CONSULTING CONTRACT It is hereby agreed that a fixed-term contract shall be entered into between The International Center for Religion & Diplomacy (hereafter referred to as ICRD or EMPLOYER) and llm-o-Aman Foundation (hereafter referred to as the Foundation or CONSULTANT). THE PARTIES HAVE AGREED TO THE FOLLOWING TERMS AND CONDITIONS: JOB DETAILS and PROJECT TIMEFRAME, ‘The CONSULTANT shall be contracted on a temporary basis to provide on-going consultation, ‘taining and implementation services for ICRD programming in Pakistan from the period between 1 October 2016 and 31 July 2018. The CONSULTANT shall designate Muhammad Tahir Mahmood as Program Manager and Subject Matter Expert at the llm-o-Aman Foundation, as the assigned person to conduct the required consultancy tasks. PROJECT DESCRIPTION A complete and thorough Terms of Reference (TOR) for the project for which the CONSULTANT ‘will provide services is attached, and constitutes the entire binding agreement for the tasks, reporting, and due diligence to be completed, as well as the schedule for disbursement of funds. The summary of those Terms is as follows: ICRD and Pakistani partner Ilm-o-Aman Foundation will establish, train, mentor and deploy Rapid Response Teams for the mitigation of inter-sectarian violence in Pakistan. The Foundation will conduct its efforts ir close collaboration with work being undertaken by the Peace and Education Foundation, which will focus on developing a counter-narrative to sectarian violence and establishing local advocates to provide a watchdog, reporting and conflict resolution function throughout the four arincipal provinces of Pakistan where the grant work will be conducted: Punjab, Sindh, Baluchistan and Khyber. DUTIES AND DEADLINES ‘The CONSULTANT will perform the tasks outlined in detail in the attached Terms of Reference, which include but are not limited to: Select and train members of a pilot Rapid Response Team (RRT) who are religiously diverse and able to mobilize a counter-narrative to sectarian violence in at-risk areas in Punjab: Select and train members of a three additional RRTs with a similarly religiously diverse profile who are able to mobilize a counter-narrative to sectarian violence in at-risk areas in Sindh, Baluchistan and KPK; Mobilize and mentor the RRTs in multiple interventions to diminish or prevent sectarian violence in their areas of influence, including monitoring and measuring suecess (in correlation with the Donor Requiremeats included in the TOR) and generating lessons-learned (in collaboration with PEF); Engage in multiple and diverse media outreach activities to highlight successes and challenges in resolving sectarian violence with inter-religious collaboration, as exemplified by the RRTs. REMUNERATION ‘The total budget for program costs covered in this contract agreement between ICRD and the Foundation, including travel, workshops, media outreach, and partner stipends, will be USS90,000, This remuneration will be paid in instalments after the satisfactory completion of the above project tasks, according to the schedule elaborated in the attached TOR. GENERAL, ‘This Contract represents the entire agreement between the parties and no variation, addition will he of any force or effect unless placed in writing and signed by both parties. Both parties acknowledge that by signing this Contract, they have received a copy of this Contract and, they have read and understood te contents thereof. Date: 9 March 2016 CRO /ilm-o-Aman Foundation Consulting Agreement (7 March 2016) | Page 2 of 2 We, SR INTERNATIONAL CENTER for 1095 K STREET NW, SUITE 400, WASHINGTON, DC 20001 79 Religion & Diplomacy 200404 [ra aa729n | wmusem.ne < Outline of Rapid Response Team (RRT) Responsibilities Background The International Center for Religion & Diplomacy will be conducting a 3-year program, funded by the US Department of State (Cooperative Agreement # S-LMAQM-15-GR-1184), entitled "Countering Sectarian Narratives in Pakistan”. ‘The grant has three component parts: 1) the collaborative development by multi-faith leaders of a Counter-Narrative to Sectarian Violence, 2) the training of local advocates for advancing sectarian cooperation in areas determined to be at-risk, and 3) the training and deployment of Rapid Response Teams of multi-faith leaders to respond to possible or actual outbreaks of sectarian violence. Collaboration with the Ilm-o-Aman Foundation ICRD proposes that the lIm-o-Aman Foundation (hereafter “the Foundation’) provide a coordinating role for the development of the Rapid Response Teams (RRTs), within the broader program being implemented by the Peace and Education Foundation (PEF). The point of contact at the Foundation will be Muhammad Tahir Mahmood ‘The facilitation role will commence on 1 October 2016 and run through 31 Jul 2018. The Foundation, in conjunction with partners that are facilitating other aspects of the grant (see Background, above) will consist of the following: A total of four teams of religious leaders will be identified and trained to intervene in areas where sectarian violence threatens or has broken out. These RATS will be available to deploy quickly to nearby areas of concern and work to reduce tensions and prevent or resolve conflict, NB: all participants in any activity contained in these Terms of Reference will be vetted against the US government standards for ‘material support exclusions contained in Executive Order 13224 (see attached Sub-recipient Certifications and Assurances document, which must be signed). + AIL RTS will consist of six religious or civil society leaders who represent a diversity of sects, They will be trained on the counter-narrative to sectarianism developed during the meetings led by CRD implementing partner, PEF. Any tools developed during those meetings will be passed along to the RT members for their use in later activities. ‘Atte conclusion of the narrative-development meetings, around October 2016, one pilot RRT will be established and trained to operate in a selected sub-region of Punjab. © This team will be trained and active from approximately December 2016— July 2018, * After the pilot phase has ended, around August 2017, an evaluation meeting will be held to explore successes and challenges emerging from the pilot team’s experiences. * Subsequently, three additional Teams will be trained—one in a sub-region of Sindh, one in a sub- region of Baluchistan, and one in a sub-region of KPK. Terms of Reference: m-o-Aman Foundation Consulting Agreement (7 March 2016) | Page 1 + To the extent possible, these RRTs will work with the advocates (who will be t by ICRD implementing partner, PEF). ied and supervised * In the final 12 months of the contract, the Foundation will conduct a series of media campaigns to disseminate the counter-narrative generated by the workshops conducted by PEF and the input from the RRTs, as well as stories of successful collaboration by the RRTs in mitigating sectarian violence. ICRD will consult on the media outreach strategy, and any media engagement will be shared in an ongoing reporting of strategic implementation. + The Foundation, with assistance from PEF, will report to ICRD on activities and the progress toward donor requirements (indicators of change listed below) every three months, in brief Quarterly Reports (4-7 pages). Reports should include: activities, methodology overview, attendance, any survey results, and anecdotal and quantitative evaluation of impact (including source of information). * According to the donor requirements, project activities will be awarded in installments over a period ‘of 22 months, following periodic reporting about field activities. The following schedule is proposed: © 1 October 2016, $15,700: $2,500 for RAT training (materials, venue, etc); $7,200 for RRT ‘member stipends (for the six pilot RRT members over the course of ten months = $120/month/person); $3,000 for RRT travel (for the course of six months); and a $3,000 stipend for the Foundation (for the course of six months). © 1 April 2017, $12,500: Pending Approved Quarterly Reports received by ICRD on or before 15 December 2016 and 15 March 2017 (with support from PEF) ~ $5,000 for RRT travel; $4,500 for additional RRT training; and a $3,000 stipend for the Foundation (for the course of six months}. + July 2017, $47,200: Pending Approved Quarterly Report received by ICRD on or before 15 June 2017 (with support from PEF) ~ $31,680 for four teams of six (24 persons @ $120/month) RT member stipends over the course of 11 months; $8,000 for RRT travel; $4,520 for media outreach campaigns; and a $3,000 stipend for the Foundation (for the course of six months) © LJanuary 2018, $14,600: Pending Approved Quarterly Reports received by ICRD on or before 15 September and 15 December 2017 (with support from PEF) ~ $7,000 for RRT travel; $4,600 for media outreach campaigns; and a $3,000 stipend for the Foundation (for the course of six months) Reporting requirements for the activities MUST include the following monitoring and evaluation ‘measures from the language of the donor Cooperative Agreement (funding disbursements will be contingent upon inclusion of these measures): Objective 2: ish the level of violence and conflict driven by sectarianism. Activity 2.1: Train and mobilize 4 RRTS to respond to outbursts of sectarian tension * Output: Three-day tr ings for RRT members. * Output: Implementation of activities in local communities for six-months after pilot training, and approximately 10-months after subsequent trainings, which utilize the dissemination strategies and counter-narratives that have been developed to promote inter-sectarian coexistence. lerms of Reference: lim-o-Aman Foundation Consulting Agresment (7 March 2016) | Pag 2 Activity 2.2: RATS implement effective activities in areas of high likelihood of violence (together with local Advocates trained by PEF) Output: Dissemination strategies are piloted in Punjab by 20 advocates and 6 RRT members over an approximate 6-month period. Output: As situations warrant over a sixteen-month period, the RRTs will conduct between 24 and 32 target interventions in areas where violence has broken out or threatens to break out. Output: Final evaluation meeting to review successes/challenges and create sustainability plan Outcome: Outbreaks of sectarian violence are generally reduced in areas where advocates and RTS function. Outcome: RATS increase speed and effectiveness of interventions over the course of the program, measurably reducing conditions that are promoting violence. (PEF’s local advocates and M&é consultants in the provinces will support this analysis, as necessary), Outcome: Advocates and RATS will strengthen local resistance to sectarianism and empower communities to minimize the influence of narratives that promote or sanction sectarian violence. Monitoring: Key Indicator: 10% decrease from the baseline in instances of violence in pilot areas; 20% decrease from the baseline in instances of violence in all project areas. Key Indicator: 20% of community members interviewed in pilot area demonstrate decreased support for acts of sectarian violence; 30% of community members interviewed in all project areas demonstrate decreased support for acts of sectarian viclence. Key Indicator: 20% of advocates and community members interviewed in pilot area note a decrease in sectarian rhetoric; 40% of advocates and community members interviewed in all areas note a decrease in sectarian rhetoric, “Terms of Reference: m-o-Aman Foundation Consulting Agreement (7 March 2016) | Page 3 U.S. Department of State ‘Sub-recipient Certifications and Assurances Certification Regarding Terrorist Financing, Implementing Executive Order 13224 By signing and submitting this application, the prospective recipient provides the certification set out below: 1. The Recipient, to the best of its current knowledge, did not provide, within the previous ten years, and will take all reasonable steps to ensure that it does not and will not knowingly provide, ‘material support or resources to any individual or entity that commits, attempts to commit, advocates, facilitates, or participates in terrorist acts, or has committed, attempted to commit, facilitated, or participated in terrorist acts, as that term is defined in paragraph 3. 2. The following steps enable the Recipient to comply with its obligations under paragraph 1: a. Before providing any material support or resources to an individual or entity, the Recipient will verify that the individual or entity does not (i) appear on the master list of Specially Designated Nationals and Blocked Persons, which is maintained by the U.S. Treasury's Office of Foreign Assets Control (OFAC), or (i) is not included in any supplementary information concerning prohibited individuals or entities that may be provided by USAID to the Recipient, b. Before providing any material support or resources to an individual or entity, the Recipient also will verify that the individual or entity has not been designated by the United Nations Security (UNSC) sanctions committee established under UNSC Resolution 1267 (1999) (the “1267 Committee”) {individuals and entities linked to the Taliban, Usama bin Laden, or the Al-Qaida Organization]. To determine whether there has been a published designation of an individual or entity by the 1267 Committee, the Recipient should refer to the consolidated list available online at the Committee's Web site: htto://www.un.ore/Docs/sc/committees/1267/1267ListEng htm. . Before providing any material support or resources to an individual or entity, the Recipient will consider all information about that individual or entity of which it is aware and all public information that is reasonably available to it or of which it should be aware. d. The Recipient also will implement reasonable monitoring and oversight procedures to safeguard against assistance being diverted to support terrorist activity. 3. For purposes of this Certification: a. “Material support and resources” means currency or monetary instruments or financial securities, financial services, lodging, training, expert advice or assistance, safehouses, false documentation or identification, communications equipment, facilities, weapons, lethal substances, explosives, personnel, transportation, and other physical assets, except medicine or religious materials.” b. "Terrorist act” mean: i. an act prohibited pursuant to one of the 12 United Nations Conventions and Protocols related to terrorism (see UN terrorism conventions internet site: ‘htto://untreatvun.org/English/Terrorism.asp); or ii, an act of premeditated, politically motivated violence perpetrated against noncombatant targets by subnational groups or clandestine agents; or any other act intended to cause death or serious bodily injury to a civilian, or to any other person not taking an active part in hostilities in a situation of armed conflict, when the Purpose of such act, by its nature or context, isto intimidate @ population, or to compel a government or an international organization to do or to abstain from doing any act. “Entity” meansa partnership, association, corporation, or other organization, group or ‘subgroup. 4. References in this Certification to the provision of material support and resources must not be deemed to include the furnishing of USAID funds or USAID-financed commodities to the ultimate beneficiaries of USAID assistance, such as recipients of food, medical care, micro- enterprise loans, shelter, etc., unless the Recipient has reason to believe that one or more of the beneficiaries commits, attempts to commit, advocates, facilitates, or participates in terrorist acts, or has committed, attempted to commit, facilitated or participated in terrorist acts fe, The Recipient's obligations under paragraph 1 are not applicable to the procurement of goods and/or services by the Recipient that are acquired in the ordinary course of business through contract or purchase, e.g, utilities, rents, office supplies, gasoline, etc, unless the Recipient has reason to believe that a vendor or supplier of such goods and services commits, attempts to commit, advocates, facilitates, or participates in terrorist acts, or has committed, attempted to commit, facilitated or participated in terrorist acts.
