2. Martial Art Performance are not permitted as this have slow the parade and causing issue
with the parade progression and have received many complains from other participants

1. Its mandatory that the Equestrian Unit have people to pick up horses waste immediately
mandatory as they was discharged. Horse wastes cannot be allowed to be tumble upon by
other parade participant and spread to surrounding areas. If the City or the Organizer have
to clean up the discharge, the Equestrian Unit will be charge a fine and the cost to clean up
the street.

1. Float must be adhere to the attached Guideline to Float and must passed the City Safety
inspections by 5pm Friday Feb 3rd. Failure to get the Safety Inspection Pass prior to that time
will not be allowed to enter the parade.

Description of the Float or Additional Description of Non-Float Entry. Please provide scratch of your
float if you can. Priority and special consideration are given to Beautiful and Special Float or Parade
Entry.

LSTP-2017 reserves the right to reject any applicants that are associated with communist and/or considered to become a
public disturbance. THE ENTRY NUMBER IS SET BASED ON FIRST COME FIRST SERVED (POST MARKED
DATE) AND THE RESONABLE FLOW OF THE PARADE.

All units must check- in between 7:00 AM and 8:00 AM at the corner of BOLSA Avenue and PURDY Sreet, on
Saturday- FEB 4TH, 2017. All units must be in their assigned lineup position before 8:30 AM. The number of participants
must match with the number submitted on the application. LSTP-2017 officials reserves the right to remove any
person if the participants reach the maximum allowable number.

The Parade units will start lining up in the Pre-Parade route on Bolsa near Purdy and will begin to march toward the starting
line at the Bolsa/Magnolia Intersection. The Parade route will be ending at Bolsa/Bushard Intersection, at which the parade
unit will turn right into Bushard street and disperses.

THE PARADE STARTS PROMPTLY @ 9:00 AM. Late arrivals may be re-positioned at the end of the Parade. LSTP2017 requests that ALL participating units reflect the theme of New Year celebration and/or cultural theme. As a major
parade with media coverage, ALL units are reminded of the responsibility that goes along with this presentation. All
interpretations of this year's theme MUST be in a tasteful and acceptable manner.
5.
Parade height for floats shall be less than 25 feet according to City of Westminster regulations. You must also have a fire
retardant or non-combustible material for your entry. Please abide to all safety regulations. You must have a minimum of
one 2A10BC Extinguisher on the float, which is required by the City of Westminster Fire Department. Please note, the
Fire Marshall will be inspecting all rigs and entries. They can prevent you from participating if the regulations are not
followed. If your entry is pulled for Fire Department violation, Parade entry fees will not be refunded or returned.
6.
Police and Fire Department traffic lanes must be kept open at all times. The law forbids parking vehicles, decorating units,
practicing marching routines, and/or forming a waiting group in these lanes.

LSTP-2017 reserves the right to remove any persons from any float or vehicular unit which it determines to be
overcrowded to such an extent that the unit may break down or cause injury to participants and/or slow down the parade.

LSTP-2017 reserves the right to remove any person or unit from the pre-Parade assembly area or the Parade deemed to be
offensive and/or a hindrance to the progress of the Parade, or places other participants and/or spectators in physical danger,
or violates any of the regulations set forth in this application. (Including any Nudity and Intoxication)

10. LSTP-2017 presents the annual TET Celebration for the public as an educational and entertainment event and reserves all
rights as producers. Any reproduction, broadcast, or commercial use of any portion of the event, in whole or in part, in any
form without explicit prior written consent from LSTP-2017 Committee is strictly prohibited. LSTP-2017 may, at its
discretion, film, photocopy or tape any and all portions of the Parade for commercial use.

MMayor Pro Tem Tyler Diep was elected to the Westminster City Council in 2008.
After a two-year hiatus, voters overwhelmingly returned him to office in the 2014 election.
Concurrently, he also serves as the President of the Midway City Sanitary
District, a special district charged with providing sewage treatment and trash collection for
Westminster and Midway City.
In his full time job, Mayor Pro Tem Diep works for the
works as a news anchor/reporter for a television station and two radio programs. As a
homeowner in Westminster, Mayor Pro Tem Diep recognizes the importance of keeping Westminster
neighborhoods safe and clean. He is a dedicated public servant and is devoted to serving the
residents of Westminster.
