3.5ImpactonTraffic/AirQuality
ThissectionwillincludeasummaryofthereportgeneratedbyaNYSlicensed
professionaltrafficengineer,whichwillbeincludedintheappendixoftheDEIS.The
headingsofthissectionmaychangetobetteraccommodatetheDEISreportbutthe
contentoutlinedwillbeprovided.Projectedtrafficcountswillalsoincludeadditional
projectsthathavebeenapprovedandareunbuiltorareinthefinalapprovalphases.
3.5.1. Thestudywillincludeanintroductionandgeneraldescriptionoftheproposed
project,access(vehicles,pedestrian,andbicycle),siteaccommodations,road
ownership/maintenance,andcriticalelementsrelatedtotrafficandtransportation.
3.5.2. Themethodologyforassessingthepotentialtrafficandtransportationimpacts
fromtrafficgeneratedbytheprojectwillgenerallyfollowthemethodology
providedbytheInstituteofTransportationEngineers(ITE),theTransportation
ResearchBoard(TRB),theNewYorkStateDepartmentofTransportation
(NYSDOT),andindustryacceptedpractices.
3.5.3. DescribetheroadwaynetworkservingthesiteincludingBakertownRoad(CR
105)andNiningerRoad(CR64).
3.5.3.1.
Provideageneralinventoryofthenumberoflanes,shoulderwidths,
grades,adjacentlanduses,speedlimits,andjurisdictionalagency.Theannual
averagedailytrafficvolumewillbelistedformajorsegmentsbasedonthe
availabilityofexistingdata.
3.5.3.2.
Areviewofexistinghistoricaldata(latestthreeyearsavailable)ontraffic
accidentsobtainedfromNYSDOT.Aqualitativesummaryformajorsegments
willbeprovided.
3.5.4. Thestudyareaforthetrafficimpactstudyhasbeenestablishedbasedupona
qualitativereviewoftheexistingtransportationnetwork,availabletraffic

trafficgrowthandotherapprovedorunderconstructionprojectsinthestudyarea
andsummarizedusingtheappropriategraphics,figures,and/ortablesnecessary.
Informationonotherdevelopmentprojectswillberequestedfromtheapplicable
jurisdictions.Thedesignyearwillbebasedontheprobablecompletionand
occupancyoftheproject.
3.5.9. Tripgenerationandmodesplitoftheproposedresidentialdevelopmentwillbe
basedoncountsofsimilarresidentialneighborhoods.Acomparisonmaybemade
toindustryacceptedreferences(ITEsTripGeneration).
3.5.10. Tripdistribution(theprobableorigin/destinationsoftraffic),tripassignment,and
futureBuildtrafficvolumes(aftertheprojectiscomplete)shallbeestimatedand
summarizedusingtheappropriategraphics,figures,and/ortablesnecessary.
3.5.11. Intersectioncapacityandlevelofservice(LOS)analyseswillbeconductedbased
onthe2010HighwayCapacityManual(publishedbyTRB)fortheexisting,No

3.5.12. Trafficimpactsatthestudyareaintersectionswillbeidentifiedandthe
appropriatemitigationmeasuresdeterminedtoaccommodatevehicle,pedestrian,
andbicyclemovements.
