During the month of January, the United
Independent School District proudly recognizes
the dedication of our Board of Trustees, as it is
School Board Recognition Month. This years
theme is All-Star Team, which reflects their
outstanding commitment to serve as tireless
advocates for our students.

Although we are making a special effort in January


to thank our Board members, we recognize that their
contributions reflect a year-round commitment, said
United ISD Superintendent Roberto J. Santos. They
shoulder enormous responsibilities and volunteer their
personal time to attend District Board meetings, seminars,
and conferences. They also interact with business
leaders, parents, and the community on a regular basis.
Their ultimate goal is to help all of our students suceed,
added Santos.
The Board of Trustees diligently worked to pass the
$408.7 M bond election in November 2013 which resulted
in the approval of 14 new schools, upgrades to safety
and security, additional technology, and additions and
renovations to existing facilities.

As the governing body for United ISD,


the Board of Trustees oversees an
annual budget of $363M (includes
general operating, debt service, and
child nutrition funds) for over 43,600
students from pre-k through 12th
grade.
The Board of Trustees is elected by
local citizens who work without pay to
ensure that our students get the best
possible education. United ISD urges
the community to take a moment and
thank school board members for caring
about our children and giving so much
to make United ISD #1. Let them know

The District will also be breaking ground for Lyndon B.


Johnson High Schools 9th grade campus later this year. As for
Middle School #10 and the elementary school in San Isidro,
inclement weather conditions may adversely affect projected
completion dates for both projects.
At this time I would like to acknowledge our Board of
Trustees on the occasion of School Board Recognition Month,
which is commemorated during the month of January. United
ISD recognizes the valuable contributions that our trustees make
to our community. Serving on the United ISD Board are: Judd
Gilpin, President; Juan Roberto Ramirez, Vice-President; Aliza
Flores Oliveros, Secretary; Ricardo Molina, Sr., Parliamentarian;
Javier Montemayor, Jr, Member; Ricardo Rick Rodriguez,
Member; and Ramiro Veliz, III, Member. These individuals are
extraordinary volunteers who undertake the enormous task of
governing our school district. Their actions and decisions affect
the present and future lives of United ISD students.

Please join me in thanking these extraordinary


individuals for their service.
Finally, the District recently began the process of
becoming a District of Innovation (DOI). I encourage
all United ISD parents to read about DOI in this issue
of the Parent Connection. Should you have any further

United ISD parents can rest assured that the District is taking measures to accommodate a smooth
transition for all current 8th grade students who will be attending these 9th grade campuses.
The following information summarizes the changes that will take
effect beginning in the fall of 2017.

Effective the 2017-2018 school year:


8th grade students currently attending
Trautmann Middle School and Washington
Middle School will attend classes at the new
United High School 9th grade campus located
at 811 Hillcroft Drive.
8th grade students currently attending United
South Middle School and Gonzalez Middle
School will attend classes at the new United
South High School 9th grade campus located
at 3819 Aguanieve Drive.
Finally, 8th grade students currently attending
United Middle School and Clark Middle School
will attend classes at the present-day United
9th grade campus located at 8800 McPherson
Road. This arrangement will apply until the
construction of the new J. B. Alexander High
School 9th grade campus is completed by the
2018-2019 school year.

Effective the 2017-2018 school year:

United ISD continues to expand at an extraordinary pace.


As such, I am pleased to announce that we continue to make
progress on the various bond projects. The ninth grade campuses
for United High School and United South High will be ready for
our students in August. Accordingly, our staff and teachers will
begin to move into these new facilities during the spring months.
Furthermore, incoming freshmen from John B. Alexander
High School will be temporarily relocated to attend classes at
the current United High School 9th grade campus located off
McPherson Road - until their new ninth grade campus (located
off loop 20), is completed. In addition, Elementary school #28 off
of Hwy.359 will open in August 2017. This campus will alleviate
overcrowding at Zaffirini and Bonnie Garcia Elementary.

John B. Alexander High School: Due to the expansion projects taking place at John B. Alexander
High School, the district will need to house the incoming freshmen students at the current present-day
United High School 9th grade campus located at 8800 McPherson for the 2017-2018 school year.

It gives me great pleasure to welcome you to the United Independent School Districts
winter edition of the Parent Connection. The purpose of this publication is to update parents
of the many undertakings, accomplishments, and events occurring within our District. I am
extremely proud of what our employees and students have achieved this past semester.

United High and United South High Schools: United ISD is proud to announce that the new 9th
grade campuses for United High and United South High School constructions will be completed this
spring. By August 2017, the class of 2021 (incoming freshmen) will be the first to utilize these new
facilities.

Innovation
Most recently, the District began the process of
becoming a District of Innovation (DOI). We would
like to clearly communicate the facts about District
of Innovation (DOI) and to state the administrations
intentions to utilize the program in our District. The
process of pursuing a DOI will be done in full compliance
with Texas law. The legal process of DOI includes
participation of a local committee appointed by the
Board of Trustees, public hearings, and the approval of
the DOI plan by our Board of Trustees.

What Is DOI?
In 2015, a Texas law was passed which is known as
House Bill 1842. This bill allows certain acceptably rated
school districts to become Districts of Innovation and
claim exemptions from many state laws from the Texas
Education Code that affect public education locally.
Even in the initial stages of this process we have come to
realize the benefits of becoming a District of Innovation
and the positive impact it will have in our District. The
process of District of Innovation allows the school district
to assess the benefit of allowing some key education
decisions to remain local. Part of the process of DOI is
to assess how an exemption from state law may better
serve our students, employees, and community. More
succinctly, the needs of United ISD are not necessarily
best served by every provision of state law.

What Provisions is United ISD


considering being exempt from?
United ISD is considering five areas which will be
presented to a local committee. The administration
has established a District Advisory Committee (DAC)
comprised of teacher representatives from each campus,
community representatives, and parents (the established
DEIC Committee with additional personnel added). The
Board appointed the committee through board action at
the regular Board meeting held Wednesday, December
14th. Through the District of Innovation program, the
scope for exemptions will be narrow and limited to only
five key areas for improvement.

In becoming a District of Innovation the District


intends to assess and apply for exemptions in the
following areas only:


1. the law prohibiting the District


from beginning instruction before the
fourth Monday in August;

2. the law that requires that minimum


attendance (90% rule) for students for
class credit or final grade;

3. the laws that limit the ability of the District


to hire professionals who are equipped to
teach certain trades and vocations in Dual
credit programs when certified teachers
are not available.;

4. the law that limits each campus to


designate only one individual to serve
as Campus Behavior Coordinator;

5. the law that authorizes each school


district to provide a minimum of 75,600
minutes of instruction, including
intermissions and recesses for students
in half day Pre-Kindergarten Program
and those enrolled in the Positive Approach
to Student Success (PASS) Program.

What Assurances is the District


ensuring our Stakeholder about
Other Exemptions?
The United ISD Board of Trustees and the United ISD
Administration will not seek, under the District of
Innovation process, exemptions from any existing
laws relating to teacher contracts including salary or
days of employment; teacher schedules, specifically:
planning periods, duty free lunches; employee
complaint procedures (grievance policies); or any
other existing laws except as proposed above.

In order to adequately address the diverse needs
of our District, these exemptions may be beneficial.
This is a truly unique opportunity for our District, and
it is our desire that our community will learn more
about DOIs or ask for further information about DOIs.

Below is United ISDs proposed timeline for the
DOI process, but it is subject to modification as
allowed by law:
12/6/2016 - Present information to School Board
Instructional Committee regarding the intention to
become District of Innovation, present resolution,
and announce Public Hearing.
12/13/2016 - Present Districts intent of becoming
a District of Innovation to campus and district
administrators.
12/14/2016 - At Regular Board Meeting: Resolution
is presented for approval.
** Since board approved the resolution,
the following timeline will ensue**
12/14/2016 - Hold Public Hearing to determine
whether the district should develop an innovation
plan. Board appoints District Advisory Committee
(DAC) to develop plan with:
1. Comprehensive educational program with
innovations, and
2. List of Education Code provisions to be exempt.
1/5/2017 - First Meeting with DAC. DAC identifies
exemptions to include, reviews local district policies
affected, and drafts Innovation Plan to present to
the Board of Trustees.

1/17/2017 - Second Meeting with DAC. DAC continues


to identify exemptions to include, reviews local district
policies affected, and continues to draft Innovation
Plan to present to the Board of Trustees.
1/24/2017 - Send DAC the finalized plan for review
through email.
1/25/2017 thru 1/30/2017 - DAC Members will present
final plan to campus personnel. Feedback will be
collected and provided to the chairperson.
1/31/2017 - Third Meeting with DAC. Present final
Innovation Plan to DAC. DAC must vote for plan
approval (majority vote to pass and continue). Vote
must take place at a public meeting.
2/1/2017 - Post Innovation Plan on district website for
at least 30 days and notify TEA Commissioner. Post
notice for Public Hearing.
03/22/2017 - Hold Public Hearing and Present to
Board for approval by 2/3 majority vote.
3/23/2017 - If approved, District functions in
accordance with plan and will be exempt from the
Texas Education Code mandates noted in plan.

United ISD ensures all stakeholders that the


District will comply with all requirements mandated
by HB 1842 and that the process for completing
the DOI Program will be transparent for all. United
ISD believes that the exemptions that the District
is proposing will be beneficial to our students, our
employees and our community. Please feel free to

United ISD Calls for Alumni for League of


Legends Distinguished Student Program
Recognizing the achievements of successful
graduates is the goal of United Independent
School Districts League of Legends Distinguished
Alumni program.
Nominations are currently being sought
for individuals who graduated from John B.
Alexander High School, Lyndon B. Johnson High
School, United High School or United South High
School. Nomination applications are located on
the United ISD website at www.uisd.net and are
due by February 1, 2017 to the Superintendents
Office located at 201 Lindenwood Drive.
The United ISD League of Legends Distinguished
Alumni Program recognizes exceptional graduates
of our District who have set themselves apart
by making extraordinary contributions to
the communities they serve, said United ISD
Superintendent Roberto J. Santos.
Any individual may nominate a District graduate
for this honor. However, nominees must have
graduated at least five years ago or more have made
notable contributions to their profession and their
community. They should also exhibit personal
and professional integrity. Nominees may live in
Laredo, surrounding areas, or out of state.

A special selection committee will consider nominees


in the following areas: outstanding service to country
or community, career advancement, or philanthropy.
Additional information on each of these specific areas
can be found on the nomination form located on the
website.
Supporting documentation such as a resume, news

application.

and this is our special way of honoring them and letting
them know how proud we are of them, added Santos.

United ISD to Open Application Process for Early


College High School for 2017-2018 School Year
United ISD partnered with
Laredo Community College to
launch the Districts Early College
High School Program (ECHS) at
Lyndon B. Johnson High School
(LBJHS). The program offers
college level course work to
incoming 9th grade students who
live within United ISD boundaries.
ECHS graduates can earn up to
60 hours of transferable college
credit, the equivalent of two
years of college or an Associates
Degree.

Applications for the 2017-2018 school year


ECHS program must be submitted no later
than January 25, 2017, and can be obtained
by contacting any middle school counselor
or ECHS counselor at LBJHS. Space is
limited, allowing for only 125 students to
partake in next school years ECHS program.
Furthermore, the names of qualifying students
will be entered into a blind access lottery
system. The results of the lottery system are
final, and will determine which 125 students
will enter the ECHS program. Those students
must then complete a summer bridge
program to prepare for transition to a college
level environment.

Fitch Ratings Awards AA


Category To United ISD
As of November 2016, Fitch Ratings* affirmed United ISD Bond
ratings at AA. The AA - Issuer Default Rating and unlimited tax
bond rating reflects the districts moderate long-term liability burden
and superior financial flexibility, aided by ample expenditure flexibility,
modest carrying costs and a stable outlook.
On the matter of future operating performance, Fitch expects
United ISD to retain ample financial flexibility in a moderate economic
downturn based on strong expenditure flexibility and a robust
financial cushion. Fitchs Analytical Sensitivity Tool suggests that
United ISDs operating revenues would be impacted only modestly,
resulting in manageable net losses in an unaddressed scenario.
Laida Benavides, Assistant Superintendent for Business and
Finance at United ISD further explained that despite the downturn in
the economy, United ISD has retained a sound financial rating. As
a District, we will continue to be very responsible stewards for our
taxpayers, said Benavides.
*Fitch Ratings Inc. is one of the Big Three credit rating agencies, the other
two being Moodys and Standard & Poors. It is one of the three nationally
recognized statistical rating organizations (NRSRO) designated by the U.S.
Securities and Exchange Commission in 1975.

United ISDs Parent Learning Summit took place on Saturday, October 22 at United
High School (UHS). The free event, coordinated by the United ISD Office of Federal
and State Programs, offered a range of informative sessions designed to help
parents with their children at home and in the classroom. This years featured guest
speakers were brothers David & Danny Diaz and coach Jimmy White, who were
depicted in the film McFarland USA. In addition, Mrs. Juanita Diaz, mother of the Diaz
brothers, attended this years event as the proud matriarch of seven first-generation
college graduates. Activity camps for children offered playtime as well as Science
Technology, Engineering, and Math related activities. The summit was capped off by
a complimentary lunch and presentation by the Diaz family and Coach Jimmy White.

The goal of the Parent Learning Summit is to emphasize the importance of parental
engagement in every childs life, said Dr. Alicia G. Carrillo, Executive Director of
Federal and State Programs. This years program was well received by our United
ISD parents, and they truly benefited from the information provided by our departments,
campuses, teachers and special guests, she concluded. The United ISD Parent
Learning Summit is an annual event.

Trautmann Elementary Celebrates Second


Designation as National Blue Ribbon School!
Trautmann Elementary School celebrated their recognition as a National Blue Ribbon
School. The campus was the only elementary school in Laredo to win the 2016 National
Blue Ribbon Honors Award from the United States Department of Education. The
recognition honors public and private elementary, middle, and high schools where
students achieve very high learning standards, or are making notable improvements
in closing the achievement gap. This year, the program recognized only 279 public
and 50 private schools at an awards ceremony held in Washington D.C on November
8. In addition, only 26 Texas public schools, including Trautmann Elementary School
were recognized for their excellence. This year marks the second time that Trautmann
Elementary School has earned the National Blue Ribbon Honors Award, the first time
being in 2010. The campus was established in 1982.

como Escuela Nacional Listn Azul en 2016

La escuela primaria Trautmann festejo el reconocimiento de ser


la nica primaria de Laredo en recibir el ttulo de Escuela Nacional
Listn Azul (National Blue Ribbon School) por parte de la Agencia
de Educacin de Texas (Texas Education Agency - TEA) en 2016.
El Programa National Blue Ribbon Schools distingue a escuelas
primarias, secundarias y preparatorias, pblicas y privadas, en
donde los estudiantes obtienen altos estndares de aprendizaje
o tienen importantes avances en la brecha de desempeo
acadmico. Este reconocimiento reafirma el arduo trabajo hecho
por estudiantes, maestros, familias y comunidades al crear
escuelas en donde los alumnos dominan las materias.

En 2016, el programa reconoci formalmente


a 279 escuelas pblicas y 50 escuelas privadas
durante una ceremonia que se llev a cabo el 8
de noviembre en Washington D.C. Dentro de esas
clasificaciones, solamente 26 escuelas pblicas de
Texas, incluyendo la primaria Trautmann, fueron
galardonadas al obtener el ttulo de Escuela
National Blue Ribbon. Este reconocimiento es el
segundo que obtiene la primaria Trautmann por
parte de TEA - el primero lo recibi en el 2010.

United ISD says thank you to local businesses


for providing opportunities to special needs students
Working at Dos Marias, a restaurant located
off of McPherson Road and Del Mar Boulevard,
has been a positive experience for Luis Perez and
Jose Diaz, two special needs students who attend
the Cherish Center. At the Cherish Center, Perez
and Diaz learn various life and work skills through
classes in business media, culinary arts, horticulture,
hotel hospitality and retail merchandising. It is
then at partnering businesses like Dos Marias that
these students are able to apply their skills in the
workforce.
We dont focus on their limitations, we focus on
what they can do, said Dos Marias Co-Owner Hugo
Chaparro, who has been working with and employing
the Districts special education students at his
restaurants for many years.

Preparing all students for a successful life after graduation


is the upmost priority for the United Independent School
District, and this goal includes the success of high school
students with special needs. This is why the District would like
to thank several local businesses for partnering with the United
ISD Cherish Center on a program, which allows these students
to apply their real world work skills in the community.

At Dos Marias, Perez and Diaz crack and


scramble eggs, wash dishes, prepare entrees,
organize the supplies, clean and bus tables, and
more much. The experience they are getting here

allows them to gain confidence in their work skills,


and it also helps their self-esteem and give them a
sense of accomplishment and value, said United
ISD Job Coach Bertha Flores, who supervises the
students at the Dos Marias and works with other
students at various job sites.
I like my job because Im learning all about the
kitchen and how a restaurant works. Im getting great
experience, said Cherish Center student Jose Diaz.
One day, I would like to work in an office where I can
file papers, work on the computer and answer the
phone.
The workers at Dos Marias like working
alongside Perez and Diaz. Its amazing to see
how these students first start off at the restaurant
and how they advance their skills on the job, said
Chaparro. These students always bring a culture of
responsibility and respectfulness. They also have a
lot of pride.

Working at Dos Marias Restaurant and applying the


skills they have learned at the Cherish Center are
Luis Perez and Jose Diaz.

To date, the District has created Vocational Experience


Community Partnerships with the following entities: Big
Lots, Cicis Pizza, Dollar Tree, Dominos Pizza, Dos Marias,
Embassy Suites, South Texas Food Bank, Goodwill, K-Mart,
La Finca Restaurant, Laredo Public Library, Maria Bonita,
Marshalls, Peter Piper Pizza, Pizza Patron, Quiznos, Shoe
Carnival, Rock Fitness, Toys R Us, Yard-Art, Wal-Mart, and
Xtrim Cuts.
By graduation time, many of our students have honed their
natural abilities and skills, said United ISD and Cherish Center
Administrator Guadalupe Perez. I see that the students feel
confident of their abilities to succeed and its wonderful. When
more of our special needs students are able to contribute to
society everyone wins. At United ISD, we are very thankful
to the many caring businesses who have helped provide our
students with an employment framework and work setting.

On behalf of our Board of Trustees, I would like to thank
everyone for making our annual Golf Tournament a great
success, said Superintendent Roberto J. Santos. Our
District and students greatly appreciate it, added Santos, who
explained that the monies raised from the event will be used
to grant $1,000 scholarships to graduating high school students
towards the pursuit of their post-secondary educational goals.

second year in a row, offered a brand new Toyota
Tundra and Buick Cascada as Hole in One prizes
for the participants.
It really was a great day of golf, said Cruz,
and we are thankful to all of the sponsors and
participants who supported this major fundraiser
for our students.
Additionally, throughout the tournament, golfers
enjoyed complimentary sausage wraps, which were
provided by Farmers Insurance agent Karen Alfaro and
family. A post-tournament luncheon was sponsored
by Cougar Bus Lines and was enjoyed by the golfers as
well. Door prizes were also handed out at the time of the
announcement of the tournament winners.

The tournament was a three-person scramble event utilizing the


Peoria scoring and handicap system in place. That morning,
players enjoyed breakfast sponsored by Patria International
Office Supply, as they registered to get ready for the shot gun

Groundbreaking Ceremony held for future Hwy 359 Schools: Elementary School #28 and Middle School #10

The first half of the 2016 - 2017 school year was a busy one for United ISD, as
the District celebrated many groundbreakings and ribbon-cutting ceremoniesevents made possible thanks to the school bond passed by voters in 2013.

Below is a list of events along with a description of the projects they inaugurated.

J. B. Alexander High School

This project will consist of
two phases and is projected
to be completed by the
2018-2019 school year.

Elementary School #28 is scheduled for completion by August


2017. Middle School #10 is scheduled to be ready for the
2018 - 2019 school year.

projects.

Elementary School #28 is a single story building and that will


be over 104,445 square feet and serve approximately 950
students. The main building entrance incorporates a new
security station that will be manned by district police officers to
enhance school security. Upon entering the schools spacious
lobby, one will see a central courtyard. Over 45 classrooms
overlook the courtyard or the surrounding campus, including
28 standard classrooms, 16 early education classrooms, two
special education classrooms, two state-of-the art computer
labs, a multi-purpose room, a science classroom and a music
room as well. The four corners of the school will be anchored
by the library, computer lab, cafeteria, and a multipurpose
gymnasium, which will also act as a venue for school events
and performances.

Arndt Elementary School

The scope of projects at Arndt Elementary School
included the addition of a new classroom wing
and a new staff parking lot. Extensions to existing
classroom wings are currently under construction
and will be available to students later in the school
year. The new classroom wing is approximately
16,900 square feet and connects to the schools
existing, main building. The new wing features
11 state-of-the-art classrooms with the most upto-date technology, contemporary furnishings, a
Science lab, and restroom and storage facilities.
The new parking lot is located on the west side of
the schools property and includes 29 additional
parking spaces that connect to the schools main
traffic loop, making drop-off and pick-up more safe
and convenient for parents and students.

Middle School #10 is a state-of-the-art


two-story educational building designed
to accommodate 1,000 students - 6th, 7th
and 8th grader students. It totals 110,050
square feet in area and is organized
by a central mall situated between a
wraparound classroom wing on one side
and the major school assembly spaces on
the other. The school has 27 classrooms,
4 science labs, 2 computer labs, 2 special
education classrooms, an art classroom,
and a home economics classroom. A
Fine Arts wing will hold a band hall, an
ensemble room, a rehearsal room, and
5 practice rooms with special acoustical
treatments.

San Isidro Elementary School

Groundbreaking ceremony for San Isidro Elementary School

Alexander High Schools 9th grade campus is projected for completion


for the 2018-19 school year. The campus is a standalone two-story
building with a detached FFA building totaling over 201,000 square
feet to support an enrollment of 1,200 students. The campus will sit
on a 20-acre tract of land and is located east of Bob Bullock Loop and
Del Mar Blvd. The facility will have 30 classrooms, six science lecture
labs with three shared prep rooms, six Business Information Magnet
Labs, and a CTE Magnet Lab. In the area of Fine Arts, two art labs
and a dance studio will be housed. Athletics and P.E. will share a
competition and practice gym with access to outdoor sports fields.
Common areas will include a 600
student capacity cafeteria with
indoor and outdoor dining areas.
Security for the campus will start at
the perimeter with a guardhouse,
followed by a secure foyer, where
visitors are cleared before entering
the building. The parking lot will
accommodate 250 vehicles with
access from Loop 20.

When visitors, students, and staff pass the security station and enter the building, they will be received in a large lobby
overlooking the central courtyard. The four corners of the school will be anchored by the library, computer lab, cafeteria

overlook an enclosed courtyard or the surrounding campus, including 28 standard classrooms, 16 early education
classrooms, 2 special education classrooms, 2 state-of-the art computer labs, a multi-purpose room, a science classroom
and a music room as well. Exterior play yard houses along with play scape will be available for younger students. The
central courtyard houses an outdoor amphitheater, which also acts as an exterior teaching laboratory. Visitor parking is
available at main entry, while staff parking is separate and secure. San Isidro Elementary School will be completed by the
2018 - 2019 school year.

A formal ribbon cutting ceremony was held at Newman Elementary Schools newly expanded cafeteria.
Additions and renovations at the campus included a state-of-the art kitchen, complete with a new serving line area and
new food preparation equipment such as an oven, kettle and skillet. The new cafeteria expansion will be better prepared
to serve students faster and more efficiently. The added seating space to the cafeteria will also allow Newman Elementary
students, parents, faculty and staff members to enjoy various programs, events, and activities.
Moreover, the schools open canopy and walkway that once lead from the main campus to the Pre-Kinder, Kinder and 1st
grade building has now been enclosed, offering more safety, security, and protection from outdoor elements.

United ISDs Special Education Department continues to


serve the contrasting needs of exceptional students. Despite
their daily challenges, it is important to focus on their abilities
and not their disabilities. The special education program is
more than curriculum mediated in the traditional classroom
setting, but consists of curriculum targeted to motivate the
students intellectually and physically to benefit their daily
lives.
The Special Education Program in United ISD is a
community made up of students, teachers, parents, and
friends. This foundation allows United ISDs special needs
students to thrive inside and outside of the classroom. The
reality is that there is no limit on what exceptional students
can do.
Aside from the specialized curriculum and instruction,
programs are implemented to further develop exceptional
students social, physical, and cognitive development.
One of the events that facilitate these targeted areas is the
Special Olympics. Like the real Olympics, special education
students from United ISD, local, and surrounding area school
districts, train for sporting events of categories. Pushing their

physical abilities, this program is meant to build character, sportsmanship and


to expand the premises that hard work and drive can build a pathway to achieve
great outcomes all while having a great time.
In the special education community inclusion is important in limiting the need of
restrictive settings. Meet-in-the-Middle is a program made up of general education
and special education students. Both student populations participate in various
activities and events throughout the year to promote unity and friendship. The
Meet-in-the-Middle program exposes students in general education to have
considerate understanding of exceptional lives, furthermore, students understand
to respect each other and accept themselves for who they are.
Lastly, the special education communitys contributors are its educators. Special
education teachers and support staff are constantly trained to accommodate the
needs of these exceptional individuals, using the latest techniques available.
One of the many talented Special Education educators at United ISD is, Michael
Salinas, an adaptive physical education teacher. He facilitates physical education
curriculum to keep special education students active and involved with their
physical fitness. Salinas started working with kids at a young age by coaching
at a local boys and girls club. He noticed children with disabilities would not get
to participate as much as those without disabilities, so he engaged to make a
difference for them. As a physical education teacher Salinas visits students at
the elementary, middle, and high schools daily. He teaches students with games,
exercises, or simply taking a walk. Salinas says, I dont look at their disabilities,
I always look at their capabilities, asking himself, What can I do to make a
difference for them and make their life easier?
This is the mantra for all special education teachers and support staff who work
each day for the benefit of students with exceptional lives. It takes the involvement
of family, friends, teachers and students to change and improve the lives of
exceptional students. Patience and empathetic activism can make a considerable
difference.
The District continues to develop curriculum, add technology, and hire specialist
in the field to augment to the existing progressive Special Education Department.

United High School ULTIMATE Robotics Team


Wins First Place in 2016 Texas BEST
On December 8-10 United High School ULTIMATE Robotics Team under
the direction of Laura Rodriguez, Arturo Rodriguez, Brian Piltin and Jorge
Martinez competed in the Inaugural UIL Robotics Pilot State Championship
held at the Dr. Pepper Arena in Frisco Texas. Boosting Engineering Science
and Technology (BEST), is an organization founded by Texas Instruments
Engineers who had the vision and dedication in providing STEM opportunities
through robotics challenges to students. Each year the BEST council meets to
decide on the yearly theme.
This year the competition was called Bet the Farm, and the robots
challenge was to plant seeds, harvest corn, and pick lettuce and tomatoes.
The teams had six weeks to brainstorm, sketch, prototype, and test, re-design
and construct a robot with weight and size constraints that can complete
the task and gain points by developing the best approach to solving the
challenge in 3 minute matches. The teams also had six weeks to complete all
requirements and compete in their local hubs before qualifying to the Texas
Best Championship.

The United High School Team Placed first in Robot and first BEST
Award at the San Antonio BEST Hub. The Ultimate Robotics Team proudly
represented their school, United ISD, and our community at large by
becoming the 1st Team to earn the Large School Division award, as well as
1st Place Robotics Pilot Championship. The Longhorn team competed in
Engineering Notebook, Marketing Presentation, Exhibit and Interview, Spirit
and Sportsmanship and Robot Tournament. United High School earned 3rd
Place in Robot Tournament and the 1st Place Texas BEST Award, which is
bestowed on the team that earns the highest cumulative score in the five areas.
Previously, the United High School Ultimate Robotics Team were the State
Champions in 2011, 2013, 2015, and proud to be at the top of their game again
in 2016. The team is composed of 65 students and 4 sponsors. The results of
the 2017 competition will be revealed in early fall. Middle schools and high
schools can apply to participate free of charge. Next years challenge will be
called Crossfire and a teaser will be revealed in the spring of 2017.

Curriculum & Instruction News

United ISD continues to exceed regional,


state, and national graduation rates
As per the latest figures released by the Texas Education
Agency and the U.S. Department of Education, United
Independent School District graduation rates for the Class
of 2015 have once again exceeded regional, state, and
countrywide numbers. The graduation rate for the Class
of 2015 was 93.5%. This marks the fifth year in a row that
District graduation rates have towered over the regional,
Texas and U.S. numbers. Looking at the 2015 graduation
rate data, the region, Texas and U.S. rates were 88.2%,
89.0% and 83.2%, respectively.
As Superintendent, this news makes me extremely
proud, said United ISD Superintendent Roberto J. Santos.
I commend the work that is being done in our classrooms
throughout the school district, as it is clearly reflected in
this wonderful achievement, he added.
District leaders echoed Santos comments, saying that
the District works on a daily basis to prepare all students for
a successful life after graduation, whether those pursuits
be collegiate, vocational, or military.

We are actually going above and beyond


to make sure that our students not only
fulfill the requirements of the state but
are also ready for college, said United
ISD Executive Director for High School
Education Dolores Barrera, who explained
that the District offers SAT, ACTS and
college entrance exams for students who
decide to pursue post-secondary studies.
The Districts Career and Technology
Education (CTE) program is also a big part
of this success because students will have
the skills if they decide to join the workforce.
And our classes at the secondary level are
well-rounded and meet student interest and
vigor. said Barrera.
As educators, we should all be very
proud of our graduation accomplishment. It
takes all of us working together.

Program Application Deadline, Jan. 25th
The United Independent School District would like to remind all parents who have
an 8th grade student who is interested in attending a District Magnet Program about
the upcoming deadline to turn in Magnet School applications for the 2017-2018 school
year. The deadline for submitting applications is January 25, 2017. Students have the
option to choose from the Magnet for Health and Science located at J. B. Alexander
High School; the Magnet for Engineering & Technology at United High School, or the
Magnet of Global Business and Advanced Technology at United South High School.

Applications are available at the counselors office of all United ISD middle schools and high schools.

News for High School Students:


TEXAS SUCCESS INITIATIVE (TSI)
ASSESSMENTS & Dual Credit Courses
United ISD students must be in compliance
with the Texas Success Initiative (TSI),
(Texas Education Code 51.3062) to enroll
in colleges or universities in for Dual Credit
and/or Concurrent Enrollment courses. The
law requires all entering college students to
be assessed for college readiness in three
areas: reading, writing and math. The only
exception would be if the student qualifies
for an exemption or demonstrates college
readiness through successful completion of
college-level coursework.
The TSI Assessments will be offered to
any 10th grade student that meets the criteria
(2.5 GPA) for the United ISD HB1 initiative.
Each high school campus will be offering TSI
preparation academies to eligible 10th grade
students starting on December 9 through
their English II course. Parents may contact
the 10th grade counselors at each high school
for detailed information on the United ISD
HB1 initiative. Students who are interested
in enrolling in Dual High School/College
Credit courses must successfully master
the TSI Assessments and have scores on
file, including TSI assessment exemptions,
before they can actually enroll in collegelevel classes. Students are notified of their
scores and eligibility to enroll in collegelevel courses immediately upon completing
the TSI Assessment. United ISD is pleased
to announce that all four of our high schools
have been designated as TSI testing sites
and the District will pay the $6 fee for each
assessment for each eligible student for the
initial assessments.

United ISD signed a Memorandum of Understanding (MOU)


with Laredo Community College (LCC). This MOU enables
the District to increase access to post
secondary education
to interested/qualifying dual-credit program students at a
substantial savings in cost. Students are given the opportunity
to earn high school and college credit simultaneously, saving
time in addition to money. In addition, high school students
may participate in distance learning for dual credit known as the
GOLD (Garnering On-Line Dual Credit) program. The program
is presently available to any rising junior or senior in the district
who complies with the Texas Success Initiative (TSI) criteria.
Laredo Community College provides an excellent on-line
program for students to garner up to 12 college dual credit hours
at no cost. Students who meet district and college or university
entrance criteria will qualify for one on-line course per semester.
United ISD will continue to explore other avenues in order
to provide the best possible educational opportunities for our
students.

Ricardo Molina, Sr., who currently serves as Board
parliamentarian, was first elected in 1996 and is now
celebrating his 20th year as a United ISD Board member.

It was important to me that the Board of


Trustees had a voice representing South
Laredo and the communities of Rio Bravo
and El Cenizo, said Molina. He went on
to say that he is very proud of the various
programs he has helped implement as a
Board member over the years, including
various programs to help advance student
learning, vocational programs, the Early
College High School at Lyndon B. Johnson
High School, the addition of a K-9 force
within the Districts Police Department, the
District-Wide Gang Intervention Program,
and the introduction of License Chemical
Dependency Counselors. These are just a
few of the initiatives Molina is proud to have
spearheaded for the District.

serve as a school board member. It has been a
very rewarding experience, and I am proud of
the many accomplishments that our school board
has achieved for our students, said Molina.
He emphasized that he will keep working in the
best interest of District I families, students, and
employees.
Judd Gilpin, Ricardo Rick Rodriguez and Ramiro
Veliz, III are also proud to have been re-elected to
their respective school board seats. Gilpin was first
elected in 2008 and currently serves as President.
Rodriguez and Veliz were first elected respectively
in 2008 and 2012, and currently serve as members
on the Board.

The United ISD Board of Trustees consists


on seven board members, each of whom serve
three-year terms with single member elections
held annually. Officers of the Board of Trustees
are elected by a majority of the members
present and voting at official Board meetings.
The Boards other members are:
Juan Roberto Ramirez, who was
elected in 2002 and currently serves
as Vice-President;
Aliza Flores Oliveros, who was
elected in 2014 and currently serves
as Secretary; and
Javier Montemayor, Jr., who was
elected in 2010 and currently serves
as Board member.

Mes de reconocimiento a la Mesa Directiva Escolar


Durante el mes de enero, United Independent School
District reconoce la dedicacin de nuestros miembros

La mesa directiva trabaj intensamente para que
se aprobara el bono de $408.7 millones en la eleccin
que se llev a cabo en noviembre de 2013, la cual tuvo
como resultado la aprobacin de 14 escuelas nuevas,
la actualizacin de equipo de seguridad y vigilancia,
equipo tecnolgico adicional y adiciones y renovaciones
en las instalaciones existentes.

Como organismo rector de United


ISD, la mesa directiva supervisa un
presupuesto anual de $363 millones
(incluyendo el presupuestos general
de operaciones, el servicio de deuda
y los fondos para la nutricin infantil)
para ms de 43,600 estudiantes de
preescolar a 12do grado.
Los miembros de la mesa directiva son
electos por ciudadanos de la localidad y
trabajan sin goce de sueldo. United ISD
exhorta a la comunidad a agradecer a

United ISD abrir tres


preparatorias de 9no grado

El distrito tambin colocar la primera piedra para la construccin de


la preparatoria Lyndon B. Johnson de 9no grado este ao. En cuanto a la
construccin de la secundaria #10 y la escuela primaria en San Isidro, las
inclemencias del tiempo podran afectar las fechas programadas para la
culminacin de ambos proyectos.
Tambin, aprovecho esta ocasin para felicitar a la Mesa Directiva ya
que en enero se conmemora el mes de reconocimiento a la mesa directiva
escolar. United ISD reconoce la valiosa contribucin que los miembros
de nuestra mesa directiva aportan a la comunidad. Los miembros de la

A partir del ciclo escolar 2017-2018 se

South y Gonzalez asistirn a clases en la nueva
escuela preparatoria United South de 9no
grado, ubicada en 3819 Aguanieve Drive.
Por ltimo, los estudiantes de 8vo grado de
las secundarias United y Clark asistirn a
clases en la preparatoria United de 9no grado
actual, ubicada en 8800 McPherson Road.
Estos cambios estarn vigentes hasta que la
construccin de la nueva escuela preparatoria
J. B. Alexander de 9no grado est terminada, lo
cual ocurrir durante el ciclo escolar 2018-2019.

A partir del ciclo escolar 2017-2018 se


llevarn a cabo los siguientes cambios:

United ISD contina creciendo a pasos agigantados. Por consiguiente,


me complace informarles que seguimos progresando en varios proyectos
subsidiados por el bono escolar. Las escuelas de noveno grado de las
preparatorias United y United South estarn listas para nuestros estudiantes
en el mes de agosto. Por lo tanto, el personal y personal docente iniciar su
transicin a estas instalaciones durante los meses de primavera. Adems,

El propsito de esta historia es informar claramente
la realidad sobre el Distrito de Innovacin (District
of Innovation DOI) y estipular las intenciones de
la administracin de utilizar el programa en nuestro
distrito. El proceso de llevar a cabo un Distrito de
Innovacin se har conforme a la ley de Texas. El
proceso legal de un Distrito de Innovacin incluye
la participacin de un comit local nombrado por la
mesa directiva, audiencias pblicas y la aprobacin del
plan Distrito de Innovacin por parte de nuestra mesa
directiva.

Qu es un Distrito de Innovacin?

En el 2015, se aprob una ley en Texas conocida


como el Proyecto de Ley 1842 de la Cmara de
Representantes. Este proyecto de ley permite que
ciertos distritos escolares clasificados como aceptables
se conviertan en Distritos de Innovacin y puedan
gozar de exenciones de muchas leyes estatales
del Cdigo de Educacin de Texas que afectan la
educacin pblica de la localidad. An en las etapas
iniciales de este proceso, nos damos cuenta de
los beneficios de ser un Distrito de Innovacin y el
impacto positivo que tendr en nuestro distrito. El
proceso de Distrito de Innovacin permite que el
distrito escolar evale el beneficio de permitir que
ciertas decisiones acadmicas de importancia se
tomen localmente. Parte del proceso de un Distrito
de Innovacin es evaluar de qu manera podra
beneficiar una exencin de la ley estatal a nuestros
estudiantes, empleados y comunidad. En pocas
palabras, las necesidades de United ISD no son
necesariamente las ms indicadas para cada provisin
de la ley estatal.

De qu provisiones considera
United ISD estara exento?

United ISD est considerando 5 reas para presentar


ante el comit local. La administracin ha establecido
la formacin de un Comit de Asesora del Distrito
(District Advisory Committee DAC) compuesto
de representantes de maestros de cada escuela,
representantes de la comunidad y padres de familia
(el Comit DEIC establecido con personal adicional).
Sin embargo, el nombramiento final del comit no
concluir hasta que la mesa directiva nombre al

comit por medio de una mocin en su junta regular que


se llevar a cabo el mircoles 14 de diciembre. A travs
del programa de Distrito de Innovacin, la magnitud de
las exenciones ser poca y limitada a solamente cinco
reas importantes para mejorar.
Al convertirse en un Distrito de Innovacin, el distrito
tiene la intencin de evaluar y solicitar exenciones en las
siguientes reas solamente:

1. La ley que prohbe al distrito iniciar la enseanza


antes del cuarto lunes de agosto;

2. La ley que requiere un mnimo de asistencia


(regla del 90%) para que los estudiantes obtengan
crdito por clase o una calificacin final;

3. La ley que limita la habilidad del distrito de


emplear a profesionistas en Programas de Crdito
Doble y ciertos oficios y vocaciones para impartir
clases de dichos oficios y vocaciones (por ejemplo,
agricultura, oficios en el ramo de la construccin, etc.)
en los cursos de Profesiones y Educacin Tcnica
cuando no haya maestros certificados disponibles;

4. La ley que limita a cada escuela a asignar solamente


a una persona para fungir como coordinador de
conducta escolar;

5. La ley que autoriza a cada distrito escolar brindar


un mnimo de 75,600 minutos de enseanza,
incluyendo intermedios y recreos, para estudiantes en
programas de preescolar de medio da y para aquellos
inscritos en el Programa Positive Approach to Student
Success (PASS).

Qu garantas asegura el distrito a nuestros


empleados sobre otras exenciones?

La Mesa Directiva y las Oficinas Administrativas de


United ISD no buscarn, bajo el proceso de Distrito de
Innovacin, exenciones de ninguna de las leyes existentes
relacionadas con contratos de maestros, incluyendo
salarios o das de empleo; horarios de maestros,
especficamente: periodos de planeacin, comidas libres
de responsabilidades; procedimientos de quejas para
empleados (polticas de agravios) o cualquier otra ley
existente, excepto lo que aqu se propone.

A continuacin se encuentran las fechas propuestas


por United ISD para el proceso de Distrito de
Innovacin, pero estn sujetas a cambios segn lo
permita la ley:
12/6/2016 - Presentar informacin al Comit
Acadmico de la Directiva Escolar sobre la intencin
de convertirse en un Distrito de Innovacin, presentar
una resolucin y anunciar la audiencia pblica.
12/13/2016 - Presentar la intencin del distrito
de convertirse en un Distrito de Innovacin a
administradores escolares y del distrito.
12/14/2016 - En la junta regular de la mesa directiva:
se presenta la resolucin para su aprobacin.
** Como la mesa directiva aprob la resolucin,
se utilizar el siguiente programa**
12/14/2016 - Llevar a cabo una audiencia pblica
para determinar si el distrito debe desarrollar un
plan de innovacin. La mesa directiva nombra al
Comit de Asesora del Distrito (District Advisory
Committee DAC) para desarrollar un plan con:
1. Un programa acadmico comprensivo con
innovaciones y
2. Una lista de las provisiones del Cdigo de
Educacin que estarn exentas.
1/5/2017 - Primera junta con DAC. DAC identifica
las exenciones que se incluirn, revisa las polticas
locales del distrito que se vern afectadas y
desarrolla un Plan de Innovacin para presentar
ante la mesa directiva.

1/17/2017 - Segunda junta con DAC. DAC contina


identificando las exenciones que se incluirn, revisa
las polticas locales del distrito que se vern afectadas
y contina desarrollando un Plan de Innovacin para
presentar ante la mesa directiva.
1/24/2017 - Enviar a DAC por medio de un correo
electrnico el plan final para su revisin.
1/25/2017- al - 1/30/2017 - Los miembros de DAC
presentarn el plan final ante el personal escolar.
Se aceptarn sugerencias y se compartirn con el
mediador.
1/31/2017 - Tercera junta con DAC. Presentar el Plan
de Innovacin final. El comit DAC debe votar para
aprobar el plan (se requiere un voto mayoritario para
aprobar y seguir adelante). La votacin debe llevarse
a cabo en una junta pblica.
2/1/2017 - Exhibir el Plan de Innovacin en el portal
del distrito durante al menos 30 das y notificar al
Comisionado de TEA. Anunciar la junta pblica.
03/22/2017 - Llevar a cabo una audiencia pblica y
presentarlo ante la mesa directiva para aprobarse con
una mayora de votos de 2/3.
3/23/2017 - De ser aprobado, el distrito actuar de
acuerdo con el plan y estar exento de los requisitos
del Cdigo de Educacin de Texas establecidos en el
plan.
United ISD asegura a todos los interesados
que el distrito cumplir con todos los requisitos
del Proyecto de Ley 1842 y que el proceso para
completar el Programa Distrito de Innovacin
ser transparente para todos. United ISD est
convencido de que las exenciones que ha
propuesto sern de beneficio para nuestros
estudiantes, empleados y comunidad. Por

para el Programa Liga de Leyendas de
Ex Alumnos Distinguidos
Reconocer los logros de estudiantes
sobresalientes egresados de United Independent
School District es el objetivo del programa
Liga de Leyendas de Ex Alumnos Distinguidos.
Actualmente se est llevando a cabo el proceso para
nominar a personas egresadas de las preparatorias
John B. Alexander, Lyndon B. Johnson, United o
United South. Las solicitudes de nominacin estn
disponibles en el portal de United ISD en www.
uisd.net y deben entregarse a ms tardar el 1 de
febrero de 2017 en la oficina del superintendente,
ubicada en 201 Lindenwood Drive.
El Programa Liga de Leyendas de Ex Alumnos
Distinguidos de United ISD reconoce a alumnos
excepcionales egresados de nuestro distrito que
se han distinguido por realizar extraordinarias
aportaciones a las comunidades en donde trabajan,
coment Roberto J. Santos, Superintendente de
United ISD.
Todos pueden nominar a una persona egresada
del distrito para recibir este reconocimiento. Sin
embargo, los nominados deben haber graduado
hace al menos cinco aos, haber hecho aportaciones
destacadas en su profesin y en la comunidad.
Tambin deben tener integridad personal y
profesional. Los nominados pueden residir en
Laredo, en reas circunvecinas o fuera del estado.

destacado al pas o a la comunidad, avances en su
carrera profesional o aportaciones filantrpicas. Puede

United ISD abre proceso de solicitud para el Programa Cursos


de Colegio en Preparatoria para el ao escolar 2017-2018
United ISD se asoci con Laredo
Community College para lanzar el
Programa Cursos de Colegio en
Preparatoria (Early College High
School Program ECHS) del distrito
en la preparatoria Lyndon B. Johnson.
El programa ofrece cursos de nivel
colegio para los estudiantes de 9no
grado que residan dentro de los lmites
de la zona de asistencia escolar del
United ISD. Los estudiantes que
participen en este programa pueden
obtener hasta 60 horas de crdito de
colegio transferible, el equivalente a
dos aos de colegio o un ttulo tcnico.

Las solicitudes para el Programa ECHS para


el ao escolar 2017-2018 pueden obtenerse
contactando a cualquier orientador de secundaria
o con el orientador del Programa ECHS en la
preparatoria LBJ y deben entregarse a ms tardar
el 25 de enero de 2017. El cupo es limitado ya
que solamente 125 estudiantes pueden participar
en el Programa ECHS. Adems, los nombres
de los alumnos que califiquen ingresarn a un
sistema de lotera. Los resultados del sistema de
lotera son finales y determinarn quines sern
los 125 estudiantes que ingresarn al programa.
Despus, los alumnos deben terminar el programa
de verano que los preparar para su transicin al
colegio.

La Cumbre de Aprendizaje para Padres de United


ISD se llev a cabo el sbado 22 de octubre en la
preparatoria United. El evento, que es totalmente
gratuito y organizado por el Departamento de
Programas Federales y Estatales de United ISD,
ofreci una variedad de sesiones informativas
diseadas para ayudar a padres de familia con sus
hijos, tanto en el hogar como en la escuela. Este
ao, los oradores invitados fueron los hermanos
David y Danny Diaz y el entrenador Jimmy White,
quienes fueron representados en la pelcula
McFarland USA. Adems, la Sra. Juanita Diaz,
madre de los hermanos Daz, asisti al evento
como la orgullosa matriarca de siete egresados de
la universidad. Tambin ofrecieron campamentos
de actividades para que los nios jugaran,
as como tambin llevaran a cabo actividades

relacionadas con ciencias, tecnologa, ingeniera y


matemticas. La cumbre culmin con una comida
y la presentacin de la familia Diaz y el entrenador
Jimmy White.
El objetivo de la Cumbre de Aprendizaje
para Padres es enfatizar la importancia de la
participacin de los padres en la vida de sus
hijos, coment la Dra. Alicia G. Carrillo, Directora
Ejecutiva del Departamento de Programas Estatales
y Federales. El programa de este ao fue muy bien
acogido por los padres de United ISD y realmente
se beneficiaron de toda la informacin otorgada
por nuestros departamentos, escuelas, maestros
e invitados especiales, concluy. La Cumbre
de Aprendizaje para Padres de United ISD es un
evento anual.

El compromiso del Departamento de Educacin Especial


de United ISD de atender las diversas necesidades de
estudiantes extraordinarios es continuo. A pesar de los retos
diarios, es importante enfocarse en sus habilidades y no es
sus discapacidades. El programa de Educacin Especial es
ms que un plan de estudios en un entorno de aprendizaje
tradicional, sino que consiste de un plan de estudios especfico
para motivar a los estudiantes intelectual y fsicamente para
mejorar su vida diaria.
El Programa de Educacin Especial de United ISD es una
comunidad compuesta de estudiantes, maestros, padres de
familia y amigos. Esto permite que los alumnos de educacin
especial progresen dentro y fuera de la escuela. La realidad es
que no existe un lmite en lo que los estudiantes extraordinarios
pueden lograr.
Adems del plan de estudios especializado y enseanza, los
programas se implementan para mejorar el desarrollo social,
fsico y cognitivo de los alumnos extraordinarios. Uno de los
eventos que ayuda a desarrollar estas reas en especfico
son las Olimpiadas Especiales. Al igual que las Olimpiadas,
los estudiantes de educacin especial de United ISD, distritos
escolares locales y de reas circunvecinas, entrenan para
participar en diversas categoras deportivas. Adems de

mejorar sus capacidades fsicas, este programa se implement para forjar su carcter,
destreza deportiva y para mostrarles que con esfuerzo y trabajo se puede abrir el
camino para lograr grandes objetivos, al mismo tiempo que se divierten.
En la comunidad de educacin especial, la inclusin es importante al limitar la
necesidad de entornos restrictivos. Meet-in-the-Middle es un programa compuesto
de estudiantes de educacin general y educacin especial. Ambas poblaciones
estudiantiles participan en diferentes actividades y eventos durante el ciclo escolar para
promover la unin y la amistad. El Programa Meet-in-the-Middle ayuda a los alumnos
de educacin general a tener un mejor conocimiento de las vidas extraordinarios,
adems de que se respeten mutuamente y se acepten por quienes son.
Por ltimo, los colaboradores de la comunidad de educacin especial son sus
maestros. Los maestros de educacin especial y personal de apoyo se capacitan
constantemente para satisfacer las necesidades de estas personas extraordinarios,
utilizando las tcnicas ms modernas disponibles. Uno de nuestros tantos maestros
de educacin especial talentosos en United ISD es Michael Salinas, maestro de
educacin fsica adaptada, quien ayuda en el plan de estudios de educacin fsica
para mantener a los alumnos de educacin especial activos y pendientes de su salud
fsica. Salinas empez a trabajar con nios a muy temprana edad al ser entrenador
en el Club Boys and Girls de la localidad. Ah fue donde se percat de que los nios
con discapacidades no participaban tanto como los dems, as que decidi hacer
algo al respecto. Como maestro de educacin fsica, Salinas diariamente visita a
estudiantes en escuelas primarias, secundarias y preparatorias. Ensea a los nios
utilizando juegos, ejercicios o simplemente caminando. Salinas explica, no veo sus
discapacidades porque siempre pongo atencin a sus capacidades; se pregunt,
qu puedo hacer para ayudarlos y facilitarles la vida?
Este es el lema por el que se rigen todos los maestros de educacin especial y
personal de apoyo diariamente a; trabajar en beneficio de los estudiantes con vidas
extraordinarios. Cambiar y mejorar la vida de estudiantes extraordinarios conlleva
la participacin de familiares, amigos, maestros y estudiantes. Con paciencia y
comprensin podemos crear un cambio.
El distrito contina desarrollando un plan de estudios, agregando tecnologa y
empleando a especialistas en el ramo para que el Departamento de Educacin
Especial siga mejorando.

La primera parte del ciclo escolar 2016 - 2017 fue un periodo muy atareado para
United ISD ya que el distrito celebr el inicio de varias construcciones y ceremonias
de corte de listn gracias al bono escolar aprobado por los votantes en el 2013.
A continuacin se encuentra una lista de estos eventos, junto con una descripcin de los proyectos inagurados.

La escuela preparatoria J. B. Alexander

Este proyecto consta de
dos fases y se espera que
se finalice para el ciclo
escolar 2018-2019.

La escuela primaria #28 est programada para culminar en el


ciclo escolar 2017-2018.
La primaria #28 es un edificio de una sola planta y tendr
una extensin de ms 104,445 pies cuadrados y albergar
aproximadamente a 950 estudiantes. La entrada del edificio
principal cuenta con una nueva caseta de vigilancia que
ser atendida por oficiales de polica del distrito para mejorar
la seguridad escolar. Al ingresar en el amplio vestbulo se
apreciar un patio principal. Ms de 45 salones dan al patio
o a las instalaciones circundantes, incluyendo 28 aulas
regulares, 16 salones de educacin temprana, dos salones
de educacin especial, dos laboratorios de informtica de
vanguardia, una sala multiusos, un saln de ciencias, as
como una sala de msica. La escuela contar con una
biblioteca, un laboratorio de computacin, cafetera y un
gimnasio multiusos, el cual servir de escenario para eventos
y actuaciones escolares.

La escuela primaria Arndt

Los proyectos en la primaria Arndt incluyen la adicin de
un rea de salones nuevos y un estacionamiento para el
personal. La extensin del rea de salones existentes
actualmente se encuentra en construccin y estar lista
para los estudiantes conforme avance el ciclo escolar.
El rea de los salones nuevos es de aproximadamente
16,900 pies cuadrados y se conecta con el edificio principal
existente. Esta rea incluye 11 salones de vanguardia,
mismos que cuentan con tecnologa de punta, mobiliario
contemporneo, un laboratorio de ciencias, as como
sanitarios e instalaciones de almacenamiento.
El estacionamiento nuevo est ubicado en el lado oeste
de la propiedad de la escuela e incluye 29 plazas de
estacionamiento adicionales que se conectan con la calle
principal de la escuela, haciendo que el rea de ascenso
y descenso de estudiantes sea ms segura y conveniente
para padres y alumnos.

La secundaria #10 es un edificio de


vanguardia de dos pisos diseado para
albergar a 1,000 estudiantes de 6to, 7mo y
8vo grado. Su superficie total es de 110,050
pies cuadrados y est conformada por una
explanada principal situada entre un rea
de salones y un rea de recreo. La escuela
cuenta con 27 salones, 4 laboratorios de
ciencias, 2 laboratorios de computacin, 2
salones de educacin especial, un saln para
las artes y un saln de economa domstica.
El rea de Bellas Artes contar con un saln
de banda, una sala de ensambles, una
sala de ensayo y 5 salones de prctica con
tratamientos acsticos especiales.
La secundaria #10 est programada para
finalizarse en el ciclo escolar 2018-19.

La escuela secundaria Clark

de expansin y
remodelacin del

la secundaria Clark.
Este proyecto aadi
1,070 pies cuadrados
de espacio adicional
a estas instalaciones.
Adems, se cambi
la alfombra por piso
vinlico durable y se
instalaron paneles
para la absorcin del
sonido.

Se proyecta que la preparatoria J. B. Alexander de 9no grado est terminada


para el ciclo escolar 2018 - 2019. El edificio escolar es de dos pisos con
un edificio separado para FFA, dando un total de ms de 201,000 pies
cuadrados para albergar a 1,200 estudiantes. La escuela se encuentra en
un terreno de 20 acres y est ubicado al este de Bob Bullock Loop y Del Mar
Blvd. Las instalaciones contarn con 30 salones, 6 laboratorios de ciencias
con tres salones de preparacin compartidos, 6 laboratorios de informacin
empresarial del Programa Especializado y un laboratorio de educacin
tcnica y de profesiones del Programa Especializado. En el rea de Bellas
Artes, se construirn dos laboratorios de arte y un estudio de danza. Los

Esta escuela

de enseanza. El estacionamiento para visitantes se encuentra en la entrada principal, mientras que el personal cuenta
con otro lugar. La escuela primaria San Isidro abrir sus puertas para el ciclo escolar 2018 - 2019.

Se llev a cabo el corte de listn en la nueva ampliacin de la cafetera de la primaria Newman.


Los anexos y renovaciones de la escuela incluyen una cocina de vanguardia con una nueva lnea de servicio y equipo
nuevo para preparar alimentos tales como hornos, calderas y parrillas nuevas. La expansin de la cafetera estar mejor
equipada para servir los alimentos de manera rpida y eficiente. El rea de asientos adicional de la cafetera tambin
permitir que estudiantes, padres de familia, personal docente y miembros del personal escolar de la primaria Newman
disfruten de diversos programas, eventos y actividades.
Adems, el toldo y el pasillo exterior proveniente del edificio principal hacia las instalaciones de pre knder, knder y
1er grado ahora han sido cerradas, ofreciendo mayor seguridad y proteccin de las inclemencias del tiempo.

EVALUACIN TEXAS SUCCESS
INITIATIVE (TSI) y cursos de crdito doble
Los estudiantes de United ISD deben cumplir
con la Iniciativa Texas Success (TSI), (Cdigo de
Educacin de Texas 51.3062) para inscribirse en
colegios o universidades y para tomar cursos de
crdito doble y/o cursos de inscripcin simultnea.
La ley requiere que todos los estudiantes que
ingresen a colegio sean evaluados en tres materias
para saber si estn preparados para el trabajo de
colegio: lectura, escritura y matemticas. La
nica excepcin sera si el alumno califica para
una exencin o demuestra que est preparado para
el colegio a travs de la culminacin satisfactoria
del trabajo de curso a nivel colegio.
Las evaluaciones TSI se ofrecern a los
estudiantes de 10mo grado que cumplan con
los requisitos (puntuacin general de 2.5) para
la iniciativa del Proyecto de Ley 1 (HB1) de
United ISD. Cada escuela preparatoria ofrecer
enseanza de preparacin para la evaluacin TSI
a los alumnos elegibles de 10mo grado a partir
del 11 de diciembre a travs del curso de Ingls
II. Para ms informacin sobre la iniciativa
del Proyecto de ley 1 de United ISD, los padres
pueden comunicarse con los orientadores de
10mo grado de cada preparatoria. Los alumnos
interesados en inscribirse en cursos de crdito
doble/cursos de colegio en preparatoria deben
aprobar satisfactoriamente las evaluaciones
TSI y tener las puntuaciones en el expediente,
incluyendo las exenciones a las evaluaciones TSI,
antes de que puedan inscribirse en clases de nivel
colegio. Se les notifica a los alumnos sobre sus
puntuaciones y elegibilidad para inscribirse en
cursos a nivel colegio inmediatamente despus
de terminar la evaluacin TSI. United ISD se
complace en anunciar que las cuatro preparatorias
han sido asignadas como instalaciones en donde
se administrarn las evaluaciones TSI y que el
distrito cubrir el costo de $6 por cada evaluacin
para que los estudiantes elegibles puedan tomar
las evaluaciones iniciales.

A principios de este ciclo escolar, United ISD firm el


acuerdo Memorandum of Understanding (MOU) con Laredo
Community College (LCC). Este acuerdo permite que el distrito
incremente el acceso a la educacin profesional para estudiantes
interesados/que califiquen para el programa de crdito doble con
un importante ahorro. Los alumnos tienen la oportunidad de
obtener crdito de preparatoria y de colegio simultneamente,
ahorrando tiempo y dinero. Adems, los estudiantes de
preparatoria podran participar en aprendizaje a distancia para
crdito doble conocido como Programa GOLD (Garnering
On-Line Dual Credit Obtencin de Crdito Doble en Lnea).
Actualmente est disponible para los aspirantes a estudiantes de
11er y 12do grado del distrito que cumplan con los requisitos de
TSI. Laredo Community College ofrece un excelente programa
en lnea para que los alumnos obtengan hasta 12 horas de
crdito doble de colegio sin costo alguno. Los estudiantes que
cumplan con los requisitos de ingreso del distrito y del colegio
o universidad sern elegibles para tomar un curso en lnea por
semestre.
United ISD continuar analizando otros medios para brindar
las mejores oportunidades acadmicas a nuestros estudiantes.

Noticias del Plan de Estudios y Enseanza

United ISD excede una vez ms ndices de


graduacin regionales, estatales y nacionales
De acuerdo con las ltimas cifras dadas a conocer por
la Agencia de Educacin de Texas y el Departamento
de Educacin de los EU, una vez ms, los ndices de
graduacin de United Independent School District para
la Generacin 2015 excedieron las cifras regionales,
estatales y nacionales. El registro de graduacin para la
Generacin 2015 fue de 93.5%. Esto determina que, por
quinto ao consecutivo, el nmero indicativo de graduacin
del distrito ha sobrepasado las cifras regionales, de Texas
y de los EU. Segn la informacin sobre los registros de
2015, el porcentaje de graduacin regional, de Texas y de
los EU fue de 88.2, 89.0 y 83.2, respectivamente.
Como superintendente escolar, esta noticia me llena
de orgullo, expres Roberto J. Santos, Superintendente
de United ISD. Esto se debe al excelente trabajo que se
realiza en nuestras escuelas del distrito ya que claramente
se ve reflejado en este destacado logro, agreg.
Lderes del distrito reiteraron los comentarios hechos
por Santos, explicando que el distrito trabaja diariamente
para preparar a los estudiantes para sobresalir en su
vida despus de graduar al continuar con sus estudios
superiores, vocacionales o al inscribirse en el servicio
militar.

Hacemos todo lo posible por asegurarnos


de que nuestros estudiantes no solamente
cumplan con los requisitos del estado, sino
que tambin estn preparados para el colegio/
universidad, coment Dolores Barrera,
Directora Ejecutiva de Educacin Preparatoria
de United ISD, quien explic que el distrito
ofrece los exmenes SAT, ACT y exmenes
de admisin a colegio/universidades en caso
de que los alumnos decidan continuar con sus
estudios superiores.
El programa Profesiones y Educacin
Tecnolgica (CTE - Career and Technology
Education) del distrito, tambin es parte integral
de su desempeo ya que los estudiantes
tendrn las habilidades necesarias si deciden
ingresar a la fuerza laboral. Y nuestros cursos
a nivel secundaria son integrales y cumplen con
los intereses y aspiraciones de los estudiantes,
expres Barrera.
Como educadores, debemos sentirnos muy
orgullosos de nuestro logro en los ndices de
graduacin. Esto es un trabajo de equipo.

United Independent School District les recuerda a todos los estudiantes de 8vo grado y a sus
padres que la fecha lmite para entregar las solicitudes de ingreso al Programa de Escuelas
Especializadas para el ciclo escolar 2017-2018 es el 25 de enero. Los alumnos tienen la opcin
de elegir entre la escuela especializada en Salud y Ciencias de la preparatoria Alexander,
la escuela especializada en Ingeniera y Tecnologa de la preparatoria United o la escuela
especializada en Empresas Globales y Tecnologa Avanzada de la preparatoria United South.

Misin cumplida, fue la opinin

general de los organizadores del 2do Torneo


anual de Golf FORE Students, ya que el
evento que se llev a cabo el 15 de octubre en el
campo de golf municipal Max A. Mandel, tuvo una
asistencia de ms de 40 equipos.

A nombre de la mesa directiva, quiero agradecer a todos


por hacer de este torneo anual de golf un xito, expres
Roberto J. Santos, Superintendente. Nuestro distrito y
estudiantes les agradecen infinitamente, agreg Santos,
quien explic que todo lo recaudado del evento ser utilizado
para otorgar becas de $1,000 a estudiantes que graden de
preparatoria para continen con sus estudios superiores.
El torneo tuvo a equipos compuestos de tres personas y se utiliz
el sistema de puntuacin Peoria y hndicap. Esa maana, los
jugadores disfrutaron de un desayuno patrocinado por Patria
International Office Supply, mientras se inscriban para estar
listos a las 8:30 a.m., hora en que inici el torneo. Los golfistas
tambin tuvieron la oportunidad de adquirir putt libres,
mulligans y maderas antes de iniciar el evento.
Queramos que este evento fuera divertido para los
participantes. Todo sali muy bien, explic Bobby Cruz,
Director del Departamento de Deportes de United ISD.
Los golfistas dieron el golpe inicial y jugaron
18 hoyos en su intento por ser uno de los
tres equipos victoriosos del da.
Para crear mayor emocin en el
evento, asisti el patrocinador
Powell Watson Motors, el cual

por segundo ao consecutivo ofreci


una camioneta nueva Toyota Tundra y un
auto nuevo Buick Cascada como premio para el
participante que lograra un hoyo en uno.
Realmente fue un gran da para jugar golf,
coment Cruz, y estamos muy agradecidos con todos
los patrocinadores y participantes que apoyaron
este torneo para recaudar fondos para nuestros
estudiantes.
Adems, durante todo el torneo, los jugadores de
golf disfrutaron de bocadillos cortesa de la agente de
seguros Karen Alfaro y familia de Farmers Insurance.
Despus del torneo, los participantes disfrutaron de una
deliciosa comida patrocinada por Cougar Bus Lines.
Tambin se hizo entrega de diversos premios al anunciar
a los ganadores del torneo.
Al final del evento, se llev a cabo la entrega de trofeos a
los tres primeros equipos. Los equipos ganadores fueron los
siguientes: el primer lugar lo obtuvo el equipo compuesto
por Jason Garza, Greg Reyes y Jorge Martinez; el segundo
lugar fue para el equipo de Francisco Quiroz, Juan Botello y
