SENSITIVE CIRCUMSTANCES:

This UCO involves two sensitive circumstances:

1) The UCO is addressing criminal conduct by elected and appointed


executive-level officials in a local governmental agency.

2) b7E

These sensitive circumstances are mitigated by several


factors. There is substantial predication indicating that
businesses in the City of Providence are forced to make illegal
payments in order to conduct their operations. Legitimate
businesses are eliminated from competition because of this
corruption, and in fact many legitimate business do not even
compete because of the corruption. This results in substantial
increased costs to taxpayers.

Corruption addressed through this UCO will result in


effective and efficient government services provided by the city,
and will restore a sense of fairness to the competitive bidding
process. Absent this UCO, the City of Providence will continue

SENSITIVE CIRCUMSTANCES:
This UCO involves two sensitive circumstances:
1) The UCO is addressing criminal conduct by elected and appointed
executive-level officials in a local governmental agency.
b7E

These sensitive circumstances are mitigated by


several factors. This investigation has
determined that businesses in the City of Providence are
forced to make illegal payments in order to conduct their
operations. Legitimate businesses are eliminated from
competition because of this corruption, and in fact many
legitimate business do not even compete because of the
corruption. This results in substantial increased costs to
taxpayers.
While this UCO has identified and developed evidence
on numerous government officials, there is evidence that
others, including the mayor, continue to engage in criminal
activity.
The successful continuation of this UCO will enable the
collection of evidence against these other officials, and
will restore a sense of fairness to the competitive bidding
process. The City of Providence will continue to conduct

usual" in certain sectors of government, to the detriment of


the businesses and citizens of that community, should this
UCO be concluded without approaching other predicated subjects.
