GENERAL INSTRUCTIONS :

1) These posts are Non-Government but pensionable under New Pension Scheme
introduced by Government of India with effect from 01.01.2004 and service conditions
are mutatis mutandis as applicable to Indian Council of Agricultural Research
employees as amended from time to time.
2) All posts are temporary but likely to continue and transferable anywhere in India. The
posting of the selected candidates will be made as per their merit at the ICAR-
INDIAN AGRICULTURAL RESEARCH INSTITUTE, New Delhi and its Regional
Station/ResearchCentres, i.e. Indore /Karnal/ Katrain/ Pune/ PusaBihar/Shimla/
Wellington/Adhuturai/ Kalimpong/ Dharwad. Numbers of posts indicated are tentative
which may increase or decrease.
3) Maximum age limit for the post of Technical Assistant, T-3 Grade (Category-II) &
Technician T-1 (Category-I) is 18 to 30 years as on 01.01.2016. Upper age limit
relaxation upto 5 years for SC/ST candidate, 3 years for OBC candidate and 10 years
Persons with Disability for candidates is admissible as per rules. There is no age limit
for ICAR regular employees. Age relaxation for Ex-serviceman will be as per
Government of India rules.
4) The age relaxation in the upper age limit for Research Associates(RAs)/Senior
Research Fellows(SRFs) who worked continuously in different projects of ICAR
Institutes only will be to the extent of their spell they were actually engaged as
RAs/SRFs in different projects of ICAR includes its Institutes subject to a maximum of
16 years 03 months which is applicable for Technical Assistant (T-3) posts only.
Inordinate spell of above 6 months will be treated as break in continuous engagement
and age relaxation will not be available to such candidates. This dispensation is only
for relaxing the maximum age limit and does not imply any other relaxation
whatsoever regarding essential qualifications / experience etc. To get age relaxation
original documentary evidence must be produced failing which it will not be considered.
5) Persons already in employment should give a certification on the Form of having
informed in writing to their respective Head of Office about their applying for this
recruitment. They may be , at any time subsequently, be required to produce the same
to the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE for verification.
6) Option /preference for the Regional Stations / Research Centres & ICAR-INDIAN

Option /preference for the Regional Stations / Research Centres & ICAR-INDIAN

allowed to be modified/ changed under any circumstance. The final decision of posting
is the sole discretion of the Competent Authority, IARI, New Delhi.

for.
vii) They are required to, thereafter, send the copy of the application form (by taking

8) Nationality : A candidate applying for the said post must be either
a) A citizen of India, or
b) A citizen of Nepal, or
c) A citizen of Bhutan, or
d) A Tibetan refugee who came over to India, before the 1st January 1962 with the
intention of permanently settling in India, or
e) A person of Indian origin who has migrated from Pakistan Burma, Sri Lanka,
East African Countries of Kenya, Uganda, the United Republic of Tanzania,
Zambia Malawi, Zaira, Ethiopia and Vietnma with the intention of permanently
settling in India.
9) Candidates selected under Persons with Disability (PwD) category can be appointed
against any category for post of viz UR/SC/ST/OBC being horizontal reservation.
10) Visually impaired candidates will be given extra time for written examination as per
rules.
11) All criteria regarding cut-offs for each category will be fixed by the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE at its own discretion and will be final and
binding.
12) For date of written examination candidates may access Institutes website from time to
time.

13) The candidate applying for the examination should ensure that he/she fulfils all the
eligibility conditions for admission to the examination. Their admission at all stages of
the examination will be purely provisional, subject to their satisfying the prescribed
eligibility conditions. If, on verification, at any time before or after the written
examination, it is found that he / she do not fulfill any of the eligibility conditions, his /
her candidature for the examination will be cancelled by the ICAR-IARI.

15) The candidature of the candidate will be rejected if the candidate is found involved in
malpractices or using unfair means in the examination hall or resorting to any other
irregular improper means including submission of false/ misleading information /
document, etc.

16) Decision of the ICAR-IARI / ICAR in all matters relating to eligibility, acceptance or
rejection of the application, penalty for false information, mode of selection, conduct of
Examination (s) and allotment of examination centres, selection and allotment of posts/
Institute to selected candidates will be final and binding on the candidates and no
enquiry / correspondence will be entertained in this regard. The decision of the ICAR-
IARI as to the eligibility or otherwise of a candidate for admission to the examination
shall be final.

17) The candidate must read and ensure eligibility and all relevant instructions carefully
before filling up on-line application form to avoid any difficulty and failure of his/her
application/ candidature.

18) Other eligibility criteria i.e. Marital status, Mental and Physical / Medical fitness,
Character and Antecedents, etc. will be same as prescribed by Government of India from
time to time as applicable to ICAR.

19) No candidates will be admitted to the examination unless he/she holds valid Admit Card
issued by the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE.

20) In case, where more than one candidate secure the equal aggregate marks, TIE will be
resolved by applying the following methods one after another in that order of
precedence:-
(i) Date of birth, with older candidates placed higher.
(ii) Alphabetical order in which first name of the candidates appear.

21) No person:
a) Who has entered into or contracted a marriage with a person having a spouse living, or
b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to service.
Provided that the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE, if
satisfied that such marriage is permissible under the personal law applicable to such
persons and the other party to the marriage and there are other grounds for so doing,
exempt any person from the operation of this rule.

22) A candidate must be in possession of good mental and physical health and free from any
other physical defects (save as prescribed for physically disabled candidates) likely to
interfere with the efficient discharge of the duties as an officer of the service. A
candidate who after such medical examination, as may be prescribed by the competent
authority is found not to satisfy these requirements will not be appointed. Only such
candidates as are likely to be considered for appointment will be medically examined.

23) Success in the examination confers no right to appointment, unless the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE is satisfied, after such enquiry/action as
may be considered necessary, that the candidate having regard to his/ her character and
antecedents is suitable in all respects for appointment to the post on merit.

24) The respective functional group/ post of Technician (T-1) will be allotted to the selected
candidates to work as Technical Trainee on merit. The decision of Competent Authority,
IARI will be final.

25) No hard copy of any educational /Caste certificate/Professional qualification or any


other document is required to be sent by the candidate at the stage of online application
form submission.

26) The candidate will be responsible for any error of omission and commission, since no
eligibility is being verified/ checked at this stage, hence the candidates are strongly
advised to ascertain their eligibility regarding educational/ other qualifications, age,
category, etc., before applying. They should ensure the correctness and authenticity of
all the information including spelling, etc., before submitting subsequent to which no
request for change/ modification/ corrections, etc., will be considered under any
circumstances.

27) The Institute can, at its own discretion, call for any relevant information/ document
from the candidate at any time during/ after the recruitment process which the
candidate shall be obliged to provide failing which appropriate action including
debarment from the present / future recruitment process of the Institute can be taken.

28) In case of multiple applications submission, the last valid application received by the
Institute shall be considered ignoring all the earlier ones, if any, and no request for
change thereof shall be considered later.

29) There may be, at times, server response slow/ absent due to technical reasons (since
this is largely dependent on IT based equipment/service)/ large traffic being
encountered therewith, hence, the candidates are advised to wait for some time then
and try sometime later. The candidates are also advised to apply early to avoid last
minute rush.

30) The candidates are advised to read the detailed notification available on the
Recruitment Cell link on: www.iari.res.in very carefully before applying to avoid
getting stuck midway the application process.

31) The Institute will not enter into any correspondence with the candidates regarding the
recruitment process.

32) The candidates are advised to keep a copy of application form since electronic
communication may be made with regard to this process henceforth.

33) Candidates are advised to ensure that they successfully upload clear and legible
photograph and signature.

34) In the absence of any or all the information not having been provided, the candidature
of the applicant will be summarily rejected.

35) Candidates must mark the answer sheet/ OMR sheet in their own hand. Under no
circumstances, they will be allowed the help of a scribe to mark the answers for them.
Only the orthopedically Challenged (OC) candidates with both arms effected /Visually
Challenged (VC) may be allowed to take the help of a scribe only with the prior
permission of the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE.
Provision of a scribe will be made by ICAR-INDIAN AGRICULTURAL RESEARCH
INSTITUTE on prior request made by such candidates ten (10) days before the
examination on technical1@iari.res.in for Technician (T-1) & techhnical3@iari.res.in
for Technical Assistant (T-3). An additional time of 10 minutes for every half hour will
be allowed to such candidates.
36) MOBILE PHONE AND ACCESSORIES AND OTHER ELECTRONIC
COMMUNICATING DEVICES ARE BANNED WITHIN THE PREMISES OF THE
EXAMINATION CENTRES. POSSESSION OF SUCH EQUIPMENTS WHETHER IN
USE OR IN SWITCH OFF MODE, DURING EXAMINATION WILL BE
CONSIDERED AS USE OF UNFAIR MEANS AND SUITABLE ACTION AGAINST
SUCH CANDIDATE WILL BE TAKEN BY THE ICAR-IARI.
37) A candidate who is or has been declared by the ICAR-INDIAN AGRICULTURAL
RESEARCH INSTITUTE to guilty of :-

a) Obtaining support for the candidature by any means, or
b) Impersonating, or
c) Procuring impersonation by any person, or
d) Submitting fabricated document or documents which have been tampered with, or
e) Making statements which are incorrect or false, or suppressing material information, or
f) Resorting to any other irregular or improper means in connection with his candidature
for the examination, or
g) Using unfair means during the examination, or
h) Writing irrelevant matter, including obscene language or matter, in the script(s), or
i) Misbehaving in any manner in the examination hall, or
j) Harassing or doing bodily harm to the staff employer by the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE for the conduct of examination, or
k) Attempting to commit or, as the case may be abetting the ICAR-INDIAN
AGRICULTURAL RESEARCH INSTITUTE of all or any other acts specified in the
foregoing clauses, may, in addition to rendering himself liable to criminal prosecution,
be liable :-
a) To be disqualified by the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE
from the examination for which he/she is a candidate, or
b) To be debarred either permanently or for a specific period
i) By the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE from any
examination or selection held by them
ii) By the ICAR from any employment under them.

38) There will be no interview for the post of Technical Assistant (T-3) & Technician (T-1)
and after the completion of the written test the Competent Authority of ICAR-IARI,
shall publish the result according to the available vacancies at the Regional
Stations/Centres, on the basis of the merit and taking into account the orders for
reservation for SC/ST/OBC/PWD/Ex-Serviceman issued by the Government and the
ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE will not enter into any
correspondence with them regarding result.
39) Scheme of Examination: -

a) The written test will be of 100 marks and of objective type and the duration of the
test will be two hours as detailed below :-

Questions will be objective type multiple choice, set both in Hindi and English in
respect of section 1, 3, & 4. The questions in section 1, 2, & 4 will be of level
commensurate with the essential qualification viz. Graduation and questions in
Section 3 will of 10th standard level. There will be no interview.

b) The question paper for the written test will be of 100 marks consisting of Objective
Type- multiple choice questions as per the following scheme: -

The question will be set both in English & Hindi for all the sections. The question
paper will be common for all the functional groups in which the recruitment is proposed
to be made. There will be no interview.

40) The written examination will be conducted using OMR sheets at Delhi /NCR and
different centres preferably Kolkata, Mumbai, & Chennai. However, the Director may
conduct written test at other citites/places after taking into consideration the number
of application received from the candidates. The exact details of the examination centre
will be intimated to the candidate in the admit card for written test.
41) No Calculator is allowed for the examination.
42) The recruitment process will be the subject to the jurisdiction of Delhi High Court,
Delhi.
43) The Director, ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE, New Delhi
reserves the right to cancel the recruitment process to any/all posts without assigning
any reason thereof.

44) Important Instructions
Instructions to the Candidates for filling online applications : -

i) Candidates are required to apply online using the application form in Recruitment
Cell tab available on the website: www.iari.res.in only. No other mode of application is
allowed. Candidates are hereby informed that the details they provide in the Online
Application Form will be used for all future references and no modification thereto can
be done subsequently. Hence, they are advised to be very careful while filling the
Application Form. They are, therefore, requested to thoroughly read this Notification
before filling the online Application Form.

ii) Candidates are required to complete the Application Form by filling all the parts for
which they will be guided in the course of filling the Application Form.

iii) The candidates are required to keep ready all relevant details/ information like Name
(as recorded in Secondary level Examination certificate) / Fathers Name (as recorded
in the Secondary level Examination certificate)/Date of Birth (as record in the
Secondary level Examination certificate) / Complete postal address for both permanent
and Correspondence address, etc.
iv) The candidates are required to enter their valid and active e-mail id only in the
Application Form since all communication/information/update(s) for this Notification
would be sent to this mail id only. Please note that entry of the e-mail id in the
prescribed field in the Application Form is mandatory/ compulsory.

v) Please keep all relevant information regarding the payment towards Application Fee, if
any, ready for successfully completing the Application process. Please keep UTR
Number provided by the Bank/Branch where you have carried out NEFT/Challan
transaction, in case you are adopting the NEFT / Challan payment option. (Please
check the Application fee payment procedure in this Notification). In case, payment is
being made through Challan/ Demand Draft / Pay Order their number, date and
issuing bank/branch details may be given. In the absence of which, the application will
not be considered. The paid copy of the IARI portion of the Online generated Challan
for application fee must be uploaded in the relevant place of the application form
without which the application will summarily be rejected. The candidates are strongly
advised to ensure that the same is duly and clearly uploaded in the application form.
Please note that Online Application Form and pre-printed system generated
SYNDICATE Bank Challan available on the said website only will be valid.
vi) Please keep the scanned copy of your recent passport size photograph (taken against a
light background (preferably white) for prominence) of a maximum size of 150 KB in
.jpg format only (with the face covering at least 2/3rd of the total space for easy
identification) and Scanned copy of your Signature (taken in black ink only on a white
paper for prominence) of a maximum size of 80 KB in .jpg format only for uploading
during the process of Application Form Submission. The candidates are strongly
advised to ensure that the same is duly and clearly uploaded in the application form.

vii) Please note that you should use only clear scanned copies (and not blurred or hazy)
since your application form may not be considered if these are not clear. The
photograph and signature would be used to be put on the Admit Card and entry to the
Examination/ Test Centre is subject to verification of the photograph & signature.

viii) The scanned photograph and signature must be uploaded in .jpg format only. These
would be required to be uploaded using the links that will be guided to in the course of
Applying. You may browse and select the location where the scanned photograph/
signature file has been saved, select it and click the upload button. Once uploaded, a
message informing about the successful uploading of the Photograph/signature, as the
case may be will be displayed. In case, you want to use another photograph/signature
(i.e., use any other photograph / signature), then select the edit button on the link and
repeat the same process as before. Your online Application Form will not be submitted
unless you have successfully uploaded your photograph, signature and the duly paid
copy of the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE portion of the
system generated challan (in case, you are paying the application fee through challan).

ix) It may be noted that caste certificate in the standard format of Caste Certificate
applicable for Employment in Central Government services and Disability Certificate
in the prescribed format only will be accepted in the absence of which it will not be
considered and candidature shall be rejected summarily. This is also clearly indicated
that no document is being verified at this stage. The ICAR-INDIAN AGRICULTURAL
RESEARCH INSTITUTE will, however, scrutinise all documents relating to Age/
Educational Qualifications/ Category, eligibility etc. during the said process and may
ask those document/photocopy of document from the respective candidate with self
attestation.

x) Candidates are informed that there are provisions for editing at many stages. Once the
complete process of filling up the information in the Application Form and the
Photograph and Signature is completed, the candidate can view the entire Application
Form together with the photograph and signature and can still edit at this point to
make / incorporate any change/ editing in any field of the Application Form. However,
once the payment process is completed, there is no possibility of making any
modification/editing whatsoever.

xi) The online Application process will be opened from 1000 Hrs on 06.01.2016 and end at
1700 Hrs on 05.02.2016 after which the link will automatically get disabled. It is,
therefore advised that candidates may submit their applications well in time without
waiting for the last date of Application Form submission. Candidates who opt for
challan payment through Syndicate Bank Branch / NEFT should note that the paid/
stamped copy of the Syndicate Bank/ Bank payment made must be uploaded on the
form and the Application Form duly completed submitted upto 1700 hours on
05.02.2016.

xii) The applicants are advised to regularly check the E-mail provided in the Application
Form for update(s)/ information/ communication with regard to this Notification. They
must check the spam/junk /inbox/trash folders also of the mailbox.

xiii) Once the payment is successfully made, a message informing the successful submission
of your Application Form will be displayed. In case, this does not appear, the process
needs to be repeated, since it signifies/implies that your Application Form has not been
successfully uploaded/ submitted.

xiv) Candidates are strongly advised to keep a print or soft copy of the completed
Application Form for any future reference.

xv) Please note mere successful submission of the Application Form and/or Admission
Certificate issuance does not automatically ensures admission to the Examination. If
on verification at any later stage, it is found that they do not fulfill all eligibility
conditions/wrong/incorrect/misleading/false information has been given either
intentionally or otherwise/ error of omission or commission, their candidature will be
cancelled/rejected and fee paid for examination will be forfeited and any action as
deemed fit by the ICAR-INDIAN AGRICULTURAL RESEARCH INSTITUTE shall be
taken in this regard, including debarment from the present Recruitment and/ or any
future Recruitment by the Institute.

xvi) The online application form is spread over several parts. They will receive an e-
mail/SMS on successful registration in Part I, i.e., basic data regarding their Name,
Fathers Name, E-mail Id, Date of Birth etc. after which all the stages of the
application form are to be completed and final submission done. Mere registration by
completing Part-I of the application form does not signify successful submission of the
submission process.

xvii) Applicants must apply separately each for Technical Assistant (T-3) & Technician (T-1)
posts paying the applicable Application Fee.
