A Bill for an Act Entitled: Safety for Planned Parenthood
In the Senate

Senators Jessica Bartrom and Kylie Sparks introduced the following resolution which
was referred to the Committee COMMITTEE NAME

Resolved by the U.S. Senate of the United States of America, that the following article is
proposed as federal law under the jurisdiction of the United States of America,
enforceable by Executive action.
Be it enacted by the Senate and House of Representatives of the United States of America
in Congress assembled that:
Abortion: The premature, intentional, and artificial termination of a pregnancy that
destroys an embryo or fetus before it is capable of living outside the womb.
Viability: The potential of the fetus to survive outside the uterus after birth, natural or
induced, when supported by up-to-date medicine.
Life: The condition that distinguishes animals and plants from inorganic matter, including
the capacity for growth, reproduction, functional activity, and continual change preceding
death.
Contraceptives: A method, device, or drug serving to prevent pregnancy.
Incarceration: The state of being confined in prison.
This act proposed would support the idea of complicating further contraindications on the
funding of the Planned Parenthood programs, including abortion, throughout the United
States of America, and purposefully creating a way for the citizens of America to have
easy access to contraceptives and education on the matter. Only 89% of abortions are
performed surgically during the first trimester, with less than 2% being performed later
than 21 weeks after conception. Lack of funding from the public for services such as the
ones listed would result in a 40% increase in abortions being performed on pregnant
women. After women reach the child bearing age, 2 of 3 use contraceptives to avoid an
unwanted pregnancy. However, 5% of women who need access to these methods of
prevention but have none account for 47% of the 3 million unplanned pregnancies that
occur every year. To have any exception to this rule is unacceptable. Only 14,000 women
have an abortion because of incest or rape, and to allow sexual assault be the only viable
reason to approve of abortion is saying that a woman has no right to her body until she
has been violated.
To say a womans role is to bear a child and that a child is a repercussion of a human
desire is an ignorant scare tactic. Forcing a woman to term with a child that she does not
want infringes upon her right to life. Counterarguments may include life begins at
conception because theres DNA in each cell, or life begins at conception because thats
when the baby begins to form. Both of these statements have very big faults within
themselves. The first statement would mean that any skin shed throughout the day is
considered life because every skin cell has DNA embedded in it. The second argument is
weak because its just a bundle of cells until around 8 weeks after conception because
thats when the heart begins to beat and their major organs have begun to form. By
definition, though, a baby has no life until around 37 weeks, because before that time,
babies cannot live on their own because their functional abilities are compromised.
The risk of childbirth is ten times higher than that associated with abortion, and there is
less than 1% of major complications after the procedure has been performed. A federal
law needs to be put in place to protect the right and the funding through taxpayers for
abortions to stay legal in all states, with more education included in the required sexual
education classes in schools. Failure to comply to any laws put in place and followed
through by the police forces in all counties can and will result in a max of 5 years of
incarceration. This law will go into effect on the ninth day of the twelfth month of 2016.
