1.0 SCOPE

The purpose of this Specification is to define: -

a) The performance and test requirements of a range of Heat Shrinkable Components


and Sealant for use as Cable Terminations.

b) The performance and test requirements of the installed cable termination using the
Heat Shrinkable Components described in a)

In this Specification the term 'Heat Shrinkable' is applied to extruded or moulded


polymeric materials which are cross linked, either by irradiation or chemical means, such
that when their temperature is raised beyond the normal base polymer crystalline melting
point, they do not melt but merely become rubbery. In this state, if the material is then
mechanically expanded and held in this position until the temperature falls below the
crystalline melting point, it remains in the expanded state. Subsequent heating in an
unconstrained state will then result in the material recovering or 'Shrinkable' to its original
extruded or moulded size and shape.

2.0 REFERENCES

3.0 SYSTEM CONDITIONS :

1. 11kV system has three phase and earth.

Nominal Voltage : 11kV


Maximum Voltage : 12kV
Maximum Symmetrical fault level : 25kA
Limited earth fault current
through earthing transformer : 4.5 kA
Frequency : 50 Hz
Impulse level : 95 kV

2. Cable for which the terminations are required are 11,000 volt, belted, mass
impregnated, non-draining, paper insulated 3 core, Stranded compacted sectoral
copper conductor complying with BS 6480-1969 and 3 core, round, compacted,
stranded copper conductor, XLPE insulated, extruded semi-conducting layer,
Copper wire screen, PVC inner sheath, steel wire armor, PVC outer sheath and in
general conformity with IEC 60502:1997.
3. Terminations are required for use with:-

a) Indoor metal clad oil/ vacuum circuit breakers complying with IEC 60298.

b) Oil Switches and Fuse Switches complying with IEC 60298, IEC 60265 &
IEC 60420.

c) Ring Main Units complying with IEC 60298, IEC 60265 & IEC 60420.

d) Transformers complying with IEC 60076, BS 2562.

Terminations must be suitable for use in cable boxes, associated with this
equipment, designed for compound filling as well as for Heat Shrinkable
Terminations.

4.0 CLIMATIC CONDITIONS IN QATAR:

Ambient Temperature Range -- 0-50C

Relative Humidity Range -- 0-100%

Service exposure to ultra-violet radiation

Salt spray pollution in the atmosphere

Industrial pollution in the atmosphere

Abrasive wind borne sand pollution in the atmosphere.

Maximum solar exposure -- 1030 W/sq.m

Maximum sun light temp. -- 75C

Rainfall - Very low on average. Winter season may bring infrequent heavy rainfall.

5.0 GENERAL REQUIREMENTS :

For this tender, preference will be given to Manufacturers who can satisfy the
requirements of the Department of Electricity Networks Affairs by
Having carried out independently witnessed tests detailed in the Appendix and Part
3 and Part 4 of ESI Standard 09-13 Issue October 1981 and having satisfied the
requirements of Lists 1, 2, 3 and 4 of above ESI Standard.

OR

Positively demonstrating successful operation of the termination offered, for a


period of 5 years in an environment and on an electrical system similar to that in
Qatar.

OR

Providing sufficient technical information and Test Reports to convince the


Department of Electricity Networks Affairs that the termination offered will
successfully operate in Qatar, and will meet the requirements of all parts of the
Specification if subjected to the appropriate tests. Technical characteristics already
established for terminations in this group must meet the minimum requirements of
lists 1, 2, 3 and 4 of above ESI Standard.

6.0 DEFINITION AND REQUIREMENTS OF THE COMPONENTS USED TO


CONSTRUCT THE COMPLETED TERMINATION

6.1 General

The completed termination will be constructed from an appropriate combination of the


following moulded and tubing components and adhesive. All components will be tested as
defined in ESI Standard 09-13 Issue 1, October 1981.

All tubing components will comply with the requirements of lists 1 and 4 of the ESI
Standard.

All moulded components will comply with the requirements of lists 2 and 4 of the ESI
Standard.

Sealant (adhesives) will comply with the requirements of list 3 of the ESI Standard.

Tenderers must submit authenticated test certificates from independent testing station
along with this offer.

6.1.1 Internal Insulating Tubing

A Heat Shrinkable flexible tubing, preferably clear, for use in internal construction of cable
terminations at installations where it will not be exposed to daylight.
6.1.2 Stress Control Tubing

A Heat Shrinkable flexible polymeric tubing, permanently coloured black, possessing


properties to provide electrical stress control over insulated cores in cable terminations at
installations where it will not be exposed to daylight.

6.1.3 Anti-track Tubing

A Heat Shrinkable flexible polymeric tubing, easily distinguishable by colour from non
anti-track material possessing anti-track and corrosion resistant properties for use as an
external covering of insulated cores in cable terminations at indoor and outdoor
installations.

6.1.4 Conducting Glove

A Heat Shrinkable flexible polymeric moulding, permanently coloured black, possessing


electrical conducting properties for sealing a prepared cable crotch in a cable termination
at indoor and outdoor installations.

6.1.5 Anti-track Shroud

A Heat Shrinkable flexible polymeric molding, easily distinguishable from non anti-track
material, possessing anti-track and corrosion resistant properties, for enclosing and sealing
prepared cable core connections at indoor and outdoor installations.

6.1.6 Anti-track Weather Shed

A Heat Shrinkable flexible polymeric molding, easily distinguishable from non anti-track
material, possessing anti-track and corrosion resistant properties, for application over
prepared cable cores.

6.1.7 Crotch Di-electric Filler

A grease, or solid material, which can be molded, of high di-electric value, which can be
placed in the crotch of the termination to prevent electrical discharges occurring.

6.1.8 Storage

1. Components shall be capable of being stored without deterioration within the


temperature range - 10C to + 45C.

2. Components or materials shall have no shelf life limitation and no special storage
condition in given temperature limits.
7.0 GENERAL REQUIREMENTS OF INSTALLED TERMINATIONS

1. The installed terminations must provide the following:

a) Complete external leakage insulation between the high voltage conductor


and earth potential using anti-track Heat Shrinkable material.

b) Electrical stress control using semi-conducting Heat Shrinkable tubing over


the cores and by the insertion of high dielectric strength insulating material
into the crotch of the termination such that electrical discharge activity
does not occur in the termination after it has been energised at 11kV.

c) Hermitic Sealing of the interfaces between Heat Shrinkable materials and


cable surfaces, bushings, or cable lugs by use of track resistant hot melt
adhesive or High Temperature Mastic Sealant, which can accommodate the
creep and relaxations that may occur with recovered Heat Shrink materials.

The sealant may be pre-coated inside the Heat Shrinkable components and
activated by the Heat applied, to shrink the components, which shall be in
excess of 125C or applied in tape form.

Uniform adhesive flow from the adhesive Heat Shrink component onto the
adjoining surfaces will be used as an indicator that shrinking is complete,
and therefore, the adhesive must be suitable for this purpose, or profile of
the Heat Shrinkable Material is distorted giving a visual indication of
application.

d) Successful operation under the system and environmental conditions listed


in Section 2 of the Specification, such that under normal circumstances a
life of 40 years is anticipated without failure.

2. All completed terminations will have a certified fault withstand rating of 25 kA for
1 second duration and earth fault withstand rating of 4.5kA for 1 second duration.
The certificates shall have been issued by an independent test authority and the
method of test shall be defined.

3. The installed terminations shall either.

meet the electrical requirements laid down in the Appendix.

meet the requirements of an equivalent, but not necessarily identical, series of tests
which satisfy the Department of Electricity Networks Affairs as to the electrical
integrity of the termination.
4. Outdoor terminations shall incorporate a design feature to prevent flexing of the
terminated cores under short circuit conditions.

5. Terminations must be insensitive to cable manufacturers tolerances.

6. The successful tenderer will be required to supply 22kV stand-off insulators and
support brackets in line with the Schedule of Quantities. These brackets must be
designed for mounting on tubular steel poles and lattice towers such that the
terminating cores may be cut to the same length, measured up from the lead sheath
terminus of the cable termination.

7. The length of core insulation required with Switchgear and Transformers


terminations is 650 mm per phase.

8. The length of core insulation required with outdoor pole-top terminations is 800
mm per phase.

9. Lugs shall not be supplied in this tender. Adhesive coated lug sealing tube shall
have to be provided for each core.

10. Each kit shall have earthing materials for termination comprising under armour
clamp, 2 nos. worm drive clips (jubilee) and 1.3m of tinned copper braid of size
not less than 70mm. One end of the copper braid shall be provided with 70mm
lug. The lug shall be suitable for M12 bolt. 300mm length of Black adhesive
coated heat shrink tube to cover the earthing connection.

8.0 IDENTIFICATION AND PACKAGING

1. For the purpose of identification, gloves shall be marked clearly and permanently in
a prominent position with the suppliers name and reference number.

2. Electrically conducting components shall be marked 'conducting' clearly and


permanently.

3. Components shall be supplied in a single package as a complete termination except


for conductor fittings and shall be clearly marked with the suppliers name,
reference number, batch references, voltage and cable size.

Packaging shall be designed to protect ingress of moisture and mechanical damage.

4. Components supplied with adhesive coatings shall have means to prevent the
coated surfaces from adhering to each other.
5. Each complete package shall contain a comprehensive jointing instruction giving
all relevant dimensions and instructions for making the termination in Arabic and
English.

9.0 SUPPLY OF TECHNICAL INFORMATION, TEST CERTIFICATES AND


SAMPLES

1. Tenderers must submit full technical literature for the termination offered,
including component dimensions.

2. Tenderers must submit full Specification and samples of all materials offered.

3. Tenders must be accompanied by authenticated test certificates from an


independent testing station demonstrating compliance with Clause 7.2 of this
Specification.

4. Tenderers must submit a detailed design drawing of the 22 kV overhead line


support brackets offered, including details of the materials used in manufacture of
the bracket.

5. Tenders must be accompanied by a full set of installation instructions for all


terminations offered.

6. Manufacturers who have not previously supplied 11kV Heat Shrink Terminations
to the Department of Electricity Networks Affairs must submit a list of all
electrical utilities in the Middle East to whom they have supplied Heat Shrink
termination at voltage of 11kV and above. The information listed below in
paragraphs 7.1 7.9 must be supplied for each order quoted.

10.0 QUALITY CONTROL

The manufacturer shall in possession of current certification providing compliance with


ISO 9001. The certification shall be from a recognized international body. A copy of
certificate shall be included with the tender and which shall incorporate following
information.

The identity of the certifying authority.


The identity of the manufacturing unit to which the certification applies.
The type of equipment to which the certification applies.
The date of issue and time of validity.

11.0 DEVIATIONS FROM THE TECHNICAL SPECIFICATION

The Tenderers are required to attach a separate deviation list to their Technical Offer and
include it in the Technical Package if the offered equipments do not meet the
requirements of any clause of the Specification.

Offers without any deviation list attached to the Technical Offer and included in the
Technical Package shall mean that the offer meets the requirements of the Specifications
on all the clauses.

Offers with deviations listed out shall mean that the offer meets the requirements of the
Specification on all the other clauses not included in the deviation list.
APPENDIX

ELECTRICAL PERFORMANCE REQUIREMENTS OF


INSTALLED TERMINATIONS

Note: Electricity Networks Affairs recognizes that the method and sequence of tests listed in the
Appendix is not correct to the exclusion of all other methods and test sequences.

The Department of Electricity Networks Affairs will accept different test methods and test
sequences that satisfy the Department as to the Electrical Performance of the installed
termination. It will be expected that tests used will stress the termination to a satisfactory
level and must include testing of the termination in the following areas:

- A.C. Voltage withstand

- Partial Discharge

- Impulse Voltage Withstand

- Thermal Cycling

- Partial Discharge

- Thermal Short Circuit

- A.C Voltage Withstand

- Impulse Voltage Withstand

- D.C. Voltage Withstand

- Humidity

APPENDIX

1.0 Electrical Performance

The Electrical Performance shall be in accordance with the following test sequence.

1.1.1 A.C. Voltage Withstand

a) This test shall be carried out on indoor terminations in accordance with IEC
Publication 60060.

Requirements: No breakdown, no flashover and no visible corona.

b) Outdoor terminations shall be tested as in (a) but with rain in accordance with
IEC Publication 60060.

The rain shall have an incidence angle of 45, a rate of 3 mm/minute and a
conductivity of 100/Micro Mho/cm.

1.1.2 Partial Discharge

Test shall be carried out in accordance with IEC 60270. The magnitude of partial
discharges shall be measured at a test voltage of 11kV between each conductor and its
screen.

Requirements: The partial discharge shall not exceed 20pC.

1.1.3 Impulse Voltage Withstand

This test shall be carried out in accordance with IEC Publication 60060 and 60230.

Impulse Voltage withstand test values.

1.1.4 Thermal Cycling

This test shall be carried out in accordance with V.D.E. 0278

1.1.5 Partial Discharge

As reference 1.1.2.

1.1.6 Thermal Short Circuit

This test shall be carried out in accordance with V.D.E. 0278.

Requirements: There shall be no visible signs of damage.

1.1.7 A.C. Voltage Withstand

This test shall be performed in accordance with IEC60060.

4 Hour A.C. Voltage withstand test voltage.

1.1.10 Humidity

This test shall be carried out in accordance with IEC Publication 60466 Appendix C.

The sample shall be subjected to an A.C. Voltage for 100 hours in a humidity chamber,
where water with a conductivity of 800/Micro Mho/cm shall be sprayed at a rate of 0.4
1/h per cubic metre of the test chamber.

Requirements: No breakdown, no flashover, no visible tracking and no


corrosion.

1.1.11 Salt Fog

This test shall be carried out in accordance with IEC Publication 60507 on outdoor
terminations only.

The sample shall be exposed for one hour to a salt solution with a concentration of
80 Kg/cm3, a conductivity of 100800/Micro Mho/cm and a density of 1057.7 Kg/m3.
