A Guidebook for Inspection and Quarantine on the Entry
This guidebook serves to provide access for the participants and businessmen
attending the China-ASEAN Exposition (hereinafter referred to as CAEXPO) to
further understanding of the regulations and procedures of the inspection and
quarantine on the entry and exit articles as well as personnel for the Expo. It is made
in accordance with the Law of the Peoples Republic of China on Import and Export
Commodity Inspection, the Law of the People's Republic of China on the Entry and
Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the
Peoples Republic of China and the Food Safety Law of the People's Republic of
China, in the light of the General Administration of Quality Supervision, Inspection
and Quarantine (hereinafter referred to as AQSIQ) to provide convenient services for
the CAEXPO.

3. Important Information for Inspection Application of the Entry Goods
3.1 The entry goods, including exhibits, gifts and samples, should be declared for
inspection and quarantine by the exhibitor or its agent to the CIQ branch at the port of
entry, and should be clarified if they would be offered for sale after the exhibition.
Related documents, e.g. List of Entry Goods, Bill of Lading, etc. together with an
official confirmation for attending the Expo, should be ready to present.
3.2 The CIQ branch at the entry port will carry out, according to the nature of the
articles, sensory inspection or quarantine treatment, and will issue a Release Notice or
relative documents, if necessary, before releasing the goods.
3.3 When the goods arrive at the site of exhibition, the exhibitor or its agent should
hand in its Application Form to the On-site Office of CIQ for follow-up inspection
and quarantine. Prepacked foods should bear labels on external packing which
indicate the name of the product, name and country of the exhibitor, booth No. and
quantity/weight, etc.
3.4 Exhibits that are not for sale will be exempt from inspection, with the exception
of heavy metals and stone materials that are subject to radioactive examination.
3.5 For the entry of animals and plants as well as their products, an official
quarantine documentation of the exporting country or region should be provided, and
a Certificate of Plant/Animal Quarantine Approval issued by AQSIQ or CIQ Guangxi,
or relative approval notice issued by the competent agricultural and forestry authority
must be offered if the goods are subject to quarantine approval.
3.6 For prepackaged food and cosmetics that are to be sold after the Expo, an
application for inspection on quality, safety and labeling should be made by the
exhibitor or its agent, and the following documents should be provided:
1. sample label of original and its translation copy in Chinese. The content of the
translated label in Chinese should comply with relevant laws and regulations of
the Chinese government.
2. if some contents such as awards, certification and specific place of origin are
especially mentioned on the label, related diploma or certificate should be
provided . For new resource food and health-care food, an Import Approval
issued by Chinese health administration should be required.
3. For cosmetics, the label should bear a list of the complete components of the
product, and additional descriptions of the main components will be needed.
All prepackaged food and cosmetics should be subject to mandatory inspection and
issued with a Sanitary Certificate before they are sold in China.
3.7 For the entry of special stuffs such as biotic and its products, blood and its
products, Sanitary Approval Certificates of Special Articles issued by CIQ Guangxi
should be submitted.

3.8 Goods subjected to China Compulsory Certification should have the valid
Certificate for China Compulsory Product Certification or Certificate of
Exemption from Certificate for the China Compulsory Certification.
3.9 Goods with wooden packing should have undergone quarantine disinfection
treatment and been attached with special labels under the supervision of the
competent quarantine authority of the export country/region, according to the
provisions of International Plant Protection Convention (IPPC). The method of such
treatment and labeling should comply with those prescribed and promulgated by
AQSIQ.
3.11 All exhibits for the Expo will be exempt from inspection/quarantine or
supervision fees and sterilizing treatment expenses.
4.2 Regulations on Quarantine Approval for the Entry of Animals and Plants as
well as their products
4.2.1 The following animals and plants as well as their products are subject to
quarantine approval for entry by CIQ Guangxi before shipment:

e. Feedings: wheat bran, bean cake, bean dregs
4.2.2 The following seeds, nursery stocks and other propagation materials are
subject to quarantine approval for entry by the competent agricultural and
forestry authorities of Guangxi.
Plants or parts of plants, of a kind used for propagation (cultivated or natural:
plants), nursery stocks (including test-tube stocks), fruits, seeds, stocks, cions,
cuttings, foliages, gemmas, tuberous roots, tuberous stems, bulbs, crowns, pollen and
cellular media.
Other animal products, which are excluded from the above mentioned items, are
subject to application to CIQ Guangxi for quarantine approval for entry by
AQSIQ.
4.2.4 With regard to exhibits for quarantine approval, related application should
be submitted to CIQ Guangxi at least 7 working days before shipment. The
exhibitor or its agent should provide a list of the exhibits for the Expo, together with
an official confirmation for attending the Expo. In case the application for quarantine
approval has not been submitted before shipment, a retrospective procedure at the
time of entry will be needed.

electric sound and visual apparatus; information technique devices; lightening
devices; motor vehicles and their safety accessories, parts and spare parts of vehicles,
tires of vehicle, safety glass; agricultural machinery; telecommunication terminals;
fire preventing articles; safe technique protection products; wireless internal network
devices; decorating materials; toys.

4.4.2 The application for approval and certificate issuance by CIQ Guangxi should be
submitted to CIQ Guangxi at least 7 working days before shipment. The exhibitor or
its agent should provide necessary official confirmation for attending the Expo,
together with Product Qualification Certificate issued by manufacturer, Safety
Certificate issued by competent inspection authority of the manufacturers country
and a written declaration made by the manufacturer stating that it will be responsible
for all the safety problems occurred during the exhibition. Approval form or approval
letter of Temporary Admission by Customs are also needed. Application for vehicle
products and motorcycle products also need Automatic Import License. For detailed
information, please refer to Application Guide of Certificate of Exemption from
Certificate for the China Compulsory Certification on the website of
http://www.gxciq.gov.cn/. Quantity declared should be of exhibit permission. In case
the application for record approval has not been submitted before shipment, a
retrospective procedure at the time of entry will be needed.

destroyed after the Expo. At the request of the exhibitor or its agent, they can be
reserved with the permission of CIQ Guangxi, who gives no permission without a
qualification conclusion upon inspection or quarantine. The unqualified products will
be disinfected or destroyed.
If you become ill with one of those symptoms of fever, shiver, cough, difficulty
in breathing, diarrhea and vomiting, or suffer from infectious disease or mental
disease, please consciously make an oral declaration to the CIQ officer and be
ready for inspection and quarantine.
7. Administration Rules on Inspection and Quarantine on Articles Carried by
Entering/Exiting Passengers

Ministry of Agriculture of China, the following articles are prohibited from being
carried into China:
I. Animals and their Products
a. live animals(except for dogs and cats), including mammals, birds, fish, amphibians,
reptiles, insects and other invertebrates, animal genetic material.
b. meat (raw or cooked) and their products (including viscera), and aquatic animal
products.
c. milk and milk products of animal origin, including raw milk, fresh milk, yogurt,
and other dairy products such as cream, butter, cheese.
d. eggs and their products, including fresh eggs, preserved eggs, salted eggs, egg
liquid , eggshell, and egg products such as mayonnaise.
e. edible birds nest (except for canned products)
f. fats and oils, hides, hairs, hoofs, bones, horns and their products
g. feedstuff of animal origin (including feed such as meat meal, bone meal, fish meal,
whey powder, blood meal), and Chinese medicines of animal origin , animal-derived
fertilizers
II. Plants and plant products
h. fresh fruit and vegetable
i. tobacco leaves (excluding cut tobacco)
j. seedsnursery stocks and other propagation materials
k. Organic Growing Media
III. Other articles
l. Bacteria and viruses and other animal and plant pathogens, pests and other harmful
organisms, cells, organs and tissues, blood and blood products and other biological
materials
m. animal carcasses and specimens, animal-borne wastes
n. soil
o. genetically modified organisms
p. other animals , plants and their products prohibited from being carried or mailed
into China as elsewhere stipulated.
Notes:
----This Catalogue excludes those animals, plants and their products carried or mailed
into China with the permission from competent administrative authorities of China
and accompanied with Quarantine Certificate issued by competent quarantine
authorities of the departing country or region
---- Each passenger is allowed to carry one pet (dog or cat) only, and it must bear a
rabies vaccination certificate and health certificate issued by the competent quarantine
authorities of the departing country or region

consequences such as the spread of epidemic diseases, shall be held liable according
to the relevant laws and regulations of inspection and quarantine. CIQ Guangxi
officials must stick firmly to their duties. Those who violate the laws and regulations
and /or neglect their duties shall be charged with administrative punishment, or with
criminal sanction if they convict a crime.
8.2 CIQ Guangxi has the discretion to provide for final interpretation of this
Guidebook.

Notes for Inspection and Quarantine on the Entry
Articles Exhibitedat China-ASEAN Expo
June, 2016
According to the inspection and quarantine at the previous China-ASEAN Expo, the
exhibitor or its agent of entry articles shall pay attention to the following issues (if
there is any inconsistency with the Guidebook for Inspection and Quarantine on the
Entry and Exit Articles Exhibited at China-ASEAN Expo, the Guidebook shall
prevail):
1. For the entry of animals and plants as well as their products, an official quarantine
documentation of the exporting country or region should be provided.
2. For those import permits of quarantine required, the application for entry inspection
and quarantine shall be submitted. The catalogue is included in the Regulations on
Quarantine Approval for the Entry of Animals and Plants as well as Their Products
stated in the Guidebook for Inspection and Quarantine on the Entry and Exit Articles
Exhibited at China-ASEAN Expo.
The following seeds, nursery stocks and other propagation materials are subject to
quarantine approval for entry by the competent agricultural and forestry authorities of
Guangxi: plants or parts of plants, of a kind used for propagation (cultivated or
natural: plants), nursery stocks (including test-tube stocks), fruits, seeds, stocks, cions,
cuttings, foliages, gemmas, tuberous roots, tuberous stems, bulbs, crowns, pollen and
cellular media.
For instance, imported basil seeds are subject to quarantine approval.
3. Wood exhibits are allowed. Raw wood (with bark) exhibits, however, shall be
subject to inspection and quarantine. Before entry, they shall be subject to quarantine
treatment (fumigation or heat treatment) and the Certificate of Plant Quarantine
Approval shall state the treatment method, chemical name, dose, treatment time and
temperature.
4. Animal specimens are allowed upon passing inspection and quarantine. CIQ
Guangxi has not been authorized to conduct inspection and quarantine on animal
specimens. The exhibitor or its agent of such articles shall submit the application to
AQSIQ. Highly processed animal crafts are allowed.
5. Having not been granted with qualification access to China yet, tobacco-leaf
(preliminarily processed ones included) from ASEAN countries is allowed upon
passing inspection and quarantine. CIQ Guangxi has not been authorized to conduct
inspection and quarantine on tobacco-leaf. The exhibitor or its agent of such articles

shall submit the application to AQSIQ.
6. For the entry of animals and plants as well as their products, please refer to the
Guidebook for Inspection and Quarantine on the Entry and Exit Articles Exhibited at
China-ASEAN Expo.
7. The following articles are prohibited from being carried into China:
a. Zoopathogen and phytopathogen (including germs and virus), harmful insects and
other harmful biotic;
b. Dead animal body, soil;
c. Animals and plants as well as their products from epizootic countries and regions:
cloven-hoofed animals, poultry and their products from Myanmar, Laos and Vietnam;
poultry and their products from Cambodia and Indonesia; cloven-hoofed animals and
their products from Malaysia, Philippines and Thailand.
d. The catalogue of animals and plants as well as their products from epizootic
countries and regions can be found on the column of Quarantine on Animals and
Plants included on the website of AQSIQ at http://www.aqsiq.gov.cn.
8. Rice
China has inspection and quarantine regulations on importing rice. The import of rice
shall pass quarantine risk analysis and expert field-trip assessment. The exporting
country or region shall also sign exporting agreement with China. Currently the rice
from the following countries or regions is allowed: Thailand, Vietnam, Cambodia,
Myanmar, Pakistan, India, Japan, Paraguay and Taiwan, China.
The amount of import rice shall not exceed the need for exhibits.

Convention and Exhibition Center. Upon approval, the entry articles are released for
exhibition.
The entry inspection and quarantine procedures at Nanning International Convention
and Exhibition Center are applied to other sub-venues.
