Syllabi Review POLITICAL SCIENCE Cluster (update of September 2007 review)

After series of reviews, discussions and deliberations

on various syllabi of the program, the following were
the general themes and agreements;

POLITICAL SCIENCE 11 (Introduction to Political

Science)
for Pol. Sci. 11, for it is an introductory course,
the subdivision on the topics should be based on the
sub-areas of political science (example: political
culture, political theory, political behavior and
dynamics, political institutions, international
relations, etc.)
vocabulary building should be emphasized
should also include state politics, mainstream
political science, cultural politics.
should emphasize on familiarity on the basic concepts
and theories in political science

POLITICAL SCIENCE 14 (Philippine government and

Politics)
because of the fact that this course is also offered
in the College of Management as a service course as
well as other programs require Pol. Sci. 14 for their
students, a different type of syllabus for
non-Political Science majors should be used. This
syllabus should provide an introductory discussion as
the first part and the second part is on the subject
matter itself, specifically on Philippine political
culture and government as well as Phil. Political
History.
the approach in teaching Political Science 14 to non-
Pol. Sci. majors should be the same as in teaching a
General Education course
the discussion on Phil. Government should emphasize on
the separation and delegation of powers on the three
branches of the government ( executive, legislative,
and judiciary)
MINIMUM COURSE CONTENT: Philippine political history,
structures of the government, political culture,
political dynamics Islamic Fundamentalists,
presidential system of government, decentralization,
and local government.

the New Curriculum)
subject matter must be centered on the politics of
development as well as political implications of such
development
should also include and discuss the dynamics and basis
on the categorization of countries as developed,
underdeveloped, developing, etc.
the unit of analysis for this course is the state in
relation to international actors (UN, ILO, IMF)
Theories on development dependency theory world
systems theory globalization
should also include discussions on critique on
development and should be comparative in approach.
should be more on the application of theories and
concepts on political development with emphasis on
sustainable development.

POLITICAL SCIENCE 150 (Philippine National and Local

Administration)
Minimum Content of the course should include
principles, concepts, practices, and problems on
Phil. Public administration. Should also include
discussions on the conflict between Political Culture
and the structure of Public Administration,
bureaucracy, red tape, graft and corruption, etc.
introductory discussion on the history of public
administration
a consideration for this course is that it should not
be limited on the concepts and theories on public
administration but should also emphasize on dynamics,
practices, and problems on Phil. public
administration.
unit of analysis for this course is on Phil. Political
Culture as contrasted by Phil. Public Administration.
Should recognize the conflict between Philippine
Political Culture and the structure and kind of Public
Administration that we have.

(running government like a business)/commercialization/marketization of government services

POLITICAL SCIENCE 160 ( Society, Politics, and

Government)
- door/ introductory course to political dynamics
considering that the course is broad in scope, MINIMUM
CONTENT of the course is limited to political
dynamics, with foundation on political culture,
political socialization, voting behavior, and
political participation.
should emphasize on familiarity and vocabulary
building on the 160 series
should include discussions on political behavior
(individual vs group), political parties, interest
groups, ethnicity, as well as market forces,
ideologies, identities (nationalism), and gender.
unit of analysis is the SOCIETY as the constant force
then Government and Politics as the matrix to
understand the society.
insert discussions on environmental and rural urban
context, evolution of politics in the society,
diaspora, and dynamics of OFW/ migrant workers, and
social movements.

POLITICAL SCIENCE 163 ( Political Behavior, Processes,

and Movements)
unit of analysis is on international arena, especially
on political movements, socialization, and
institutions but its more specific in content. The
approach on the course is more microcosal.
it should be clear that the vantage point for this
course is the basic differences on 160 and 163, which
is more specific in terms of subject depth, readings,
and documentaries.
the course should be more contemporary in approach for
the course to be more useful to the students.

Analysis of each subject matter is : Political

Behavior- on the state setting
Political Processes- evolution from
peripheral to mainstream
 Political Movements- analysis on the state
apparatus and movements outside the state setting.

POLITICAL SCIENCE 164 ( Identity Politics)

- nationalism and other processes in
constructing national identity
dynamics, consequences, and strategies in resolving
conflicts caused by national identity movements
Construction of National Identity, dynamics and
consequences of identities, and resolving
identity-based conflicts
Questions and debates on national identities should
also be addressed such as " why are there identity
assertion or movement which are non-violent and others
are very violent?"
Should also include state or government response in
national identity movements.
examples are the Kurds, Palestine, Basques, Tamils,
Bangsa Moro.
emphasis and primacy on nationalist movements.

POLITICAL SCIENCE 170 ( Comparative Western Politics)

countries included are United States of America,
United Kingdom, France, Germany, and Russia.
Should include discussion on the evolution of
democracy and in the case of Russia on the setbacks
and retrogress.
emphasis on the concepts, comparative enterprises
especially on culture, parties, interests groups, and
governments.
given that the course is comparative in nature it must
be taken note that the points of comparison are
clearly laid out.
should also include general concepts and issues in
comparative politics as an introductory discussion.

Syllabus should be arranged thematically; cut across 3 or more country cases

POLITICAL SCIENCE 178 ( Government and Politics of

Asia II: Southeast Asia)
should also include introductory discussions on
concepts and issues on comparative politics.
Emphasis should be given on issues and perspectives
that cut-across this countries, like the 1997 Asian
Financial Crisis.
It should be patterned on the same way as 170, it
should be comparative and thematic in approach and
not an individual country study.

POLTICAL SCIENCE 180 ( International Politics)

Minimum Course content on International Political
Economy, Foreign Policy, and International Law.
the course lacks post 9/11 texts and references for
international politics and relation especially on the
current trend on the war on terror.
the course should also include and factor in African
and Latin American states and not only Europe and
American states as examples.
should adopt on the post 9/11 trend on international
relations which would include Middle eastern states
and failed states of Africa.
emphasis should also be given on cooperation and
conflicts between countries and international blocks
equal emphasis should also be given on non-state
actors that play significant roles in International
politics.

To add in minimum course content- international organizations both state and non-state based
(AI, Green Peace, Sans frontier groups)

POLITICAL SCIENCE 182 ( Philippine Foreign Policy)

introductory discussion on the history of Philippine
Foreign Policy
Discussion is mainly centered on on Philippine Foreign
Policy with US, Japan, China, and European Union
States.
Emphasis on Foreign Policy Reviews on Environmental,
Security, Economic, and Diplomatic matters.
Process of formulating and shaping foreign policy in
the national government level
Minimum Course Content: 1. Role of the DFA, Senate and
other Govt. branches in foreign policy formulation. 2.
Formulation and implementation of Foreign Policy 3.
Who will decide/ shape as well as implement Foreign
Policy? 4. Diplomatic Relations 5. Dynamics and
shaping of Philippine Foreign Policy.
initial plan for better instruction and teaching of
this course is to invite a Foreign Policy expert to
help us with the structuring of the syllabus in
Philippine Foreign Policy as well as to speak or be a
resource person on talks and symposiums on foreign
policy.

POLITICAL SCIENCE 185 (Public International Law)

Unit of analysis for this course is the current debate
on the Legalistic approach vs the Realist approach.
Minimum Course Content: 1. Reckoning on International
Law Principles affect state behavior and state
behavior affects International law principles. 2.
Considerations and interests of big countries (G8) on
small and developing/ underdeveloped countries in
relation to international law. 3. The context of what
is happening in International Politics in reality. 4.
Conflict resolution especially on territorial and Law
of the Sea to or ignite student's interests.

POLITICAL SCIENCE 190 (Practicum In Political Science)

output oriented course, more on paper and research
works ( individual paper, group paper, duty report
paper, etc.)
Minimum of 120 hours of internship to political
offices and institutions.
the cluster agreed that there will be a limit on the
class size for 190 (15 students per section) for the
reason that this course is heavy on supervision and
paper works to be checked.
there must be a sort of synergy/ cooperation between
190 and 199.1 or .2 for students are taking these two
courses on the same semester.
also, for security reasons, students enrolled to 190
should subscribe to group insurance.

Suggestion back: Special Problem in Political Science- options either as field or non-field

POLITICAL SCIENCE 192 (Ancient and Medieval Political

Theories)
Philosophers included are from Plato to Machiavelli
it should be treated as a course apart from Soc. Sci.
2 thus both should be different in approach.
should include introductory discussion on how to
understand and analyze readings given that readings
foe this course are relatively long and heavy in
content.
Minimum Course Content: Plato, Aristotle, Socrates,
Cicero, St Augustine of Hippo, St. Thomas Aquinas, and
Dante.

POLITICAL SCIENCE 193 ( Modern Political Theories)

Discussion for this course would start with
Machiavelli and end on the modern thoughts/ theories
of contemporary philosophers (Weber, Myrdal, Rawls)
Double check on the Course Catalogue on the Minimum
Course content and the Philosophers to be discussed.
potential thing for this is to introduce a new course/
subject to be included in the 19_ series which would
discuss Post Modern Theories.

POLITICAL SCIENCE 196 ( Philippine Political Thought)

should trace the evolution of Philippine Political
thought from classical to the contemporary times
Minimum Course Content should include: 1. Introductory
Discussion on Filipino political thought, 2.
Chronology and evolution of Filipino political
thoughts, 3. Emphasis on nationalism and the Filipino
concept of the nation-state.
to ignite students interest to the course, Filipino
text and films as well as poems and dramas can be
included
thinkers to be discussed: Bonifacio, Jacinto, Mabini,
Manuel L. Quezon, Claro M. Recto, Renato Constantino,
JOMA Sison, Mary Mananzan, Post Modern- San Juan.
