Sir,

Sealed Limited tender is invited in two bid system (i) Technical

Bid (ii) Commercial Bid by the undersigned from the reputed firms for the
development of Senior Citizen Web Application as per Scope of Work at
ANNEXURE-A. The tender should reach this office by 1100 Hrs. on
29.9.2016 either by post, Registered post, Speed Post, Courier or put
personally in the sealed tender box kept in General Branch/Crime, Room
No.211, 2nd Floor, P.S. Kamla Market, New Delhi. The tender will be opened on
29.9.2016 at 12.00 Noon by the Purchase Committee at Conference Hall,
3rd Floor, P.S. Kamla Market, New Delhi. The detailed terms & conditions of
the tender can be obtained free of cost from General Branch on any working
day from 11.00 A.M. to 4.00 P.M. before closing of the tender box and also
can be downloaded from Delhi Police website www.delhipolice.nic.in. The
tendering firm shall have to attach earnest money of Rs.12000/- and
application fees of Rs.500/- (non-returnable) separately in the shape of
demand draft in favour of DCP/Crime otherwise tender shall be rejected. In
case the date of opening of tender is declared holiday, tender will be opened
on next working day, however, tender box will be sealed on scheduled date
and time.

 TERMS & CONDITIONS

Sealed Limited tenders are invited in two bid system i.e. Technical Bid
and Commercial bid by the undersigned from the reputed firms dealing in the
trade for the development of Senior Citizen Web Application as per Scope of Work
at ANNEXURE-A through registered post or these can be put personally in the
sealed tender box kept in General Branch/Crime, Room No.211, 2nd Floor, P.S.
Kamla Market, New Delhi:-

1 Separate envelope should be used for TECHNICAL BID as well as for

COMMERCIAL BID. The word "TECHNICAL BID/COMMERCIAL BID shall be
prominently super scribed on the top of each envelope. Both these
envelopes duly sealed may be put in a bigger cover which should also be
sealed and super scribed and addressed to DCP/Crime.
2 The tender should reach this office by 1100 Hrs. on 29.9.2016.
3 No tender will be accepted by hand and tender received late will not be
entertained. Incomplete and conditional tender will not be accepted
4 The Technical Bids will be opened first on 29.9.2016 at 12.00 Noon and
the Commercial/price Bid will be opened of those firms who are technically
qualified.
5 Only Sales tax/VAT/Service Tax registered firms are eligible to fill this
tender. Interested firms shall quote their sale tax number/Tin Number and
VAT and also attach documentary proof of having registered with Sales
Tax/VAT/Service tax department with the technical bid.
6 Latest/current Sales Tax/VAT Clearance Certificate or latest Sales Tax/VAT
Return filed/Latest Sales Tax/VAT deposit receipt/Challan must be attached
with technical bid.
7 The tendering firm will have to submit demand draft of Rs.500/- as
application fee in favour of DCP/Crime, Delhi with the Technical Bid which is
non- refundable.
8 In case the firm fails to attach the draft of application fee, the tender shall
be rejected.
9 Optional tender will not be accepted.
10 No tender will be accepted with-out requisite E.M.D. The tendering firm
shall have to submit earnest money deposit (E.M.D.) of Rs.12000/- and the
same shall be in the shape of A/C Payee Demand Draft, FDR, Bankers
cheque or Bank Guarantee from any Commercial Bank in an acceptable
form in favour of Dy. Commissioner of Police, Crime, Delhi payable at Delhi.
No interest will be given on E.M.D.
11 The price must be quoted both in words as well as in figures separately. If
there is any over writing/cutting etc. in the tender, the tender will be
rejected.
12 In case the firm fails to deposit performance security money, the EMD of
the firm will be forfeited as well as action for blacklisting can also be taken
prior to taking any legal action.
13 The work should be completed with-in five days from the date of award of
work order.
14 The work shall be completed within stipulated period i.e. fifteen (05 days)
from the receipt of supply order. In case the firm fails to complete the work
within stipulated period, the work will be got done from the open market or
L-2 firm and the difference of cost, if any, will be recovered from the
Security Money of the firm.
15 The tenderer can remain present himself or his authorized representative
at the time of opening of tender.
16 Only authorized representatives will be allowed to attend the meeting of
the Purchase Committee. They should also bring Letter-Head of the firm
with an undertaking that any decision/negotiation taken by them would be
accepted by the firm.

17 The Bid shall remain valid for three calendar months from the date of
opening of the tender.
18 All the firms/company participating in the tender must submit a list of their
owners/partners/directors etc. and a Certificate to the effect that the firm is
neither blacklisted by any Govt. Department nor any Criminal Case is
registered against the firm/company or its owner/partners/directors
anywhere in India

19 The payment will be made on the completion of development work as per

prescribed specification. No advance payment will be made.

20 No claim for interest in case of delayed payment will be entertained by the

Department.
21 A copy of terms and conditions duly signed by the tenderer, as a token of
acceptance of the same should be attached along-with the tender.
22 The purchase committee reserves the right to relax any terms and
condition in the govt. interest, with the approval of competent authority.
23 The purchase committee reserves the right to reject any tender or all
tenders without assigning any reasons thereof.
24 The tender will be rejected straight way without assigning any reasons if
the firm/company or its owner/partner/director involves in any criminal
case, declared black listed by any Govt./Semi govt. department/agencies
etc.
25 All disputes are subject to the jurisdiction of the Courts in the N.C.T. of
 Delhi.
26 No foreign company shall be entertained directly.
27 In case of violation of any clause of terms and conditions, the explanation
of the firm can be called by issuing show cause notice, if the reply is not
found satisfactory, Security money can be forfeited as well as action for
blacklisting can also be taken besides taking legal action.
28 In case of any differences, the firm can be called for negotiation to patch
up the differences on table prior to approaching court.
29 The vendor company should be incorporated under Companies Act.
NOTE :-
1 The Demand draft of Rs.500/- as application fee must be attached with
tender form.
2 E.M.D. in favour of DCP/Crime, Delhi amounting Rs.12000/-.

3 Sale Tax/VAT/Service Tax Registration Certificate.

4 Latest Sales Tax/VAT Clearance Certificate/Latest VAT deposited receipt.

5 Copy of terms and conditions duly signed with seal of the firm, in token
of acceptance of terms and conditions.
6 All the firms/company participating in the Tender must submit a list of
their owners/partners/ directors etc. and a Certificate to the effect that
the firm is neither blacklisted by any Govt. Department nor any Criminal
Case is registered against the firm/company or its
owner/partners/directors anywhere in India.

IN THE FOLLOWING ORDER :-
COMMERCIAL BID shall contain price only and no other documents
shall be enclosed with the Commercial bid.

ANNEXURE-A

SCOPE OF WORK
 The Mobile App will contain a Registration Form
Provision of Geo Tagging alongwith photograph of Senior Citizen
Provision of Geo Tagging alongwith photograph of Beat Officer
Web App for SOS emergency for Senior Citizens.
Using this App when SOS request has been made by Senior Citizen will be
visible to this portal.
This portal will be monitored by Control Room, Senior Citizen Help-Line
desk.
This Web App. Will be integrated with current Senior Citizen Portal of Senior
Citizen Cell.
This App will fetch Geo Location of Senior Citizen when the emergency
request will be made.
Control Room can be able to view Senior Citizen detail.
Control Room can be able to inter-call conclusion.
