Dear Mr. Rayman,

Ill try to respond to your RTK request of 2/27/17 in regard to the Dauberton stormwater
basin located in Manchester Borough. Ive reviewed the Boroughs files and have
requested information from C.S. Davidson, Inc., our engineering firm, for records they
might have in their files.

Deed We have no evidence of any deed dealing with DPOA for the pond. You
can always search recorded deeds at the York County Court House.
Costs and invoices for the original drain pipe. That information is not supplied to
the Borough. There are estimated costs supplied to establish the amount of Public
Improvement Security, but not actual cost information.
Stormwater Management Plan I do have a final stormwater site plan at the
office showing the pond piping and grading. The engineers file does contain the
original Stormwater Management Report by Stallman and Stallman, Inc.
submitted in December of 1987, if you want to request a copy.
Permit by the engineer None. No permitting is required for pipe replacement if
the upstream drainage area is less than 100 acres.
Permitting provided by the York County Conservation District I have only one
copy of a report dated November 20, 1992 which stated that Dauberton met the
requirements for erosion control at that time. I copied that for you. Note that
during construction, the developers engineer needed to show YCCD that the
pond or other improvements met the specifications and approved design criteria.
The responsibility was theirs to satisfy YCCD.
The Borough engineer reviewed the submitted subdivision plans and design of the
streets, storm sewer system, and sanitary sewer system for conformance to the
Borough Ordinances and accepted engineering practices. The engineer makes a
recommendation for acceptance of the plan to Borough Council.
Permits The only permits the Borough required from the developer was a
building permit for individual lots where a house was constructed.
Costs for the stormwater pipe replacement have been totaled. Copies of the
invoices and contract are available for you. The total expense for the project was
$27, 341.92.
It should be understood that Manchester Borough is not using the pond for its use
or by permission. Flowing water was a pre- existing condition accepted by the
developer as was the condition of the land he purchased.
Drawings and plans are available at the office for inspection. The Borough
engineer can provide design specs as submitted by the developer.
Please feel free to stop by the office for the copies I can provide. You may want to
review the sub-division and land development plans for Dauberton Development and the
stormwater basin on file. It would be beneficial.
