1.0 EXECUTIVE SUMMARY


This is a fresh mining lease applied for mining of minor mineral i.e. river sand
located near villages - Kaila Devi, Rajpura, Saseri, Bharwarpura, Jakher,
Dundapura, KaroliC, Barkhera, Malpur, Silpura, Daoodpur, Birhata, Birhati,
Khundari, Khunda, Keshpura, Lohra, Gujar Bavli, Khediya, Sakargata,
Dukawali, Rungkapura & Bhawali, Tehsil & District-Karauli (Rajasthan).
LOI has been issued in favour of Shri Mohammad Abid R/o Sangam Market,
Ward No.-6, Post-Islampur, District-Jhunjhunu, Rajasthan for mineral River
Sand (Bajri) over an area of 425.00Ha. by State Government order no. F-
6(9)/Khan/Group-2/2013 dated 20.03.2013. (Copy of LOI is enclosed as
annexure No-1).
The area of lease is >50ha. hence it come under jurisdiction of Central
Government of Ministry of Environment Forest & Climate Change (MoEF &
CC), New Delhi. Lessee applies for Environment Clearance under EIA
Notification, 2006. Proposed production of river sand (Bajri) from this mine is
0.56 million TPA.
Total land of mining lease comes Gair Mumkin Nadi/Nallahs (Government
land) as per Khasra no. provided in below table 1.1 by Department of Mines
& Geology, Rajasthan. No forest land is involved in this area.
Topographically, the area is almost flat with gentle slope and forms the part
of toposheet 54 F/1, 54 F/2, 54 F/3, 54 F/4, 54 F/5, 54 F/6, 54 B/14, 54 B/15
and 54 B/16.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION


(i) Identification of Project Proponent. In case of mining project, a copy
of mining lease /letter of intent should be given.
Project Proponent- M/s. Mohammad Abid R/o Sangam Market, Ward
No.-6, Post-Islampur, District-Jhunjhunu, Rajasthan is an individual
ownership project.

(ii) Brief Description of Nature of Project:


M/s. Mohammad Abid has issued of LOI for minor mineral i.e. River
Sand (Bajri). This mining Lease is located in near villages-Kailadevi,
Rajpura, Saseri, Bharwarpura, Jakher, Dundapura, KaroliC, Barkhera,
Malpur, Silpura, Daoodpur, Birhata, Birhati, Khundari, Khunda,
Keshpura, Lohra, Gujar Bavli, Khediya, Sakargata, Dukawali,
Rungkapura & Bhawali, Tehsil & District-Karauli (Rajasthan) over an
area of 425.00Ha. River Sand (Bajri) is proposed to be mine. Mining
will be done by opencast semi-mechanized method.

River bed mining is for extracting sand from Tali Nadi, Barkheri Nadi ,
Kalisil Nadi, Kadwar Nadi, Sairni Nadi & Bandhwa Nallah. As per
RMMC rules 1986 extraction is limited to 3.0 m depth only from the
surface area. Entire stretch of the lease has been divided in to
manageable blocks for ease of operation supervision management and
safety. Activities will be carried out as per the production schedule
given earlier Light weight excavators will be deployed for extraction.
Mineral will be removed in 3.0 m layer only forming one bench. This is
as per the digging depth of the equipments. Mineral will be loaded in
trucks of 20 tones capacity. Trucks and equipment will be on hire basis.
There will be no OB or waste generation as the sand is exposed in the
river bed. Every block will be working as a unit with all facilities like
Rest shelter first aid facilities. Drinking water arrangement and
supervision Bench will advance parallel to the bank of the river. Height
of bench will be 3.0 m width of the bench will be around 20.0 m
working will be restricted within the lease. Area however movement of
trucks after mineral loading will be towards both sides through
approach roads connecting to tar road and then to destination via
national highway/state highway. Every block will have its own
approach roads which exist and are well connected to main highway.
No processing of mineral will be done.

(iii) Need for the project and its importance to the country and region
Due to the globalization and new ventures, the requirement for river
sand (Bajri) has been on the rise over the last few years. Mineral river
sand is used mainly in construction/Infrastructure projects. Sand is
used as building material. Its strength and long life makes it suitable
for a number of purposes. Mining of river sand is very essential
because it prevent widening of the riverbed due to deposition of
sediment which is not mined out resulting effect could be seen in the
form of flooding, damage to adjacent areas, erosion, destruction to life
and property, causing further damage to flora and fauna, agricultural
land and human settlements in their close vicinity. Mining industry
play an important role in economic sector in India. Rajasthan is rich in
mineral wealth. The state is endowed with major and minor mineral
resources. The region, where the project is situated is mostly
dependant on agriculture and mineral resources. The important
benefits accruing from the project to the state in the form of royalty can
thus be stated as-boost to local and regional economy. The
development of mining in the area provides direct and indirect
employment opportunities, better infrastructural facilities,
communication and socio-economic infrastructure.

(iv) Demand and Supply Gap


Sand is used as a basic building raw material in construction of
buildings and infrastructure projects. The demand of sand is increasing
day by day. In past, demand was not too much but now a days due to
rapid industrialization and urbanization its demand increasing with
pace of time. Demand of sand is more than the supply in the present
context.

(v) Imports v/s Indigenous Production


Demand of sand in the domestic market is high. In the allotted area,
sand is available in abundant quantity and can be extracted

indigenously. It had become a major source of economy in the


area/region.

(vi) Export possibility


There is no possibility of mineral export. Mineral river sand (Bajri)
cater the indigenous demand and major consumers of sand located in
nearby areas.

(vii) Domestic/Exports Markets


There is always an increasing demand of river sand in domestic
market.

(viii) Employment generation (Direct & Indirect) due to the project


By this mining project of river sand in the area, peoples get
employment. The project directly generates the employment for the
local people and indirectly for the others. The total manpower
requirement for the proposed mining operation will be around 114
persons directly. Indirect employment is expected its allied activities.

3.0 PROJECT DESCRIPTION


(i) Type of Project including interlinked and interdependent projects, if
any.
The proposed project of river sand (bajri) is an independent project in
which mineral will be sold directly in domestic market. No other
project is interlinked with this mining work.

The lease area has been marked on Toposheet No. 54 F/1, 54 F/2, 54
F/3, 54 F/4, 54 F/5, 54 F/6, 54 B/14, 54 B/15 and 54 B/16 falls in near
villages Kailadevi, Rajpura, Saseri, Bharwarpura, Jakher, Dundapura,
KaroliC, Barkhera, Malpur, Silpura, Daoodpur, Birhata, Birhati,
Khundari, Khunda, Keshpura, Lohra, Gujar Bavli, Khediya, Sakargata,
Dukawali, Rungkapura & Bhawali, Tehsil & District-Karauli

(iii) Details of alternate sites considered and the basis of selecting the
proposed site, particularly the environmental considerations gone
into should be highlighted.
The land has been allotted by Government of Rajasthan vide their Letter
of Intent No. F-6(9)/Khan/Group-2/2013 dated 20.03.2013 for the river
sand (Bajri) mining. River sand mining is site specific and feasible in the
allotted area hence no alternate site is examined for mining.

(iv) Size and Magnitude of Operation


Total area of mine lease is 425.00Ha. The mining operation will be @
0.56 Million Tonne of river sand per annum. Mining will be confined to
3 meter depth from surface of river channel or above water level
whichever is less.

This is a river sand mining project. Mining activity will be carried out
by open cast mechanized method. Light weight excavators will be used
for loading of mineral in tippers. No OB/waste material will be
produced. No drilling/blasting is required as the material is loose in
nature. Proper benching will be maintained. Roads will be properly
made and sprayed for suppression of dust.

As per the production programme and the envisaged area of activity a


width of approximately 100m will be extracted during the five year plan
period Extraction activities will start in the block from the downstream
side to upstream side this will not obstruct the movement of water
during monsoon period in the river course. Approach roads from the
various block as already described earlier will be merging with
permanent tar road on both sides of the river for transportation of the
mineral to final destination. Mine lease area will be worked in blocks for
ease of operation. However as the digging depth will be restricted to
3.0m only. This will be further replenished during rainy season. Block
will be worked systematically as the width is limited while length is
much more. Thickness of the bench is limited to 3.0m (single) only and
width is 7.5m. river bank side will be protected by 7.5m offset bank
side, natural slope/gradient will not be disturbed. However the height
of the bank with respect to river bed is varying from 2.0 to 4.0 m only
this will prevent collapse of bank and erosion. During plan period
working will be carried out in the blocks of the lease area

simultaneously. Scattered working will ensure safety remove


congestion of vehicles and will have better control and management.
There will be no OB removal and waste generation during the plan
period. No dumping are is needed. No outside material will be filled up
in the extracted zone.

(vi) Raw material required along with estimated quantity, likely source,
marketing area of final products/s, Mode of transport of raw Material
and Finished Product.
No raw material is required during the mining process. The operation
involved extraction of sand directly transport to end users/market.

(vii) Resource optimization/recycling and reuse envisaged in the project,


if any, should be briefly outlined.
In nature, mineral is in finite quantity and once the mineral depleted
can be replenished year by year during every monsoon season.
Working will be done systematically block wise to optimum utilizes of
mineral (river sand). In this case of river sand (Bajri) mining, river will
be replenished by sediment during monsoon season.
(viii) Availability of water its source, energy/power requirement and
source should be given.
Total water requirement at mine will be about 16KLD for drinking-
domestic use, dust suppression and plantation. Water will be sourced
from bore wells located in nearby villages through tankers. Diesel will
be use as motive source of primary energy for mine machineries. Diesel
will be used in JCB, Poclain, dumpers and tractors. About 400 litre per

day is assumed to be consumed. Diesel will be outsourced from nearby

4.0 SITE ANALYSIS


(i) Connectivity
Mine site is well connected with rail and road transport.

(ii) Land Form, Land use and Land ownership


Total area of lease is 465.00 Ha. Land is Govt. land (Gair Mumkin
Nadi/Nallahs). The lease area forms part of G.T. Sheet No 54 F/1, 54
F/2, 54 F/3, 54 F/4, 54 F/5, 54 F/6, 54 B/14, 54 B/15 and 54 B/16. No
forest land is involved in leased out area. Mining operation will be
confined to river bed only. Details are as follows:

(iii) Topography (along with map)


Lease area is gently dipping towards South side indicating the flow
direction of river. Highest elevation is 395.0 MSL and lowest
elevation is 200.0 MSL.
The area covers parts of Bharatpur and Sawai Madhopur districts of
Rajasthan and Morena district of M.P. The area is characterized
by peneplained and rugged topography with flat - top hills and
ridges. The maximum elevation 395 m is located in the southern
part and the minimum elevation 200 m is located in the eastern part
of the area. The drainage in the northeast is controlled by the
Parbati Nadi flowing towards north and the Chambal river in the
southeast flowing towards northeast. They are joined by numerous
nallahs and nadis viz., the Oder Nala in the southeast and the
Godder Nadi and the Tewar Nadi in the northern part. Formation
of badland topography in the southern part is observed due to criss
-cross nature of these nalas. The climate is extreme with the

summer temperature rising up to 47C and dropping down to 2C


in the winter. The rainfall is about 60 to 70 cm.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water


bodies (including area under CRZ), shortest distances from the
periphery of the project to periphery of the forests, national park,
wild life sanctuary, eco sensitive areas, water bodies (distance from
the HFL of the river), CRZ. In case of notified industrial area, a copy
of the Gazette notification should be industrial area, a copy of the
Gazette notification should be given.
The leased out area comes under Gair Mumkin Nadi/Nallahs (Govt.
Land). There is no ecosensitive zone such as forest, national park,
wildlife sanctuary etc. located in core zone. Mining will be done in
river bed only. No other land will be disturbed/altered.

(v) Existing Infrastructure


The site is being on river bed has no infrastructure. A well equipped
first aid facility is proposed to be available at there. Temporary rest
shelter urinal and latrine are proposed. Water will be purchased from
nearby borewells/tubewells from nearby villages. A small water tank
is also proposed in mine office premises. This can be used for supply of
water to drinking purposes.

(vi) Soil Classification


There is no top soil exist in river bed. Deposit is moderate quality of
Bajri. General classification of soil in the district varies from deep black
clayey soils, deep brown clayey soils, deep brown loamy soils, deep
brown sandy soils, medium brown loamy soils, red gravelly loam hilly
soils, shallow brown loamy soils and shallow red gravelly loam soils
etc.
(vii) Climatic data from Secondary Sources
The climate of the district is semi-arid type. The climate of Karauli
district is generally dry in short south-west monsoon season which
starts from the month of June and continues till the middle of
September to November is the post-monsoon season commences and
between December and February is winter. In March, summer
commences and extends till middle of June. During winter maximum
temperature remains 22C and minimum temperature of 2C, whereas
in summer the maximum and minimum temperature 45-47C,
respectively. In summer months humidity remains relatively very low.
The average annual rainfall in the whole of the district is 689.2mm, but
is generally decrease from the south-east to northwest. About 93% of

annual is during June to September, of which July and August are the
rainiest months.

(viii) Social Infrastructure Available
The district has well infrastructural facilities. The district supports
various mineral industries in the area/region. It promotes good
industrial growth via provides better infrastructure facilities.

1. Railway Station: Hindaun City Railway Station approx. 14km in west


direction of lease area from the Tali Nadi.
2. Road: Various link roads on the river course stretch, merges with the
tar road on NH-11B. District is well served by a network of metalled
and unmetalled road. NH-11B and State Highway-22 passess through
the district.
3. Nearest Police Station: Karauli about 0.5km in west direction of lease.

4. Post Office: Available in nearby Karauli about 0.5 km in west of Lease.


5. Medical Facilities: Dispensary facilities are available almost in all
nearby villages. Hospitals facilities are available in district headquarter
i.e. Karauli.
6. Electricity: JVVNL electricity supply is available in all nearby villages
i.e. Karauli about 0.5 km in west of lease.
7. Educational Facilities: Available in nearby villages. For higher
education, colleges are available at Karauli 0.5km in west direction of
lease.

5.0 PLANNING BRIEF


(i) Planning Concept (type of industries, facilities, transportation etc.)

This is river sand (Bajri) mining project. Facilities includes such as
temporary rest shelter, first aid center are proposed in the area. Mining
will be done by open-cast semi-mechanized method. Transportation of
mineral shall be done through road by trucks/tippers on hire basis. Other
facilities such as power, transportation and communication, social
infrastructure facilities are locally available near project site. All the
facilities such as hospitals, post office are available in Tehsil & District-
Karauli, Rajasthan.

(ii) Population Projection


The project will employ most of the workers from nearby areas. Local
people from nearby villages will be give preference. Thus there will no
chance to increase population due to proposed project of river sand
mining in the area.

(iii) Land Use planning (breakup along with green belt etc.). Approximate
land use is as following for life of mine.

(iv) Assessment of Infrastructure Demand (Physical & Social)


The road facility is already available which shall be used and properly
maintained. Every block will have its own approach roads which exist and
well connected to main highway.

(v) Amenities/Facilities
Basic amenities/facilities available in nearby villages and towns such as
road, power supply, communication, water supply, medical and health
etc. Site is well connected with road and other infrastructure facilities.
Communication facilities such as post office, telecommunication available
in Tehsil & District-Karauli, Rajasthan. Nearby villages is well electrified.
Hospital and Dispensary facilities available in Karauli tehsil. Apart from
the above, during operational phases of mining, following facilities shall
be provided as:
(i) All the safety norms will be strictly followed.
(ii) Provision of clean drinking water.
(iii) Group insurance scheme for engaged workers.
(iv) First aid facilities.
(v) Periodical medical campaigns for labors and nearby villagers.

6.0 PROPOSED INFRASTRUCTURE


(i) Industrial Area (Processing Area)
No industrial/ processing area is proposed.
(ii) Resident Area (Non Processing Area)
No residential area is proposed.

(iii) Green Belt


Mining will be confined to river bed only. It is proposed to have
plantation on erosion prone zones of river banks and both sides of
the roads as greenbelt to provide cover against dust dissemination.
Plantation will also be carried out as social forestry programmed in
villages schools and the areas allocated by the Panchayat/State
Authorities. During plantation, local plant species will give
preference or in consultation with local forest officials.

(iv) Social Infrastructure


Tar road is available in near villages. Existing road will be
maintained regularly. People of the area moves towards other place
for search employment. By this proposed project of river sand
mining in the area, provides employment opportunities in the
area/region and this helps to check migration of people of one
place to other. Medical and educational facilities will be provided.

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water


ways etc.)
Area is well connected with road and rail transport. The district is
well served by a network of metalled and unmetalled roads. NH-
11B passes through the district. State Highway-22 passes through
the district in southern direction of Karauli. Mineral will be
transported on the other side of the river by hired trucks through
approach roads and finally merging with NH-11B for final
destination.

Hindaun City Railway Station approx. 14km in west direction of


lease area from the Tali Nadi.

(vi) Drinking Water Management (Source & supply of water)


Water required for drinking purpose will be purchased from
nearby borewells/tubewells through tankers. Approx. 2.0 KLD
water will be required for drinking and domestic purposes.

(vii) Sewerage System


No sewerage shall be generated from the project area.

(viii) Industrial Waste Management


No Industrial waste will be generated from the project.

(ix) Solid Waste Management


No waste will be generated during the course of mining. All the material
will be saleable. No waste dump proposal at mine site.
(x) Power Requirement
Nearby villages area is well electrified. Diesel will be use as a motive
source of energy at mine site.
7. 0 REHABILITATION & RESETTLEMENT (R&R PLAN)
(Policy to adopted (Central/State) in respect of the project affected
person including home oustees, land oustee and landless labour (A brief
outline to be given).
Mining will be carried out in river bed only so no need of rehabilitation
and resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

Proposed excavation of river sand (Total) = 2800000 Tonne
Total Mining cost incurred on excavation of river sand = 2800000 x 80
= Rs. 224000000/-
The average sale value of mineral is about Rs. 175/Tonne
Total sale value of mineral is = Rs. 2800000 x 175 = Rs. 490000000/-
The above figure may vary as per actual production obtained and incurred
mining cost.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)


Proposed project of River Sand (Bajri) mining of M/s. Mohammad Abid,
lease area-425 Ha. near villages- Kailadevi, Rajpura, Saseri, Bharwarpura,
Jakher, Dundapura, KaroliC, Barkhera, Malpur, Silpura, Daoodpur,
Birhata, Birhati, Khundari, Khunda, Keshpura, Lohra, Gujar Bavli,
Khediya, Sakargata, Dukawali, Rungkapura & Bhawali, Tehsil & District-
Karauli (Rajasthan) is of utmost importance to the area/region for interest
of mineral development and improves the socio-economic conditions of
the local habitants. Mine will provide direct employment opportunities to
about 114 persons. By this project of river sand mining in the area, about
570 person will be indirectly benefitted by their allied activities. Proponent
is committed to provide better infrastructural facilities such as education,
medical, clean drinking water, maintenance of community hall
development/school, temples in nearby areas of the mine site. The State
Government will get revenue in the form of royalty from selling of
mineral, land tax/surface rent; Sales tax/VAT, income tax etc. will be
addition. The operation of the proposed project of river sand (bajri)
mining will bestow various social and economic benefits to the local
communities of the area. Thus the proposed project of river sand (bajri)
mining will prove beneficial to the area.
