Regulations on Management of Employee


Training

Chapter I General Provisions
AALRT

Article I In order to standardize management work of AALRT employee training,


comprehensively enhance business skills and comprehensive quality of employees,
cultivate and provide excellent talents for all posts and ensure normal operation and
production, it is hereby to formulate this Regulation.

Article IIThis Regulation is formulated in accordance with relevant provisions of Ethiopia
and in combination with actual situation of AALRT.

Chapter II Scope and Principle
AALRT

Article III
All employees of AALRT shall enjoy the right and obligation of training.
Personnel who are designated to participate in training could not refuse to participate in
without special reasons. It shall abide by principles of combination of learning and
working requirement as well as pursuing efficiency.

Article IV
Group leaders and superior administrators mainly participate in
administrator training, safety training and post skill training. Operators mainly participate
in safety training and post skill training.

Article V
Production personnel of the production department (center) shall participate
in various training for at least 36 training hours every year (including all internal training
and external training as defined in This Regulation).

Article VI
AALRT shall give priority to employees who are assessed to be excellent in
annual performance assessment or have outstanding contribution in work to get external
training and management training.

Article VII Learning performance and assessment of employees during the training
period shall be one of significant base for employees to get an offer, become a regular
employee, rank and promote.

Chapter III Training Organization and Function

Article VIII Three-level management including AALRT, department (center)/branch and
team shall be implemented for employee training management system based principles
of unified management, hierarchical implementation and labor division and labor division
to guarantee continuous and high-efficient implementation of employee training work.

AALRT shall establish training leading team, which is composed of a team
leader acted by general manager of AALRT, deputy team leader acted by director of
human resource department of AALRT and members including directors of all
departments (centers).

Its functions include: organize to formulate systems and policies for AALRT employee
training work, organize to formulate development strategy and planning for AALRT
employee training, examine and approve annual employee training plan, coordinate
major issues of employee training (including distribution of training resources, use of
training facilities, formulation and revision of training documents and teaching materials),
determine award and punishment for employee training and review and determine
personnel for being trainers.

Article X
Human resource department of AALRT is the centralized department
(center) of AALRT employee training management, which shall be responsible for unified
organization and management of various training work of AALRT.

Its functions include: organize all departments (centers) to compile annual training plan of
AALRT, organize members of AALRT training leading team to examine and approve
annual plan, organize to implement annual training plan, guide, check and assess
training management work of all departments (centers) and establish and manage
employee training archives of AALRT.

All departments (centers) shall establish training leading team, which is
composed of a team leader acted by director of department (center) and members

including responsible person of training work and relevant personnel who are responsible
for training work.

Its functions include: be responsible for compiling and reviewing annual training demands
of the department (center) and branch, formulate specific training implementation
program in accordance with annual training plan and be responsible for organization and
implementation, be responsible for organizing to compile and revise training document
and teaching materials of the department (center) and branch, be responsible for
formulating training management systems and working procedures of the department
(center), track and check implementation situations of all training plans of the department
(center) and analyze training effects and carry out daily training management work
including training records, statements and employee training archive.

Chapter IV Training Type and Contents

Article XII Training of AALRT mainly includes external training and internal training.
External training includes supplier training and other external training. Internal training
includes induction training, safety education training, business training before on-post,
post review and skill enhancement training, technical competition and management
training.

Article XIII

Main contents of external training are as below:

(I) Supplier training: Supplier training is training about basic theoretical knowledge of
equipment, operating skills and maintenance provided by suppliers for employees, which
can be divided into training that employees shall go to get training in the factory of
supplier and training that supplier shall assign personnel to AALRT to give training to
employees.

(II) Other external training: including training, investigation and learning to the other units.

Article XIV

Main contents of internal training are as below:

(I) Induction training: aim to make new employees have a preliminary knowledge and
understanding about basic information of AALRT so that new employees can adapt to
AALRT as soon as possible and be competent for responsibility of the post as early as

possible;

(II) Safety education training: including safety education training before on-post, safety
education training of transfer-position and daily safety education training. Safety
education training before on-post shall be implemented by AALRT, branch and team.

(III) Business training before on-post: it means work license training of various technical
operators of Light Rail of AALRT and master-prentice teaching training for technical
operators not belonging to Light Rail. Training contents shall be confirmed in accordance
with Provisions on Management for Employment with Certificates for AALRT Technical
Operators and relevant requirements of technical posts of non-light rail.

(IV) Post review and skill enhancement training: it mainly indicates review training, posttransfer training and relevant skill enhancement training for existing employees organized
by department (center), branch, team and station level.

(V) Technical competition: aim to build a good atmosphere of learning, competition,
catching and surpassing for employees to boost employees to enhance business skills.

(VI) Management training: It means training conducted for AALRT team leaders and
superior leaders of AALRT to learn comprehensive management knowledge, constantly
enhance executive ability and comprehensive management capability.

Chapter V Training Organization and Management

Article XV All departments (centers) shall submit training demands for next year to the
human resource department in accordance with demands of all departments (centers) at
the end of every year. Human resource department shall submit all submitted training
demands to training leading team of AALRT for approval after examination. The human
resource department shall issue AALRT Annual Training Plan with approval. The human
resource department shall organize all departments (centers) to implement and assess
training process and results.

Article XVI In accordance with annual training plan, all departments (centers) shall
cooperate for internal training and external training organized by human resource
department. Specific contents are as below:

(I) Organization and management of internal training shall be executed in accordance
with Implementation Rules for Internal Training Management of AALRT (see Appendix).

(II) In the external training, supplier training opened by AALRT shall be organized and
executed by corresponding professional departments (centers) by them, the human
resource department gives necessary support.

(III) Certification of technical operators of Light Rail shall be executed in accordance with
Provisions on Management for Employment with Certificates for AALRT Technical
Operators.

Chapter VI Training Assessment and Evaluation

AALRT

Article XVII Assessment of employees during the training period shall be implemented
in accordance with training ways. Assessment of external training shall be implemented
by training organizations; assessment of training organized by AALRT shall be
implemented by human resource department; assessment of training organized by
department (center) shall be implemented by department (center).

Article XVIII Employees shall be managed by human resource department during the
period of training organized by AALRT. Performances of employees shall be recorded
into personal performance assessment, which shall specifically be executed in
accordance with Management Regulations of Management of Employee Performance
Assessment.

Article XIX Assessment contents after employees are trained include learning attitude
and performance, mastering level of business knowledge and operation skills and ability
to resolve practical problems. Tracking and assessment of training effect shall be
implemented by AALRT and departments (center). Human resource department shall
organize personnel to assess training organized by AALRT. Various departments
(centers) shall organize to assess training organized by them.

Article XX AALRT shall arrange employees to participate in training. If employee can


not participate in training for some reasons, he shall handle relevant procedures of
asking for a leave according to Management Regulations of AALRT Employee
Attendance, otherwise, it shall be handled as per absenteeism.

Article XXI Relevant assessment, award and punishment of all trainings of AALRT shall
be recorded into personal training archive of employee.

Chapter VII Training Expense Management

Article XXII Human resource department shall be responsible for unified management
and use of training expenses of AALRT. All training expenses of AALRT can be used after
the financial department examines and leaders of AALRT approve.

Article XXIV If various trainings are organized or approved by AALRT and training
expenses are charged by AALRT, participants shall sign training contract with AALRT in
accordance with provisions of relevant documents of AALRT .

Chapter VIII Supplementary Provisions

Article XXV All departments (centers) can formulate implementation rules for employee
training management of the department (center).

Article XXVI This Regulation shall be executed since the issue date. This Regulation
shall be explained by human resource department.

Appendix: Implementation Rules for Internal Training Management of AALRT

Chapter I
General Provisions

to improve the training quality and to ensure the implementation of all internal training, this rule is
prepared as per the relevant regulations of Training Management Measures of Employees of
Operation Company and the actual situation of the AALRTS Operation Company.

Article 2 Internal training means all kinds of training conducted inside the company, including
induction training, business preparation training, post review and skill improvement training
(including technological competition), management training, etc.

Article 3 The company internal training is under the principle of unified management, level-tolevel implementation and taking different responsibility on different post. And the 2-level
management mode is adopted, i.e. AALRTS company level and department level.

Article 4 This rule is applicable to all trainings conducted in the scope of the AALRTS Operation
Company.

Chapter II


Organization and Management of Trainings

Article 5 According to the annual training plan, the division of organization and management of
AALRTSs trainings are as follows:
HR department is responsible for organizing and managing the induction trainings, business
preparation training and management trainings with the cooperation of relevant departments
(centers) upon implementation; and relevant departments (centers) are responsible for specific
implementation of business preparation training, post review, skill improvement training and
supplier training (at AALRTSs place).

Article 6 Induction training

(I) The induction training shall be arranged by HR department as per the registration of new
employees. And HR department shall be responsible for contacting, preparation of plans,
organization and implementation of induction trainings.

(II) The personnel of HR department or relevant departments (centers) shall be the class
advisor of the induction training. This person shall be responsible for daily management, contact
with teachers, preparation of training tools and materials, establishment of training record, etc.

(III) The attendance of the induction training class shall be conducted by the class advisor as per
the Attendance Management Measures of Employees of AALRTS Company.

(IV)The evaluation of trainees shall be carried out according to the attendance, behavior in class,
assignment post-class, final exams.

Article 7 Business preparation trainings

(I) HR department is responsible for overall organization and management, plan review, training
resources allocation, contact with teachers, exam organization and certificate issuance of business
preparation training, while relevant departments (centers) are responsible for preparation of plan,
application and report, follow-up management, completing of training record, etc.

(II)The training plan (see Attachment 1) shall be applied by relevant departments as per the
requirements of training programs for certain work type before 4 days implementation, Hand
training courseware, Trainer print lesson plans. The HR department shall approve and ask them
put into effect.

(III) One employee shall be appointed by HR department to take charge of overall management,
resources coordination and follow checking for the training class. And another employee shall be
appointed by relevant departments as the class advisor for the training class, who is responsible for
daily management and record establishment of the training class. Head of class and group leader
shall be selected by the class advisor, in order to fulfill the level-to-level management.

(IV)The attendance of the training class shall be conducted by the class advisor as per the
Attendance Management Measures of Employees of AALRTS. The class advisor shall make
attendance notes on the Training Attendee List of AALRTS (Attachment 2) according to the
training situation of trainees.

(V)According to the training plan for work license, related departments with the HR department
organize work license theory test. After the theory exams for work license, the relevant department
shall appoint the master as per the specific situation of the persons who passed, and fill in ERC
Employeeship System Sheet (Annex 3).The signing of Employeeship contract shall be organized
and formulate practical operation of the training plan. During the ERC Employeeship period, both
masters and apprentices shall fill out and sign on the apprentice on-post record based on truth.

(VI)The management during the ERC Employeeship period shall be conducted as per the
Apprenticeship Management Measures of AALRTS.

(VII)When the master-ERC Employeeship period is over, the signature of practical training plan
shall be organized timely by relevant departments. And it shall be submitted to the HR department
along with master-ERC Employee contract before the practical operation exam.

(VIII)After the practical operation exam for work license, HR department is responsible for
publishing the results for work license exams. For those who failed, the master-ERC employee
ship shall extend for two weeks and the make-up exam shall be arranged after that. If the
department tends to shorten the master-ERC employee period for persons who failed after one
week, an application shall be issued to HR department (training center) in a form of work contact
list for approval.

Article 8 The post review and skill improvement training is aimed at improving the business
quality of frontier employees, especially at strengthening the skills of practical operation. So in
principle, the training is in the form of practical operation.

(I) All departments shall organize the post review and skill improvement training of their own
department as per the annual training plan.

(II) All departments shall divide the annual training plan on a monthly basis into the Monthly
Training Schedule (see Attachment 1) and stick to the plan. All departments shall submit the

training plan of the month to the HR department prior to the last day of every month.

(III) For trainings out of annual training plan, the Application Form for Implementation of
Unplanned Training (Attachment 4) shall be filled out by relevant departments. Subject to
approval of in-department director and department (central) director, the trainings shall not be
conducted until they are submitted to the HR department 3 work days before the implementation
of the trainings in principle.

(IV) Special personnel shall be appointed by all departments to contact teachers, to prepare
teaching materials and handouts, tools and training place, to arrange the trainees, to manage the
class and to make Trainers Evaluation in Class (Attachment 5) and record of training attendance.

(V) All departments shall arrange the trainees for post review and skill improvement training
scientifically and reasonably.

(VI) All departments shall summarize the training implementing situation of the month at the end
of each month. The Monthly Statement of Internal Training (Attachment 6) and the Summary
Sheet for Evaluation of Trainers (Attachment 7) shall be filled out and submitted to the HR
department prior to 5 of next month.

(VII) Based on monthly training plan and monthly report on training, the HR department shall
carry out inspections on the implementation of internal trainings, evaluation on trainers, plan
fulfillment, lecture notes and training participation. For those that did not meet the requirements
the assessment on departments and relevant person in charge shall be conducted.

Article 9 Management training



(I)HR department is responsible for the contacting and organizing of the management training.

(II) The relevant personnel of HR department shall be the class advisor for management training,
who is responsible for daily management, contact with teacher, preparation of teaching tools and
establishment of training record of the training class.

(III) The attendance of the management training class shall be conducted by the class advisor as
per the Attendance Management Measures of Employees of AALRTS.

(IV) The evaluation of trainees shall be carried out according to the attendance, behavior in class,
assignment post-class, training summary, essay releasing and experience sharing.

Article 10 The supplier training shall be organized and managed by the department (center)
keeping contact with the supplier independently, with necessary support from HR department.

Chapter III


Organization and Management of Exams

Article 11 Exams of company-level trainings shall be organized by HR department and the exams
of department-level (center-level) trainings shall be organized by relevant departments (center).

Article 12 Exam assigning



(I) The exam assigning personnel shall have the experience of the discipline for 1 year or more
and is qualified as assistant engineer or higher specialized technical qualification. And the
assigning personnel for each exam shall not be less than 2.

(II) The exam assigning shall be separated from the public during the assigning period. No
cheating and no contact to the public are allowed. The separation shall not be lifted until the exam
begins.

(III) Based on the exam requirements (or the proportion specified in the test programs), the
assigning personnel shall choose the questions of proper quantity and proper difficulty as per the
proportion, and the test paper shall be composed after certain marks are given to each question.

(IV) The assigning personnel shall check on the primarily generated test paper in a meeting, to
check whether the difficulty, errors and the marks are proper and correct. The test paper can be
adjusted when necessary.

(V) Under the supervision of HR department, the assigning personnel shall finish the printing of
the finalized test paper. The printed test paper shall be under the supervision of the assigning
personnel till the starting of the exams.

Article 13 Evaluation

(I) The personnel from HR department and relevant departments are the evaluators of the theory
exams for post qualification. The ratio of evaluators and examinees is 1:40. Every standard
classroom shall be assigned with at least 2 evaluators.

(II) The evaluators of practical operation exams for post qualification shall be professionals (the
qualification is of the same as those of the exam assigning personnel). Every examinee shall be
evaluated by at least 2 evaluators.

(III) Evaluators shall attend the exam with the principle of openness, justice, fairness. No tips on
the answers or answering to questions related to the exams are allowed. If any evaluator is found
cheating with irrefutable evidences, it is recommended to return such personnel to ERC.

(IV) After the exams for post qualification, evaluators shall fill out the Record Sheet for
Conditions of Examination Rooms (Attachment 8) and Examination Score Sheet of AALRTSs
Pre-job Training (Attachment 11) based on truth, seal the test paper and hand them over to HR
department after binding universally.

Article 14 Disciplines for exam site


(I) The examinees shall only take necessary stationaries with him. No books, materials related to
the exam shall enter the site. All examinees shall comply with the arrangement of evaluators
during the exams.

(II) The behaviors below during exams are deemed as cheating: answering phones or looking up to
materials online, whispering, peaking at others paper, smuggling or passing-on notes, exchanging

test paper, etc.

(III) The evaluators shall monitor the discipline of the exam site carefully. When cheating
identified and confirmed, the test paper can be confiscated immediately and the result of the
cheating examinee shall be cancelled and recorded on the Record Sheet for Conditions of
Examination Rooms. The cheating examinee shall be dealt with by HR department as per relevant
regulations of the Operation Company.

Chapter IV


Management of Trainings Certificate

Article 15 The HR department shall be responsible for the management of the post certificates
and training certificates with cooperation of relevant departments (centers).

Article 16 After the release of the results for post certificate exams, the relevant departments shall
submit the Information Sheet of Personnel Passing Work License Examination (Attachment 9) to
HR department for approval. The post certificates shall be issued after approval.

Article 17 In case of employees losing the post certificates, it shall be reissued timely. People who
lost the certificate shall fill out the Application Form for Re-issuance of Post Certificate
(Attachment 10). Subject to the approval of his department, the HR department shall review and
reissue the relevant certificates.

Article 18 When an employee resigns, the relevant post certificates shall be handed back to the
HR department during resignation.

Chapter V


Management of Trainings Information

Article 19 The record for trainings of branch company level shall be initiated by HR department
(assisted by class advisor), and relevant departments shall note/file the training information (copy
of post certificates) of the employees into the personal training files.

Article 20 Relevant departments (center) shall initiate the training record for department-level
trainings. The training information of the employees shall be noted into the personal training files.
And the HR department shall regularly inspect on the training records.

Article 22 The management of training expenses shall be conducted in accordance with the
Training Management Measures of Employees of AALRTS


Chapter VII Supplementary Provisions
AALRTS

Article 23 Specific measures or implementation rules of the department may be prepared by each
department (center), according to the Training Management Measures of Employees of Operation
Company and this provision as well as the actual situation of the department.


Article 24 The Rules shall come into force from the printing and issuing date and shall subject to
the interpretation of HR department.
