Board of Legislators Meeting

Significant Local Laws

 There were no local laws presented at Februarys board meeting.

Significant Resolutions

 Approval of Salary for the title of Child and Youth SPOA-A Coordinator: for
$44,801, Grade 31M, Step 2.

 Approval to create one new position of Child and Youth SPOA-A


Coordinator: at the salary of $44,801.

 Approval of Appointments to the Oneida County Mental Health Community


Services Board: pursuant to Article XX, Section 2002 of the Oneida County
Charter and Administrative Code, the County Executive has recommended the
appointment of the following individuals to the Oneida County Department of
Mental Health Community Services Board:
o Andy Lopez-Williams, PHD
o Joanne Joseph
o Donna White
o Morris Pearson

 Approval of a Grant Agreement between the County Workforce


Development and the US Department of Justice through its Office of
Justice Programs: for a grant in the amount of $702,750, through the Office of
Justice Programs for the Second Act Technology-Based Training Program for
Incarcerated Adults and Juveniles with the goal to provide education and training
services to locally based offenders at the Oneida County Correctional Facility.
o The grant award agreement will run from October 1, 2015 to September
30, 2018.

 Approval of Purchase of Services Agreement between Oneida County


Department of Social Services and the Herkimer-Oneida Counties
Comprehensive Planning Program: for an amount not to exceed $107,393 to
provide technical assistance and consultation by assisting in satisfying State and
County planning requirements, program goals and objectives, grant proposals,

a consolidated services plan, planning of programs and organization of


community resources.
o The agreement shall be for a term of one year, commencing January 1,
2017 and terminating December 31, 2017, with the option to renew under
the current terms.

 Road reconstruction and improvements: $4,000,000

 Comprehensive building improvement program for county facilities:

 Approval of a Settlement in the Matter of Regina Jefferson vs. City of Utica


and the County of Oneida: for the settlement amount of $45,000, for Regina
Jefferson, an inmate at the Oneida County Correctional Facility, related to a slip
and fall incident which occurred while in the custody of Oneida County Sheriffs
Office.

 Approval of Establishment of Capital Project H-554 for the Oneida County


Soil and Water District Grant: through its Soil and Water Conservation District,
Oneida County has received a grant from New York State Department of State in
the amount of $907,6000 to fund the continuation of the implementation of the

Mohawk River Watershed Management plan, which includes the restoration of


six streams, two tributaries to Oriskany Creek in Oneida County, three tributary
streams of Cayadutta Creek in Fulton County, and Cobleskill Creek in Schoharie
County.

 Approval of a Various Transfers Related to Salary and Related Personal


Services Accounts for 2016: in accordance with Section 610 of the
Administrative Code, the County Executive has requested approval by the Board
to transfer funds sufficient to cover the present shortage.
o The total transfer sum is $2,777,530 from 2016 funds.

 Approval of a Master Poll Site Agreement between Oneida County Board of


Elections and Various Poll Sites in Oneida County: for the use of space by
the Oneida County Board of Elections to conduct voter registrations and election
functions relative to the upcoming State and Local primary elections scheduled
for September 12, 2017 and the general election scheduled for November 7,
2017.
o This agreement will be sent to 77 poll sites which the Oneida County
Board of Elections utilizes on election days.

 Approval to Create One Senior Confidential Investigator Position Within the


District Attorneys Office: for $45,580, Grade 32W, Step 2.

Petitions

 Memorializing Petition Compelling the New York State Legislature and the
Governor to Pass the Volunteer Firefighters Benefit Law that Would Extend the
Already Existing Volunteer Firefighters' Benefit Law to Cover All Instances of
Melanoma, as Well as Cancers of the Digestive, Hematological, Lymphatic,
Urinary, Prostrate, Neurological, Breast and Reproductive Systems

Other County News

 On January 20, Cornell Cooperative Extension 4-H Government students


participated in a mock session where they played the role of legislators for the
day in the Legislative Chambers at the County Office Building.
 On January 30-31, several legislators attended the New York State Association
of Counties (NYSAC) legislative conference in Albany.
 On February 2, several legislators attended the Empire State Poverty
Reductions focus group which was coordinated by the United Way.
 On February 10, several legislators attended the ribbon cutting for the
renovations at the MVCC Campus in Rome.

 There are several committee meetings scheduled for March 1 at the Oneida

The next Board of Legislators meeting is Wednesday, March 8, at 2:00 p.m. in the County
Office Building, 800 Park Avenue, Utica on the 10th floor.
