PROCEEDINGS OF THE COUNTY BOARD OF EQUALIZATION

June 13, 2016


The County Board of Jackson County, Minnesota met as the County Board of
Equalization, in the Jackson County Courthouse Board Room, 405 Fourth Street, City of
Jackson, Minnesota, on June 13, 2016. The following members were present: Kim
Hummel, Don Wachal, Rose Schultz, William Tusa, Commissioners; and County
Auditor/Treasurer Kevin Nordquist. Commissioner David Henkels was absent.
Staff present: Jason McCaslin, County Assessor; Heidi Moss, Appraiser; Sandy Rettig,
Appraiser; Robert Stewart, Appraiser; Lisa Will, Deputy Assessor, and Steve Duncan,
County Coordinator.
Chair Rose Schultz called the County Board of Equalization to order.
Motion was made by Commissioner Tusa and seconded by Commissioner Wachal to
adopt the agenda. The motion carried with four ayes, no nays and one absent.
The Board of Equalization was sworn in by Deputy Clerk of Court, Teri Reetz.
Assessor Jason McCaslin gave an overview of the 2016 Assessment.
Parcel R13.017.0100, Mike Handzus, owner. Mr. Handzus presented his appeal. Assessor
recommended no reduction in value as owner denied staff access to the property and in
conjunction with state statute. Motion was made by Commissioner Wachal and
seconded by Commissioner Hummel to adopt Board Action 16-140 denying Mr.
Handzuss request to adjust the value. The motion carried with four ayes, no nays
and one absent.
Parcel R19.006.0450, Regan Lueck, owner. Assessor recommended changing the
classification of the property/parcel from residential to agricultural. Motion was made
by Commissioner Wachal and seconded by Commissioner Tusa to adopt Board Action
16-141 accepting the County Assessors recommendation for re-classification. The
motion carried with four ayes, no nays and one absent.
Parcel R22.341.0040, R24.402.0150, R24.402.0155; Lake Communities, Inc., owner.
Assessor recommended setting the estimated market value on R22.341.0040 at $988,000;
R24.402.0150 at $1,281,600; and R24.402.0155 at $1,048,000. Motion was made by
Commissioner Tusa and seconded by Commissioner Wachal to adopt Board Action
16-142 accepting the County Assessors recommendation for setting the estimated market
value for the subject parcels. The motion carried with four ayes, no nays and one
absent.
During unscheduled appeals and questions, Jackson County resident property owner
Larry Gill was in attendance and questioned the increase in market value on one of his
properties/parcels. Appraiser Heidi Moss gave an explanation on how the market value
in question was arrived at during her work on the parcel. The Board encouraged Mr. Gill
to further discuss his concerns with the Assessors office.

Motion was made by Commissioner Tusa and seconded by Commissioner Hummel


to adjourn. . The motion carried with four ayes, no nays and one absent.
