Dear President Trump:
Thave leamed that a former official in your administration was paid $530,000 from the Republic
of Turkey for his lobbying efforts while simultaneously acting as a surrogate for your
Presidential campaign last yea. Former National Security Adviser Michael Flynn recently
confirmed this information in a retroactive filing with the Justice Department’s Foreign Agent
Registration Unit. ln light ofthis development, I wanted to inquire whether Mr. Flyan would be
subject to your Executive Order on Ethics Commitments by Executive Branch Appointes from
January 28, 2017,
The exeoutive order clearly states
Every appointee in every executive agency appointed on or after January 20, 2017, shall
sign, and upon signing shall be contractually committed o, the following pledge upon
becoming an appointee:
‘Asa condition, and in consideration, of my employment in the United States Government
‘in an appointee position invested withthe public trust, I commit myself tothe following
obligations, which I understand are binding on me and are enforceable under law:
4.1 will not, at any time after the termination of my employment inthe United States
‘Government, engage in any activity on behalf of any foreign goverament or foreign
politcal party which, were it undertaken on January 20, 2017, would require me to
register under the Foreign Agents Registration Act of 1938, as amended!
However, I note that Section 3 ofthis excoutive order provides the President ora decignce the
ability to grant to any person a waiver of any restrictions contained inthe pledge. Unlike a
similar restriction on lobbying efforts that President Obama implemented at the beginaing of his
administration, your executive order does not require these waivers to be disclosed publicly. In
signing this executive order, I believe your goal was fo ensure that individuals focus on the jobs
they will be doing to help the American people, rather than thinking about future income they
could make by peddling their influence ater serving in government. This is a common sense

activity on behalf of any foreign government or foreign political party for former National
Security Advisor Michael Flynn. Publicly certifying that Micheel Flynn will nt be able to
‘engage in any activity on behalf of any foreign government or foreign political party can serve as
signal that you are serious about keeping your promise to “drain the swamp” in Washington,
