Brief Description about NAGR
Name of Organization National Agency for Green Revolution
Vision: Establish a society free from disparity on gender; ethnicity; religion; education
level; income level; participation in the governance; health, nutrition and sanitation
facilities and justice.
Mission: To establish society with well educated, skilled, capable and self-sufficient
people through capacity building, development and training.
Goals and Objectives: The prime goals are to develop the socio economic condition of
the disadvantage people/community through capacity building and skill development
program, knowledge sharing and training.

CHAPTER-2: PROJECT DESCRIPTION
Purpose
Building awareness through disseminating of information regarding rules of law and the
procedure to implement of such laws, IEC/BCC materials development and distribution,
training, linkage between local people, local leader, influential person, CBOs, law
enforcing agencies, media personnel, and other government and non-government
agencies, promoting education in Narayanpur union in Matlab Dakshin (South),
Chandpur.

We are expected that project activities will be commenced from October 1 st, 2014 and
continue till March 13, 2015 including the period of project submission. Further extension
of project will be depends on available financial resources.

Phase -1: Inception and Design
Training and orientation of project staff: Training manual will be prepared for
training of the field staff. The Team Leader Along with the help of Training Coordinator
and Facilitator will develop and prepare the training manuals. The project staff will be
given extensive training on capacity development, mass communication, awareness
raising techniques, community mobilization, organization of events, reporting,
documenting, and sharing of ideas and experiences with others.

Developing the necessary plan and materials for entrenching the rule of law and
combating the destabilizing impact of crime and corruption through security sector
capacity building
In this phase, we will identify the most effective means for creating security sector
capacity building through raising social awareness and making community mobilization
for entrenching the rule of law and combating the destabilizing impact of crime and
corruption
Training manual: Manuals describing the basic rights of human, state laws regarding
most common crime and corruption, contract number of law enforcing agencies, CBOs,
UP Chairman and Members, local media, elite person, other development and
humanitarian organizations etc.
Posters and banners: Will contain easy to understand messages and pictures
describing the state laws against crimes and corruptions

Phase- 3: Conduct the social awareness and community mobilization
Focus Group Discussion: 20 Focus Group Discussion will be conducted in the project
area where participants will be trained and informed on social safety, security and
justice. It is participatory approach where the perception regarding rule of state laws of
the participants will be discussed and shared. Presentation of case study regarding this
will be performed to make aware the participants regarding rules of laws as well inspire
to combat against destabilizing the impact of crime and corruption.
Conduct training: Two training session will be performed in a week regarding creating
awareness on rule of laws and how to fight against crime and corruption. How to seek
help from the law enforcing agencies or other government and non-government agencies
will be incorporated in the training session. The training session will have special
emphasis on capacity building of the project people. The training will be conducted in the
court yard of the house or the premises of school, college other religious organization.
Essay writing competition: We will arrange essay writing competition regarding the
rules of laws and ways to reduce the occurrence of crime and corruption as well as the
impact of such cases in the high schools and colleges in the project area. This approach
will build up awareness on safety, security and justice of human in youth group. Best
writers of each schools and college will be awarded.

Link up Workshops/Seminars based on Union: Project Team will conduct a union
wise link up workshop/seminar in the project area where TNO, UP Chairman and
Members, judge and advocate, Journalist, representative of Donor Agencies, NGOs and
CBOs and local leaders and elite persons, representative of formed groups etc will be
involved and participated. The Team Leader along with the help of other project
personnel will supervise and conduct the meeting. The modules of the workshops
include:
Team Leader and the representative of the project authority/donor will be responsible for
overall monitoring and evaluation of the project. They will visit the project locations
periodically to have on-site observation and to collect primary information on the project
activities.
Reporting
Inception Report: An inception report will be submitted within 3 rd week of the project
commencement. Information on reconnaissance survey, review of secondary information,
draft of IEC/ BCC materials, draft training manual, detailed work plan and deployment of
project personnel will be incorporated in the inception report.

Monthly Progress Report: Monthly progress report will be submitted within the 1 st
week of the following month. The overall progress of the preceding month and current
month work plan will be incorporated in the Monthly Progress Report.

CHAPTER-3: ORIGIN AND CONTEXT
Describe the region and community where the project will be implemented and the
reason motivating the request for assistance.
The term "corruption" is used as a shorthand reference for a large range of illicit or illegal
activities which is very much evident in illiterate people (Mollah, Uddin, 2000).Like many
other developing countries, crime and corruption are the regular phenomenon of
Bangladeshi people. Typical of any developing country, Bangladesh suffers from over-
population, poverty, malnutrition, illiteracy and lack of resources. Total population of
Narayanpur Union is 49,068 (2011 Census) whereas the literacy rate is around 20% only
and lowest literacy rate in Chandpur District.

CHAPTER-4: BENEFICIARIES AND PARTICIPANTS
Project Beneficiaries
Initially twelve village peoples (around 23 thousand) will be benefitted by this project
within the project duration. However, in the long run whole of the Narayanpur people that
means all 24 villagers will get the project benefit. Number of the beneficiaries in each
village has been outlined in the table below:

We expect to implement the projects activities in all unions of the Chandpur, Comilla and
Noakhali Districts which mainly depends on financial capacity or resources. But we will
develop the capacity of mentioned groups, some CBOs and other development
organization to carry out such activities in future period. We will propose to incorporate
the said project in government development activities to allocate budge in entrenching
the rules of laws and destabilizing the impacts of crime and corruption through security
sector capacity development. We will also launch a permanent wing in our current
development activities to successful implement the project goal.
