Please be advised, that at a regular meetng of the Common Council of the City of Lockport, NY
held on March 1,2017 the following resolution was adopted:

By Alderman Devine:
WHEREAS, clean water infrastructure s vital to improving the well-being of our citizens,
protecting public health, the environment and fostering community growth all across New York
State, especially Western New York, and
WHEREAS, most communities have aging and crumbling water and sewer infrastructure
causing damage to our roads, streets, schools, homes and businesses, and
WHEREAS, investing in infrastructure projects creates good jobs, a solid foundaton for
businesses to build on, and protects public health, and
WHEREAS, key members in both the Senate and Assembly, along with the Governor and
the Attorney General, recognized that local governments need support and passed the Water
lnfrastructure Act of 2015. NOW THEREFORE, BE lT
RESOLVED that the Mayor be and is hereby authorized and directed to send a letter with this
resolution to the Governor encouraging and requesting that he continue to fund water infrastructure
projects and include a dedicated line for drinking and wastewater infrastructure that invests $800
million annually.
Seconded by Alderman O'Shaughnessy and adopted. Ayes 5.

Thank you for your leadership in helping communities address our drinking and wastewater
infrastructure needs. On behalf of the City of Lockport Common Council, iwrite to urge you to
include $800 million for clean water infrastructure projects in the SFY2017-18 budget. Ciean water
infrastructure is vital to improving the well-being of our citizens, protecting public tiealth, the
environment, and fostering community growth all across the state, especialiy Western New york.

Most communities have aging and crumbling water and sewer infrastructure-much of which dates
back several decades, and even to the early 20th century. In the western region of New York, despite
the monumental efforts of wastewater operators, our region experienced swer overflows which iras
caused thousands of gallons of raw sewage to flow into local waterways. Statewide, there are
thousands of water main breaks every year, which close streets and schools, damage homes and
shutter businesses.

As elected leaders, we all carry the enorTnous responsibility of protecting our constituents-and a big
part of that commitment involves keeping clean drinking water flowing. The program you helped
estblish with state legislators, the Water Infrastructure Improvement Act of iOt5, has helpedi*,
communities, including our own, begin to tackle improvements not otherwise possible due to
resource limitations. However, community needs are far greater than the funding that has been
available, resulting in-according to the Environmental Facilities Corporation-on about one-quarter
of priority projects receiving funding. The program also does not have guarant"d funding after this
year.

The state departments of Health and Environmental Conservation have noted that over the next 20
years, New York State will need significant water infrastructure investments totaling more than
$70
billion. Your $2 billion clean water proposal is welcome news and we thank you. HoweVer, as these
funds are spread over 5 years, and intended for a multitude of clean water prjects, the City of
Lockport Common Council urges that your clean water efforts include a ddiate line foidrinkin
and wastewater infrastructure that invests $800 million annually.

Fixing our pipes creates good jobs, a solid foundation for businesses to build on, and protects public
health. Thank you for your consideration and your ongoing support.
