AIRSIDEVEHICLEOPERATINGPROCEDURES

General

a. All aircraft and vehicle movements on the manoeuvring area and aircraft movements on
the apron require the prior permission of Air Traffic Control (ATC). Management and
supervision of vehicle and personnel movement, on the apron, is the responsibility of
Airfield Operations. ATC's responsibility on the apron is limited to providing advice and
instructionstoassistinpreventingcollisionwithmovingaircraft.

b. Company vehicles (in company livery) may use the apron(s) in connection with handling
servicesprovidedthatthevehicleissuitablyequippedtooperateinthatarea.

c. All drivers of vehicles in airside areas must hold a current full United Kingdom Driving
Licence orforeign equivalent (foreign licenses only have a 12 month validity in the UK)
andmustalsoeitherholdorbeescortedby,aholderofanEastMidlandsAirportA,Mor
Rairsidedrivingpermit,inlinewithCAAregulationCAP790.

d. ArestrictednumberofEMAManagersarepermittedtousetheirpersonalvehicleonthe
manoeuvringarea,subjecttotheaboveandonlythenunderRTcontrolfromATC.

e. Aprivatevehiclewillonlybeallowedairsideorinthemaintenanceareaifitcanbeshown
thatitisessentialtotheoperationoftheaircraftpassengerandfreighthandlingservicesor
connected with the maintenance/operation of Airport facilities. It must be equipped to
operateaccordinglyanddisplayacurrentEMAAirsideVehiclePermit(AVP).

Definitions
a. TheAPRONisdefinedas'thatpartofanaerodromeprovidedforthestationingofaircraft
fortheembarkationanddisembarkationofpassengers,theloadingandunloadingofcargo
andforparking'.

b. TheMANOEUVRINGAREAisdefinedas'thatpartofanaerodromeprovidedforthetake
offandlandingofaircraftandforthemovementofaircraftonthesurfaceexcludingthe
apron and any part of the aerodrome provided for the maintenance of aircraft'. Double
whitelinesdelineatetheboundarybetweenthemanoeuvringareaandtheapron.

c. TheaircraftMOVEMENTAREAisdefinedas'thatpartoftheaerodromeintendedforthe
surfacemovementofaircraftandincludesthemanoeuvringarea,apronsandanypartof
theaerodromeprovidedforthemaintenanceofaircraft'.

d. AIRSIDE is defined as 'that part of the aerodrome from which unrestricted access is
available to aircraft movements areas and from which unauthorised personnel must be
excludedforsafetyreasons'.

e. The CRITICAL PART is a zone into which access is restricted for security reasons and is
limitedto:

i.

Thosewhoareauthorisedashavingabusinessneedtohaveaccessandwhohave
passedthroughaDepartmentforTransport(DfT)approvedsecuritycheck.

ii.

Goods,aircraftandvehicleswhichhavepassedthroughaDfTapprovedsecurity
check.

Requirements

a. The Airport's requirements for operating vehicles airside are contained herein. Failure to
complywiththeserequirementsmayresultinthewithdrawalofAirsideDrivingPermitsor
AirportIdentificationPasses,orprosecutionwherenecessary.

b.

ThosewishingtodriveairsideatEastMidlandsAirport,willhavetosuccessfullycomplete
therelevantairsidedrivingpermitcourse,andpossiblyanR/Texaminationdependingon
theareasthattheyrequiretoaccess.NonADPholders,forexampleemergencyservices
vehicles,mustbeescortedatalltimeswhilstdrivinginairsideareasbyaholderofafull
EMAissuedA,MorRairsidedrivingpermit.

c.

Personnel operating on the manoeuvring areas at EMA will be required to have


successfully completed the M or R' airside driving permit training course, along with
successfullycompletingtheATCR/Texamination.Personnelwhodonotholdthispermit
mustbeescortedbyavalidMorRairsidedrivingpermitholderatalltimes.

d. Personnelare only to drive or operate vehicles in which they have received suitable and
sufficienttrainingandhavebeenassessedtobecompetent.

e. Vehiclesmustnotbedrivenontheapron,manoeuvringareaorinthevicinityofanaircraft
inreversegearunlessthereisabanksmantoassistand/orinstructthedriver.

f. No vehicle should be left unattended in any airside area with its engine running.
Unattendedvehiclesinthecriticalpartaretobeparkedindesignatedareasandmust
havetheirignitionkeysremovedtopreventunauthorisedpersonsmakinguseofthem
forillicitpurposeswithintheCP.

g. Vehiclesmustgivewaytoaircraftatalltimeswhethertheaircraftisbeingtaxiedortowed.
Vehicles approaching a moving aircraft headon must draw well clear of the taxiway or
runway.Vehiclesmustnotovertakeaircraftwhentheaircraftenginesarerunning.

h. Fuelling vehicles must have a clear egress route away from any aircraft. Vehicles and
equipmentmustnotbeparkedorstoppedinanareathatcouldimpedethefuelvehicle
egressroute.

i.Extremecautionmustbeexercisedatnightandinpoorvisibility.Dippedheadlightsmustbe
usedduringthehoursofdarknessandalsowhentrafficandweatherconditionsrequire.
Specificinstructionsrelatingtodrivingduringperiodsofinclementweatherarecontained
inAOI21LowVisibilityOperations.FurtherdetailcanbefoundinMATSpart2.Drivers
mustmakethemselvesfamiliarwiththedifferenttypesoflightingusedontheAirport,and
takecaretoavoiddamagetolightingfittings.

j. Drivers using the taxiways apron and apron service road must keep to the left. If two
vehicles are approaching headon, each must pull over to the left. When overtaking,
driversaretokeeptotherighthandsideofthevehiclebeingovertaken.

k. Vehicles must, at all times, give way to embarking or disembarking passengers on the
apron and associated roads. Particular caution must be exercised when approaching
authorised crossing points and designated passenger walkways. At no time must any
vehicle park on, or be operated, or loaded/unloaded whilst halted on a designated
passengerwalkway.

Vehicles on the apron must give all aircraft a wide berth unless approaching to load or
unload the aircraft or for maintenance purposes. They must never approach an aircraft
withoutitswheelchocksinposition,orwhichhasitsenginesrunning.Iftheaircraft'santi
collisionlightisinoperationitisanindicationthatitsenginesarerunningorareaboutto
start.

m. Vehiclesthatarerequiredforoperationalreasonstobewithintwometresofanaircraft,or
toparkadjacenttoit,mustonlydosoinundertheguidanceofabanksman.

n. Vehiclesmustnotbedrivenunderanypartofanaircraftexceptinconnectionwithworkon
theaircraft,whenitisthedriversresponsibilitytoensurethatthereisadequateclearance
betweentheaircraftandthevehicle(bymarshallingorbyothermeans).

o. RFFSappliancesandothervehiclesbeingusedforemergencypurposeshavearightofway
overallothervehicles.

p. Vehiclesandgroundservicingequipmentshouldbeparkedonlyindesignatedparkingareas
when not in use. No parking is permitted on the apron service roads unless specifically
authorised, and vehicles are not to be left parked within 3 metres of the critical part
boundaryfence.Vehiclesandequipmentshouldnotbeleftonemptyaircraftstands,and
mustremainatleast4.5metresclearofanyaircraftenteringastand.

q. Aircraft arriving on stand may require the marshaller to stand in or near to an apron
road; as such the marshal should use his vehicle to assist in safeguarding the road
whenever possible. To further protect the marshal and also to ensure there is no
distraction to the flight crew; vehicles are not permitted to drive behind the marshal
unlessgivenpermissionbythemarshalorinemergencysituations.

r. VehiclesmustnotproceedontotheManoeuvringAreawithoutfirstseekingauthorityfrom
ATC.OnlyvehicleswhichhavebeenindividuallyauthorisedbyATCmayhave'freerange'
onthemanoeuvringarea.

s.

Outside of normal free range operation times, between official day and official night,
AirfieldOperationsvehiclesmaystillmaintainuseoftheCharlietaxilaneandCharlie/Alpha
taxilane providing the operator maintains a constant listening watch on the Ground
MovementChannel,UHFChannel1.Intheeventofthevisibilitydroppingto1500mand
below,acloudbaseof300ftandbelow,orconditionsforpreparationofLVOs,thiswillbe
relinquished with the vehicles coming under the control of ATC for manoeuvring area
access.

t.

Vehicles should only leave the apron road system when assisting in
loading/unloading/servicing or directing an aircraft and then only by the shortest route
from the apron road to the aircraft. However, certain vehicles, due to their dimensions,
may gain access from/to the head and rear of stand road, via the apron, in order to
completeoperationalduties.Noothervehiclesmaytakeshortcutsacrosstheapron.
Vehicles,(otherthanthosecarryingoutrecognisedoperationalduties)shouldnotenter
anaircrafttaxilane,unlessusingadelineateduncontrolledcrossing.

w. Unlessotherwiseauthorisednovehicleshallbeoperatedairsideunlessitdisplaysacurrent
AirsideVehiclePermit.

x.

Operators are to ensure that all vehicle doors (where fitted) are closed. The same
principles apply to an even greater extent when vehicles are using the uncontrolled
crossings.Driversaretomakeapositivecheckthatdoorsareclosedbeforeenteringan
uncontrolledcrossing.

y. Operatorsaretoensurethatallloadsaresecure.Thesameprinciplesapplytoaneven
greaterextentwhenvehiclesareusingtheuncontrolledcrossings.Driversaretomakea
positivecheckthatloadsaresecurebeforeenteringanuncontrolledcrossing.

z.

Vehiclesonthecentralapronrearofstandroadmustgivewaytopushbacktugsandother
vehicles vacating the apron taxi lane back onto the apron road/stands etc. Vehicles
vacatingthetaxilaneshouldexercisecareandconsiderationonreenteringtheapronroad
toavoidanypossibilityofcollisionwithotherroadusers.

aa. No vehicle may proceed behind any aircraft when its engines are running, unless
specifically authorised to do so. Drivers are to stop their vehicles well short of stands
occupiedbyaircraftwithanticollisionlightilluminateduntilthelightisswitchedofforthe
wholeaircraftisonthetaxilaneandclearoftherearofstandroad.

bb. Theuseofhandheldmobiletelephoneswhilstdriving(includingsupervising/escortinga
nonADPholder),orotherwiseoperatingavehicleinanyairsideareaisprohibited.

cc. Duetotheoverheadconveyorsystem,vehiclesoperatingintheoutboundbaggagedock
aresubjecttoamaximumworkingheightof2.35metres.

dd. Drivers/pedestrians operating in the Maintenance Area should expect uncontrolled


aircraft/helicoptermovementsandassuchshouldexercisecautioninthisarea.

1.4

SpeedLimits
a. Thereisamaximumspeedlimitof15milesperhour(mph)ontheapronsandassociated
roadways.Onroadswithpedestriancrossings,thislimitisreducedto5mph(equivalentto
walkingpace).Theseroadsare:

i.
Headofstandroadsonboththecentralandcentralwestaprons.
ii. TotheNorthWestcorneroftheuncontrolledcrossingatQuebeconthecentralapron
5mphlimitsarealsoinforceinthefollowingareas:

i.
Apronroadway,attheheadofStand7onthecentralapron.
ii.
In the North West corner of the central apron, the equipment parking area / road
andtheadjacentroadtothecentralwestapron.
iii.
Insideanybuilding(i.e.inboundoroutboundbaggagedock).

b. RFFS appliances and Airfield Operations vehicles are exempt from these limits when
attendingemergencies.

c. Speed must be moderated further at night, during inclement weather or when traffic or
passengermovementsrequire.

VehicleConspicuity

a. AllvehicleswhichusetheaircraftmovementareaatEMAaredefinedasmobileobstacles
and should be coloured and marked as such. All vehicles must have company livery or
appropriateformsofidentification.

b. A limited number of specifically authorised vehicles are exempt from this requirement
providingthatthevehicleholdsanAirsideVehiclePermit.

c. Vehicles not in company livery e.g. hired vehicles, contractors vehicles and vehicles on
shorttermsecondment,mustobtainpermissionfromAirfieldOperationsbeforeentering
theapronoraircraftmovementarea.ThisisinadditiontoanyATCclearancegranted.

d. Vehiclesnotincompanyliverywhichrequirenecessaryairsideaccess,e.g.RFFSpersonnel,
willbespecificallyauthorisedbyAirportSeniorManagement.

VehicleObstacleLights
a. Vehiclesaretobefittedwithaflashingyellowobstaclelightwhichshouldbeilluminatedat
alltimeswhilstthevehicleisbeingdriveninanyairsidearea.Privatevehicleswhichare
usedairsideinfrequentlyneednotcarryanamberflashinglightbutmustswitchontheir
hazardwarninglights.Thisexemptionappliesonlyifallthefollowingconditionsasdetailed
in paragraph 1.5 are met. These vehicles must remain on the apron roads unless under
escortbyavehicleequippedwithacompliantobstaclelight.
b. Vehiclesaretobefittedwithaflashingyellowobstaclelightwhichshouldbeatthehighest
pointoftheprimemovervehicletobevisible360aroundthevehicle.Thelightshouldbe
averticalbeamcoverageof10degreeseithersideofthehorizontalplaneandanintensity
between 40 and 400 candela, and should flash at between 60 and 90 times per minute.
Vehicles exceeding 12.3m in length should display 2 lights located at each end of the
vehicle.

c. VehiclesareotherwisetobelightedtothesamestandarddemandedbytheConstruction
andUseRegulations1973(Regulation97)andtheRoadTrafficAct1972(section40).

d. Special arrangements apply to lighting requirements for airport sponsored VIP convoys
meetingVIPpassengersairside.TheseconvoysaretobeescortedbyAirportvehicleswith
theirobstaclelightsilluminated.

e. Stationaryvehiclesarenotrequiredtohavetheirobstaclelightsilluminatedwhileonstand
servicing or supporting an aircraft. However, users must ensure that their
vehicles/equipment are clearly visible at all times, especially at night, in wet weather or
where equipment is shaded from apron lighting. If under these circumstances safe
conspicuitycannotbeotherwiseachievedwiththeobstaclelightsoffobstaclelightsmaybe
used.Otheroptionstoobtainthenecessaryconspicuityshouldhavefirstbeenexhausted
suchasvehiclecolour,retroreflectivetaping,useofvehicleroadlightsbearinginmindthe
levelofvehicleactivityinthearea.Inallothercasesonthemovementareas,includingon
stands unoccupied by aircraft and when the vehicle is moving, obstacle lights must be
illuminated.

UseofRearofStandRoad
a. Driversusingtherearofstandroadmustalwaysbealerttothemovementsofaircrafton
andoffstandandgivewaytoaircraftatalltimes.Inparticularthepresenceofamarshallor
marshallersvehicleandotheractivityonthestandshouldindicatetoallthatanarrivalis
imminent. Similarly pre departure vehicle activity and positioning of pushback tug,
pushbackcrews/rearofstandroadmanetc,willindicateanimminentdeparture.Vehicles
are to stop well clear of a stand when the occupying aircraft's anticollision light is
illuminated.Vehiclesaretoremainclearofthestandwhilstaircraftaremanoeuvringon
oroffthestanduntiltheaircraftisonthetaxiwayoronstandwiththeanticollisionlight
off.

b. Vehicles must give way to aircraft, whether under tow or under their own power, at all
timeswhethertheyarebeingpushedbackortaxiingonoroffstand.Vehiclesmustallow
ample clearance between themselves and any aircraft taking the following into
consideration:

i.
ii.

Theturningradiusoftheaircraftonapproachtothestand.
Thelimitedvisibilityfromthecockpitwhichmakesitdifficultforthepilottojudge
accurately the width of his aircraft. On no account is a situation to be allowed to
developwherethewingtiporotherpartofanaircraftpassesoveravehicle.

c. Whenaircraftaremovingontostandthemanoeuvrewillbeunderthecontrolofamarshal.
Aircraftbeingpushedbackwillbecontrolledbythepersoninchargeofthepushback.In
bothinstancestheirinstructionsaretobecompliedwith.

d. Vehiclesontherearofstandroadmustalwaysgivewaytoothervehiclesexitingtheapron
taxilane.

1.9

DoubleWhiteLines

a. Double white lines delineate the boundary between the manoeuvring area (where both
aircraftandvehicletrafficareunderthepositivecontrolofATC)andapronstandandroad
areasunderAirfieldOperationscontrol.Withtheexceptionofspecificallyauthorisedradio
equipped vehicles (e.g. Aircraft tugs, Airfield Operations vehicles etc.) driven by qualified
MorRairsidedrivingpermitholders,novehiclesmaycrossthedoublewhitelinesonto
themanoeuvringareaapartfromatthethreedelineated'uncontrolledcrossings'.Specific
rulesapplytotheuseofthesecrossings.

UncontrolledTaxiLaneCrossings
a. Theboundariesofuncontrolledcrossingsaredelineatedbyablackandwhitechequered
marking. Such crossing points are the only route by which vehicles and equipment may
crossataxiwayandtaxilanewithoutfirstgainingpermissionfromATC.

b. Thefollowingrulesaretobeobeyedasaconditionofuseofanuncontrolledcrossing:

i.

Vehiclesaretobecapableofmaintainingaspeedof15MPHacrossthecrossingso
thattheymaycompletethecrossingexpeditiouslyshouldtheneedarise.

ii.

Vehiclemustremainwithinthemarkedboundaryoftheuncontrolledcrossingwhen
inuse.

iii.

Theroadmarkingseithersideofanuncontrolledcrossingaremarkedsothatvehicles
leavinganuncontrolledcrossinghavepriorityoverallothervehiculartrafficonthe
apronroads.Notwithstandingvehiclesarenottostartacrossingunlesstheirexitis
clear.Becausetheprioritiesdonotaccordwithwhatmightbeexpectedonapublic
roadextremecareistobetakeninthevicinityofthesecrossings.

c. ItistheDriver'sresponsibilitytoensurethattheycancrosstheuncontrolledcrossingsafely.
Beforemakingthecrossingthefollowingmustbeconsidered:

i.
Vehiclesmustalwaysgivewaytoaircraft.

ii.
The crossing may not be made unless sufficient separation will be achieved from
taxiing aircraft or aircraft under pushback/tow such that no possible concern is
occasioned to the pilot or ground crew manoeuvring the aircraft. Sufficient time
shouldalsobeallowedtorecoversafelyfromabreakdownorothermishapwithout
endangeringaircraftorvehicle

iii.
Due consideration should be given to the effects of jet blast on vehicles/loads if
passingasternofataxiingaircraft.TypicallyinthecaseofaBoeing757employing
breakaway thrust as it starts to taxi in still wind the 50MPH engine blast velocity
contour will extend 70m behind the aircraft, the 35 MPH contour will extend to
120m.

d. Invisibilityof800morless,signsstatingLowVisibilityOperationsinForceaccompaniedby
aredwarninglightaredisplayedatvehicularaccesspointstoallairsideareas.Invisibility
of less than 300m, the uncontrolled crossings will only be available with the prior
permission,andunderthecontrolof,AirfieldOperationswhowillbeinradiocontactwith
ATC.Iftheeasternextremityoftheterminalcannotbeseenfromthewesternuncontrolled
crossing the visibilityis less than 300m. Notwithstanding, Airfield Operationsor ATC may
determinethatthevisibilityislessthan300mandcontrolthecrossingaccordingly.

e. Pedestriansmaynotuseuncontrolledcrossings.Accesstoandfromstands2025isby
vehicle only. At the extreme eastern end of the central apron a delineated pedestrian
walkwayisprovidedforaccesstothosestandsinbetweentheRomeoandTangotaxi
lanes,(stands17).Thiswalkwayalsorunstotherearoftheblastfencethatissituated
atthesouthernendoftaxilaneTangoandisnottobeusedwhenaircraftarearrivingon
ordepartingfromstandsintheimmediatevicinity.Pedestrianaccesstostands3033is
viathewalkwaysprovidedonthecentralwestapron.

ApronLinkRoad

a. The apron link road joins the central apron to the west apron and routes across the
NovembertaxilaneandtheMiketaxiway(leadingtothemaintenancearea).

b. ThesectionofthisroadthatcrossestheNovembertaxilaneandMiketaxiwayshouldbe
treatedasacontrolledcrossing.

c. DriversusingthisroadmustholdavalidEMAissuedMorRADP.UsebynonEMAM
orRADPholderswillresultintheremovaloftheindividualsAirsideDriverPermit.

d. Vehicles must be fitted with radio equipment; drivers are to contact ATC Ground
Movement Control on Channel 1 for permission to enter the crossing and should
monitortheATCtowerfrequencyatalltimeswhenusingthecrossing/road.

e. Flashing amber road holding position lights and associated signage denote the
intersection of the apron roadway and taxi lane/taxiway. Vehicles must stop at this
pointand,asperCAP790MandRairsidedrivingpermitproceduresforenteringthe
manoeuvring area, obtain ATC clearance (as paragraph d above) before entering the
crossing.DriversshouldrecontactATCandconfirmclearofthecrossingwhenpassing
theflashingamberroadholdingpositionlights.

f.

Access between the link road and maintenance area is strictly prohibited and is only
availabletothosestaffdefinedinAnnexGoftheAirportSecurityProgramme.

g. When visibility reduces to 800m or less, signage stating Low Visibility Operations in
Forceaccompaniedbyaredwarninglightwillbedisplayedpriortotheintersectionof
the apron roadway and taxi lane/taxiway. The road crossing is not to be used during
theseperiods.ExceptaspermittedinAOI21LowVisibilityOperations.

HeadofStandRoadsRestrictions

a. StandsatEMAmaybeaccessedviaheadofstandroads.However,inordertomakethe
aircraft boarding and disembarkation process as safe as possible, the use of roads that
passengersmayberequiredtocrossaresubjecttoadditionalrestrictions.
b. The predominant central apron head of stand road is one way from west to east, the
centralwestapronheadofstandroadistwoway.Thespeedlimitonbothroadsis5MPH.

c. Wherearearofstandroadisprovided,vehiclesshoulduseitinpreferencetotheheadof
standroad.Routineuseofthecentralapronheadofstandroadisrestrictedtopassenger
coaches, vehicles directly involved in baggage handling, PRM and Airfield Operations
vehicles.

d. Inadditionthefollowingvehiclesmayusethecentralapronheadofstandroadunderthe
followingcircumstances:

i.

ControlAuthorityvehiclesmayuseitasnecessarytogainaccesstotheirdesignated
parkingslotsbytheshortestsaferoutefromtherearofstandroad.

ii.

Aircraft tugs and towing vehicles may only access the equipment parking areas as
necessarytodeposit/retrieveequipment,butbytheshortestsaferoute.

iii.

Onthecentralapron,fuelbowserswillonlyneedtousetheheadofstandroadwhen
circling to positionon oroff an aircraft.Initialaccesshowevershouldinvariablybe
from the rear of stand road. Under very exceptional circumstances it may be
necessaryforabowsertocircleclockwiseroundthenoseofanaircrafttoposition.
Underthesecircumstancesthebowserwouldbecirclingagainsttheheadofstand
roadonewaytrafficflow.Whereverpossiblethisshouldbeavoided;however,ifitis
unavoidablethebowserdrivershouldfirstensurethattheheadofstandroadisclear
oftrafficbeforeexecutingthemanoeuvresothatnopossibilityofconfusion/collision
ispossible.OthersusingtheHeadofStandroadshouldbeawarethatthissituation
couldoccasionallyoccurandexerciseextremecautionandifnecessarystoptoallow
themanoeuvretobesafelyexecuted.

ControlofVehiclesontheManoeuvringArea
a. Itisessentialthatmaintenance personnel bepermitted tooperateon the aerodrome
withtheminimumofrestriction.However,alldriversthatoperateontheManoeuvring
Area should either be, or be escorted by an EMA M, or R airside driving permit
holder.

b. SothatsatisfactorytwowaycommunicationwithATConthevehiclegroundmovement
controlfrequencycanatalltimesbeattained/maintained,vehiclesproceedingontothe
Manoeuvring Area must be equipped with RTF, carry a portable RTF set or be
accompaniedbyanRTFequippedvehicle.

c. Drivers of vehicles are to request permission on RTF before proceeding onto the
manoeuvringareaandshouldstatetheirpositionandpointofdestination.Permission
toproceedistobewithheldifsatisfactorytwowayRTFcannotbeattainedandvehicles
mustreturn/berecovered.

d. Access to the manoeuvring area is subject to ATC permission and full RTF control.
Exceptions are, that in daylight, provided the visibility is greater than 1500 metres,
airportemployeesknowntobefamiliarwiththerequirementsfordriving/operatingon
theaerodromemay,atthediscretionoftheaerodromecontroller,bepermittedaccess
tothetaxiwaysuptobutnotbeyondtheCAT1holdingpoints(whicharesituatedon
thesouthernboundaryoftheclearedandgradedarea).Thisexceptionisonthebasisof
maintainingalisteningwatchandprovideddriversunderstandtheyMUSTgivewayto
taxiingaircraftatalltimes.

e. AccessbeyondtheCAT1holdingpointsinvolvesenteringthe'runwayrestrictedarea'
surroundingrunway09/27.Accessontotherunwaywillonlybegrantedtothosewho

have successfully completed the EMA R ADP training course. Within the runway
restrictedareaaccessisonlytobepermittedwhenaircraftmovementsarenottaking
place.Theareaispeggedoutwithyellowmarkerpegsencompassing:

i. Theclearedandgradedarea
ii. Stopways
iii. Clearways
iv. Runwayendsafetyareas(RESA)
v. Therunway27ILSlocalisercriticalarea(therunway09ILSlocalisercriticalarealies
welltotheeastoftherunwayrestrictedarea).
vi. Partsoftherunway09and27ILSglidepathcriticalareas.

f.

Vehicularrunwaycrossingpointseastern(fromeitherthenorthorsouth)orwestern
(fromthenorth),arecontrolledbyamberalternateflashinglightsandpositivesignage
whichprovidecrossinginstructionstogetherwithlocationdetails.DriversMUSTholda
validEMAissuedRairsidedrivingpermittousethesecrossingpoints.

g. CAT II and III Operations. While CAT II or III landing operations are taking place no
vehiclesorpersonnelareallowedtoenterorremainwithintheRunwayStrip,Runway
EndSafetyAreas,clearwaysorILSCritical/Sensitiveareas.

h. In the event of an aircraft accident or incident, nonRTF equipped vehicles (aircraft


engineers vehicles/cranes etc.) may be required at the scene. Under such
circumstancesthesevehicleswillbepermittedaccess,providedthattheyareescorted
asdetailedabove.

i. Shouldanaircraftaccidentresultinthetemporaryclosureoftheaerodrome,ATCmay
suspendpositivecontroloftrafficessentialtorescueandaircraftrecoveryoperations.It
is, however, essential under these circumstances that all traffic and personnel are
accounted for before the aerodrome is reopened, particularly during the hours of
darkness.

j. In the event of a vehicle breakdown within the manoeuvring area the driver should
immediatelyreportthenatureofthebreakdowntogetherwiththevehiclelocationto
ATCbyradioortelephoneandawaitfurtherinstructions.

k. Air Traffic Control maintain an uptodate list of vehicle call signs used on the
ManoeuvringArea.Anycallsignusedthatisnotontheapprovedlistmayberefused
ATCclearanceintotheManoeuvringArea.

AIRSIDEVEHICLEPERMITS
The Airside Vehicle Permit (AVP) scheme applies to all airside areas at EMA including the
AircraftMaintenancearea.Permitswillbeonlyissuedtovehicleswherethereisaprovenneed
to operate airside. An individual application must be made for each vehicle and the sponsor
mustcertifyontheapplicationformthatthereisavalidneedforthevehicletooperateairside
atEMA.CopiesofallformsrelatingtotheAVPcanbelocatedinAppendix1ofthissection.

a. TheAVPservesonlytoidentifythevehicle;itdoesnotconferrightofentryofthevehicleor
itsoccupantstoairsideareas.

b. AVPswillbevalidforaperiodofoneyearfromdateofissue.Thiswillnormallybe1stApril
31st March. Permits issued after 1st April will expire on 31st March in all instances. To
enable easy identification, the Permit will be colour coded dependent upon the year of
issue.

ConditionsofUse

a. TheAVPmustonlybeusedforthevehicleforwhichitisissued.

b. TheAVPmustbereturnedforcancellationinthefollowingcircumstances:

i.
Cessationofthepurposeforwhichthepermitwasissue.

ii.
Changeofownershipofthevehicle.

iii.
Whenthevehicleiswithdrawnfromairsideuse.

iv.
OndemandbytheAirportCompany.

c. The submission of an application for an AVP shall be regarded as acceptance of the


conditionsattachingtoitsuse,airportvehiclestandardsandairportproceduresforthe
useofvehicleswhilstairsidewhicharecontainedwithintheAerodromeManual.

d. TheAVPmustbedisplayedprominentlyonthevehicle,normallyonthebottomrighthand
cornerofthewindscreen(iffitted).Itwillbecheckedatthesecuritygatehouseonentryto
airside areas and by Airfield Operations staff of the airport company. No vehicle will be
permittedairsidewithoutanAVPunlessitisinanexemptcategory.Vehicleswithdamaged
ordefacedpermitswillalsoberefusedentry.

e. RecipientsofAVP'smustinformAirportSecurityintheeventoflossortheftofanAVP
orofanyvehiclecarryingsuchpermit.

f. Tocoveradministrationcosts,achargewillbemadeforeachreplacementAVP.Invoices
will be submitted to the company responsible as appropriate (see rules for full and
temporaryAVPapplicationsfordetails)usuallywithinonecalendarmonthofthereceiptof
theapplicationforareplacementAVP.(Acopyofthecurrentscaleofchargesisavailable
onrequestfromtheAirportSecurityIDunit.)

2.4

VehicleStandards

a. Allvehiclesandtrailedequipmentmustbemaintainedpreferablyinaccordancewiththe
manufacturers schedules and instructions; as a minimum this must be to a standard
equivalenttothecurrentMOTrequirements,includingvehicleemissions.

b. CAP642placesanobligationontheAerodromeAuthoritytoensurethatthesafetyand
performance of all vehicles and trailed equipment are maintained by inspections,
maintenance and servicing and that these are conducted in accordance with
manufacturers'instructions.

c. ToallowtheAirporttoverifythatvehicle/trailedequipmentmaintenanceproceduresand
requirements,includingmanufacturersschedulesandinstructionsarefollowed,recordsof
each vehicles/trailed equipments maintenance regime must be kept and made
availableforinspectiononrequestbyEMA.
d. East Midlands Airport will ensure management and safety performance for
vehicles/trailed equipment operating in airside areas is achieved on application for an
AVP and through the extension of third party vehicle audits currently undertaken by
AirfieldOperationswithcompaniesoperatingairsideonarotationalbasis.
e. A three tier vehicle/trailed vehicle inspection programme has been implemented to
verifythesafetyandperformanceofvehiclesoperatingwithintheairsideenvironment:
Tier1
VehiclesoperatingairsidewillbestoppedonarandombasisbymembersoftheAirside
SafetyUnitandavisualconditioninspectionconducted,utilisingformASM05;thiswill
include a check that an AVP is present, lighting check, tyre condition (including tread
depth), general vehicle condition (exhaust condition, windscreen, windscreen wipers,
mirrors,fuelcap,indicatorsandhorn).
Tier2
Auditofairsideoperatorstoverifythatvehicleinspectionandmaintenanceregimesare
functioningasintendedandtoverifythecontentoftheirvehiclemaintenanceselfaudit
form(AVP10).
Failure to comply with the required vehicle maintenance schedule or to provide
auditable evidence that safety inspections are being undertaken could result in the
withdrawalofanAVP.
Tier3
CAP642vehicle/trailedequipmentinspectionundertakenbyaqualifiedEMAMTfitter.
Guidance on vehicle inspections can be found in CAP 642, Chapter 4, Annex B and
includes items of GSE such as GPU's and air start units. Vehicles will be selected at
randomfromallcompaniesoperatingairside.
Note: If a vehicle fails a Tier 1 inspection it will result in revocation of the AVP and
removalofthevehiclefromairsideareas,itwillalsotriggeranautomaticTier3CAP642
vehicleinspectionwithassociatedfeesforissueofanewAVP.

f. ThefollowingTier3testfeesapply

40.00 vehicle inspection undertaken by EMA MT fitter. As part of this


inspection a vehicle status report will be provided, should any faults be
identifiedthevehicleowner/operatorcanundertakethenecessaryrepairsand
aslongasthevehicleisreturnedtoEMAMTwithintenworkingdaystherewill
be no charge for reinspection. However, a return anytime over ten days will
incur an additional 40.00 charge for reinspection. Repairs can also be

undertakenbyEMAMTuponrequest,inthisinstanceattributablecostswould
bepartsandlabouronly,areinspectionchargewouldnotbeapplied.
The40.00inspectionchargewillalsoberaisedifavehicleorpieceoftrailedequipment
fails a Tier 1 airside inspection and the AVP is revoked by the Airfield Operations
Supervisor. This charge would be in addition to any subsequent charge(s) for an
emissionstestorfeesassociatedwiththereissueofanAVP

g. EMAalsooperatesaprogrammeofvehicleemissiontestingwhichisincorporatedwithin
Tier 3 vehicle inspections. Full details of this programme are contained in the EMA
Environmental Procedures (E026) (copies available on request from the EMA
EnvironmentalDepartment).

h. Thosevehiclesundertakingannual MOT testingwillbeemissionstestedas partofthe


MOT process. All diesel engine vehicles applying for AVPs are required to meet the
requiredDepartmentforTransport(DfT)MOTstandardsrelatingtoexhaustemissions.
Emission testing for all other diesel engine vehicles, (i.e. those not undergoing a DfT
MOT);canbearrangedthroughEMA,asfollows:

i.

tested. Applicants will subsequently receive details of a date and time at which
testingistobeundertakenatEMAMotorTransport.

ii.
Prior to testing, form AVP9 should be completed and must be brought with the
vehicle to the test. Following the test, the complete AVP9 should be sent to the
securityIDunit,withacompletedAVP2form.Alltestsshouldbecompletedbyno
morethanfourweekspriortothedateoftheannualpermitapplication.

iii.
DriveableGPUsarecurrentlyexemptfromtheaboverequirementbutaresubject
toavisualcheckpriortotheissueoftheAVP.

Applications
a. Applications for AVPs should be made to Airport Security ID unit using Form AVP2. All
relevant details (including, if applicable, emission test certificate number) should be
enteredonthisform;errorsandomissionswillresultineitheradelayto,oranonissueof,
the Airside Vehicle Permit. Applications must be received no later than 1st March to be
guaranteed issue before 1st April. The application must be signed by a sponsor who has
sufficientauthoritytocommittheircompanytothetermsandconditionsofuse.

b. The application must be accompanied by evidence that the vehicle has passed a test of
MOT standard. This may be a copy of the MOT certificate or a standard EMA AVP form
relevanttotheclassificationoftheapplicablevehicle:

c. TheapplicableMOTorEMAAVPformshouldcertifythatthevehiclehasbeeninspected
andpassedbyacompetentengineerwithinthelast11months.Afurthervehicleinspection

willbecarriedoutbytheAirfieldOperationsSupervisorusingformAVP1priortoissuing
theAVP.

d. A vehicle maintenance selfaudit form (AVP 10) must be completed annually by all
companies applying for Airside Vehicle Permit(s) and submitted with the AVP
application.Thisformwillincludedetailsoftheoperatingcompanysvehicleinspection
and maintenance policies and procedures, servicing schedules, defect reporting and
rectificationsystemsanddailyinspectionmethodology.

e. To cover administration costs, a charge will be made for each AVP together with any
additionalchargemadeforthevehicleemissiontestcompletedbyEMA.Thecompany
applyingfortheAVPswillbeinvoicedforeachvehicleapplicationreceived,usuallywithin
onecalendarmonthofthereceiptoftheapplication(Acopyofthecurrentscaleofcharges
isavailableonrequestfromtheAirportSecurityIDunit).

Insurance
Applicantsmustensureandsignontheapplicationformtotheeffectthattherequired
levelofinsurancecoverforthevehiclehasbeenarrangedandwillbeinforceforthe
durationofthevalidityoftheAVP.Theinsurancemustbeadequatetocoverallactions,
claims, costs and demands in respect of any loss, damage or injury to property or
persons (including fatal injuries) which may be made against them or their servants,
agentsorcontractors,arisinginconnectionwiththeuseofthevehicle,airsideatEMA.
The sum insured must be adequate to cover any potential liability in respect of the
aboveactions,claimsandcostsandmustnotbelessthan12million.

TemporaryAVPs

a. TemporaryAVPsareissuedbyAirportSecurityattheSecurityBuilding.Theywillonlybe
issued to vehicles sponsored by companies already holding a full AVP, who must have
completed and signed form AVP7. The sponsor must arrange for the AVP7 form to be
validatedbytheEMAAirfieldOperationsSupervisorandreturnedtoAirportSecuritybefore
atemporarypermitcanbeissued.

b. ThetemporaryAVPapplicationform(AVP7)mustbesignedbyasponsorwhohassufficient
authoritytocommittheircompanytothetermsandconditionsofuse.Notificationofthe
namesofeachcompanysemployeesthathavesuchauthoritymustbesubmittedtothe
Airfield Operations Department via form AVP8. Submitted temporary AVP application
formsthataresignedbyapersonotherthanthosepreviouslynotifiedtoEMAviaanAVP8
formwillnotbeaccepted.

c. NormalconditionsforthegrantingofatemporaryAVParetovehiclesawaitingtheissueof
apermanentAVP,makingadhocdeliveriesorcollectinggoodsairside,vehiclesindividually
authorisedbyEMAAirfieldOperations,ortocontractorswhohavetooperateairside.

d. TemporaryAirsideVehiclePermitsarevalidforalimitedperiodwhichwillbespecifiedon
thePermituptoamaximumof7days.IssueofaPermittoaparticularvehicleisrestricted
for1calendarmonthafterexpiryofapreviouspermit.

e. ApplicationsforaTemporaryAirsideVehiclePermittobevalidforlongerthan7daysorto
be issued within a calendar month of a previous Permit must be made by submitting a

furtherAVP7totheAirfieldOperationsSupervisoraccompaniedbyadetailedjustification
whichmustincludefulldetailsofthevehicleinvolvedandthereasonfortherequest.Only
inexceptionalcircumstanceswillsuchapermitbegranted,thisisatthediscretionofthe
AirfieldOperationsSupervisor.

f.

Temporary Airside Vehicle Permits must be returned to the Security Office immediately
afteruse.

g. To cover administration costs, a charge will be made for each Temporary AVP. The
company sponsoring the application for the Temporary AVP(s) will be invoiced for each
vehicle application received, usually within one calendar month of the receipt of the
application.(AcopyofthecurrentscaleofchargesisavailableonrequestfromtheAirport
SecurityIDunit.)

2.8

PermitExemptions
a. Vehicles in the following categories do not require Permits and will be admitted airside,
subjecttoanyconditionsspecified:

Specialistmilitaryvehiclesescortedbypolicevehicles,attendinganemergency.
VIPtransportsandpolicevehicleswhenonofficialduties.

AIRSIDEDRIVINGPERMITS
The EMA competences required for driving airside have encompassed best practice
guidance found in CAA document CAP 642 (Airside Safety Management). This also
advises that, The Airport Authority should establish a system for the issue of Airside
DrivingPermitswhichrecognisestheneedforproofofinitialandcontinuingcompetence
of personnel. In response to this, and changing CAA legislation, East Midlands Airport
hasacceptedandimplementedallaspectsofCAACAP790RequirementforanAirside
DrivingPermit(ADP)Scheme.

The new Airside Driving Permit (ADP) training scheme ensures that holder of an ADP
meetarecognisedandcommonstandard.Trainingandfamiliarisationhowever,isnow
airport specific, and those wishing to drive airside at East Midlands Airport as a
minimum, must be able to demonstrate medical fitness to drive airside, and complete
the A airside driving permit training package. This includes the Maintenance Area,
where all drivers must hold a valid A airside driving permit as a minimum.
FamiliarisationsforthosedrivingonAOAADPsnolongertakeplace.Alldriverswishing
to drive at EMA MUST complete an A airside driving training course at the earliest
convenience.

CAP790RequirementforanAirsideDrivingPermit(ADP)Scheme
CAP 790 requires aerodrome operators to establish and maintain the minimum (or
exceeded)requirementsforanADPschemealongwithguidancetowhichlocalprocedures
andprotocolscanbealigned.

EMAhasestablishedasystemfortheissueofADPsfordrivers,whichshallensureapermit
isnotissued unlesstheindividualmeetsminimum required drivingstandards.Additionally
theindividualwillneedtomeettherequiredmedicalstandards,andholdacurrentDVLAor
otherrecogniseddrivinglicence.

The ADP scheme at East Midlands Airport covers three specific areas of the airfield, the
areashavebeenidentifiedseparatelyinrecognitionoftheincreasedlevelofrisk:

Theairsideroadsandaprons(Apermit)
Themanoeuvringareaexcludingrunways(Mpermit)
Themanoeuvringareaincludingrunways(Rpermit)

NOTE:Itisnotarequirementforpushbackdriversenteringthemanoeuvringareasolelyfor
aircraft pushbacks to have a manoeuvring area permit, providing they vacate the
manoeuvringareaimmediatelyafterthepushbacktakesplace.

a.

TheApermit

(Validfor3years)

TheAADPistheinitialpermitawardedtoadriverwhohassuccessfullycompleted
alocaltrainingcourseandassessment.TheApermitallowsthedrivertooperate
on airside roads and aprons, which include the uncontrolled taxiway crossings.
Should the A permit be awarded, the holder may then progress their training to
operatingonthemanoeuvringareaexcludingrunwayswhereappropriate.

b.

TheMpermit

(Validfor3years)

The M permit allows a driver to operate on the manoeuvring area but excluding
the runway. In order to obtain an M permit, the driver must have successfully
completedaRadiotelephony(R/T)courseandR/Tassessment,includingapractical
elementheldbyEMAAirTrafficControl.TheholderoftheMpermitshallmaintain
competencyinR/TthroughoutthevalidityperiodoftheMpermit.

c.

TheRpermit

(Validfor1year)

The R permit allows a driver to operate on the EMA runway(s). The greater risk
encounteredthroughoperatingontherunwayisreflectedintheenhancedtraining
andthevalidityperiodoftheRpermit.

There is a progressive approach to obtaining the M and R permits. All drivers,


regardlessofexperience,mustfirstobtainanApermit,beforetheycanprogressto
anMorRpermit.

3.3

ConditionsofIssueforallADPs

a.

ItisaconditionofissueoftheADPthattheholdermustpossessacurrentUKDriving
Licence or a foreign equivalent, valid in the UK (Article 2 (1) Motor Vehicle
(International Circulation) Order 1975 & Regulation 25 (1) Motor Vehicle (Driving
Licences) Regulations 1987 refers). Note Foreign licenses only have a 12 month

validity in the UK. If the ADP holders UK Driving Licence or a foreign equivalent is
suspendedorrevokedtheyareresponsiblefornotifyingtheiremployerimmediately
and their ADP will be suspended and / or withdrawn for a commensurate period.
Failure to comply will result in action being taken by the Airport as detailed in the
AirsideOperationalInstructionentitledSafetyRegulationScheme.

b.

The DVLA/foreign equivalent licence held should reflect the minimum standard
vehicletypetobedrivenAirside,i.e.Fullcarlicenceforclass1vehicle.

c.

The ADP remains the property of EMA and must be surrendered on demand by the
Airport,immediatelyiftheHolderlosestheirUKDrivingLicence,ondemandasapenalty
foradrivingoffence/seriesofoffences,whentheholderceasestobeemployedatthe
airport,whenachangeofemployeroccursattheairport.

d.

Transfer between companies operating at the same airport Should the holder
transfer between companies operating at EMA, and remain in continuous
employment,theholderoftheADPshouldinformtheAirportsecurityproviderofthe
transferandarrangeforthepermitanddocumentationtobeupdated.

e.

TheADPwillonlybeissuedoncethedriverhasmetthefollowingcriteria:

Completed and returned to Airfield Operations, all the necessary application


documentation.
Currentmedical/healthstandardsfordriverfitness.
Demonstrate knowledge of requirements, through successful completion of the
formal instruction course and examination in driving in airside areas for the
appropriatepermitappliedfor(toincludeR/Texaminationswherenecessary).

3.4

Administration

a.

The A ADP is administered by the Airport Company, and authorised Airside Driving
Permit trainers (list available from EMA Airfield Operations or Airport Security).

AirfieldOperations.ApplicationsfortheMpermittrainingcourseshouldbemadeby
faxingacoursebookingform(Appendix14)andanapplicationform(Appendix13)to
01332852969,orbyemailingairsidedriving@eastmidlandsairport.com,attachingthe
requireddocumentstotheemail.Trainingcourseswillbecarriedonorasclosetothe
samedateseachmonth.

c.

TheRADPduetothehighlevelofrisk,andexperienceofoperatinginthisarea,is

Should a training course be urgently required, a justification letter should be faxed


alongwiththerelevantapplicationform.Thiswillbeconsidered,andaresponsegiven
within 5 working days, as to whether the request can be accommodated. It is the
responsibility of the individual, and the sponsoring company to ensure permits are
renewedbeforetheexpirationdate.ItisatthediscretionoftheAirportCompany,as
to whether an ADP is extended. This will only be granted under exceptional
circumstances.

EMA places significant emphasis on the ability and reliability of the licensee (ADP
administratorandtenantcompanytrainers)toattainandpreservethehighstandards
of airside driver training that is required. Approved Companies will therefore be
subjecttoperiodicauditsbyEMA.

PermitApplication
a. Application forms are available twenty four hours a day from Airfield Operations
(Operations Control) or Airport Security (Building 34). Completed application forms
mustbereturnedtoAirfieldOperationsandbeaccompaniedby:

Evidencethattheapplicanthaspassedtheminimummedicalstandards

b. Before the mandatory written examination paper may be sat, applicants will have to
certify that they have undergone a training course from either their own designated
CompanypersonnelwhohavebeenaccreditedbytheAirportasADPtrainers,orEMA
AirfieldOperations.

c. Where companies wish to do their own training, the test should be arranged with
AirfieldOperations,byfaxing/emailingthecoursenotificationformnolessthan7days
prior to the course on Appendix 15. A list of trainees should also be submitted on
Appendix
16,

d. TestscanbeprogrammedintotrainingcoursesarrangedwithAirfieldOperations.Both
tests and training can be arranged at mutually convenient times to meet customers
requirements.

Medical/HealthStandards(FitnesstoDrive)

a. Medicalstandards(fitnesstodrive)havebeenestablishedinconsultationwiththeDfT
andOccupationalHealthPractitioners.

b. PriortotheissueofanAirsideDrivingPermit,andatsetperiodsthereafter,minimum
medical standards must be met. This requirement must not prevent airport operators

carrying out their own risk assessments and applying higher health standards and
frequency where necessary. A higher review frequency may be appropriate for
individuals with existing medical conditions at the recommendation of the health
professional.

c. AnOccupationalHealthPractitioner(DoctororNurse)mustcarryouttheinitialmedical
examination. Where any doubt about fitness to drive exists, the advice of an
Occupational Health Practitioner conversant with airside operating procedures should
besought.

d. ForClass1drivers(i.e.thosedrivingvehiclesupto3.5tonnes)atsubsequentrenewal
(every3years),theapplicationmustbeaccompaniedbyemployersverificationthatthe
employeeisstillfittodrivethroughselfdeclaration.

e. For Occupational Health Practitioners who are not conversant with the airside
environment,theguidelinesbelowshouldbetakenintoaccountwhencarryingoutthe
examination:

i.

EyeSight

Theapplicantmusthaveavisualacuity(usingcorrectivelensesifnecessary)of6/9
inthebettereyeand6/12intheother.Ifthecandidatefailstomeettherequired
standard or if doubt exists, then an assessment of the areas of concern and the
candidates fitness to drive must be made. An Occupational Health Physician
shouldmakethisassessment.

ii.

ColourPerception

Theapplicantisrequiredtodemonstratetheabilitytodistinguishthesignalcolour
Red, Green and White. The initial test should be carried out using recognised
OccupationalHealthpractices.

Candidateswhoarenotsuccessfulincompletingtheabovetestshouldbereferred
forfurtherexaminationusingapracticaltesttoestablishthecandidatesabilityto
distinguishthesignallightsusedontheaerodrome.Failuretopassthistestwill
meanthatanAirsideDrivingPermitcannotbegranted.

iii.

Hearing

It is essential that the applicant has the ability to hear communications airside
under adverse conditions. The applicant is required to hear a forced whisper in
either ear, tested separately, at 6 metres. Candidates who are not successful
shouldbereferredforaudiometrictesting.Takingintoaccountthejobdescription
and audiometric results, the Occupational Health Practitioner will assess the
abilityofthecandidatetodrivesafelyinAirsideAreas.

iv.

GeneralHealth

The applicant must disclose to the Medical Practitioner any condition or


medication that may affect their ability to operate/drive safely in Airside Areas.
Group1healthstandardsarerequiredforClass1(upto3.5tonnes)drivers,and
Group2healthstandardsforClass2(above3.5tonnes)drivers.

h. On disclosure of a medical condition which may affect their ability to operate/drive


safely, reference should be made to the current edition of the Driver and Vehicle
LicensingAgencys(DVLA)ATAGLANCEbooklettothecurrentmedicalstandardsfor
fitnesstodrive.

Where a requirement already exists for a person to hold a similar, or more stringent,
current medical covering all the requirements as defined above, proof of current
validity is an acceptable alternative. In any event the following (if extant and without

NOTES:
1. All sections of the application form must be completed in full.
2. The application must be sponsored by an employee of Managerial Status within the sponsoring company. A
photocopy of both sections of the applicants full DVLA UK Driving Licence and appropriate Medical
Certificate* must be attached to application. (other EU driving licences will be accepted, however holders of
non EU driving licences will only be issued an Airside Vehicle Permit for a maximum period of one year).
3. The permit remains the property of East Midlands Airport and must be surrendered on cessation of
employment at the Airport, if the holder is disqualified or suspended from driving on public roads, or if
required by an Official of the Airport Company.
4. Failure to notify the Airport of a disqualification or suspension of the permit holders driving licence will result
in the withdrawal of the Airside Identity Pass.
5. East Midlands Airport retain the right to refuse the issue of or to withdraw an Airside Driving Permit in the
interests of Health & Safety.
6. Issue of an Airside Driving Permit indicates that the holder has passed the relevant test for driving in airside
areas, however further specialist training is required to operate specific vehicles.
7. Lost or stolen Airside Driving Permits must be reported to the East Midlands Airport ID unit immediately.
8. An administration fee will be invoiced to the Sponsoring Company for each Airside Driving Permit issued.
9. Completed forms (including the required copies of driving licences and medical certificates) must be
submitted to the East Midlands Airport ID Unit.

*Medical Certificates:
There is a requirement on the employer to provide a declaration of Drivers Fitness on initial application. An
Occupational Health Practitioner must make this initial declaration.
All subsequent applications must be accompanied by the employers verification that the employee is still fit to
drive through employee self declaration. (full details are available in the EMA Aerodrome Manual)
Driving vehicles under 3.5 tons medical requirements are:
Eye Sight
The applicant must have a visual acuity (using corrective lenses if necessary) of 6/9 in the better eye and 6/12 in
the other. If the candidate fails to meet the required standard or if doubt exists, then an assessment of the areas
of concern and the candidates fitness to drive must be made. An Occupational Health Physician should make
this assessment.
Colour Perception
The applicant is required to demonstrate the ability to distinguish the signal colour Red, Green and White. The
initial test should be carried out using recognised Occupational Health practices.
Hearing
