Clean Energy Cooperation with India (CECI)
Project: Technical Assistance for the Implementation and Management of Identified Solar Parks
Specific Objective
The purpose of this contract is the provision of technical assistance and advisory
services to MNRE and Renewable Energy Corporation of India (RECI) in order to
implement and effectively manage the identified solar parks in India, based on EU
best practices suited for local conditions as a part of Green Energy Corridor (GEC) II
project
The Consortium
NIXUS - Independent consulting firm based in Barcelona (Spain).
Specialized in the implementation of TA projects for solar sector in
Asia/LATAM/Africa for private sector and donors (WB/ADB/IADB/AfDB).
The firm is part of OCA Group, an inspection/monitoring/testing/certification
agency, employing +700 staff and own offices across EU, Mexico, Chile,
South Africa, Morocco, Egypt and India. OCA Group currently also involved
in construction of several solar plants in South Africa, Morocco and Chile.
IBF - founded in Belgium in 1977. The company works on projects financed by international organisations
such as the EC/WB/AfDB/ADB, both in developing and transition countries. IBF has built a recognised
reputation for its knowledge, flexibility, creativity, and ability to successfully implement projects within its
core sectors. The company provides its clients with tailored consulting advice based upon relevant
approaches and success cases drawn from its vast experience.

Solar Parks
A solar park is usually defined as:

Activity I. Grid Stability and Integration
o Seamless grid integration for power generated from solar parks in order to achieve
grid stability
Activity II. Control Systems for Developers & Operating Manual
o Control and operating systems for developers and park management
Activity III. Safety Manual
o Safety measures for construction and operation of solar power projects within the
solar parks
Activity IV. Centralized Solar Park Monitoring System
o Centralized monitoring system for solar parks management with the support of
software tools.
Activity V. Capacity Building
o
Increased capacity of stakeholders for the use and development of solar parks.
Activity VI. Support to the Joint Working Groups in the framework of the EU-India Energy
Panel
o The relevant Joint Working Groups in the framework of the EU-India Energy Panel
are supported with technical and logistical inputs
Mr. Agostinho RODRIGUES GARCIA is a solar and RE Physics engineer with over 17
years of experience. He has taken part in the development of over 20 solar energy
projects, working in 5 continents and has developed Bhadla Solar park in India
achieving the lowest tariff on both Phase I and Phase II of NSM with a recent 4,34
INR/kWh. Specific experience in Solar parks with MNRE, SECI and RREC in India and
DoE and CEF in South Africa for the 5000 MW solar corridor initiative.
Key Expert 2
Mr. Antonio DIU is a power engineer with more than 40 years of experience in grid
operations including managing the East Regional Control Centre of Spain at Red
Elctrica de Espaa (REE) (Spanish TSO). He has an excellent current knowledge of
the Indian context in the field of green corridors, transmission, grid and solar parks.

Ms. Susana MARTINEZ ESCRICHE is a M.Sc. Engineer with more than 16 years
experience in the energy sector and more than 10 years experience in the
development of renewable energies plants. She is currently the Manager of the CSP
Solar and Geothermal Department of IDOM with relevant experience in India.

Mr. Santiago MIRABAL is a M.Sc. Engineer with more than 20 years of experience in
power plants development including solar power plants and their integration into grid.
He has more than 10 years of experience in the design, development and construction
of PV plants (more than 180 MW of installed capacity) and of CSP Plants (more than
250 MW of installed capacity).

Short-term Experts
The work of the Key Experts will be supported and/completed with expertise of other
short-term experts in:
seamless grid integration for power generated from solar parks (PV and CSP),
development of public/private platforms, and providing a technical secretariat to such platforms,
design, operation and management of solar parks,
transmission and evacuation,
feasibility studies and cost-benefit analysis,
development of software-based monitoring systems,
development of EHS manuals, and
training and capacity building in the energy sector.
