As of January 1, 2007

The National Center for State Courts (NCSC) has regularly


published information about judicial compensation since
1974. The Survey of Judicial Salaries serves as the primary
record of compensation for state judicial officers and state
court administrators. The NCSC appreciates the willingness
of the state court administrative offices to furnish this
information on a regular basis.

This issue of the Survey of Judicial Salaries reports salary


changes as of January 1, 2007. This is an important note,
since some states implement salary changes at other points
during the year. However, a standard and unchanging cutoff date must be established to publish salary data in a timely and
predictable fashion. In addition to the usual tables and graphics provided in the Survey, the following 2-3 pages also highlight
the NCSC’s recently launched Judicial Salary Resource Center at www.ncsconline.org/d_kis/salary_survey/home.asp.

In 2006 the annual percentage increases in


salaries for the IAC and GJ trial-court judges
continued on an upward trend that began in General Jurisdiction Trial Courts State Court Administrators
2003. The COLR associate justices have also 6% 8%
seen increases each year since 2003; however,
the 2006, percentage increase remained steady
at the 2005 rate of around 5 percent. 4%

Following several years of increases in the


1-2 percent range, state court administrator 4%
salaries increased an average of 8 percent 2%
during 2006. This larger than typical increase 2%
can be partly attributed to fact that at least
seven states gave large increases where state 0% 0%

raises during the last 5-6 years.

Judicial Salaries at a Glance


During 2006, about 80 percent of the states reported salary changes for judges or justices, while about 90 percent of states reported
changes for state court administrators. These percentages are relatively consistent, as are the average annual percent changes
for state court administrators and the four judicial positions analyzed by the Survey, all hovering around a 3 percent annual increase
from 2003-2006. The following table summarizes current salaries for the major judicial positions.

table shows an assigned region, the salary for each position, the date of the last reported salary change, and any special notations. The

SALARY RANKINGS
The table below lists the salaries for associate justices of the courts of last resort, associate judges of intermediate appellate courts, and
judges of general jurisdiction trial courts as of January 1, 2007. Where possible, the salary figures are actual salaries. In jurisdictions
where some judges receive supplements, the figures are the most representative available—either the base salary, the midpoint of a range
between the lowest and highest supplemented salaries, or the median. Salaries are ranked from highest to lowest, with the highest salary
for each position having a rank of “1.” The lowest salary has a rank of “51” except for intermediate appellate courts, which exist in only
39 states. The mean, median, and salary range for each of the positions are also shown.

COST-OF-LIVING ADJUSTMENT USING ACCRA


The Council for Community and Economic Research—C2ER (formerly the ACCRA organization)—is the most widely accepted U.S.
source for cost-of-living indices, with nearly 400 reporting jurisdictions across America. The cost-of-living indices used in this report
were developed by examining the average costs of goods and services for the latest four running fiscal quarters. The factors reflect an
average of the reporting jurisdictions in a particular state (i.e., the cost-of-living-index for Virginia is the average of the cost-of-living
indices for each of the nine reporting jurisdictions in Virginia). More detailed information can be found at www.accra.org or www.c2er.org.
