1 Resolution to Oppose a Repeal of the Affordable Care Act Without an


2 Acceptable Commensurate Healthcare Alternative (Pending
3 Committee action 2-7-17)
4 WHEREAS, the citizens of Tompkins County, New York, stand firmly committed to affordable and inclusive
5 access to excellent health care for all its residents, and
6
7 WHEREAS, the Affordable Care Act (ACA) has both provided expanded access to and improved health care
8 for many of our residents, and
9
10 WHEREAS, Governor Cuomo estimates that repeal of the ACA would put the health insurance and health
11 care of almost 8,000 of our citizens at risk, and
12
13 WHEREAS, Governor Cuomo estimates that repeal of the ACA would cut Federal reimbursement for
14 Tompkins Countys Medicaid expenditures by over one million dollars, and
15
16 WHEREAS, repeal of the ACA threatens to cut Medicaid funding of Planned Parenthood services, imperils
17 the future solvency of Medicare, and
18
19 WHEREAS, repeal of the Affordable Care Act will significantly increase the property tax burdens of
20 Tompkins County residents, now therefore be it
21
22 RESOLVED, on recommendation of the Health and Human Services Committee, That the Tompkins County
23 Legislature calls on its representatives in Washington, Congressman Tom Reed, Senator Charles Schumer, and Senator
24 Kirsten Gillibrand to vote against any repeal of the Affordable Care Act unless and until it is replaced by a nationwide
25 single-payer health insurance program or another alternative with commensurate protections for the public to be
26 adopted only following extensive public review and comment period,
27
28 RESOLVED, further, That the Clerk of the Legislature send copies of this resolution to Congressman Tom
29 Reed, Senator Charles Schumer, Senator Kirsten Gillibrand, United States Secretary of Health and Human Services,
30 and President Donald Trump.
