our priority. Dr. Ramir Uytico,
Regional Director said during the
Solidarity Conference held at Naval
Gymnasium, February 4.
In his speech, he emphasized
that the security of all is the primary
concern of EVRAA MEET 2017. We
have to furnish copy of emergency
hotline numbers for our safety. he
stressed.
Meanwhile, he also discussed
the importance of solidarity in the said
event in order to succeed. EVRAA
MEET is a product of love and

compassion. We can only achieve that
victory if we are altogether. he added.
Moreover, he challenged the
coaches, tournament managers and
officiating officials to show honesty
and fairness during the game. I expect
100% cooperation coming from all of
you to display character and competence
and achieve our theme, he said. We
are the vehicle in polishing and honing
the skills of our athletes and this event
is a test of our personality, he added.
He ended his speech by assuring to
everyone the success and achievement
of the event. Even though this is
not a perfect EVRAA, I will not stop
dreaming dreams for DEpEd Region
8. he concluded. I hope this solidarity
meeting will manifest solidarity for us
to become a solid DepEd Region 8.

Government Office and SDO-Biliran
were taking its toll to set the entire
province in making this years EVRAA
a success.
I believe, with the cooperation
of the different agencies I tapped and
the preparation they extended, EVRAA
will be successful. The only thing
we are worry about is the weather,
nevertheless everything is all set, Gov.

Notably, these ancient Mediterranean
people forged the tradition of celebrating the human physical
ability. Decking their champions with the humble laurel wreath,
Greek athletes of the olden times were bound to be forgotten, with
no mocuments erected in their honor or literature perpetuating
their name. But their collective triumphs live in today with the
Olympics- where the tradition of our Athletic Meet has sprung
from.
DepEd Eastern Visayas moves forth in continuing this
tradition. Considering that the human mind could never soar
without nourishing the physical aspect, this region strives to
uplift competitive sports while cultivating the heart of its athletes
toward sportsmanship. With the implementation of the K to 12
Curriculum and the creation of Sports Track in the Senior High
School, the leaders see to it that the education system will be
the agent that would nurture the learners physical assets and
recognize their athletic talents.
As we hold the 2017 Eastern Visayas Regional Athletic
Association (EVRAA) Meet inspired by the theme- Bracing
Sports, Breaking Barriers, and Braving to LEAD, we make sure
that our athletes are the perfect embodiments of a competitive
and resilient Filipino sportsperson- in heart, mind and body. They
now belong to the long list of persevering Filipino athletes who use
their knowledge, skills, attitude, and values to become winners
who will lead Eastern Visayas into the international arena.
With my DepEd Region VIII family, I offer my deepest
gratitude to the Provincial Government of Biliran and the DepEd
Biliran as hosts. Likewise, the Schools Division Superintendents,
Tournament Managers, Officiating Officials, coaches, parents,
athletes, and all stakeholders deserve my heartfelt thanks.
As we continue the spirit of sportsmanship and the celebration
of the physical prowess, let us brace sports, break barriers, and
brave to LEAD!

Not only once but twice
The Province of Biliran,
after founded in 1992 being an
independent province, has brought
opportunities to the people it greatly
serves and welcomed challenges for
the Province to reach new heights.
Since its humble beginnings as a
Province, Biliran has grown in size
and scope, providing and inspiring
everyone and the region we belong
to appreciate ones existence.
We always make a difference
in our lives and to others. Big or
small, it does not matter. If everyone
made a small difference out of small
things, we would end up with a big
difference accomplishing great
things.
It has been two decades since
Biliran hosted the 1995 Eastern
Visayas Regional Association
Meet. The strong and intensified
support extended by the former
Governor Wayne M. Jaro certainly
gave development to the Province.
Young as it is, the Province never
hesitated to accept the challenge
and responsibility bestowed to
them. Further, the hosting of 1995
EVRAA Meet has brought dividends
by: Gladys B. German, Mailyn R. Grafil, & Alejandro Montilla
in enhancing the image of Naval and
the development and expansion of
its facilities.
Accommodating such big
regional sports event is already a
huge accomplishment; the Province
already have started treading the
small steps as the people render
selfless service and unwavering
efforts not only in appreciating
the skills and potentialities of the
athletes but also in promoting the
goodness, bounty and beauty of
Biliran. With everyones support,
we could sustain in making big
difference to the lives of others
most especially in enhancing the
character and well-being of the
pupils and students.
Today, the same event is
about to take place which will mark
another history in the Province.
Here today are thousands of
athletes, coaches, and delegation
officials, expressing their unity and
celebrating years of sportsmanship,
friendship, success, and triumph.
Anchored on the theme Bracing
Sports Breaking Barriers
Braving to LEAD, everyone worked
as one, all for its glory.
Hosting EVRAA this year is
another big event which requires
great preparation and thorough
planning. Apart from organizing all
the manpower and machineries,
time also has been an adversary. All
the billeting requirements, the food
catering systems, transportation
and other needs, the biggest task
and the one that requires the longest
time is infrastructure. Now, after
decades, Biliran Sports Complex
has the capability to cater a large
number of people like this event.
Furthermore, infrastructure,
security and health center
preparations have been profoundly
strengthened by the coordination of
public and private sectors of Biliran
Province to ensure smooth course of
events.
Merry-making, joviality,
festivity, and character-formation
will again transpire in this ISLAND
PARADISE OF BILIRAN. After years
of waiting, now, witness twice the
excitement, twice the action, and
twice the celebration as Biliran takes
pride in hosting EVRAA MEET 2017.

PROTOCOL/-POLICIES ON PATIENT MANAGEMENT AND REFERRAL

1. Every delegation must have their own Medical team.
2. Medical Team of every delegation is responsible for the health maintenance and monitoring of
their delegates.
3. For Cases that need to be referred to RHU/ Hospital, the delegation medical team should
communicate to Health Sector OpCen.
4. Needed medicines and supplies in the management of sick/ injured delegates depend on the
availability otherwise, the delegation team leader is responsible for the procurement.
5. Hospitalization expenses outside Biliran province is the responsibility of the delegation team.
6. Patient in gaming venue will be emergency rescued by On Foot EMS to Medical Post/ Station for
assessment and management.
7. For Managed cases patient is advice for rest and endorsed to delegation team leader.
8. For cases that need to be manage further in the Hospital, will be transfer after communication
with the EVRAA OpCen and GO signal from the IC.
9. All cases must be reported to EVRAA OpCen as text massage immediately and thru form # at the
end of the day.

BILIRAN: A Paradise Within an Island

Have you ever stopped to think of what you own as a human being- the
vast fields in the countryside, the verdant forests, the towering mountains,
the crystal clear water in the river, and all the beauties of nature? Are
you searching for a better place that would provide all the comforts and
satisfaction? Well then, stop for a while and think of BILIRAN, a place to
call home, an island to call mine, and a province to be proud and be part of.
The impressive and majestic Biliran Bridge is a gateway to a land
of mighty mountains, flowing streams, white sand beaches and enormous
waterfalls. The bridge is a manifestation that you are now entering the
island province of Biliran, A Paradise Within an Island, a province rich with
resources and scenery, and an island as precious as the pearl that glitters at
night.
The island province is a part of Region VIII and is located in the heart
of the Philippines, 1,115 kilometers Southeast of Manila. The Province of
Biliran comprises eight wonderful municipalities and 132 barangays with
Naval as the capital town. Living in any of these municipalities is somewhat
living in a paradise for you will be delighted with various scenic spots lying
in every corner of the province.
The Province is also packed with a heritage composed of a variety
of culture and ways of living. Biliranons are strengthened by faith and
good works and it is very common to the people the virtues of hard work,
courage, hospitality, self-reliance, optimism, kindness, and love. These traits
that bounded them certainly make Biliranons very placid, harmonious and
progressive.
As a tourist destination, Biliran has even greater potentials to be
one of those well-known places in the country. This island province has
numerous popular attractions to boast of and could engross and amuse all
the visitors. Few of the famous spots present in this island are the shifting
sand bar in Higatangan Island, the very tranquil Sambawan Beach Resort,
the majestic Tinago Falls and the organic farm of Canaan in Caibiran. In
Caucab, Almeria can be seen the little Tagaytay of Bethany Hills, and the
Iyusans version of Rice Terraces.
Biliran is not called A Paradise Within an Island for nothing. This
is an island that looks like lovely gems in paradise. God has definitely blessed
this island province with much glamour, richness, and bounty.
A visit to Biliran Province will enable one to enjoy its charms. He will
go back to his destinations feeling refreshed, happy, relaxed and reinvigorated.
Come, visit, stay, and witness the spectacular scenes of Biliran. A Paradise
Within an Island!
