RIVERS STATE.
PROJECTS EXECUTED:
Project: (TEPNG) OML58 UPGRADE - O.U.R GAS PIPELINE PROJECT (42 x 45km).

Position: Pipeline Construction Engineer (NLNG SITE REP.)

Responsibilities:
Co-ordinate the Gas plant/ pipeline engineering aspects of projects to ensure that
technical objectives are met within the approved scope, budget and schedule.
Monitor and review Contractors Gas plant/ pipeline engineering effort and make
recommendations to Senior Engineering Co-coordinator.
Draft/ review/ approve the pipeline route survey and laying work processes.
Prepare the documentation required by the necessary regulatory bodies with special
reference to the pipeline route survey and laying works.
Prepare and maintain the BOD for the pipeline project in order to ensure that all
disciplines work to consistent and up-to-date information. The BOD will be
maintained in a current condition throughout the project phases by regular review
and updates.
Co-ordinate land acquisitions and secure pipeline right of way (ROW) easement.
Co-ordinate and develop pipeline engineering plans and specifications including pig
launchers and receivers, leak detection systems and flow measurements.
Ensure that quality control procedures are being followed while performing the
various tasks on the project as per QMS and PQP.
Interact with other disciplines as required for design development on projects and
with Contractors / Vendors / PSC department. Co-ordinate with other lead engineers
for interdisciplinary tasks.
Identify issues that impede project progress and report to the Senior Engineering Co-
coordinator.
Prepare and present man-hour estimates, PEP and weekly reports, progress reports,
etc as required.
Technically evaluate and specify equipment and services associated with pipeline
laying exercise.
Maintain pipeline records of all existing pipelines in order to avoid unplanned pipeline
crossings, etc.

Contractor as specified in the Contract.
Perform basic calculations such as minimum wall thickness for heat exchangers,
vessels and piping
Carry out in process inspection and testing of fabrication, construction and
installation activities.
Verification and review of all record issued surveillance, inspection and testing
identification of the inspection and test status. Designs, constructs and modifies
equipment and facilities such as separators and treaters, transfer pumps;
compressors, vapor recovery units; simple pipeline.
Provides reliability and integrity input to the development and implementation of the
Asset Integrity Management process.
Works with project engineering to ensure the reliability and maintainability of new
and modified installations. Responsible for adhering to the life cycle asset
management (LCAM) process throughout the entire life cycle of new assets.
Participates in the final check-out of new installations. This includes factory and site
acceptance testing that will assure adherence to functional specifications.
Develops engineering solutions to repetitive failures and all other problems that
adversely affect plant operations. These problems include capacity, quality, cost or
regulatory compliance issues. To fulfill this responsibility, the reliability engineer
applies:
o Root cause analysis (RCA) and root cause failure analysis (RCFA)
o Asset utilization
Reliability engineering input to other disciplines to ensure that design outputs are
consistent.
Act as Company authority for the review of the pipeline aspects of Design Bases,
design drawings, specifications, installation procedures, etc.
Monitor the performance of design contractors and suggest remedial actions to avoid
design deficiencies and installation delays.
Assist Company resident and/or project engineers with the Reliability engineering
aspects of Facilities design.
Initiate and coordinate tasks needed for project execution including surveys,
permitting or government reviews, material specification, installation procedures,
testing, etc.
Verification and review of all record issued surveillance, inspection and testing
identification of the inspection and test status.
Revised AFC drawing to reflect approved changes, verifying WPS & radiographic
procedure, prequalifying welders.
Monitor continuity tests on the cables for resistance check between cable sheath and
ground.
Supervise laying of fiber optic signal cables [single mode] and composite cables to
central processing facility unit; and remote location.
Trench backfilling and erection of sign posts for identification / traceability of cable
lines.
Supervise fit up inspection and final heat / adhesive bonding of underground HDPE
and GRE pipes.
Make provision for weld number, reference WPS, NDT, PWHT, on isometric
drawings, specifying the class of piping in accordance to the fluid handled and line
specification.
Review bill of materials by material identification and marking, review punch list.

damage of bores, bevels and face of piping materials.
Carry out dimensional and fit-up control of piping prior to erection and verifying
correct location of permanent piping supports.
Issue piping erection reports, updating applicable isometric drawings and diagrams
with all As-built information.
Review test packs and carry out line check prior to pressure testing of lines, monitor
hydro/pneumatic testing of lines; and reinstatement after flushing and drying.

Responsibilities:
Review bill of materials by material identification and marking, review punch list.
Raise weld traceability and material traceability report and check cleanliness and
damage of bores, bevels and face of piping materials.
Carry out dimensional and fit-up control of piping prior to erection and verifying
correct location of permanent piping supports.
Update applicable isometric drawings and diagrams with all As-build information.
Test Packaging for hydro and pneumatic Testing of spools, NDT RT/PT/MT
Foundation check as regards location, elevation and the level in accordance with
approved drawing.
Padding elevation inspection and another anchor bolt positioning as specified in the
approved drawing
Inspection of shaft/rotor parallelism using filler gauge and final alignment after piping
connection.
Bolt torque inspection of the anchor bolts and other bolts that require torque
Inspection of the auxiliary units, equalizing units and blow out pipe/valve.
Balance of Plant Equipment (BOP) These includes storage tanks, pumps, closed and
aerial cooling water system etc;

Identification and quality check of the material.
Circularity mark and centering check on the foundation as per the approved drawing.
Inspection of tank bottom profile and orientation of nozzle and sump pit.
Overhead Crane:
Post installation check on the motion of crane, hoist, speed and brake condition
without slippage.
SKILL PROFILE:
Ability to interpret Piping and Instrumentation Drawing (P&ID), Process Flow diagram
(PFD) and Safety Analysis Function Evaluation (SAFE) charts
Strong knowledge of specific codes API and industry standards and practices
applicable to the design and installation of fixed and rotating mechanical equipment
Experience in subsea system design and operation and subsea automation and
controls.
