State program to benefit area schools

While students and teachers take a break
for the summer, districts around the region
conduct routine custodial duties such as clean-
ing rooms, waxing floors and resurfacing
gymnasium hardwood. In addition, several
are participating in an initiative that began in
state government and benefits area taxpayers,
schools and the environment.
Delphos City and Fort Jennings Local have
taken advantage of the Ohio School Facilities
Commission Energy Conservation Program.
This was enacted by House Bill 264 and
involves rebates through American Electric
Power to install energy-efficient light bulbs.
“We have completed our lighting project,
which cost about $130,000 to put in more
energy-efficient lights in all but the middle
school. This will save the district money in
the long run and we got some rebates from
AEP. There isn’t as much payback with the
middle school but we will have to do some-
thing because, as was the case with the other
buildings, the light bulbs we were using will
no longer be manufactured. So, we had to do
something and this was a good opportunity,”
said Delphos City Schools Superintendent
Jeff Price.
Fort Jennings Local Schools is also taking
advantage of the “green” program.
“We’re working with AEP to replace all
of our lights with energy-efficient bulbs.
For every one we bought, we got close to
50 percent back through the program. All of
our lights are at the 5- or 6-year mark where
they start going out, so we took advantage of
this opportunity,” said Superintendent Nick
Langhals.
Jennings also plans to switch from pro-
pane to natural gas this summer in order to
have a more clean-burning fuel and get away
from the frequent fluctuation in propane fuel
prices.
St. John’s Schools are also participating in
the program.
“We are replacing some of the light fix-
tures in the gym. They will be brighter and
more energy-efficient but we aren’t putting in
as many as we now have, so that will affect
the financial savings and I don’t know how
much that will be yet,” said Business Manager
Ted Hanf.

severe, they just might lack
the coping skills many others
were taught as children.
“Some of the kids have
trouble paying attention in
class, or they have behavioral
problems,” she said. “I do a
lot of play therapy.”
With the close, trusting
relationships she tries to build
with each client, some might
assume a high risk of “taking
the job home at night” or feel-
ing a burden if a client didn’t
magically “get better.”
“It might sound callous,
but at the end of the day, no
matter what happens, it’s a
job. I leave it at work; I don’t
think about it when I get
home. I can’t,” Hanna said.
She also said that she does

can’t expect miracles when
it comes to positive changes

for depression is because they

“The highest success rate
comes from a combination of
behavioral therapy and medi-
cation,” she expressed. “Yeah,
some people don’t need medi-
cation and might just feel bet-
ter through eating right and
exercising, but people who
really do need medication,
people who have a chemical
imbalance, will benefit from
taking an antidepressant.”
Just from watching television
commercials or flipping through
a magazine for a few minutes,
it’s easy to see the surplus of
drugs on the market today.
“There are so many antide-
pressants out there, and each
person can respond somewhat
differently to different medica-
tions,” she said. “While they
all have the same end goal, a
person’s chemistry reacts spe-
cifically to a particular drug.”
When it comes down to it,
Hanna said, individuals need
to initiate the dialogue within
our culture that it’s okay to
live with clinical depression
and other mental illnesses;
it doesn’t mean a person is
“crazy” or should be locked
up. She stated that although
acceptance has improved, so
many misconceptions continue
to exist about psychological
disorders. She has even thought
about starting a support group
in the area for those living with
depression and other debilitat-
ing mental conditions.
“Many people think those
with depression use it a crutch.
Sure, we all get ‘the blues’
now and then, but the severe,
pervasive depression behind a
chemical balance is different,
and people don’t realize that. It
doesn’t mean the person is any
less capable or the person has
a weakness because he or she
has a chemical imbalance, or
because life has thrown several
curve balls and he or she needs
help dealing with it,” she con-
tinued. “Most people just don’t
understand these disorders. Be
open to talking about it. Educate
yourself — read books about it.
Knowledge is power.”

Kagan moves step closer

If we accept that prem-
ise, even if unseriously prof-
fered, then we could say that
Obama displays many tropes
of femaleness. I say this in
the nicest possible way. I
don’t happen to think that
doing things a woman’s way
is evidence of deficiency, but
rather suggests an evolution-
ary achievement.
Nevertheless, we still do
have certain cultural expec-
tations, especially related
to leadership. When we ask
questions about a politician’s
beliefs, family or hobbies,
we’re looking for familiarity,
what we can cite as “normal”

to balance Harvard’s nondis-
crimination policy, which she
believed “don’t ask, don’t
tell” violated, with a federal
law that required schools to
give military recruiters equal
access as a condition of eligi-

had full and complete access
to our students, but we were
also trying to protect our own
antidiscrimination policy and
to protect the students whom
it is ... supposed to protect,
which in this case were our
gay and lesbian students,”
she said.
Republicans were also
frustrated by her refusal to
answer questions on specific
battlefield rules, designed
to limit civilian casualties
and improve support for
the foreign forces fighting
the Taliban-led insurgency.
Some troops and congres-
sional Republicans complain
they handicap U.S. forces.
Obama has said troops
will begin to leave in July
2011, but that the pace and
size of the withdrawal will
depend upon conditions.
Petraeus did not rule out
a significant exodus then,
as Vice President Joe Biden
favors, but he would not
promise one either. Petraeus
has previously said that he
would recommend putting
off any large-scale withdraw-
al if security conditions in
Afghanistan can’t sustain it.
The general, credited with
turning around the Iraq war
after the height of sectarian
violence there in 2006, told
the Senate panel that Obama
wants him to provide unvar-
nished military advice.
He did not paint a rosy
picture on Tuesday.
“My sense is that the tough
fighting will continue; indeed,
it may get more intense in the
next few months,” Petraeus
and therefore reassuring.
Generally speaking, men
and women communicate
differently. Women tend to
be coalition builders rather
than mavericks (with the
occasional rogue exception).
While men seek ways to
measure themselves against
others, for reasons requiring
no elaboration, women form
circles and talk it out.
Obama is a chatterbox
who makes Alan Alda look
like Genghis Khan.
The BP oil crisis has
offered a textbook case of
how Obama’s rhetorical style
has impeded his effective-
ness. The president may not
have had the ability to “plug
the damn hole,” as he put it in
one of his manlier outbursts.
No one expected him to don
his wetsuit and dive into the
Gulf, but he did have the
authority to intervene imme-
diately and he didn’t. Instead,
he deferred to BP, weighing,
considering, even delivering
jokes to the White House
Correspondents’ Association
dinner when he should have
been on Air Force One to the
Louisiana coast.
His lack of immediate,
commanding action was per-
ceived as a lack of leader-
ship because, well, it was.
When he finally addressed
the nation on day 56 (!) of
the crisis, Obama’s speech
featured 13 percent passive-
voice constructions, the high-
est level measured in any
major presidential address
this century, according to the

Court rulings upholding gun
rights “binding precedent.”
She said the court’s rulings
require that in any law regu-
lating abortion “the woman’s
life and the woman’s health
have to be protected.” She
said a 5-4 decision this year
that corporations and unions
were free to spend their own
money on political activity

there is solid support. But
there’s also the beginnings of
fraying of that support” for

said ahead of Tuesday’s ses-
sion.
As the number of troop
deaths rise, support for the
war is dropping in the United
States and Europe. June is
the deadliest month of the
war so far, with the total U.S.
deaths above 1,000, and the
new British government says
it wants its troops out in five
years.
A careful student of poli-
tics, Petraeus gave something
to everyone while leaving
himself room to maneuver.

Granted, the century is
young -- and it shouldn’t sur-
prise anyone that Obama’s
rhetoric would simmer next
to George W. Bush’s boil.
But passivity in a leader is
not a reassuring posture.
Campbell’s research, in
which she affirms that men
can assume feminine com-
munication styles successful-
ly (Ronald Reagan and Bill
Clinton), suggests holes in
my own theory. She insists
that males are safe assum-
ing female styles as long as
they meet rhetorical norms
for effective advocacy -- clar-
ity and cogency of argument,
appropriate and compelling
evidence, and pre-empting
opposing positions.
I’m not so sure. The
masculine coded context
of the Oval Office poses
special challenges, further
exacerbated by a crisis that
demands decisive action. It
would appear that Obama
tests Campbell’s argument
that “nothing prevents” men
from appropriating women’s
style without negative conse-
quences.
Indeed, negative reaction
to Obama’s speech suggests
the opposite. Obama may
prove to be our first male
president who pays a political
price for acting too much like
a woman.
And, perhaps, next time
will be a real woman’s turn.

much-needed break

Lovina is taking a much-
needed break
this week after a
tough month of
losing a niece,
holding a funeral
service, a church
service and then
dealing with the
serious head inju-
ry to 12-year-old
daughter, Verena.
Lovina’s column
will return in full
form next week. I, how-
ever, was able to visit with
the Eichers last week and
have some observations to
share.

has returned to her usual
insightful, sweet self. She
has a maturity and outlook
older than her dozen years
and that pre-concussion
personality has returned,
although she still has some
rough days. I took a bunch
of your cards and get-well
cards with me to Lovina’s
and they were all very
deeply appreciate of the
kindnesses.
We spent last Thursday
evening at Lovina’s sis-
ter, Emma and husband
Jacob’s. The Schwartzes
are an amazing and kind
family and it was wonder-
ful to see them holding up

Venus Williams would shank a
shot — and she shanked many
on this day — then turn toward
the Court 1 player guest box

and put her palms up or shrug
her shoulders, as if to indicate,
“I don’t know what’s happen-
ing here.”
The 5-time Wimbledon
champion was out of sorts, out
of answers and out of the tour-
nament in the quarterfinals,
stunned 6-2, 6-3 Tuesday by
the lowest-ranked woman left,
No. 82 Tsvetana Pironkova of
Bulgaria, meaning there won’t
be an all-Williams title match
at the All England Club this
year.
Williams, the No. 2 seed,
double-faulted five times and
totaled 29 unforced errors, 23
more than her solid-if-not-
spectacular opponent.
It was the older Williams’
77th career singles match at the
All England Club — she par-
ticipated in eight of the past 10
finals, losing to her sister three
times, including in 2009 —
and never had she won so few
games. The only time she’s
been beaten at Wimbledon by
someone ranked lower than
Pironkova was all the way back
on June 28, 1997, when the
American lost her
tournament debut to
No. 91 Magdalena
Grzybowska.
Really, the only
factor prevent-
ing this result from
truly being consid-
ered one of the big-
gest upsets in ten-
nis history is that
Pironkova actually
managed to do this before: she
defeated Williams at the 2006
Australian Open.
Set aside, for a moment,
all of Williams’ bona fides —
seven Grand Slam titles, seven
runner-up finishes at majors, a
stint at No. 1 in the rankings —
and consider the 22-year-old
Pironkova’s resume: she never
made it beyond the second
round in 18 previous Grand
Slam events and never made
the final at any tournament.
On Thursday, Pironkova will
face No. 21 Vera Zvonareva of
Russia, who added to the top-
sy-turvy day by coming back
to oust No. 8 Kim Clijsters 3-6,
6-4, 6-2. Unlike Pironkova,
Zvonareva at least can boast
of some experience at this
stage, having reached the 2009
Australian Open
semifinals.

Over the last two sets,
Clijsters made 25 unforced
errors, Zvonareva nine. After

Google scrambles to save license in China
BEIJING (AP) — China is
threatening to revoke Google’s
business license over the com-
pany’s decision to redirect
Chinese traffic to computers in
Hong Kong that are not gov-
erned by the communist gov-
ernment’s censorship practices.
The latest skirmish between
Beijing and the Internet search
leader threatens to cripple the
company in one of the Web’s
biggest markets.
Google agreed Tuesday to
dismantle the virtual bridge to
its Hong site that was created in
March, but it was unclear wheth-
er that will be enough to stay in
business in China. The license
is required for the company to
continue providing its mapping
and music services in China.

ing of the new facility. With
a few modifications, the exte-
rior design was approved by
the board and employee build-
ing committees. Construction
bids are to be released by
August with construction
mobilization in October and
completion scheduled for late
summer of 2011. Members
are encouraged to follow the

Since the 1950’s PPE has
been at their current loca-
tion, 910 N. Williams St.,
Paulding. The building has
had two major renovations
and several building remod-
eling projects including a
warehouse facility built in
2003.
“The age of the building,
heating and cooling capa-
bilities, technology require-
ments, and safety concerns
were key factors in determin-
ing whether or not to pursue
this project,” Karl Koenig,
Facility Committee chairman
said.
Building studies indicat-
ed that PPE had utilized all
of the space available to the
maximum capacity. Special
consideration was placed on
keeping the current location
and whether to renovate one
more time, move to a new
location or find an existing
facility that could accommo-
date member needs for the
future.
George Carter, CEO, stat-
ed, “The current economy
provided the answer to the
site dilemma. PPE was able
to purchase a vacant build-
ing at a very low price. The
depressed market made it an
ideal time to take on a build-
ing project.” While the con-
gestion at the current loca-
tion causes member safety
and convenience concerns for
PPE, the location could be
valuable property for another
business.

tender’s infidelity, writing in
a new chapter to her memoir
that she still sees in him the
memories of their 30 years
together.
Edwards says in the updat-
ed version of her book released
Tuesday that she spent two
years trying to “reinvent” her
role as a wife so that they
could stay together despite
the affair. But she says the
“tender thread” holding the
family together unraveled at
the very end of 2009 — three
years after John Edwards first
told his wife in private that
he’d had a one-night stand
with a videographer.
“One day, I did not want
to try anymore,” she said.
The couple has since
separated and he acknowl-
edged fathering a child with
mistress Rielle Hunter dur-
ing his 2008 campaign for
the White House. The 2004
Democratic vice presidential
nominee also acknowledged
a federal investigation into
his campaign funds, with for-
mer campaign aide Andrew
Young saying a grand jury
asked questions about money
used to keep Hunter in hiding
during the presidential race.
Elizabeth Edwards says in

“So when I closed the
