Background: NAGR is a multidisciplinary research, training and development


organization with a view of non-political, non-profit and social development. We are
working for the capacity development of the rural, vulnerable and destitute people
through training; educating and awareness build up activities. Our dedicated team works
for building smooth linkage among deprive/helpless community,
CBOs/NGOs/development agencies, government and non-government agencies, elite
society, local media and other stakeholder to lift up the community from
disadvantage/deprive groups. We are working for the establishment of rule of laws,
eradicate crimes and corruptions, diminishing the discrimination between gender,
empowering women, providing training for capacity building, skill development and
income generation activities and so on.

Vision: Establish a society free from disparity on gender; ethnicity; religion; education
level; income level; participation in the governance; health, nutrition and sanitation
facilities and justice.

Mission: To establish society with well educated, skilled, capable and self-sufficient
people through capacity building, development and training.

Goals and Objectives: The prime goals are to develop the socio economic condition of
the disadvantage people/community through capacity building and skill development
program, knowledge sharing and training.

CHAPTER-2: PROJECT DESCRIPTION

Purpose
Building awareness through disseminating of information regarding rules of law and the
procedure to implement of such laws, IEC/BCC materials development and distribution,
training, linkage between local people, local leader, influential person, CBOs, law
enforcing agencies, media personnel, and other government and non-government
agencies, promoting education in Narayanpur union in Matlab Dakshin (South),
Chandpur.

Specific purposes of the project:


Reduce the gender based violence through capacity building of the project area
Reduce the negative influence of village leaders on village judgement (shalish or
fotoa)
Encourage to form local groups to protest crime or violence against women
Creating awareness among people on different types of social corruption
Establish linkage between local people or groups, CBOs, law enforcing agencies,
elite society and media personnel etc.
Reducing crime by creating awareness among school teachers to include state
laws in the extra-curricular activities
Creating awareness among youths, women and local leaders about the benefit of
following state laws and principles of the society

Expected Outcome of the Project


At least 50 women along with their household will be trained and aware regarding the
basic rights of living. They will also be made aware to protest against violence and
unlawful act.
At least ten local leaders will be engaged and educated about the state laws so that
they take assistance from local administrations (Police Station or court)
At least 20 groups consisting of 20 women and 30 groups consisting of 15 youths will
be formed and trained on state laws and religious principles
Five seminars/workshops will be conducted in the premises of school/colleges or
Union Parishad to aware mass people regarding crime and corruption. Elite people,
political leaders, key influential persons of the community, CBOs representative,
TNO, UP Chairmen and Members, representative of law enforcement agencies will be
engaged in seminar/workshop.
Two training for tutors will be conducted by engaging two high schools and two
primary schools teachers.

We are expected that project activities will be commenced from October 1 st, 2014 and
continue till March 13, 2015 including the period of project submission. Further extension
of project will be depends on available financial resources.

Phase -1: Inception and Design

Staffing and Project Management: The project will be implemented/managed by the


consultant staff/Professionals and field/support staffs. The Team Leader will have overall
responsibility for the project with the support of Training Coordinator/Facilitator (01), Field
Supervisor (02) and Field Staff (06). The Team Leader will also perform Monitoring &
Evaluation activities. The majority of them will be engaged in implementation of field
activities. The Team Leader will also liaise with the Project Authority, TNO, UP members
and Chairman, authority of Government and Non-government agencies, representative of
CBOs etc.

Mobilization of resources: On approval of the project, staff at all levels will be


recruited and deployed, and necessary arrangement for basic Orientation and Training
will be arranged. Administrative arrangements will also be put in place. The mobilization
program schedule will be shared with the Project authority.

Training and orientation of project staff: Training manual will be prepared for
training of the field staff. The Team Leader Along with the help of Training Coordinator
and Facilitator will develop and prepare the training manuals. The project staff will be
given extensive training on capacity development, mass communication, awareness
raising techniques, community mobilization, organization of events, reporting,
documenting, and sharing of ideas and experiences with others.

Project Development

Review secondary information and reconnaissance survey for need


assessment: Team Leader and Training Coordinator cum Facilitator along with the help
of Field Supervisor will conduct reconnaissance survey in the project area and review
secondary information to comprehend the existing scenario, which will help us identify
the indicators for preparing the most effective means for capacity building training
materials as well as materials for social awareness and community mobilization.

Selection of material development and awareness activities: Based on the results


on the need assessment, the Team Leader and Training Coordinator cum Facilitator will
identify and select suitable awareness dissemination materials/activities for security
sector capacity building of the project/target population. The method for selection of
materials will have proper data collection, data assessment, and consultation with the
related personnel.

Developing the necessary plan and materials for entrenching the rule of law and
combating the destabilizing impact of crime and corruption through security sector
capacity building

In this phase, we will identify the most effective means for creating security sector
capacity building through raising social awareness and making community mobilization
for entrenching the rule of law and combating the destabilizing impact of crime and
corruption

Develop, print and distribute supportive materials: A whole range of supportive


communication and awareness raising materials will be developed and extensively used
in the course of project implementation. These materials and their possible contents
include:

Training manual: Manuals describing the basic rights of human, state laws regarding
most common crime and corruption, contract number of law enforcing agencies, CBOs,
UP Chairman and Members, local media, elite person, other development and
humanitarian organizations etc.

Leaflets: The leaflets will contain


Brief introduction of the project
Pictures, charts and diagrams indicating how the project is going to
combat against crime and corruption
Preventive actions to combat against possible crime
Preliminary responsibilities whether any crime occurred

Posters and banners: Will contain easy to understand messages and pictures
describing the state laws against crimes and corruptions

Phase- 3: Conduct the social awareness and community mobilization

Group Formation: 20 groups consisting of 20 women and 30 groups consisting of 15


youths will be formed to ensure the security sector capacity building of the project area.
Through this process, the household of the groups will be more aware about the state
laws and they will be able to combat against crime and corruption.

Focus Group Discussion: 20 Focus Group Discussion will be conducted in the project
area where participants will be trained and informed on social safety, security and
justice. It is participatory approach where the perception regarding rule of state laws of
the participants will be discussed and shared. Presentation of case study regarding this
will be performed to make aware the participants regarding rules of laws as well inspire
to combat against destabilizing the impact of crime and corruption.

Conduct training: Two training session will be performed in a week regarding creating
awareness on rule of laws and how to fight against crime and corruption. How to seek
help from the law enforcing agencies or other government and non-government agencies
will be incorporated in the training session. The training session will have special
emphasis on capacity building of the project people. The training will be conducted in the
court yard of the house or the premises of school, college other religious organization.

Conduct training to the teachers of the educational institution: Special


awareness rising training session will be conducted for the teachers of the educational
institutions where teachers of the religious institution will be included. We will fix the
number of training session on need based in the project area.

Essay writing competition: We will arrange essay writing competition regarding the
rules of laws and ways to reduce the occurrence of crime and corruption as well as the
impact of such cases in the high schools and colleges in the project area. This approach
will build up awareness on safety, security and justice of human in youth group. Best
writers of each schools and college will be awarded.

Workshops/Seminars based on villages (3 Village): Project Team will conduct five


workshop/seminars in the project area. Each seminar will be held in every month where
representative of local community/village/ groups (3 villages), UP Chairman and
Members, local leaders and influential figure, local elite persons, journalist,
teachers/Moulivis.

Link up Workshops/Seminars based on Union: Project Team will conduct a union
wise link up workshop/seminar in the project area where TNO, UP Chairman and
Members, judge and advocate, Journalist, representative of Donor Agencies, NGOs and
CBOs and local leaders and elite persons, representative of formed groups etc will be
involved and participated. The Team Leader along with the help of other project
personnel will supervise and conduct the meeting. The modules of the workshops
include:

a. Discussion on the importance of absolute implementation of state laws against


crime and corruption
b. Discussion on the negative consequence of local judgement (shalish/fotoa)
c. Discussion and exchange of views on best practices state laws and success stories
on combating the destabilizing impact of crime and corruption.
d. Speeches, lectures and demonstrations on how to ensure successful linkage
among local bodies/communities, elite society, local administration, law
enforcement agencies, local media, development organizations and other
stakeholders. This process will ensure the practice of state laws against crimes.

Monitoring & Evaluation

Team Leader and the representative of the project authority/donor will be responsible for
overall monitoring and evaluation of the project. They will visit the project locations
periodically to have on-site observation and to collect primary information on the project
activities.

Reporting

Inception Report: An inception report will be submitted within 3 rd week of the project
commencement. Information on reconnaissance survey, review of secondary information,
draft of IEC/ BCC materials, draft training manual, detailed work plan and deployment of
project personnel will be incorporated in the inception report.

Monthly Progress Report: Monthly progress report will be submitted within the 1 st
week of the following month. The overall progress of the preceding month and current
month work plan will be incorporated in the Monthly Progress Report.

Project Completion Report: A detailed Project Completion Report will be submitted


before March 2015. Overall outcomes of the projects, ultimate goal achieved through the

project, future benefits of the project, suggestion and recommendation to design


such project in future etc will be incorporated in the Project Completion Report.

The Team Leader will represent the NAGR in all matters relating to the program
management activities. He will guide and coordinate the activities of other professionals
and field/support staffs as well as volunteer community mobilize. An organogram of the

Risk and associated actions


Threat and hindrance from the local leaders, political persons that can be lessen by
the involvement of elite society, law enforcing agencies and assistance of local
community.
Reluctance, by the local community, of adopting state laws and seek assistance from
law enforcing agencies instead of own judgement of local influential persons
(shalish/fotoa) that usually happen for fear about distortion of social dignity, threat of
influential person, superstitious, abuse of religious values etc. The constraints will be
reduced by security sector capacity building and awareness rising activites.
Public awareness through involvement of schools need collaboration with Education
Policy and implementation related organizations:

CHAPTER-3: ORIGIN AND CONTEXT
Describe the region and community where the project will be implemented and the
reason motivating the request for assistance.

The term "corruption" is used as a shorthand reference for a large range of illicit or illegal
activities which is very much evident in illiterate people (Mollah, Uddin, 2000).Like many
other developing countries, crime and corruption are the regular phenomenon of
Bangladeshi people. Typical of any developing country, Bangladesh suffers from over-
population, poverty, malnutrition, illiteracy and lack of resources. Total population of
Narayanpur Union is 49,068 (2011 Census) whereas the literacy rate is around 20% only
and lowest literacy rate in Chandpur District.

Following crime and corruptions are very common in this area:


Local judgement based on fotwa and wish of muscle man
Early marriage
Sexual harassment
Prime reason behind the occurrence of these activities is the lower level of literacy.
Hence, we feel that our project could minimise these criminal activities by building
security sector capacity in the society.

Project Beneficiaries
Initially twelve village peoples (around 23 thousand) will be benefitted by this project
within the project duration. However, in the long run whole of the Narayanpur people that
means all 24 villagers will get the project benefit. Number of the beneficiaries in each

Participation of beneficiaries in project implementation


Beneficiaries will be brought under the training and education programme of the
projects. They will be under the regular communication of project members. Since we will
conduct participatory training and skill development program, they will be able to show
their views regarding said issues of the project. Ultimately community people will be the
integral part of the project activities.

Future of project participant


Beneficiaries will be kept active in their own community. After receiving training on
security sector capacity building, they will act as model for establishing rules of laws and
diminish the impact of crime and corruption in the society. Besides individual groups will
implement and carry out the ultimate goal of the project.

We expect to implement the projects activities in all unions of the Chandpur, Comilla and
Noakhali Districts which mainly depends on financial capacity or resources. But we will
develop the capacity of mentioned groups, some CBOs and other development
organization to carry out such activities in future period. We will propose to incorporate
the said project in government development activities to allocate budge in entrenching
the rules of laws and destabilizing the impacts of crime and corruption through security
sector capacity development. We will also launch a permanent wing in our current
development activities to successful implement the project goal.
