PURPOSE AND USE OF PROCESS INDUSTRY PRACTICES


In an effort to minimize the cost of process industry facilities, this Practice has
been prepared from the technical requirements in the existing standards of major
industrial users, contractors, or standards organizations. By harmonizing these technical
requirements into a single set of Practices, administrative, application, and engineering
costs to both the purchaser and the manufacturer should be reduced. While this Practice
is expected to incorporate the majority of requirements of most users, individual
applications may involve requirements that will be appended to and take precedence
over this Practice. Determinations concerning fitness for purpose and particular matters
or application of the Practice to particular project or engineering situations should not
be made solely on information contained in these materials. The use of trade names
from time to time should not be viewed as an expression of preference but rather
recognized as normal usage in the trade. Other brands having the same specifications
are equally correct and may be substituted for those named. All Practices or guidelines
are intended to be consistent with applicable laws and regulations including OSHA
requirements. To the extent these Practices or guidelines should conflict with OSHA or
other applicable laws or regulations, such laws or regulations must be followed.

1.

Introduction
1.1

Purpose
This Practice provides requirements for the design and fabrication of medium-voltage
metal-enclosed power factor correction capacitors.

1.2

Scope
This Practice describes minimum requirements for design, fabrication, inspection, testing,
shipment, and documentation, for metal-enclosed power factor correction capacitors,
from 2.4 kV to 35 kV, containing enclosure, lightning/surge arrestor, transient inrush
reactor, vacuum circuit breaker, capacitor, capacitor protection, insulated buses, and
control for indoor/outdoor installation in unclassified areas. This Practice covers fixed or
manual or automatic switched capacitor banks.

Definitions
owner: The party who owns the facility wherein the medium-voltage metal-enclosed power factor
correction capacitor will be used
purchaser: The party who awards the contract to the supplier. The purchaser may be the owner or
the owners authorized agent.
purchasers inspector: The purchasers authorized representative with authority to act in the
interest of, and on behalf of, the purchaser in all quality assurance matters
supplier: The party responsible for manufacturing, furnishing, and/or installing the mediumvoltage metal-enclosed power factor correction capacitor

Requirements
4.1

Service Conditions
4.1.1

Equipment shall be designed to perform satisfactorily in accordance with the


ambient conditions specified on the purchasers PIP ELSPF01D Data Sheet.

4.1.2

Supplier shall clearly state during proposal any derating factors required to meet
the service conditions on the purchasers PIP ELSPF01D Data Sheet.

4.1.3

Seismic requirements shall be as specified on the purchasers PIP ELSPF01D


Data Sheet. If specified on the purchasers PIP ELSPF01D Data Sheet, the
manufacturer shall provide a type test report demonstrating compliance and
anchoring recommendations for all equipment.

Ratings
4.2.1

The ratings of the bank and associated switchgear, switching devices, capacitors,
fuses, and all other applicable components shall be in accordance with this
Practice and purchasers PIP ELSPF01D Data Sheet.

4.2.2

Temperature limits for insulation material shall be in accordance with purchasers


PIP ELSPF01D Data Sheet.

4.2.3

Total Harmonic Distortion (THD) of 5% of voltage waveforms shall not affect


the life of the capacitors, contactors, or controllers.

4.2.4

Voltage variation of plus to minus 10% shall not affect the life time of the
capacitor.

4.2.5

Metal-enclosed capacitor banks shall be a modular design.

4.2.6

The maximum size for each capacitor shall be as specified on purchasers PIP
ELSPF01D Data Sheet.

Basic Construction
4.3.1

Enclosure
4.3.1.1

A capacitor bank shall be provided with a single compartmentalized


enclosure construction that houses all components, including fuses,
capacitors and unbalance detection circuit (i.e., neutral to ground
potential transformer).

4.3.1.2

All components shall be accessible and removable from the front of the
enclosure.

4.3.1.3

Unless otherwise specified on the purchasers PIP ELSPF01D Data


Sheet, the enclosure shall be NEMA 3R Outdoor.

4.3.1.4

Unless otherwise specified on the purchasers PIP ELSPF01D Data


Sheet, the enclosure shall be fabricated from 11-gauge steel.

4.3.1.5

All seams shall be welded and ground smooth.

4.3.1.6

For outdoor locations, the roof shall be cross-kinked or gabled to


permit shedding of water.

4.3.1.7

Doors shall be equipped as follows:


a. Flush and removable in the open position

b. Stainless steel hinges and hinge pins


c. 3-point latching handles. Handles shall be pad lockable.
d. For doors providing access to high voltage compartments, door
stays to hold doors in the open position.
4.3.1.8

The base of the enclosure shall be equipped with structural steel


channel.

4.3.1.9

Removable steel lifting plates shall be provided at each corner.

4.3.1.10 All ventilation louvers shall be located on the front of the enclosure
and backed with a stainless steel mesh.
4.3.1.11 All fasteners and associated hardware, inside and out, shall be stainless
steel.
4.3.1.12 Externally accessible hardware shall not be used for support of highvoltage components or switch-operating mechanisms within the
capacitor bank.
4.3.1.13 If required on the purchasers PIP ELSPF01D Data Sheet,
thermostatically controlled space heaters shall be supplied.
4.3.1.14 If required on the purchasers PIP ELSPF01D Data Sheet,
thermostatically controlled fans or ventilators shall be provided.
4.3.1.15 Each door of an enclosure shall be equipped with warning signs
configured as follows:
a. 14 inches by 10 inches (35 cm by 25 cm)
b. 2-inches (5 cm) high minimum characters
c. Incoming compartment door sign shall state:
Do Not Enter, Authorized Personnel Only.
d. Unless otherwise specified on the purchasers PIP ELSPF01D
Data Sheet, all other door signs shall state:
Do Not Enter, High Voltage.
4.3.1.16 Enclosures shall be prepared and painted in accordance with
Section 4.7.
4.3.1.17 Main fuse compartments and capacitor compartments shall be
equipped with wide-view windows constructed of impact-UV-resistant
material, to facilitate checking of mains, capacitors and capacitor fuses
without opening doors or de-energizing the bank.
4.3.2

Incoming Section
4.3.2.1

Capacitor banks shall be provided with the following equipment:


a. Group operated disconnect switch for maintenance purposes
b. Grounding contact
c. Control transformer

4.3.2.2

Process Industry Practices

The disconnect switch shall be rated at 135% of the banks nominal


current rating, and shall be located in a separate compartment that is

isolated from the capacitor compartment and the low voltage control
compartment by a steel barrier.
4.3.2.3

In addition to an exterior enclosure door, a protective hinged screen or


door behind the exterior door shall be provided before access to the
disconnect switch is permitted.

4.3.2.4

If specified on the purchasers PIP ELSPF01D Data Sheet, capacitor


banks shall be provided with main incoming current limiting fuses
rated for equipment short circuit protection.
1. Main fuses shall be located on the load side of the main disconnect
switch.
2. Main fuses shall be accessible only when the bank is de-energized
by the main incoming air disconnect switch, and completely
isolated from any live parts.
3. Main fuses shall be provided with blown fuse detection systems
that provide alarm contact to plant alarm system to alert plant
personal of a blown fuse.
4. If specified on purchasers PIP ELSPF01D Data Sheet, the blown
fuse detection system shall illuminate the external beacon light.

4.3.2.5

4.3.3

Process Industry Practices

The capacitor bank shall be provided with heavy duty distribution class
surge/lightning arresters. A recommendation for the rating of the surge
arresters shall be provided by the capacitor bank supplier.

Capacitor Bank Section


4.3.3.1

Each capacitor bank section shall be provided with transient inrush


reactors.

4.3.3.2

Inrush reactors shall be completely impregnated with an epoxy resin to


reduce noise, promote heat dissipation, and provide protection in harsh
environments.

4.3.3.3

Inrush reactors shall limit the di/dt of the capacitor inrush current to
3.6 x107 amps/second.

4.3.3.4

Calculations shall be provided that confirm the inrush reactor


manufacturers claims.

4.3.3.5

Except as specified in Section 4.3.3.6, the inrush reactors shall be rated


for a minimum of 135% of the stage current.

4.3.3.6

If expansion capability is specified on purchasers PIP ELSPF01D


Data Sheet, the inrush reactors shall be rated for a minimum of 135%
of the maximum capacity of the stage.

4.3.3.7

The automatic capacitor bank shall be provided with all-film, low loss,
double-bushing capacitors.

4.3.3.8

Capacitors shall be designed, manufactured, and tested in accordance


with all applicable NEMA and ANSI/IEEE standards.

4.3.3.9

Each capacitor shall contain an internal discharge resistor to reduce the


stored voltage to 50 volts or less within 5 minutes from disconnection.

4.3.3.10 The capacitors shall be connected in either delta or ungrounded wye, as


specified on purchasers PIP ELSPF01D Data Sheet, and protected by
a blown fuse detection system from sustained over voltages because of
capacitor unit failure.
4.3.3.11 Capacitors shall be located in a compartment that is separate from the
main incoming fuses and the air disconnect switch.
4.3.3.12 Capacitors shall be mounted horizontally on structural steel channel.
4.3.3.13 Capacitors shall be removable from the front of the enclosure.
4.3.3.14 Capacitors shall be protected by a current limiting fuse provided with a
blown fuse indicator.
4.3.3.15 Fuses shall be clip mounted to permit easy change-out.
4.3.3.16 Fuses shall be visible and accessible from the front of the enclosure.
4.3.3.17 Each capacitor stage shall be provided with a blown fuse protection
system.
4.3.3.18 A blown fuse condition shall result in the control system taking the
capacitor stage off-line.
4.3.4

4.3.5

4.4

Ground Switch
4.3.4.1

An externally operated ground switch shall be provided to ground the


load-side terminals of the disconnect switch.

4.3.4.2

Ground switch shall be pad-lockable in either open or closed position.

4.3.4.3

Ground switch shall be tested in accordance with ANSI/IEEE


standards. Test reports shall be provided upon request.

4.3.4.4

Ground switch shall be interlocked with the disconnect switch to


prevent closing of the ground switch when the disconnect switch is in
the closed position.

Interlock System
4.3.5.1

Capacitor bank shall be equipped with a keyed interlock system to


prevent unauthorized and out of sequence entry into the capacitor bank.

4.3.5.2

Interlock scheme shall include the upstream protective device


(i.e., vacuum switch or contactor), the capacitor banks disconnect
switch, ground switch, and the doors of the enclosure.

Vacuum Switches
4.4.1

Capacitor bank stages shall be controlled by either of the following methods:


a. Single phase motor/solenoid operated vacuum switches
b. Three phase vacuum contactors rated for capacitor switching

Process Industry Practices

If used, capacitor switches shall be tested in accordance with ANSI Standard


C37.66.

4.4.3

Vacuum switches or contactors shall be controlled by an on/off/auto switch


configured as follows:
a. In the auto position, the switches shall accept control from the digital power
factor controller.
b. In the on/off position, vacuum switches is forced on or off, regardless of the
controller output signal.

4.4.4
4.5

Control system shall prevent the vacuum switches from operating more than once
in a 5-minute period.

Buses
4.5.1

Bus contact areas shall be silver-plated or tin-plated as specified on the


purchasers PIP ELSPF01D Data Sheet.

4.5.2

All bus insulators and bus bar inserts shall utilize either wet-process glazed
porcelain or cycloaliphatic epoxy material as specified on the purchasers PIP
ELSPF01D Data Sheet.

4.5.3

Bus insulation, except at the joints, shall be bonded to the bus bar and shall be
either liquid dipped or fluidized bed epoxy.

4.5.4

Insulating materials for buses and connections shall be flame-retardant, nonhygroscopic, and track-resistant throughout.

4.5.5

Sleeve type or heat shrink tubing type insulating systems shall not be permitted.

4.5.6

All bus bar joints shall be covered with formed insulating boots and reusable
non-metallic hardware. Termination connections for the purchasers cable
connections shall also have insulating boots provided with reusable non-metallic
hardware.

4.5.7

Taping of bolted joints is not acceptable.

4.5.8

Insulating materials for barriers, cable supports, and spacers shall be made of
flame-retardant, track-resistant, non-hygroscopic materials in accordance with
the same requirements of insulating materials covering buses as defined in IEEE
C37.20.2-1999 (R2005), Section 7.9.

4.5.9

All bolted power bus connections shall be secured with corrosion-resistant,


silicon-bronze hardware, including bolts, locking washers, and nuts or jam nuts.

4.5.10 Connections shall be made with a minimum of two bolts.


4.5.11 Bus connections with contact area of 9 square inches (5806 mm 2) or 2000
amperes or higher shall have a minimum of four bolts.
4.5.12 A label shall be posted inside each cubicle listing torque requirements for bolted
connections.
4.5.13 Bus current density shall be less than or equal to 1200 amps/in2. (186 amps/cm2).
4.5.14 If expansion capability is specified on purchasers PIP ELSPF01D Data Sheet,
the bus shall be rated for the maximum capacity of the bank.
4.5.15 Enclosure shall have a continuous 1/4 inch (0.6 cm) by 2 inches (5.1 cm) tinplated copper ground bus spanning the full width of the enclosure. The ground
bus shall be located near the front base of the enclosure to allow for placement of
field installed ground clamps. The bus shall run the full width of the enclosure

and shall be pre-punched for connection of equipment ground conductor(s) and


cable shield wires.
4.5.16 Holes, 9/16 inch (1.4 cm) diameter, spaced 1-3/4 inches (4.4 cm) center to center
in accordance with NEMA for two-hole lugs at each end of the bus shall be
provided.
4.5.17 The bus, bus supports, and interconnections shall withstand the stress associated
with available short-circuit current at the capacitor bank.
4.6

Control
If required on purchasers PIP ELSPF01D Data Sheet, automatic power factor control
shall meet the following requirements.
4.6.1

All low voltage controls shall be isolated from the high voltage compartments.

4.6.2

All controls shall be accessible while the bank is energized.

4.6.3

Control compartment shall form an integral part of the enclosure.

4.6.4

Control compartment shall permit bottom or top entry of control wires without
having to enter the medium voltage compartment.

4.6.5

Controls compartment shall be provided with a swing out panel to permit access
to panel mounted controls.

4.6.6

All control wires that connect to components inside high voltage compartment
shall be enclosed in metal conduit or wire troughs that are formed as part of the
capacitor bank.

4.6.7

All current transformer circuits shall be wired with 10 gauge minimum copper
wire.

4.6.8

Shorting terminal blocks shall be provided in all current transformer circuits to


permit safe removal and maintenance of control components.

4.6.9

The automatic capacitor bank shall be provided with a digital power factor
controller and digital power factor meter that automatically switches equal or
unequal capacitor bank stages in or out to regulate a facility power factor to a
preset value.

4.6.10 The controller shall monitor individual stages for loss in kvar, and shall continue
to regulate to a preset value in the event of a defective stage.
4.6.11 Capacitor bank shall be provided with a maintenance interval timer that can be
set to alert owners site personnel of a maintenance requirement.
4.6.12 Complete control circuit shall be protected by a main circuit breaker.
4.6.13 Each stage shall be provided with on/off/auto switches, stage on indicator (green)
and stage off indicator (red).
4.6.14 An interposing on-delay relay shall be provided to prevent energizing a capacitor
bank in less than 5 minutes.
4.6.15 Supplier shall confirm that, when going from the Manual position to the
Auto position on any stage, the corresponding stage cannot be energized in less
than 5 minutes.

4.6.16 Capacitor bank shall be provided with a control power transformer with primary
and secondary overcurrent protection.
4.6.17 Capacitor bank control system shall be listed under UL 508A.
4.6.18 A digital multifunction meter/relay with amps and phase current unbalance
functions shall be provided.
4.7

4.8

Paint
4.7.1

Capacitor bank enclosures shall be cleaned and treated for rust resistance.

4.7.2

Unless otherwise specified on purchasers PIP ELSPF01D Data Sheet, exterior


finish color for enclosures shall be ANSI Number 61, light gray.

4.7.3

Inside of enclosures shall be painted as specified on purchasers PIP ELSPF01D


Data Sheet.

4.7.4

Touch up paint shall be provided as indicated in purchasers PIP ELSPF01D


Data Sheet.

Test and Inspection


4.8.1

All capacitors shall be tested in accordance with NEMA and ANSI requirements
for capacitance, dissipation factor, terminal to terminal and terminal to case
dielectric strength and oil leaks.

4.8.2

All capacitor cells shall be traceable though construction and testing.

4.8.3

All testing shall be performed in accordance with NETA-ATS, Sections 7.20.1


under actual standards and conditions. Certified test reports shall be provided.

4.8.4

The power factor capacitor correction unit shall be tested for proper operation
before shipment.

4.8.5

The following checks, measurements, and operations shall be performed and


recorded:
a. Wire connections
b. Torque connections
c. Phase to phase resistance checks
d. Phase to phase capacitance checks

4.8.6
4.9

The certified record of the tests shall become a part of the permanent
documentation package provided with the automatic capacitor bank.

Nameplates
4.9.1

Unless otherwise specified on the purchasers PIP ELSPF01D Data Sheet,


nameplates shall be mounted with self-tapping stainless screws.

4.9.2

A caution plate, as shown below, shall be provided on the door of each cubicle
that contains devices connected to the line side of the incoming main.

4.9.3

Nameplates shall be of following background color and engraving:


a. Identification nameplates: White background with black engraving
b. Caution nameplates: Yellow background with black engraving
c. Warning nameplates: Red background with white engraving
d. Grounding PTs and devices: Green background with white engraving

4.9.4

A caution nameplate (CN) shall be provided on each vertical section containing


space heaters and shall read as shown below.
CAUTION:
SPACE HEATERS MAY BE ENERGIZED INSIDE

4.9.5

All nameplates shall be lamicoid plastic at least 3/32-inch (2.4-mm) thick, unless
otherwise noted.

4.9.6

All lettering shall be black on white background unless otherwise noted.

4.9.7

All lettering shall be 1/4-inch (6.4-mm) high unless otherwise noted.

4.9.8

A manufacturers nameplate (MN) shall provide the following information:


a. Manufacturers name and address
b. Manufacturers identification designation
c. Nominal System Voltage
d. Maximum System Voltage
e. Number of Steps, Stages, and Switching Sequence
f.

Kvar per step and kvar of each stage

g. BIL
h. Load interrupting rating
i.

Continuous current rating

j.

Rated power frequency

k. Rated short-circuit withstand current


l.

Date of manufacture

m. Instruction manual number


4.9.9

MN shall be stainless steel with embossed or engraved lettering. Engraved letters


shall be filled with black paint for easy readability.

4.9.10 Letter size for MN shall be manufacturers standard.


4.9.11 An equipment identification nameplate (EIN) shall provide the following
information:
a. Equipment tag number
b. Equipment description

4.9.12

The tag number and description will be furnished on the purchasers nameplate
schedule.

4.9.13 An EIN shall be provided on the front and back of the switchgear.
4.9.14 Lettering on the EIN shall be 1-inch (25.4-mm) high.
4.9.15 A unit nameplate (UN) shall be furnished for the front of each circuit breaker
cubicle and shall provide the following information:
a. Equipment tag number
b. Equipment description
4.9.16 The tag number and description will be furnished on the purchasers nameplate
schedule.
4.9.17 Where rear of the switchgear is used for cable connections or other access, a UN
shall be provided on back of the cubicle.
4.9.18 Lettering on the UN shall be 1/2-inch (12.7-mm) high.
4.9.19 A device nameplate (DN) shall be provided for each front mounted device.
Examples of front mounted devices are relays, meters, and switches.
4.9.20 A DN shall be provided for each device inside a unit. Examples of inside the unit
devices are relays, terminal blocks, fuses, and circuit breakers.
4.9.21 DN descriptions shall match the device description or tags on the manufacturers
drawings.
4.9.22 A caution nameplate (CN) shall be provided on each compartment door in which
an external voltage source is terminated and shall read as shown below.
CAUTION:
THIS UNIT IS SUPPLIED BY AN EXTERNAL VOLTAGE SOURCE

4.9.23 Lettering on CN shall be black letters on yellow background.

4.10

Documentation
4.10.1 Documentation Content
4.10.1.1 Drawings for each lineup of the capacitor bank unit shall have a unique
number provided by the purchaser.
4.10.1.2 Drawings shall have a space on the right hand bottom corner for the
purchasers title block.
4.10.1.3 Schematic drawings shall include the following information as a
minimum:
a. Complete schematic diagram with item numbers corresponding to
bill of materials

b. Operation and contact arrangement of over-current and control


relays, and all switches

4.10.2 Drawing and Data Requirements
4.10.2.1 Unless otherwise specified on the purchasers PIP ELSPF01D Data
Sheet, one electronic set of documents, including operating manuals, in
Adobe PDF format shall be provided.
4.10.2.2 Unless otherwise specified on the purchasers PIP ELSPF01D Data
Sheet, final certified and as-built drawings shall be submitted in
Autocad .DWG format and Adobe PDF format.
4.10.2.3 Drawings and data requirements shall be as shown in Table 1.

manuals.
D. The final as-built documents shall be provided within 2 weeks following shipment.

4.11.1 Details on shipping requirements shall be furnished in the purchase order.

4.11.2 All temporary shipping braces shall be painted yellow and marked, as shown
below.

REMOVE BEFORE EQUIPMENT IS PLACED IN SERVICE

4.11.3 Instructions for storage of equipment shall be attached to the equipment.


4.11.4 Removable elements or items shipped separately from the switchgear shall be
clearly identified with proper description and location of installation.
4.11.5 Equipment shall be protected from weather elements during shipping.
4.11.6 One set of installation, operation, and maintenance manuals shall be shipped with
the equipment.
4.12

Conflict Resolution
Any conflicts between the reference documents shall be identified in writing to the
purchaser for resolution. If resolving conflicts, the following order of precedence shall
apply:
a. Purchase order
b. One-line diagram and associated documents
c. PIP ELSPF01D Data Sheet
d. This Practice, PIP ELSPF01
e. Referenced standards
