InspectionandTestPlan(hereaftercalledas:ITP)isoneofthetoolofQualityAssurance
programinwhichthedetaildescriptionoftheQualityControlactivitiesareperformed
(bythefield/sitequalitypersonsuchasfieldengineersandinspectors)inaccordance
withtheplannedanddefinedqualitystandardandrequirements.Inotherwords,ITP
functionsasabridgebetweentheQualityAssuranceandQualityControl.The
inspectionandtestactivitydescribedintheITPwillcovertheactivitiesbefore,during
andaftertheprocessoftheproductrealization(i.e.:manufacturing,fabrication,
construction,installation),toensurethatthequalityleveloftheproductiswithinthe
acceptabledesignstandardsandrequirements.

HowtoPrepareanITP:

IngeneraltheITPshouldfollowthesequenceofoperationsandclearlydefinewhois
responsibleforsigningoffeachcheck.

Firstdecidewhenintheprocessyouwanttoconductaninspectionorcheck.Common
holdpointsarepriortoaphaseofhighcost/highvaluework,whereanypreexisting
problemswillcreatedifficultiesatthenextstage,orwillmeanahighcostofrework
whendiscoveredlaterintheprocess.

Foreachcheckpointyouneedtospecifyexactlywhattolookfor(perhapsreferto
anotherdocumentfordetails),howthecheckisrecorded,andwhomust
perform/signofftheinspection.

AnInspectionandTestPlanisnotthesameasanInspectionChecklist.AnITPtells
youwhenintheprocesstoperformaninspection.Thedetailsoftheinspectionare
containedinthechecklist,andaretypicallyrecordedthere.

AnITPmightrefertodifferentchecklistsforeachinspectionpoint,orcouldrefertoa
codeorstandardthatsetsouttherequirementsforwhatandhowthecheckmustbe
performed,e.g.AS1012MethodsofTestingConcrete.AsimpleITPcancloselymatch
thechecklist.

TheInspectionandTestPlanislikeaWorkInstructionandtheChecklistisaformthat
becomestheactualrecord.BoththeITPandChecklistaredocumentsthatmustbe
controlled.

1.ReadSpecifications:

WhenyouwanttostartwritingtheITP,youmustfirstlyreadthespecificationofthe
workthatyouaregoingtomakeanITPfor.LikeBlockWorksyoushouldread
carefullythewholespecification,notonlyonce,buttwiceormuchbetter,severaltimes
becausetherearetermssometimesthatyouhavetounderstandwell.Duringyour
reading,youcanhighlighttheimportanttermssothatwhenyoucomebackyoucan
immediatelytrackit.

ThespecificationisyourbasisforwritingITP.

1.Drawing,Methodstatement&materialsubmittal

Makesurethatthedrawingisapproved,ifnot,makesurethatitisbeingsubmittedto
theconsultantbecausethatwillbeincorporatedintheITPaspreliminaries.Thesame
withthemethodstatementandmaterialsubmittal,especiallymaterialsubmittal,there
aresomeworksthatyoullgoingtousethetechnicaldataofamaterialandyouaregoing
topicksomeacceptancecriteriasfromthere.Youwilllearnlaterinthenextarticlehow
toidentifyandwritetheAcceptanceCriteria.

1.Defineactivitydescription:

YoucouldaskyourselfbysayingWhatcouldIinspectinthefirstplace?Inthe
specificationthatyouvejustreadmanytimesandperhapsyoudfoundthisword
preparationorexaminationthatcouldbeahintofanactivitythatyouaregoingto
inspectfirstbeforethesucceedingactivityproceeds.
Second,thewordInstallationorCompletedworkthatwouldbeyoursucceeding
inspection.Likeforexampleintheactivityofblockworks,beforetheplacingofafirst
levelontotheslab,inspectionshallbedonefirstforsurfacepreparation.Soyour
activitydescriptionwillbeInstallationofblock.

Andthird,ifyoufindthewordTestthisonewillbeanotheranactivitythatyoushould
write.Iftheactivity,forexample,isblockworks,thenthatsusuallywritteninthe
specificationtestofblocksampleorsometimestestofmortar.

forthedocumentsorsubmittal.Sowellgotothematerialanddefinewhatthe
frequencyis.OncethematerialarrivesonsitethenyoumaywritethefrequencyEvery
materialarriveonsiteorjustsimplyMaterialArrivalonSite.

Ifyouhavemockupsampleforblockworkactivitythenyourfrequencythereisgoingto
be1wallpanel(6meters).

Intheactivityofsurfacepreparationandsettingoutyourfrequencytherewouldbe
Priortolayingofeverycourse.ThelastactivityisCompletedblockworkthenyour
frequencytherewouldbeEverycompletedpanel/area.

1.Codeorspecification:

Underthiscolumnyouwilljustwritethecorrespondingcodeorspecificationtothe
ActivityDescriptionyouvewritten.TheClausefromtheparticularareaofthe
specification.Like,forexampleSpecificationSection07300Clause1.0iswherethe
wordSurfacePreparationactivitywaswritten.

1.Acceptancecriteria:

TheacceptancecriteriaarethemostimportantpartofyourITP,why?Becausethisis
yourbasishowyouaregoingtoapproveoracceptthematerialarriveandworkdoneon
siterespectively.Sothinkdeeplyaboutthisitem.

IntheBlockworkactivitysample,letussayforexamplematerials.Whatwillbeyour
acceptancecriteria?Nothinkingtwice,itwouldbeApprovedMaterialSubmittalas
CodeA/Bor1/2.YouwillthenwriteitintherowofmaterialinyourITPunder
acceptancecriteriacolumn.

HowabouttheSettingoutandsurfacepreparationactivity?Inthesettingoutactivity,
whenyouhearsettingoutitcanimmediatelypopupintoyourmindthatitismadeby
asurveyor,thereforeyouracceptancecriteriatherewouldbeasurveyreport,makesure
thesurveyorhassigneditoffbeforeyousubmittotheEngineer/Consultant.

TheSurfacePreparationactivity,howdoyouacceptthat?Itcouldbesurfaceis
clean,surfaceischippedoffetc.Butthatsentencesaremostlikelytobewrittenin
theChecklist.So,themostgeneraltermwouldbeNounsatisfactoryconditions.

1.Inspectionorverification:

Undertheinspectionorverification,therearethreepartiesinvolvedwhichtheyare
Contractor,ConsultantorEngineerandClientorEmployer.Now,thereare
correspondingresponsibilitiesortaskthesethreepartiesareinvolvedinandtobe
representedbyEasexecution,WaswitnesspointandHasholdpoint.FirstisContractor
whichnormallythepartywhowillexecutetheproject.Second,theconsultantor
engineerwhowillcommonlycheckedtheworkormaterial,theinspectioncriteriawill
beeitherwitnessorhold.

TheinspectionprocessshallhavetheinspectioncriteriaforeveryInspectionandTest
Planitem.Herearethefollowing:

Surveillance(S)=randomattendanceatsite,nosignaturerequiredonthe
InspectionRequest(IR)oritsaccompanyingdocumentation.

Execution(E)=attendanceatsiteisamust,signatureisalwaysonInspection
RequestandChecklist.

Witness(W)=attendanceatsiteisexpected,signatureisrequiredonchecksheet
ofInspectionRequest(IR)andChecklist,butifthesignatoryisnotpresenttosign
atthetime,followonworkmayproceedandthedocument(s)singedlater.
HoldPoint(H)=attendanceatsiteismandatoryandsignatureisrequiredonthe
checksheetofInspectionRequestatthetimeoftheinspectiontoreleasethe
followingwork.

Review(R)=documentstobereviewed,nosignaturerequiredontheInspection
Requestoritsaccompanyingdocumentation.

Records(RE)=documentationtoberecorded,nosignaturerequiredonthe
InspectionRequestoritsaccompanyingdocumentation.
