p) Narrative description of the proposed control system, identifying the proposed PLC
platform, type of software, applicable model numbers, and system reliability/redundancy
features.
q) Confirmation of compliance with the Employer's requirements for Instrumentation and
Controls
r) Arrangement of Control Room with .c1earview (visual view) of the critical process Plant
equipment.

2.1.11 Electrical Supply System

The Bidder shall describe the Electrical Supply System and how it will cater for future expansion
provision and. also provide write-up and description demonstrating full scope and in particular
the following aspects: .
a) Power supply infrastructure, Electrical Substation, step-down transformers, electrical
isolation (breakers), cabling, bus ducts or any required connection to the Power Grid of
Ceylon Electricity Board.
b) Second source of reliable power supply including any required electrical infrastructure,
step-down transformers and associated works;
c) Electrical switchgear, motor control center, electrical isolation (circuit breakers), cabling,
cable management system, cable trenches, cable draw-pits, conduits;
d) Construction power required by the Contractor including Substation and Connection to
the Power Grid of Ceylon Electricity Board;
e) Variable Frequency Drives and Motor Control Centers (MCCs)
1) Electrical Generators, power management system including plant shut-down system
g) Cable management system, cable pits, cable trenches, cable supports, cable
terminations and cable segregation; .
h) Fire and smoke detection and protection system for the electrical switch-rooms,
transformer areas and associated works;
i) Space provision to install additional step-down transformers to support expansion to 48
MLD Plant Capacity (in the future).
j) Bidder shall also clarify how it intends to interface with Ceylon Electricity Board (CEB)
to provide a functional and high reliability electrical supply and a second (independent)
power supply; .
k) The following additional information should be submitted with the proposal to
substantiate the bid:
i. Electrical system Single Line (one-line) Diagram(s);
ii. Narrative description of the proposed electrical,system; ,
iii. Schematic Diagram for Electrical wiring' with Earthing and lighting
Arrangements
iv. Technical data sheets for the following equipment are shall be included in
proposal:
v. VFDs
vi. Motor Control Centers (MCCs)
vii. . Switchgear
viii. Generators
ix. Transformers
x. MCCB
xi. MCB
xii. A table summarizing all key power users. This table shall provide the number of
units, location, horsepower, voltage rating, and rate of power usage in Hp, kWh
and kWh/m3 of potable water.
xiii. Brief description of the following issues and how these will be approached by
the Bidder during contract execution stage:
xiv. Power management system and information that will be provided in the Plant

Control system (SCADA system).
xv. Cable management system, segregation o~ electrical cables (or other VSD
cables) from other sensitive control and commUnication system cables to avoid
signal distortion.
