Abstract
The importance of community supervision can be viewed from two
perspectives, namely the state and management. From the perspective of state, it
was obvious that every citizen has the right to conduct surveillance. It is a
hallmark of democracy.Modern management experts currently widely advocated
service providers to always pay attention to the aspirations of customers
(customer centric management). It is quite plausible that the fate and future of the
service providers is entirely dependent on the customer. In the political context,
the customer is a constituent that determines the fate of the service providers
directly on elections and continuously on its commitment to pay taxes and even to
its commitment to maintain stability in the region. By way include the public
(customers) as a watchdog it will reduce the potential failure of development
projects, as is the case so far.

PRELIMINARY
A. Background
No. 32 of 2004 states that the matters required to be implemented by
local government are matters relating to rights and basic services citizens. From
this it can be seen that the government's perspective has changed. Society is now
seen as a customer (client / customer) that the service recipient must obtain a
minimum standard of service and all rights. So the community is quite concerned
as a watchdog to ensure the acquisition of such rights.

The effectiveness of community supervision is determined by two
things: (1) The opening of door supervision; (2) Awareness and society's ability to
conduct surveillance.
1. Door Supervision Door supervision is determined by two things, the

supports community participation in the development and implementation

namely the right to obtain information, opinion and make a complaint and the
right to participate in the development and administration of the state.

Implementation of the regional administration of the district as well as
laws and policies

This is confirmed in the Government Law, that supervision over the

local government that is implemented by the government. As intended sense of
this government is structural, with the tallest structure is the central government as
a reflection of the Unitary Republic of Indonesia. The details of surveillance are
as follows:
a) Supervision over the implementation of local government affairs.
Supervision is carried out by the government's internal regulatory
authorities in accordance with the legislation, which in detail is
attached at the end of this book.
b) Supervision of the local legislation and regulations head of the
region, as the core of the organization of local government.
