Over the past several years ~ at Cumberland County hat attempted to take advantage of PennDOT’s proposal fo save taxpayer costs and improve transit services by consolidating transit agency administrative factions throughout the region - we have become aware of many questionable practices and costly shortcomings inthe management of CAT. One ofthe mos egrepious examples of a questionable practice came to light recently when we discovered that certain senior-level management executives at CAT are enjoying at axpayer expense, {wo public pensions from the transit agency. Shrouded in secrecy, we only became aware of some of {he deals ofthis dubious double pension for certain CAT executives when our county's own representatives tothe CAT Board were force toile Right To Know request. We understand that thi second pension for certain CAT executives is particuletly geneous and requires no contribution from those who benefit, ‘This largesse for cent CAT executives comes in spit of CATs poor service and dismal performance [As we have leamed, CAT spends approximately $5 million more anwaly, or approximately $0 percent more, to provide fixed route sevice than the other east suthorities inthis region that serve similar population. Wore sill, CAT's administration bas filed to meet most ofits legislated performance metrics based on ridership, hours of service, revenue and spending over the past thre years. Ridership has suffered a precipitous decline, increasing taxpayer coss. At one point recently, CAT even losis eligibility for US. Federal Transit Agency Administration funding due to non-compliance with sandard requirements. For these reasons, and others, we ask that your office use its authority to conduct an audit of CAT to look ino the double pension issue andthe management ofthis troubled agency.
