1. Name: the Club will be known as KSU Sports Shooting Club and will cater for clay pigeon
shooterscoveredbylicenseB

2. The Club is a branch of Kaaturi San Ubertu a registered NGO, VO1049, is registered with
SportsMaltaandaffiliatedwiththeMaltaShootingSportsFederationandshallbefreefromany
politicalaffiliations.

3. Emblem:theemblemisreproducedhereunder.

4. Address: the organizations registered address is: Aliki, Mosta Fort Road, San Pawl tatTara,
NXR2303,Malta,andcanbealteredaccordingtocircumstances.

5. Office:theorganizationstemporaryofficeis:25,TriqilFuhharin,Birkirkara,Malta,andcanbe
changedaccordingtothecircumstances.

6. Aims:KSUSportsShootingClubprofessesthefollowing:

a. Topromotethesportofclayshootingandtoinstillproperconductandsafegunhandling.

b. Toorganiselocalcompetitionsbothformembersonlyoropentononmembers.

c. Toliaisewithsimilarclubs,shootingranges,otherorganizationsandconstitutedbodieswith
theaimofkeepingadjournedwithclayshootingpractices.

d. Toinstilrespecttowardsothershootersandcarefortheenvironment.

e. Toeducateonfairplayandgoodsportsmanship.

f. To issue KSU Sports Shooting Club members with official Membership Cards for the
procurementandrenewaloftargetshootinglicenses.

g. Topromoteawarenessandeducateonthebenefitsofsportsandtargetshooting.

h. Topromotecamaraderiebetweenshooters.

i. Toofferitsexpertisetothecompetentauthoritiesinallmattersrelatedtotargetshooting.

j. TodefendandrepresentitsmembersinterestsonGovernmentbodies.

7. TheCommittee:

a. TheCommitteeadministeringtheOrganizationshallconsistoffivepersons:President,Vice
President, Secretary, Treasurer and a Public Relations Officer and shall be the same
committeeaselectedforKaaturiSanUbertu.

b. TheCommitteeiselectedamongstthepaidmembersbymeansofasecretvoteeverytwo
yearsataGeneralMeeting.

c. The Committee may appoint working groups, commissions or subcommittees as it may

deemfit.

d. The President and Secretary will be the officials responsible for the general administrative
workoftheClub,andboth,ortheirdelegates,aretobepresentatallmeetings.

e. The Club will reach decisions by means of a vote. The President or person presiding the
meetingwillhaveacastingvoteincaseofparity.Votingwillbeanonymousifsorequested
byanymemberoftheCommittee.

f. Any two committee members have the power to represent the organization in any legal
issues.Avoteoragreementduringacommitteemeetingdeterminestherepresentativesfor
eachcase,buttheprioritywillbethatthePresidentisalwayspresent.

8. Powers:

a. The President has the duty to chair every committee meeting, annual general meeting or
extraordinary general meeting and approves the minutes of each meeting. In addition, the
Presidenthasthedutytoexplainqueriesbyanymember.

b. The President, the Secretary and the Treasurer have the power to sign any cheques or for
expenses,andineachcasetwosignatoriesarerequired.

c. TheVicePresidenthasthepowertoassumeresponsibilityintheabsenceofthePresident.

d. The Secretary should serve as the means of communication between the Organization and
otherentities.TheSecretaryhasthedutytokeepminutesofallmeetingsandkeeprecords
of all emails, letters and any other communication. The Secretary is obliged to inform the
committee members of all communication and correspondence during the committee
meetings.

e. TheTreasurerhasthedutytocollectallthemembershipfeesandanyotherincomedueto
theorganisation.TheTreasurerisdutyboundtokeeparecordofallthetransactionsandthe
bank account. The Treasurer is obliged to prepare the annual accounts which are to be
approvedduringacommitteemeetingandsignedforbythePresident,theSecretaryandthe
Treasurer.

ThePublicRelationsOfficerhasthedutytoliaisewiththemediaandtakecareofallpublic
relations,includingactivities.

9. Meetings:

a. AnAnnualGeneralMeetingistobeheldbynotlaterthanonemonthfromtheendofeach
financialyear.

b. AnExtraordinaryGeneralMeetingcanbecalledbytheCommitteeorontherequestofnot
lessthan1/3ofpaidupmembers.

c. TheSecretaryistoinformallmembersofanExtraordinaryGeneralMeetingandistosend
noticeandthemeetingsagenda7daysbeforetheduedate.

d. Committee Meetings are to be held regularly on the first Wednesday of each month or
accordingtoexigenciesatthetime.

e. The agenda for meetings is to be set and sent by the Secretary at least 7 days before the
meeting.

f.

Themattersontheagendashouldbestrictlyrelatedtotheorganisationspurposeofsports
shooting.

10. Membership:

a. Membershipisopentoallmalesandfemalesinpossessionofacleanpoliceconduct.

b. Membershipislimitedtoamaximumof2000licensedshooterswhichnumbermayberaised
shouldtheCommitteesodeemfit.

c. MembershipisautomaticforallmembersofKaccaturiSanUbertu,butmemberscanalso
beassociatedwithotherclubsororganizations.

d. Membership fees which are to be established by the Committee are to be paid yearly in
advanceaspartofthemembershipforKaaturiSanUbertu.

e. MembershipisonlyvalidifthemembershipforKaaturiSanUbertuisvalid.

f. MembershipfeeswillbeutilizedtofundtheOrganizationsaimsandpurposesandtocover
administrativeexpenses.

g. Membership is not open to any shooter that has been convicted of any serious offence or
who has been expelled from another club or organization. All new members have to be
proposedbyanapprovedmemberandvettedbytheCommittee.TheCommitteemayrefuse
membershipatitsdiscretion.

h. EachmemberagreestoabidebytheKSUSportsShootingClubStatuteandthelawsofMalta.
Anytransgressionbymemberscouldleadtothepermanentrevocationofmembershipafter
thecasehasbeendiscussedatCommitteelevelorraisedandvoteduponbysecretballotina
GeneralMeeting.

i. A member can be dismissed by a committee vote if found to be in breach of the statute,

regulationsorlocallegislation,orbefoundguiltyofanoffencebythecourtsoflaw,which
dismissalshouldbesentinwritingbylocalpost.

j. Amemberwhohasbeendismissedcanappealbymeansofapetitiontothecommitteein
theformofanemailorlettersenttotheSecretary,givingathoroughexplanation,within7
daysofreceiptofnotice.

k. Thecommitteeareobligedtodiscussthecaseinthenextcommitteemeetingandgivetheir
finalverdictinwritingbylocalpost.

l.

Everymemberpracticingthesportisobligedtopracticewithouttheuseofanysubstanceor
aidwhichcanaffecttheabilitytopracticethesportfairly.

m. Duringofficialactivities,everymembercanbesubjecttoathoroughinvestigationaccording
tothesuspicionbeingraisedforunfairsportsmanship.

11. Quorum&voting:

a. QuorumforaCommitteeMeetingisofthreecommitteemembers.

b. VotinginaCommitteeMeetingisofthreecommitteemembersormore.

c. Incaseofatie,thepresidenthastherighttocastthedecidingvote.

d. In the case of a General Meeting a minimum of 50% members would constitute a quorum
failing which the meeting will commence 30 minutes after the prescribed time with any
numberofmembersbeingpresent.

e. AllpaidupmembersfortheyearinwhichtheMeetingisbeingheld,havearighttovoteat
thesamemeetingonthebasisofonevotepermember.

12. AmendmentstoStatute:ThisStatutemayberevoked,addedto,oralteredbyavoteofatleast
fiftyonepercentofallthepaidupMembersataGeneralMeetingoranExtraordinaryGeneral
Meetingofwhichnoticehasbeendulygivenspecifyingtheintentiontoproposetherevocation,
additionoralteration,togetherwithfullparticularsthereof.

13. Extraordinaryexpenses:Shouldtheneedforanyextraordinaryexpensearisethecollectionof
such expenses will be possible after approval by means of a simple majority vote during a
GeneralMeeting.

14. Financial Board: this shall be chaired by the Treasurer with the President and Secretary as
membersandwillhavethefollowingfunctions:

a. TokeepanaccountofallfinancesreceivedandadministeredbyKSUSportsShootingClubin
amannerthatwouldservetohavesuchaccountauditedandpresentedduringtheAnnual
GeneralMeeting.

b. To coordinate and collect membership fees or fees due to KSU Sports Shooting Club from
governmentalbodiesorotherentities.

c. Toprepareanannualfinancialreport.
d. TheannualaccountsoftheclubaretobedrawnupwiththeannualaccountsofKaaturi
SanUbertu.
15. Funds:

a. The Club may obtain a pecuniary gain from its activities when such gain is not received or
creditedtoanyprivateinterestbutisexclusivelyutilizedforthepurposesoftheorganization
oracharitableinstitution.

b. TheKSUSportsShootingClubfundsaretobeutilizedsolelyforthepurposesofachievingthe
Organizations stated aims. Funds are to be deposited in a Bank account under the

Organizationsname.Allchequesandbankdocumentsaretobesignedbynotlessthantwo
ofthefollowingauthorizedsignatories:thePresident,theSecretaryortheTreasurer.

16. Disbandment:

a. ThedecisiontodisbandKSUSportsShootingClubcanonlybetakenbyasecretvoteatan
Extraordinary General meeting called for this purpose. Disbandment can only come into
effect if 2/3 of the paid up members support the motion. In the event of Disbandment all
membersagreetocontributeproratatoregularizeanyduesenteredintobyKSU.

b. Disposaloffundsafterdisbandment:Upondissolution,allassetsoftheOrganizationshallbe
appliedinfavourofanothernonprofitorganizationwithsimilarpurposesastheorganization
ortoacharitableinstitutionasmaybeselectedbytheCommitteewiththeconsensusof 2/3
ofitspaidupmembers.
