Name of Project: Cambodia Feed the Future Program
Description: Improve food security through enhanced agricultural development and
rational management of natural resources. Supports indirectly local procurement
reform, science and technology and innovation, strengthening monitoring and
evaluation.
Anticipated Solicitation Date: August 3, 2015
Anticipated Award Date: November 1, 2016

This USAID Feed the Future (FtF) Program will build on the on-going USAID-funded
Cambodia Harvest Project (www.cambodiaharvest.org). The focal area of this on-
going project is in the rich agricultural areas surrounding Tonle Sap Lake, the largest
freshwater lake in SE Asia. It is anticipated that the new FtF program will continue
to focus to expand activities in this area with the main project office located in
Phnom Penh, the capital of Cambodia.

Detailed description of the upcoming FtF program are not yet publicly available but
key elements of a FtF program design (www.feedthe future.gov) include: Womens
empowerment; Diet quality and diversification; Post-harvest infrastructure; High-
quality inputs, and Financial services.

USAID/Cambodia FtF program is expected to include activities to promote improved


nutrition and food security, inclusive agriculture sector growth, private sector
engagement, research and capacity building, as well as gender equality and social
inclusion.

The FtF program is also expected to seek to reduce poverty and malnutrition while
increasing rural incomes through diversifying and increasing food production. An
expected FtF program component will support local procurement reform, science,
technology and innovation and M&E.

Louis Berger (www.louisberger.com) offers strong credentials and a competitive


position in the upcoming FtF program bid given its success to date in the program
sector and in Cambodia. Program positions that are expected to be needed include
Chief of Party, Deputy Chief of Party and Technical Advisors and Consultants who
have expertise of working in the international development arena and in particular
those with experience of: Agriculture Value Chain Development; Horticulture and
In-land Fisheries; Paddy Rice, Maize and Cassava sub-sectors (Cambodias key
crops); Food Security; Climate Change and/or Climate Smart Agriculture, and
familiarity with USAID policies and procedures. Experience and familiarity with
Cambodias agriculture development context and institutional arrangements (e.g.,
government policies and programs, multilateral and bilateral programs,
international and local NGOs, private sector investments) is a plus.
