Rationale:

ICAO, in recommendation ORG/03 of its Audit of UK and the Territories, required the UK to
ensure that Territories maintain technical libraries containing UK, ICAO and international
documentation as appropriate to their operations. The UK accepted this recommendation and
this Policy Statement gives effect to the recommendation.

Policy Statement:

(a) In order to ensure that the Territories are able to discharge their regulatory responsibilities
effectively, OTAAs and ASSI will maintain technical libraries containing, at minimum:

(1) Legislative documentation, including amendments:

Civil Aviation Act

Air Navigation (Overseas Territories) Order
Territory legislation relevant to civil aviation.

(2) Regulatory documentation appropriate to the regulatory system and declared

means of compliance, including the Overseas Territories Aviation Requirements
and relevant ICAO documentation and Guidance Material.

(3) Such operational documentation as may be appropriate to:

aircraft on a register for which it has airworthiness or operational regulatory

responsibility;
operators based in the Territory;
maintenance organisations approved by the OTAA or ASSI;
aerodromes and air traffic service units in the Territory;
personnel licences issued or validated by the Territory or ASSI, including medical
documentation.

(4) Any other documentation, of general or specific importance to the Territory, which
the OTAA or ASSI may decide is appropriate.

(b) Documentation may be held in convenient form (hard or electronic copy), shall be the
latest version and shall be appropriately controlled via the QMS. When the master
document is held electronically on a website not controlled by the OTAA/ASSI, it must be
easily accessible. It may be necessary to hold superseded versions of some documents
as well.

(c) The list at Appendix A can be considered a menu of regulatory documents which may be
of use to an OTAA/ASSI and could be found in its library. It is accepted that not all the
documents will be appropriate for all OTAAs/ASSI but the majority will be. It will be for
the OTAA/ASSI to argue the validity of their choices for inclusion or exclusion from their
library. The list is not comprehensive there may be other documents which should be
held which do not appear on this list.
