Understanding how Comprehensive Sexuality Education and Gender


Theory are challenging parental rights in our schools.
COMPREHENSIVE SEXUALITY EDUCATION
Comprehensive Sexuality Education (CSE) is based on the premise that all children
are sexual beings from birth, and that all sexual expression is healthy and normal.
Students are exposed to the most explicit and expansive forms of pleasure-based
sex education. Instruction includes the right to sexual gratification, pleasure,
exploration and experimentation. Masturbation, anal sex, oral sex, and abortion are
taught and promoted. Comprehensive Sexuality Education ideally begins in
kindergarten and progresses incrementally as a part of each school year.
There are three basic types of sex education:
Abstinence-only education where students are taught the biology of reproduction,
information about AIDS and sexually transmitted infections (STIs) and social skills
needed to remain abstinent.

Abstinence-based education (also called Risk-reduction Education) where


students are taught all the information included in abstinence-only education AND
information about the use and effectiveness of contraception.

Comprehensive Sexuality Education focuses on forming attitudes, beliefs, and


values about sexuality. Some of the content includes instruction on specific sexual
practices, websites and resources for obtaining reproductive health care without
parental notification, and specific practice in the proper use of contraception. CSE
emphasizes skills such as maintaining healthy relationships and negotiating sexual
boundaries/desires with a partner.

acknowledge only two types
of sex education:
abstinence-only and
comprehensive.

Research polling that


presents only these types,
without defining either,
usually results in
overwhelming support for
CSE.
Comprehensive Sexuality Education is heavily
funded throughout the United States.
Comprehensive Sexuality Education is
funded in part by Teen Pregnancy
Prevention & Personal Responsibility
Education Program Grants (PREP).

$195 million federal dollars have been


given to grantees through the
Department of Health and Human
Services to promote CSE programs
throughout the country.

This is only one grant of many, from public and private sources, that is funding the
transition to CSE. The resources expended on this cause are astonishing.
The Sexuality Information & Education Council of the United States (SIECUS) is the
group that wrote the Guidelines for Comprehensive Sexuality Education. This group
includes many authors from Planned Parenthood and other sexual activists.

The SIECUS K-12 guidelines are used as a benchmark for the design of
Comprehensive Sex Education programs throughout the nation. Because SIECUS
has become controversial, this group is rarely mentioned as districts seek to
implement CSE. However, SIECUS guidelines have become the gold standard for
what is age appropriate and medically accurate.

SIECUS started the National Coalition to Support Sexuality Education (NCSSE).


NCSSE consists of over 140 organizations that work together to get Comprehensive
Sex Ed into schools. Their large numbers and resources are the reason they have
been able to push through sexuality education at such an alarming rate.

school districts that these
standards are nationally
mandated and created by the
Federal Government.

There are NO national


standards for sex education.
SIECUS Guidelines
The following slides contain samples from the SIECUS Guidelines which were
provided by the Clark County School District in Nevada.

It is important to realize that these guidelines articulate the end goal of a


complete sexual education. Most districts do not begin by fully
implementing all that is outlined. Changes come gradually, over time.

NOTE: A SIECUS consultant presented these slides in focus groups, and so each standard has a place to
provide feedback (agree, undecided, disagree.)
The bulk of information
about STDs is presented in
elementary school and
early junior high.
Gender roles are equated
with gender stereotypes,
and both are harmful to
men and women.
Negotiating is often promoted as an important skill to prevent
rape and remain abstinent.

This worksheet on the left was used in a junior high classroom,


along with role play, to teach negotiation skills.

Pornography is
normalized.
Mechanics of sexual
gratification are taught.
The concept of masturbation
for pleasure is introduced in
grades K-3. It is not until
grades 4-6 that guidelines
mention that this may be
wrong in some cultures or
religions.
Discussions about
values, emphasizing
values that differ from
families, religion, and
culture, are essential
components of
Comprehensive
Sexuality Education.
The only two choices
presented are choosing
between maintaining
religious values or
avoiding disease and
unwanted pregnancy.
Students are taught to
select the parts of their
religion that are
personally relevant.

One lesson plan on a

rank their religion on a
scale ranging from
extreme to sexually
tolerant.

HISTORICAL ORIGINS OF SIECUS
ALFRED KINSEY - Sexologist
In the 1940s and 50s, Alfred Kinsey pioneered sex
research. He focused on gathering his data from
pedophiles, prisoners and prostitutes. Research with
children included paying parents to molest their own
children. Although his research has been completely
discredited, his work continues to provide an intellectual
foundation for public policy and educational curriculum
today.
It is difficult to understand why a child, except for its cultural conditioning,
should be disturbed at having its genitalia touched, or disturbed at seeing the
genitalia of other persons, or disturbed at even more specific sexual
contacts Adult contacts are not likely to do the child any appreciable harm

MARY CALDERONE - Co-Founder of SIECUS

Dr. Mary Calderone was on a crusade to change sex


education. She insisted that there was too much focus on
unwanted pregnancy and diseases and that the real
problem was that society is puritanical and repressed.
Calderone wanted to change the discussion from biological
facts to an open celebration of sexuality without limits.

Children are sexual and think sexual thoughts and do sexual things.
Parents must accept and honor their childs erotic potential.

HUGH HEFNER - Donated the Seed Money in 1964 to Fund SIECUS

TRANSGENDER STUDENTS
AND GENDER IN SCHOOLS
Teaching Gender Theory in the Classroom
In Nevada (as in forty-nine other states), an
anti-bullying bill was passed that prohibits
discrimination based on gender.

As a result, district policies are being created to


proactively teach concepts of gender identity to
create a safer environment for potential
transgender students.

In the Clark County School District, teachers are


being trained to incorporate gender theory, the
idea that gender is separate from biology and a
personal choice, in every subject and in every
grade. Because gender theory is taught outside of
sex education, parents will not not be informed of
this instruction and will not be able to excuse their
children from these lessons.
Two resources, Schools in
Transition: A Guide for
Supporting Transgender Students
in K-12 Schools and The Gender
Inclusive Toolkit, are resources
being used to provide guidance
and training for teachers in the
Clark County School District.

Lesson Plans
Pre-K-6
Beginning in preschool, our children will
be taught that there are lots of ways to
be boys or girls or something else, and
that who you are is...something you
determine for yourself.
Younger students are more
flexible in their thinking and
less able to question what is
taught to them at school. This
is why instruction is targeted to
begin in very early grades.
The Genderbread Person is a
lesson on Inclusion. This
handout is given to students
explaining the theory of gender
fluidity.

The handout reads Gender is


one of those things everyone
thinks they understand, but
most people dont. Its not
either/or. In many cases its
both/and. A bit of this, a dash of
that. This tasty little guide is
meant to be an appetizer for
understanding. Its ok if youre
hungry for more.

irrelevant in gender discussions.

students and are focused on student
growth and development, they will
have insight into student needs in a
way that biased parents are not
able.
