Introduction
TheAirporthasaresponsibilitytoprovideanairportthatissafeforitsusers,especiallyon
theapronwhichisrecognisedasasafetycriticalarea.Theairlinemayuseahandlingagent
toperformsomeofitsdutiesandinthiscasethedaytodayresponsibilityforthepassengers
willrestwiththehandlingagent.
The airline has responsibility to ensure that the contracted person is competent to
undertakethedutiesassignedandshouldmonitortheoperationtogainevidenceofthis.

Provisions

Passengerwalkwaysareprovidedonboththecentralandcentralwestaprons,beingsituated
alongthelengthoftheairsidefaceoftheTerminal,alongtheeasternedgeofthecentralapron
andalongthewesternsideofthewestpieronthecentralwestapron.Allpassengerwalkways
aremarkedsothattheyareeasilyidentifiabletopedestrianswhoarenotfamiliarwithairports.
Physical barriers delineate the passenger walkways and achieve passenger control on the
centralandcentralwestaprons.Toallowvehicularaccesstotheinboundbaggagedocksthere
is a space in the physical barriers adjacent to the passenger entrance to the International
Arrivals Hall. The passenger walkways in this area and the route to Domestic Arrivals are
delineated by means of alternate, solid, black and white (Zebra Crossing) markings. The
Handling Agent is responsible for ensuring that no conflict arises between passengers and
vehiclesintheseareas.
Pedestrian road crossing points, delineated by standard zebra road crossing markings, give
access to and from accessible stands across the apron road system. The Handling Agent is
responsibleforensuringthatnoconflictarisesbetweenpassengersandvehiclesinthisarea.
Vehiclesspeedsarereducedtoamaximumof5mphatpedestrianroadcrossingpoints.
Standsthatcanbeutilisedforwalkingpassengerstotheaircraftarethosetowhichdirectaccess
canbegainedbyusingadedicatedwalkway.Theseare,onthecentralapron;easternstands01
to07,Frontstands08to17andstands30to33inthenorthwestcornerandonthecentral
westapron,stands40to45inclusive.
Pedestrian access to stands 08 through to 17 and 40 to 45 is via access points within the
walkwaybarrieralignedwithroadcrossingpointsovertheheadofstandroad.(Trafficonthe
centralapronheadofstandroadisrestrictedtominimum,andonlynecessary,vehicularlevels).
TheHandlingAgentisresponsibleforensuringthatnoconflictarisesbetweenpassengersand
vehiclesinthisarea.
Tensatorbarriersorcolouredchainssafeguardthepedestrianaccesspoints.TheHandlingAgent
isresponsibleforensuringthatthechainsareremovedandreplacedwhenaccesstoandfrom
thecrossingsisrequired.

TheHandlingAgentmustensurethatpassengersdonotpassbelowaircraftwingsorbeneath
fuel vents, or close to propellers or rotors of the aircraft they are boarding/disembarking or
thoseofaircraftonadjacentstands.Saferoutesguidingpassengersaroundaircraftwingsmay
beindicatedbytheuseofmoveablebarriersandchainsorTensatortypedeviceswhichmust
extendtothewingtipandbeemployedtoblockaccesstounderthewingfromboththefront
andrear.Thisdoesnotnegatetherequirementinparagraph3ofthischapter.Whennotinuse,
it is important that such equipment is properly stowed to ensure that it does not become a
sourceofFOD.
Passengerboardingordisembarkationshouldbehaltedduringthearrival(taxion)ordeparture
(pushback)ofaircraft on the adjacent (portside)stand.Boarding mayrecommenceoncethe
adjacentaircrafthaseithershutdownenginesorpushedbackontothetaxiline/taxiway.
Access to eastern stands (01 to 07) is via a dedicated walkway and will require pedestrians
utilising a minimum of one crossing point. The Handling Agent should determine the
appropriatelevelofsupervision.
The coaching of passengers is undertaken by the Handling Agents to stands that are not
consideredsafeforpedestrianaccessfromtheterminal,namelystands20to25onthenorth
edge.Additionally,operatorsmayrequestcoachesinpoororhazardousweatherconditions,or
asnecessaryinordertomeettherequirementsofthecontrolauthorities.
Inboundpassengersmaywalktothearrivalshallwhendisembarkingfromfrontstands08to12
andfromeasternstands01to07,subjecttoadherencewiththerequirementsdetailedabove.
Frontstands14to17aretobecoachedinbound.Allotherstandsaredesignatedasremoteand
arerequiredtobecoachedinbound.
Training
EMA requires that the Handling Agent ensures passenger safety by determining the
requirementfor,andprovidingsuitableandsufficientnumbersof,trainedpersonnelforthe
safemovementofpassengersbetweentheterminalbuildingandtheaircraft(orviceversa)
by utilising the designated walkways provided and keeping them clear of aircraft servicing
operationsorequipmentparkingareas. Positive 'lineofsight'passenger controlmustbe
maintainedforallpassengersboardingfromtheWestPiertostands3033.
Monitoring
HandlingAgentsaretoprovidetheAirportwithacopyoftheirproceduresforensuringthat
passengers are safeguarded between the aircraft and terminal building. Monitoring of
passengercontroliscarriedoutbyAirfieldOperationsonadailybasis.Additionally,random
sampling of flight arrivals and departures are undertaken to enable performance auditing,
the results being collated on a monthly basis and forwarded to the Handling Agents. Any
actionstakenbyHandlingAgentsstafflikelytoaffectthesafetyofpassengerswillresultin
responsiveaction.

Responsibilities
ItisarequirementofUnitedKingdomBorderForce(UKBF)thatallcommontravelarrivals,
i.e.thosepassengersatpresenttravellingfromJersey,Dublin,Shannon,KnockandCork,are
processedthroughtheappropriateUKBFinboundentrypointpriortoproceedingonwards
tobaggagereclaim.
Passengerstravellingfromtheabovedestinationsarenotrequiredtobeinpossessionofa
passportandthereforedonotneedtobepresentedtoImmigrationstaff.
Operationalrequirements
It is the responsibility of the handling agent to ensure that all common travel arriving
passengers are led into the baggage reclaims area via the common travel arrivals entry
point.
Thehandlingagentmustensurethatcommontravelarrivingpassengersarenotallowedto
mixwithdomesticarrivingpassengers.
The agents meeting the flight should decide to either hold the passengers on board the
aircraft(ifoperationallyacceptable)ortocoachtheflightshouldadomesticflightalreadybe
offloading on to the walkway from an adjacent stand. Passengers may be held on the
walkwaypriortogainingentrytothecommontravelarrivalsdoorifaflightisenteringthe
domesticarrivalsarea,inordertomaintainsegregation.
The meeting team must ensure that one agent leads disembarking passengers along the
walkwayandintothecommontravelarrivalsarea;thesecondmeetermustfollowthelast
passengerintoarrivalsensuringthatallpassengersarepresentedtothecorrectarea.This
procedure should be followed for all arriving passengers entering either International,
DomesticorCommonTravelArrivals.
Bothcommontravelanddomesticentrypointsarefittedwithcardswipeaccesscontrol,itis
theresponsibilityofthehandlingagenttomanagetheirpassengersaccessbyensuringonly
onesetofdoorsareopenatanyonetime.

EMASecuritywillcontrolaccessthroughthedomesticandcommontravelarrivalgates.All
handlingagentsandpassengerswillbemetatthesepointsbyamemberofSecurity.
Handling agents must present the passengers to the member of security in order to gain
accesstothearea.IftherearePRMpassengersontheflightthatwillbearrivingseparately
thehandlingagentshouldinformsecuritytoexpectthem.
The security supervisor should be informed on 07880787533 if a flight is operating off
schedulei.e.landingearlierorlater(+or5minutes)thanthetimedisplayedontheflight
informationdatascreens.

This procedure concerns any passengers embarking on internalbound flights that develop
technicaldifficultiesbeforetakeoff,orreturnstoEMAsoonaftertakeoff.
If passengers are off loaded into an airside area until they depart on a new or repaired
aircrafttheywillnotneedtobeseenbytheUKBorderForce.
IfpassengersareoffloadedintoalandsideareatheymustbeseenandprocessedbytheUK
BorderForceintheImmigrationHall.
The above also applies to any inbound diverts which originate from outside the UK or
CommonTravelAreawherepassengersareoffloadedatEMA.
