Note: The existing spillway and culvert are to remain live during the construction
process to main a viable flow route for Cowpe Brook through the site to its
downstreamreach.

Undertakedewateringofworkarea:
Sectionofpondatthelocationofthenewspillwayandheadwallistobeisolatedand
dewatered using sheet piles to produce a cofferdam (or other suitable barrier
system).
Itishighlightedthattheuseofsubmersiblepumpscanmobilisesiltintosuspension
through turbulence. As such where submersible pumps are used, they should be
placed in a sump that isolates the pump/s from the base of the excavation. For
exampleonagravelbaseinsidealargediameterperforatedpipeormanholering(see
sketchprovidedbelow)orsuspendedabovethebaseoftheexcavation.

Excavatorbucketsmustnotbeusedtodewatertheworkingarea,unlessthewateris
tobedischargedtonearbylandoraconstructedbasinfortreatmentbyfiltrationor
settlementrespectively.
Where pumps are used, they will be suitably sized and of the correct type for the
volumeofwaterexpectedtoberemoved.Thepumpsandassociatedhoseswillbe

checked regularly for leaks to minimise the risk of surface water runoff problems
withinthesite.
Itwillbeensuredthatpumpoutfallsandoutfallsfromanytemporarytreatmentof
waterproducedbythedewateringprocesswillnotcauseorgenerateerosionofland,
banks or beds. This will be undertaken through the use of baffles or other energy
dissipatingdevicesandscourprotection.
Followingcompletionofthedewateringprocess,theconcreteweirandspillwaycan
beconstructedinsitu;inaccordancewiththedesigndrawings.
Oncompletiontheinletchannelwillbeblockeduptopreventflowfromthemillpond
entering the new culvert structure until works to the outlet headwall; including
connectionofthenewculverthasbeencompleted.
Workstoexisting/liveculvert:
Design advocates that lengths of the existing culvert with depth of cover less than
4.5m are to be removed or infilled using foam concrete or similar product
Furthermore,lengthsofculvertwithacoverdepthgreaterthan4.5mshouldbesealed
orcappedoffappropriately.
Dryworkareaistobeprovidedupstreamoftheexistingspillwaystructure.Water
levelswithintheexistingpondaretobemaintainedandpossiblereducedbyproviding
a temporary diversion of flows from the mill pond to the open channel section of
CowpeBrookimmediatelydownstreamofthedevelopmentsite.
ConnectiontoOutletHeadwall:
Whilst temporary diversion of watercourse is in place; works to extend 2500mm
diameterculvertunderCowpeRoadandemergeatthelocationoftheexistingoutlet
headwallistobeundertaken.
Stoneworkassociatedwiththeexistingheadwallistoberetainedwhereverpossible;
andmadegoodwherethenewculvertemergesintothechannel.Intheeventthat
the structural stability of existing headwall appears to be compromised, then the
headwallwillbereplacedwithareinforcedconcretestructure(castinsitu).

Working in the mill pond/downstream channel will be essential to construct the


culvertdiversion.
Inordertominimisesiltpollutionbeingtransporteddownstream,dewatering(dry)
workareaswithinthemillpondtofacilitatetheconstructionworkswillbeutilised

ii. Disposalofwaterfromexcavations,dewateringandpumping

WaterfromdewateringprocessshouldbedirectedtoCowpeBrookdownstreamof
thedevelopmentsite,asappropriate.

iii. Exposedground&stockpiledmaterial

Soil stripping and vegetation removal can increase the volume of contaminated
surfacewaterrunoffwithinasite;andthereforethefollowingproceduresshouldbe
adoptedtominimisethiswithinthedevelopmentsite:
o Minimisetheamountofexposedgroundorsoilstockpiles
o Onlyremovevegetationformareasthatneedtobeexposedimmediately
o Usesiltfencestoreducethetransportationofsitewithinsurfacewaterrunoff,
whereappropriate

iv. Onsiteworking
Movementandmaintenanceofplantcangeneratesiltandoilcontaminatedwater.
Tominimisetherisk:

Plantandwheelwashingistobeundertakenatalocationremotefromthesite

Worksaretobecarriedoutfromadjacenttothebanktop,andnotfromwithinthe
channel,whereverpossible.

G. DisposalofContaminatedWater
Water which is contaminated with silt or other pollutants such as oil must not be
permitted to flow directly or indirectly into surface water or groundwater without
treatment.
Itisthereforerecommendedthatcontaminatedwaterwillbetankeredoffsite.
H. Concrete&Cement
Fresh concrete and cement are very alkaline and corrosive and can cause serious
pollution.Concreteandcementmixingandwashingareasshould:
Besitedatleast10metresfromanywatercourseorsurfacewaterdraintominimise
theriskofcontaminatedrunoffenteringawatercourse
Havesettlementandrecirculationsystemsforwaterreuse,tominimisetheriskof
pollutionandreducewaterusage,whereappropriate
Have a contained area for washing out and cleaning of concrete batching plant or
readymixlorrieswhereappropriate

Collect wash waters and, where necessary, discharge to the foul sewer (subject to
approvalfromUnitedutilities),orcontainwashwaterforauthoriseddisposaloffsite

o Biodegradablechainsawchainbarlubricantandbiodegradablehydraulicoilin
plantwhenworkinginornearwatercoursesshouldbeutilisedwhereavailable.
Biodegradableoilsarelesstoxicthanmostofthesyntheticoilbutshouldstill
bestoredandusedtothesamestandardsasotheroils.
o Sealant,coatings,adhesivesandglazingscanbetoxictoplantsandanimalsif
releasedintotheenvironment.Select,storeandusethesematerialscarefully
tosaveresourcesandprotecttheenvironment.Youmustnotusesealantand
glazingcompoundscontainingasbestos.Youshould:
usewaterbasedorlowsolventproducts
avoidproductscontainingleadasadryingagentandthosecontaining
hazardoussolvents(tolueneorchlorinatedhydrocarbons)
providesafeandsecurestorage

J. WasteManagement
Legalwastestorageanddisposalareessentialforeffectivepollutionprevention.
UndertheDutyofCaretheprinciplecontractorhasalegaldutytoensurethatwaste
producedinsitedoesnotescapecontrol.
Waste must be transferred to an authorised registered or exempt waste carrier or
wastemanager;andbeaccompaniedbyafulldescriptionofthewasteandawaste
transfernoteandbedisposedoflawfully.

K. IncidentManagement
Theprimarycontractororsitemanagershouldimmediatelyreportanyincidentsto
EnvironmentAgency,thathavehadorthatcouldhavehadanenvironmentalimpact.
Incidents include spillages (oils and chemicals), contaminated runoff, flooding,
riverbed disturbance, damage to underground services, damage to habitats, poor
wastedisposalandstorage.
An Incident Response Plan must be set up as part of the environmental impact
managementofthesite,whichwillincludethefollowing:
listofkeyexternalandinternalcontacts
reportingprocedures
siteplanincludingdrainageandlocationofstorage/refuellingareas
listofstoredmaterials
detailsoflocalenvironmentalsensitivities,e.g.abstractors,highamenityareasand
fishfarms
locationofspillequipment
proceduresforspillcontainmentandremediation
Ifyouareusingoilandchemicalsincloseproximitytoawatercourse,storeasuitable
spillkitorabsorbentmaterialsnearby.
Provideappropriatetemporarystorageforanyoilsandchemicals.
Contain all spillages using absorbents such as sand, soil or commercially available
booms or pads and notify the appropriate contact at the Environment Agency
immediately.
