Preface
On the outset of migration from Sanchay Post to CBS Finacle of M/s Infosys Ltd., the scenario of work process at
Post Offices changed almost to Banking procedure. The CBS Finacle is an internet base application. Except some
desktop settings, there is no client software. Its front end/ end users operation is mostly based on commands
called as Menus. To perform different operations in CBS Finacle the Users are mostly depending upon training
materials of M/s Infosys / FAQs of DMCC Chennai /different web sites.
The training and live work environment at counters is quite different. There are certain situation/operation which
mostly does not come in training (e.g. EOD, auto creation of unwanted A/cs, their verification/cancellation etc.).
To coup up with the situation, the staff of CPC, Odisha, Bhubaneswar & WTC, Bhubaneswar O/o Chief PMG, Odisha
Circle, Bhubaneswar worked together to bring forward a CBS FINACLE WORK FLOW PROCESS to guide the Users
of Finacle to the best. The CBS FINACLE WORK FLOW PROCESS is prepared collecting the themes from different
sources as mentioned above as well as from live work environment of counters. We tried our best to arrange the
modules in alphabetical orders (A-Z).
With remarkable suggestions from different offices, cooperation of PMU Cell & WTCs of Odisha, the CBS FINACLE
WORK FLOW PROCESS has been revised from time to time to facilitate & guide the end users to perform utmost
error free operation in live work environment at counters. Till date the following releases of CBS FINACLE WORK

Account Opening (All schemes) & Minor Accounts
Documents required for New Account Opening/Purchase of Certificates To be filled & complied by applicant
(KYC Documents should be in A4 size paper preferably photocopied in one side).
1. Common Account Opening Form (AOF) plus additional Form for SCSS & PPF A/c in A4 size paper (SB
Order No.6/2015 dated 09.06.2015).
2. KYC (Know Your Customer) Form 01No.
3. Proof of identification (POI) and Proof of Address (POA)
4. Copy of PAN Card for transaction or balance of 50000 or more (Better to take PAN in CIF).
5. Copy of Authority letter /document issued by concerned Authority - for SB - Basic Savings A/c
6. Copy of PPO issued by concerned Authority for SB - Pension A/c.
7. Copy of Resolution from School Management for SB Sanchayika A/c.
8. Age proof & Income proof for SCSS A/c.
9. Copy of Birth Certificate for SSA.
Opening of new Savings A/c, PPF & SSA is to be done with zero balance. After verification of new a/c opening,
transaction is to be accepted (But the first transaction should be taken on the same day).
Opening of new RD, TDA (MIS/TD/SCSS) & Savings Certificates cannot be done with zero balance. Transaction is
mandatory at the time of opening of new A/c in these schemes.
Mode of operation:
012 = Self 019 = Minor A/c through guardian
016 = Joint A A/c 020 = Lunatic Operated by guardian
017 = Joint B A/c 999 = Others
018 = Self operated minor
Minor Account:
Minor A/c: Minor accounts are of two kinds (a) Self-operated minor A/c (for the age of ten years or above) (b)
opened & operated on behalf of minors by their guardians.
Self-operated minor A/c: CIF for Self-operated minor A/c is 300668762 (pre-defined one).
Mode of operation for Minor A/c in Finacle: 018 Minor A/c Operated by Self or 019 Minor A/c
Operated by Guardian.
Minor Account opening/issue of CCs (Steps) (See relevant module for funding by Transfer)
1st. Open Guardian CIF, if does not exist and Supervisor to verify (CCRC).
2nd. Open Minor CIF giving Guardian CIF and Supervisor to verify (CCRC).
3rd. Invoke New A/c opening / CCs issue menu as the case may be.
4th. Select Function O-Open, give Minor CIF and fill the required details.
5th. Give Guardian CIF in Related Party 2.
6th. Funding to be done at the time of A/c opening for MIS/RD/SCSS/TD. On completion click on Submit.
7th. Supervisor to verify A/c opening.
8th. Funding to be done for PPF/SB/SSA after verification of A/c opening on the same day & Supervisor to
verify.
Account Closure (All schemes) Normal (Menu Operations are given in respective schemes)
Closure flag updation:
KVP/MIS/NSC/RD/SCSS/TD A/c getting closed during counter hours and verified,and get updated with closure flag
on the same day during EOD (HSCOLD) by auto execution of HTDBATCH program. Further, repayment A/c
information is also got updated. Hence utmost care must be taken for the following works/items. (W.e.f April
2015)
1. If any mistake is done in closure and amount getting credited to the KVP/MIS/NSC/RD/SCSS/TD A/c itself,
such issues should be rectified before commencing EOD for the day. Once the closure flag gets updated,
the amount cannot be withdrawn by any mode.
2. SB accounts marked as repayment A/c of closed dependent accounts (KVP/MIS/NSC/RD/SCSS/TD A/c
closed on to-day i.e. date of BOD) will continue to show error, if closure of said SB A/c is attempted on the
same day, as the closure flag update happens during EOD (HSCOLD) only; such SB accounts can be closed
on the next day.

Before closure ensure that
1. Lien / Freeze if any have been revoked.
2. For RD & PPF ensure loan if any has been repaid and loan a/c is closed.
3. For SB the list is given at SB Module.
Standard Close Mode Any one appropriate option to be selected at the time of closure:

1 C-Cash only For below 20000. Needs to run HCASHPND for cash adjustment in teller a/c.
2 S-SB Account To transfer the amount to specified Savings A/c. (W.e.from 21.01.2016).
3 R-Repayment a/c only Money goes to Office A/c 0340 (SOL ID +0340) Postmasters Cheque A/c. In case of
BO RD & TD closure proceeds to Office A/c 0340. CXFER is to be used to transfer the
BO amount from 0340 to BO Settlement A/c (0339) (W.e.from 21.01.2016).
Account Closure (All schemes) - Death Claim (Menu Operations are given in respective schemes)
Death Claim Closures are regulated as per POSB Revised Rule 87 of POSB Manual Vol-I and Rule 50 of POSB
Manual Vol-II, SB Order Nos.25/2010, 2/2011(Clarification to 25/2010), 21/2011, 8/2014, 4/2015, 7/2015,
12/2015, 15/2015, 17/2015.
All payments of deceased claim cases will be paid by crossed cheque or credit to Savings Account only (SB Order
No. 25/2010,8/2014 & 7/2015). The payment procedure is further modified by SB Order No. 12/215, 15/2015,
17/2015 such as The value should be credited to the Post Office Savings Account of the Legal Heir/ Nominee in all
CBS Post Offices. Nominee/legal heirs should be requested to mention Savings Account Number on the receipt
side of SB7/SB7A or Certificates. The claim case where there are multiple nominees/legal heirs or any other case
where Postmaster /Sub Postmaster is satisfied that depositor is genuinely not in a position to open savings account
immediately may issue cheque for the maturity/prematurity value.
POSB Schemes / Accounts that can be continued/converted & a/cs that can be closed after death of depositor.
1. Joint A/c: Surviving Joint A/c holder(s) within the prescribed limit.

2. Single A/c: By nominee(s) for KVP, NSC 8 , NSC 9 , RD, SCSS, and TD.
3. SB Pension A/c can be converted to name of spouse getting family pension.
4. PPF, SSA, Single MIS & Single SB A/cs has to be closed. No other option.
5. For MIS, in case of death of depositor before maturity, account may be closed and deposit is to be
refunded along with interest up to the month preceding the month in which refund is made.
Account Transfer (All schemes) Brief Procedure (for Menus see respective schemes)
Transfer of account from CBS Post Office to Non-CBS Post Office and vice versa is not allowed.
All the H.Os in Department of Posts have since been migrated to CBS, issue of AT for HOSB does not arise.
There is possibility of issuance of AT from SOSB. It will be the duty of HO that before issue of AT, list should be
consulted and if that post office is already in the list of CBS Post Offices, AT should not be issued.
A/c Holder should be contacted and requested to provide name of any nearby non CBS Post Office for opening
of a/c. On getting information, a/c will be opened on transfer in that office.
Inter CBS Post office Transfer: There is no need of transfer within Inter CBS Post office. For details see Inter
CBS Post office Transactions (INTERSOL TRANSACTIONS) see module Other Office Transactions.
PPF & SSA can be transferred in / out to & from Bank.

(d) ATM Card & PIN Generation: It will be generated by the vendor at DMCC Chennai, & the same will be
sent to respective Post Offices by CPC Bangalore for supplying to customer. Post Office to maintain stock.
(e) Cash loading:
(1) ATM fit currency notes can be handed over to the representative of AGS for loading into ATM.
(2) During cash loading, one representative of the Post Office should be physically present and ensure that all
the cash handed over is loaded into ATM.

(3) AGS representative will hand over a slip printed by the machine showing cash in ATM to the
representative of the post office who will keep that in a guard file in token of having handed over cash for
ATM.
(4) On the day of cash loading, Finacle User Champion of that HO will perform Debit/Credit entry in Finacle
using HXFER. Debit SOLID0006 and credit 560001000007 i.e Bangalore GPO Bank Account. Transaction
type / sub type T & BI (Bank Induced).
(5) Supervisor to verify the transaction Menu HXFER.
(f) Cash Accounting
(1) ATM Cash Account is specific to each Post Office with number as SOL ID suffixed by 0006.
(2) A remittance advice (RA) of the cash loaded should be sent to Bangalore GPO by Head Post Offices
(except Bangalore GPO) as and when cash is handed over to AGS (Vendor) showing as Cash remitted to
Bangalore GPO.
(3) SB Deposit/Withdrawal in ATM will be derived by Bangalore GPO and will be entered in the Bangalore
GPO Cash Book.
(g) CCMM Menu operation / functions:
(1) Add This option will be used when Account Holder requests for an ATM/Debit Card.
i. Criteria Screen - Select A (Add) & Search (or Type) the CIF Number Go
ii. Details Screen - Give Account Number for which the card is to be issued Select Primary Account
Flag = Yes (The card will have only one primary account) The choice of card can either be
personalized or instant (Personalized cards will bear the Name of the holder & Instant Cards will not
bear the name of the holder) Select Card Type = P for Personalized Cards (if customer requests for
a personalized card) or Select Card Type = I for Instant Cards & provide the Instant Card KIT Number
(if the customer requests an instant card) Select New Card Request Submit.
Note:
1. Personalized Cards: If customer has multiple Saving Accounts & wants to link to same card with all or
selective accounts, Post Office should create a request for the Primary Card first. When the customer
visits the Post Office for collecting the card , Use CCMM(Modify Option) & place a request for
activation. Use CCMM (Modify Option) & link other account to the card.
2. Instant Cards: If customer has multiple Saving Accounts & wants to link to the same card, Post Office
should create a request for the Primary Card first. Ask the customer to place a request for linking on
the subsequent visit , Use CCMM(Modify Option) & link other account to card.
(2) Modify is used when Account Holder requests for Linking, Delinking, Activation, Replacement and
Hotlisting of Cards. Select M (Modify) & Search (or Type) the CIF Number or Card Number or Both CIF
Number & Card Number Go. The details of the cards for the CIF Number or Card Number or
combination of Card Number and CIF Number will be displayed.
i. Linking is used when the Account Holder requests for linking additional Saving Accounts with the
card. Details Screen Press A (Add) Select the Account Number which is required to be linked
Select the Primary Account Flag as N Select Action = LNK (Linking) to link subsequent A/c to the
same ATM Card Submit.
ii. Delinking is used when the Account Holder requests for de-linking Saving Accounts with the card.
Details Screen Select Action = DLN (De Linking) Submit.
iii. Activation is used when the Account Holder comes to the post office to collect the card and
applicable to Personalized Cards only. Instant Cards will be pre-activated but can be used on the next
day. Customer should be informed that Card can be used from the next day of issue.
Details Screen Select Action = ACT (Activation) Submit.
iv. Hot Listing is used when the Account Holder requests for hot listing of the card in event of

(3) Verify is used to verify the A (Add) or M (Modify) option. The Hot listing of cards in CMS (Card
Management System) will be done during the verification in CBS (Finacle) by Supervisor. Subsequent
to Verification, other processing will be done by Bangalore CPC during the End of Day.
(4) Cancel is used to cancel the A (Add) or M (Modify) Operation conducted by the PA before
verification in case of any mistake.
(5) Inquire is used to inquire the details in CMS (Card Management System). Either CIF Number or Card
Number or Both CIF Number and Card Number can be provided as an input on the criteria page and
details will be listed in the Details Screen.
(6) History is used to inquire the request in CBS (Finacle). The enquiry will display the date on which
the account holder has requested for the maintenance.
(7) Every activity initiated by Counter PA has to be verified by the Supervisor.

Types of Cheque & process for clearing:
Where a deposit is made by means of a cheque, pay order or demand draft the date of its clearance into
the Post Office Savings Bank shall be deemed to be the date of deposit (SB Order No.5/2014).
Depending upon institution where A/c stands, the cheques are of two types (1) POSB Cheque is called as DC
(means A/c stands at Post Office); (2) Bank cheque is called as NDC (means A/c stands at Bank).
Bank Cheques (NDC) received at Post Office counter is to be cleared (realized) by Outward clearing. POSB cheques
received at Bank counter is to be cleared (realized) by Inward clearing. Inward clearing needs more care, attention
and in time reply.
All POSB Cheques issued by any CBS Post Office if presented at any CBS Post Office should be treated as AT PAR
cheques and should not be sent for clearing. No POSB Cheque for more than Rs.25000/- should be accepted at
other SOLs in a day.
SOs should not lodge cheques in Finacle. Cheques received for New Investment and subsequent deposit should be
sent to HO by preparing manual list. HO should lodge cheques presented at SOs for new Investment and RD
subsequent deposit cheques against Clearing Office Account of SO and for subsequent deposits in other schemes
in its own Clearing Account. SOs should check their clearing office Account on daily basis to see clearance received
at HO and open accounts with value date as clearing date and fund the account. Amount of clearance of cheques
lodged against SO Clearing accounts should be shown as remittance received from SO in advance and SO after
funding the account shall account for as Deposit and remittance (in advance) to HO. (SB Order No. 5/2016)

CHEQUE - INWARD CLEARING PROCESS - SEQUENTIAL OPERATION In Brief
(Finalisation of clearing & closing of Zone must be done on the same day in time)
1. Open Zone : (by Supervisor) - Menu - HMICZ Go Function - O- Open , Zone Code (OWRTNMICR or
CTS) Go Give the total amount and total no of instruments. Click on submit Go.
(Zone Date:- By default System date. Zone Code: Now only MICR zone should be opened. CTS Zone should not
be selected even the office is linked to a CTS Zone.)
2. Lodging of Instruments: Operator to Add/ enter cheques: Menu HICTM / HICTMO Go Add, Give zone
code Go Add Give account No, Amount, Instrument No. Payee Name, Carveby Default it is YES
Submit. (Carve Carve means to slice off specified portion of funds equivalent to cheque clearing amount out
of the total available balance. This is done to ensure that the cheques received for inward clearing is for sure
cleared if sufficient balance is available. Customer cannot withdraw even from this account, the amount
carved). To upload use command: HRMI.
3. Rejecting the cheque: Operator to Modify / enter cheques rejected - command HICTM / HICTMO Go
In the above process give Reject codeI for Inward and O for Outward CQ reject Give Rejection Reason.
After outward zone balance is released to shadow balance, outward rejection instruments can be lodged in
inward zone. Else it will display error message.
4. Verifying the Cheques: (by Supervisor) - HICTM / HICTMO Go Function - V- Verify Go Submit.
5. Suspending a Zone: Supervisor to suspend- Menu - HMICZ Go Function -S- Suspend Zone Submit.
6. Validating Zone & Reporting: (by Supervisor). Menu - HMICZ Go Option V Validation Run Zone
Code Go Submit. Check report in HPR. (Note: Supervisor to check reason of error/reject and resolve.
Validation Run has to be done whenever you visit HICTMO. Modify cheque, marked as INWARD REJECT
automatically due to want of fund (HICTM / HICTMO)).
7. Posting the Zone: (by Supervisor). Menu- HMICZ Go Function P Post Zone date Zone code Go.
Check statistics Submit. Check report in HPR. (Note the Tran ID. If any transaction is in entered stage.
Invoke Menu HTM to post the transaction. Show the effect of posting on System Reserved Amount.
8. Closing the Zone: (by Supervisor) - HMICZ Go Function Z Close Zone date Zone code Submit.
Do the inquiry on Zone and note the tran ID of charges entry. Post entry using HTM; Function M Modify.

(b) Cheque upload: Supervisor to download softcopy of SO cheques HTRFTOPC and upload softcopy of SO
cheques to local path Menu- HCLUPLD. Now cheques of both HO & SO can be processed. (Not required).
3. Tallying (Balancing) the Zone: (By Supervisor). Menu- - HMCLZOH (Menu to Inquire by PA HIOCLS ) --- GO
Function - I (Inquire) Give Zone Date , Zone Code GO Select the statistics Tab Check whether all
the cheques are appearing or not. If not, find and perform necessary addition / modification.
4. Verification of the Zone (cheques): (By Supervisor, one by one). Menu- HOCTM (for HO) / HOMSO (For SO)
GO - Function V-Verify GO Select the appropriate ZONE CODE, Zone Date and Set Number Go
All the instrument details will be listed below Instruments details can be viewed by clicking on the
respective instrument number Total CREDIT AMOUNT and Number of instruments should tally Submit.
Successfully Verified in Online Module along with SET NUMBER will appear. Note the Set No.
(Note: Bulk verification menu: HOCTV is allowed after Suspending the Zone. May not find mistake if any. Use
of HOCTV is not advisable.)
5. Suspending the Zone: (No more addition of Cheque is allowed): (By Supervisor). Menu- HMCLZOH -- GO
Function - S (Suspend ) Give Zone Date, Zone code GO Submit.
6. Generating report for Clearing House: Invoke the menu HPCLSO to print the Clearing House Summary.
7. Release to Shadow Balance: (By Supervisor). Menu - HMCLZOH-Go Function - R (Release to shadow
Balance) Zone Date, Zone Code Go Submit OK. (Balance will be credited but not allowed for WDL.
Preferably operate this option after receipt of clearance).
8. Marking outward rejection: (By Supervisor). After receipt of scroll, Rejects if any to be marked. Outward
rejects are to be marked in Inward Clearing Zone. (Process given at Inward Clearing). Supervisor to mark
rejected cheques before Regularizing the Shadow Balance command HICTM/HICTMO.
9. Mark Pending of cheque(s): (By Supervisor). After receipt of scroll, if status of the any of the cheque is
unknown (not cleared nor bounced), & to be kept pending for clearance, Menu HMARKPEN (not working
properly) to be used to mark as pending & can be revoked by Postmaster using the menu HREVPEND.
(In Clearing House there is no option of PENDING Cheque will be cleared / bounced (Rejected)).
10. Regularizing the Shadow Balance: (Actual Posting). (By Supervisor). Menu - HMCLZOH - Go Function G-
Regularize Shadow Balance Zone Date, Zone Code GO Submit.
For SO & other HO cheques, clearing HO will perform the above process.

Collection of Cheque Dishonour fee & Out station cheque collection fee.
Rejection & Dishonour (Bounce) are not same. In Rejection no accounting is happened. It may occur due to wrong
a/c No.; difference in signature or no signature; correction not authenticated etc. No fee is imposed for rejection.
Dishonour (Bounce) happens due to non-availability of Fund in the a/c to clear the cheque & fee is imposed for it.
Dishonour (Bounce) fee is normally imposed by the bank/POSB where the cheque is presented.
Inward cheque dishonored fee: No fine.
Outward cheque dishonor fee: through Post To be collected Office UCR as at present there is no option in Finacle.

4. If Transaction creation is happening at the time of Verification, another Supervisor/Postmaster has to verify
the transaction by the menu HTM. (Transaction during verification is disabled at present).
5. MIS/SCSS/TD interest payment from Sundry accounts.
6. In case of premature closure of KVP/NSC, Supervisor can view the payout details using HTM menu option.
7. Used to post system generated transaction IDs which are in Entered stage.
8. Used to Modify & Delete transaction IDs which are in Entered stage.
9. When without verifying New A/c opening or A/c closure, HTV is used for bulk verification, funding position
gets to posted stage keeping A/c opening or A/c closure unverified. After verification of A/c opening or A/c
closure, the transaction to be verified, if exists due to any reason.

There are about 21 Discontinued Schemes to be closed in CBS Finacle and all these are matured. The only
Operation in the scheme is to payout the amount to the customer. Balances of all the discontinued scheme
accounts are maintained in a specific office account per scheme. During Payout, the specific office account should
be debited and the customer account will be credited.
Sequence of closure of Discontinued Scheme:
1. Find new A/c No. (Menu-CNAC)
2. Pay out Principal amount from specific office account and Credit customers SB or Postmasters Cheque A/c
(Menu-HXFER)
3. Pay out Interest amount, if any, from specific office account and Credit customers SB or Postmasters Cheque
A/c (Menu- HTM).
4. Pay out of interest, if any, which is calculated outside will be paid from specific office account identified as
interest paid on specific discontinued scheme (Menu- CTM and or CXFER).
5. Print the ledger statement for the business day for both office accounts that is principle and interest and
submit to HO/SBCO/DAP as the case may be. (Menu- HACLPOA).
6. Print the LOT for Discontinued Schemes. (Menu- HFINRPT HPR).
7. Show the amount in Daily A/c; Summary & Cash Book in proper heading.

Day End Process in Finacle : EOD (COD) / BOD : Closing a Days Work
EOD (COD) / BOD i.e. - End of Day (Closure of Day) / Beginning of Day.
It is the first as well as last work. On successful execution of EOD (COD) / BOD, Day ends for current date
and begins for next working day. This work (EOD / BOD) does not require verification. There are three stages of
EOD (COD) / BOD, such as (1) SOL level, (2) CBS CPC level & (3) DC level.
A. Closing a Days Work - Pre-requisite for EOD (COD) / BOD in CBS Finacle:
Sequence of Closing a Days Work
1. As soon as counter closing time arrives (depends upon prescribed office time), close counter transactions.
2. Ensure no voucher is pending for entry (especially financial transaction voucher).
3. Ensure HCASHPND has been run. Check once again. Supervisor to verify after execution of HCASHPND.
4. Completion of verification of all transactions by Supervisor(s). If any problem is faced, do the needful within
the prescribed time. Ensure no transaction is pending in HIMI, HFTI & HAFI (A/c closure may be kept
unverified for closing in a future date for effecting cheque payment). Check the following to ensure there is
no EOD Blocking Validation.

If incorrect transaction, Delete in HTM.
If insufficient balance in concerned A/c ID, check, whether balance can be raised in the A/c. If No,
delete the transaction in HTM. If Yes, raise the balance & Post in HTM.
In HFTI: If any transaction is in Posted but not getting Verified: Verify with alternative/other user.
5. View cash position in HTCPIAE (HTCPIAE Go Select employee (teller) view balance in hand) and
count physical cash (both should tally).
6. In HFINRPT, generate report EOD Blocking Validation Report. Use HPR and view the report. If there is any
item, EOD will fail. Clear these / do the needful.
7. Generate the reports & save on your desktop for printing in future time. Now Finacle is ready for Day End.
8. Execute Day End at SOL level (HISCOD) within 1.5 to 02hrs from prescribed counter closing time or latest by
1800hrs whichever is earlier.
9. Print LOT & segregate Vouchers.
10. Segregate LOT & Vouchers, AOF / KYC Forms etc. for preserving / dispatching etc. as the case may be.
Now work for a day is completed.

To close a SB A/c, it is required to follow some procedure as under.
System Validates/Checks the following parameters
Account balance and shadow balance is zero ; No transactions pending in entry stage; No standing instructions
exist ; No lien is marked, When unverified collateral records exist with the account as lien; No freeze marked on the
account; Cheques are destroyed; Interest calculation is up-to-date. System will do the validation checks as
indicated above. Act on these validations and then close the a/c selecting appropriate Reason Code.

7. Remove Standing Instructions if any (Menu: HSSIM). Supervisor to verify.
8. Delete / Destroy unused cheque leaves (Menu- HCHBM). Supervisor to verify.
9. Calculate current year interest (CYI) (Menu: HACACCR). Go to HPR, view/print report. To be paid = CB+CYI.
(Optional for HO & SO A/c. But required for BO A/c to give sanction)
10. (Optional) Make the Balance zero by withdrawal (Menu-CTM or CXFER as the case). If User hook error comes,
leave this step. Supervisor to verify.
N.B. Sl.No. 9 (HACACCR Menu) & Sl. No.10, making the balance zero are optional for the A/c stands at HO & SO.
When closed using HCAAC, it will calculate the CYI.
11. Close the A/c (Menu HCAAC/CLOSE). Supervisor to verify.
12. Go to HACLI / HACCBAL and view amount to pay.

KVP/NSC issued Practice of writing KVP/NSC manually continues with a presumption that it can be adjusted
writing manually in Finacle which proves false keeping the PA & Supervisor in trouble. In most of the cases,
without referring after entering opening information, the blank NSCs/KVPs are kept inside the AOF for writing
Finacle on a later time. Try to avoid practice of writing KVP/NSC manually except following cases.
1. KVP/NSC size is not getting fitted to printer. Hence printing is impossible.
2. Printer is not available or out of order to print KVP/NSC.
In the above situation, before writing KVP/NSC manually, invoke HDRP, see certificate No.
& Denomination is being displayed by the system. Bring said certificate, Complete HDRP
print commands in the system, then write KVP/NSC manually & hand over to the customer.

Desktop Printing confirmation is the most important and last step in printing. Tick all the
three RADIO BUTTON (Del. File from Server; Inventory used; Printed successfully), then
click on PROCEED button. This is like a confirmation of Printing.
Even closing Desktop Printing confirmation screen from windows close button (X), will be
treated as confirmation of Printing.
If there is any problem in printing, untick all the three RADIO BUTTON and either click on
PROCEED or close the screen so that it can be printed again.
Certificate number cant be presumed before print process. After printing, certificate
number is assigned to A/c No. Certificate once printed cant be changed in the system.
After printing user may go to CSCACM to confirm the certificate number got printed
properly and assigned to right A/c No.

Transaction: its ID, Cancellation & Verification and Use of HTV Value date
Transactions are of two types - Financial or Non-financial. Almost all transaction screens contain a button called
Validate. On completion of data entry of a transaction, click on Validate to ensure there is no error in data entry.
If there will be any error, message will be displayed. Click it; it will take the cursor to the field which contains error.
Financial transaction involves accounting.
Value date
No user should normally use back value date while doing transaction. Back value date should be used only in case
of deposits through clearing. If in case, back value date is to be used, user should write in error book, take
permission from next higher authority and attach copy of error book with the voucher. (para-15 of SB Order No.
5/2016).
In normal case back value date should not be more than 03 days (difference between LOT date & transaction date
should not be more than 03 days).
A. Creation of Transaction:
Supervisor/Postmaster is authorized to initiate a few special transactions. He must not initiate any other
transaction ((Financial or Non-financial). Else it may create problem and may require reporting to higher
hierarchy/authorities for solution.
All transactions should be initiated by the CPA. As and when any transaction (Financial or Non-financial) is
performed, different types of IDs are generated. It is to be noted in the instrument / document in the prescribed
space (In AOF & KYC Form there is prescribed space to note CIF No., A/c No., Regd. No.). If there is no prescribed
space, the required IDs may be noted on the top right hand side of the instrument / document (e.g. Trans. ID in
Deposit / Withdrawal form) in red ink to enable the Supervisor to verify. Name of Scheme and TRAN ID may be
written in red ink on the right hand side of the voucher (SB Order No.14/2015)
E. Cancellation of Closure: Use Closure verification menu (menu to verify closure of a/c) Function: X-Cancel.
Visit all the Tabs. Reverse the amount manually, if required.
F. Verification of Transaction:
(I) Each and every transaction is to be verified by Supervisor.
(II) Verification of New CIF / Account opening / Certificate issue must be done using respective verify menus.
(III) Verification of modified existing items must be done using respective verify menus for Verification of Old
(existing) A/c.
(IV) Verification of Funding (Deposit / Withdrawal) & Closure must be done using respective verify menus for
Funding & Closure.

Following mistakes cannot be rectified.

Important Tips on Branch Office (BO) Transactions:-
1. As per SB Order No. 5/2016, BO transactions should not be entered in Finacle if BO Bag is received after 3:.30

5 Closing of SB Account Menu: HCAAC / CLOSE

When SB7A along with Passbook is received from BO, Invoke the menu HACACCR In Report To enter

A. Identifying unpaid TD interest Sending Sanction to BO
1. Invoke menu HTDTRAN or HIOT & check for unpaid interest for the said TD account and note if required.
2. HIOT Operation same as given above.
3. Accrued TD interest is displayed. (The interest accrued can be viewed in the HPR report).
The interest accrued should be written in the Payment Warrant (SB-7) and after signature of Supervisor, send to
BO concerned after following the laid down procedure for sending sanction to BO.
B. Trial Closure & Sending Sanction to BO: Same as of HO/SO.
Generate Report in HPR and view / print the report to know the amount.
Total amount (A+B) to be paid along with unpaid interest should be mentioned on the SB-7A on the Warrant of
Payment Side with signatures of Supervisor. It should also be mentioned that sanction is valid only up to day
of the month (day of the month on which the A/c is opened). If customer does not come for closure up to that
day, fresh sanction should be obtained. All other provisions mentioned in the rules should be followed.
C. Final Closure on receipt of closed voucher from BO:

SOSB work at HPO for CBS Finacle is regulated as per SB Order No.14/2016 & 5/2016. SB Order No.14/2015 is
self-explanatory. Hence the same is not reproduced here. Only the contents of SB Order No. 5/2016 are given

(3) Work to be done by Postmaster
(a) Salary or Pension credit to savings account of employee or pensioner should be done only at Head Post Office.
Postmaster/APM shall be responsible for correct upload of amount of salary/Pension into
employee/pensioner savings account. Similarly any credit of benefits like MGNREGS or Old Age Pension should
also be done at HO only. Use of HTTUM menu by any other office shall be treated as violation of rules and
shall be liable for disciplinary action.(para-8)
(b) Transfer of account/certificate from one scheme to another and transfer of certificates from one person to
another should be done at HO only. Any such request if received at any SO, should be entered in a register
and sent to HO alongwith documents and recommendations on the day of its receipt. On receipt at HO, all
such requests should be executed on the day of receipt and retuned to SO duly signed. SO should maintain
separate guard file for keeping such requests. This should also be checked and verified by Inspecting/Visiting
Officers. HO shall maintain register and guard file for the requests presented directly at HO. (para-11. It is
