

rived from Mexico in 1945
and set up shop. In 1992,
their son Rogelio moved
production to a USDA-ap-
proved plant and started
expanding.
Hows that for achieving
the American dream?
I wonder if Pedro and
Lucy ever imagined a
world where tamales are
so mainstream that their
ready-to-wrap dough sits
next to frozen apple pies
and scalloped potatoes for
holiday revelers to take
and make.
Even ease of prepara-
tion cannot sway me to the
charms of the tamal. My
sons Christmases have in-
volved the toil of making
sugar cookie dough from
scratch and stamping out
festive shapes someday
we may graduate to empa-

CBP Explorers hold 5K run

The first annual Thin Blue Line
5K was held on Saturday, hosted by
the Customs and Border Protection
Explorers Post 2302, with a host of
runners defying the chilly winds
and high humidity in the air.
Mike Allen finished second overall.
The run, which kicked off and
finished at the intersection of Dod-
son Avenue and Chapman Road,
was a fundraiser for the activities,
equipment and basic needs of the
program, which currently trains
and educates 16 local youth, ages 15
and up, in core values, nutritional

BIG BEND NATIONAL PARK TAMU CORPUS CHRISTI

New grants announced Four area students awarded degrees

By STAFF REPORTS
On December 15, 2016, Sec-
retary of Interior Sally Jewell
announced more than $350,000
in funding to engage youth and
veterans in hands-on conserva-
tion projects in public lands.
The Texas Conservation Corps
will receive $39,000 of these
funds to work within Big Bend
National Park.
Over the summer of 2017, Big
Bend National Parks trail crew
will partner with the Texas
Conservation Corps to work on
part of the maintenance back-
log along the popular Window
Trail within the Chisos Moun-
tains. Specifically, they aim to
replace many of the cross trail
structures to improve tread
and reduce erosion, making the
trail more sustainable.
The Window Trail was built
in the 1930s by the Civilian Con-
servation Corps. Over a 5-mile
round-trip distance, it brings
visitors down to a canyon,
sculpted as rains have slowly
drained along this path. This
remains one of the most popu-
lar trails for its scenery and op-
portunity to see wildlife.
We are honored to receive
funding to help keep this trail
safe and sustainable, says Su-
perintendent Cindy Ott-Jones.
We welcome the Texas Con-
servation Corps as partners to
help maintain our park, and
build another generation of
youth stewards for our public
lands.
The National Park Service
employs more than 20,000 to
care for Americas 413 national
park sites and work with com-
munities across the nation
to help preserve local history
and create close-to-home recre-

Doing the Reindeer Pokey Texas gets $160K

in child support
ASSOCIATED PRESS
AUSTIN Texas has col-
lected more than $160,000
in back child support since
starting a program this year
that bars some parents who
owe money from renewing
vehicle registrations.
The Dallas Morning
News reported Thursday
that December was the first
month renewal requests
can be denied in the Texas
Attorney Generals Office
program.
The rule applies to par-
ents at least six months
behind in child support
payments. It does not apply
to vehicle titles registered
to someone other than the
parent owing support or to
jointly-owned vehicles.
Records show that since
September, more than
7,200 parents received a de-
linquency notice warning
them to arrange a payment
plane before their vehicle
registration expires.
The Texas Attorney Gen-
erals Office, in the past
fiscal year, has collected
nearly $3.9 billion in child
support.

DALLAS Every Christ-
mas show has its hiccups:
An angels wings fall off.
Tiny Tim forgets his lines.
The Sugar Plum Fairy spins
off stage.
But not many have to
cope with a star missing
the performance due to an
urgent date with a criminal
court judge.
The Dallas Morning
News reports that was just
one of the challenges of put-
ting on a Christmas play in
a womens unit at the Dal-
las County Jail. All the cos-
tumes were green-striped
jail scrubs. All the actors
were female (even the Three
Wise Men).
And all the rehearsals
were monitored by a sher-
iffs deputy. Of course.
The Dec. 15 performance
was the brainchild of the
chief public defender, who
directed the show and
picked the play: The Best
Christmas Pageant Ever.
Its based on a book, be-
loved since the 1970s, that
Barbara Robinson wrote
about the unruly Herdman
kids taking over a church
Christmas play.
Lynn Pride Richardson,
the defense-lawyer-turned-
theater-director, decided
to attempt something even
more ambitious than last
years poetry performance:
a real play, with more than
a dozen characters, blocking
and set changes.
Richardson said she loved
the plays message: The
characters you may think
are irredeemable can sur-
prise you.
It highlights a family
that is kind of ostracized by
the community because
theyre poor and always get-
ting in trouble, Richardson
said. The message is, its
really because they havent
been educated. And once
they learn the Christmas
story, it really transforms
them.

Women in the Resolana
program are largely non-
violent offenders. Many are
awaiting trial and cannot af-
ford to post bond.
The program attempts to
help the women prepare for
a new life when they leave
jail. Sometimes that means
trying new things like act-
ing in a play.
For Missy Keown, 27, the
message of The Best Christ-
mas Pageant Ever echoes
what shes learned through
Resolana: No role is too
small, everybody matters.
And thats so true
theres no part necessarily
bigger or more important
than the others, she said.
Keown, who has been in jail
since November on drug-
possession charges, played
the part of Maxine, a girl
who narrates the pageant in-
side the play.
They taught me that Im
worth not giving up on, she
said. They made me real-
ize its never too late. Every
time we fall down is another
time to get up.
Before they took the stage,
some of the inmates play-
ing main characters spoke
about the reality theyre
facing: spending Christmas
and possibly a lot longer
in jail.

video does not show the
entire interaction between
the officer and the individu-
als on the scene, Daffron
said in a statement to the
newspaper. It is shameful
that there is an immediate
rush to judgment that my
client is a racist cop sim-
ply because of the color of
his skin ... I am confident
that when all of the facts,
evidence, and information
come to light, it will present
events.
Police said in an earlier
statement that they have
reviewed the officers body
camera footage, but will
not be releasing it or many
other details because state
law regarding internal in-
vestigations doesnt allow
them to do so, particularly
investigations that involve
minors.
