commissioned on time. We will work with you
to ensure the greatest co-ordination between
ourselves and other site disciplines. Our
commissioning engineers are well trained and are

Pan Gulf staff utilise various software and written
procedures to control each project from beginning
to end. Our comprehensive design review process
ensures a design which complies with the project
specifications as well as industry standards. In house
and specialist software enables us to effectively carry
out design, project control (including purchasing) for
all contracts.
Whilst utilising equipment from renowned

manufacturers, Pan Gulf Industrial Systems is able
to fabricate specialist items of any Instrumentation
system including all the required Control Systems,
explosion proof systems, pipe work, skids and
pressure vessels.
The design and assembly of either stand alone

or integrated fire and gas detection, PA/GA, and
Communication system requires consideration of all
the plant operations. The interaction of the fire and
gas systems enables emergency procedures to be
initiated automatically. Pan Gulf Industrial Systems
will design and build the system to any configuration
required.

Gulf Steel Works is a significant strategic business unit
and one of the leading Steel fabricators of Process
Equipment & Heavy Steel Structure for the hydrocarbon
processing industries (oil, gas & petrochemicals),
Fertilizers, Process Chemical and primary utilities (Power
generation & water desalination) GSW is located in Jubail
Industrial City (KSA) on a total area of 147,400 Sq. meters
with a covered area of 30,860 Sq. Meters.
GSW has three main Divisions, Structural Steel Facility

With a capacity of over 3,500 tons per Mont, Steel
Structure, Pipe racks, Equipment Structures, Derrick (Flare)
Structure and Platforms .
Circular Facility Pressure Vessels, Heat Exchangers,
Air Fin Coolers, Tanks CS & SS, Pipe Spools, Chemical
injection Skids and Ducts & Stacks, the Facility is ASME
Certified for U, U2, PP and R stamp.
Site Fabrication Division site, erected storage tanks, Site

repair & modification of storage tanks and Site repair and
maintenance of heat exchangers & Air fin coolers.
All three facilities are equipped with state-of-the-are
equipment, machineries and highly skilled man power
with CNC machines directly linked to our engineering
detailing department.

Pan Gulf Piping Systems LTD (PGPS) is dedicated to
stocking and sourcing of all components of piping
systems for the safe and secure conveyance of
liquids and gases. We offer a wide range of industrial
products for diverse applications and specialised
markets from approved recognised sources from pipes
and fittings to valves and flanges. PGPS also offers
customised individual solutions for any application in
which fluids or gases are conveyed.

Pan Gulf Welding Solutions (PGWS) was established

PGWS has strategically located warehouses in AlKhobar, Jeddah and Riyadh, stocking an extensive
range of welding and cutting machines, consumables
and spare parts right through to personal safety and
protective equipment. Inventory covers all the industry
requirements to get the job done.
PGWS not only provides sales and service to its

customers, but has an extensive rental fleet of portable
electric welders to 1000 tons roll-beds in stock ready to

Solutions Ltd.
Established in 2011, we at PGE Solutions provide HALON
recovery and recycling throughout the Kingdom Of
Saudi Arabia, the Middle East and Asia, which meet
current standards set out by the Montreal Protocol,
ASTM - D7673-10, ISO - 7201 - 1 (1989) Mil Spec - DTL
-38741A -1988 for HALON 1211, ASTM D 5632 - 08
Type 1, ASTM D 5632 - 08 Type 2, ISO - 7201-1 (1989)
for HALON 1301, and GOST standard for HALON
2402. After recycling, all our HALONs are banked and
offered for sale to our customers. We also provide our
customers with full laboratory certificates.
Refrigerants such as R-11, R-12, R-22, R-134a and the

400 and 500 series blends are high in ozone depleting
potential (ODP), or are high in global warming potential
(GWP). All of these halocarbons pose a threat to our
environment, and are a major global concern. PGE
Solutions maintains our commitment to environmental
protection through innovative reclamation of these
chemicals.
As the production of HALONS has now ceased in

accordance with the Montreal Protocol, it is essential to
recycle HALONS to be used within critical applications.

Ltd.
Our clients often require site services that are in addition
to our normal scope of supply. Therefore, we have formed
Pan Gulf Contracting in order to supply experienced
qualified manpower to end users and contractors working
on industrial sites Kingdom wide.
Pan Gulf Contracting are able to supply specialist

manpower for installation, testing and commissioning of
control systems, fire detection and fire protection systems
and all supporting staff. This manpower includes:

India Pvt. Ltd.
Pan Gulf Industrial Systems and Pan Gulf Environmental
Solutions have formed a joint venture with Stallion
Fluorochemicals Pvt. Ltd. in India to form Pan Gulf
Stallion. A company whos aims are to fill the large
demand in India and surrounding countries for HALONs
as well as refrigerants.
The new Pan Gulf-stallion facility located in Kalapur,

India currently houses the PGES Mobile Recovery Unit
(MRU) which is processing HALON 1301 and HALON 1211.
The MRU will eventually be replaced with a Modulated
Automated Recovery Systems (MARS), identical to the
Systems PGES are currently using in Saudi Arabia at the
ODS processing Facility in Dammam.
Pan Gulf Stallion has also received an order to supply

Halon 1301 and also to recycle 100 tons of Halon 1301 that
is currently in India.
PGES has also received an order to supply Halon 1301

to Boeing aircraft in America. And also is in talks with a
leading Saudi bank for finance of a PLASCON destruction
unit, which will be the only one of its kind in the Middle
East.
PGES is also increasing its mobile recovery unit (MRU) fleet

as well to help process HALONs in other countries, located
throughout the region.

customers needs and applications such as PVC
pipes, fittings, cables and wire sheathing as well as

Systems Integration
With a dedicated electronic assembly area and programming
facility, Pan Gulf Industrial Systems can design, assemble,
program and test either stand alone or integrated systems.
When designing either stand alone or integrated Fire and Gas

ms or Incident Management Systems in accordance with NFPA
1620 and HCIS SAF20, Pan Gulf ensures the full integration of
all inputs/outputs to the plant facilities in accordance with an
agreed matrix.
The interaction of the Integrated Systems enables emergency

procedures to be initiated either automatically or manually
depending on the customers requirements. The systems can
be designed to meet with SIL 2 requirements and cope with
the harshest environments found in the Middle East.
The integration can be IP based and the communication

systems can be copper, fibre, microwave, Radio, GSM, WiFi
or Satellite. One or more of these communication mediums
can be used on one system to provide a truly redundant
inherently secure overall system.
It is imperative that the integrated system is intuitive to use

and has the ability to display the information in any format and
language. Pan Gulf use the latest COTS software to achieve
this. This software can be configured to provide a common
operational picture to anyone on the network. This can
include everyone from a government minister to the individual
fire fighter or security guard.

Halon Replacement
Since the signing of the Montreal Protocol in
1987, the Fire Suppression Industry has gone
through monumental changes in a very short
period of time. The development of environmentally
friendly clean agents was swift and was only possible
with good collaboration between both the equipment
manufacturers and installation providers. To this
day, the development continues with numerous
commercially available fire suppressant options.
As the terms of the Protocol draw closer in regards

to phase out of ODS and tighter control of the newer
Ozone friendly alternatives, our industry finds its
self at another crossroads. In 1994, the production ban
on Halons was enacted forcing a speedy conversion
process into Alternative Clean Agents, which is
considered a long-term solution to ODS.
Disposal of recovered Halon will play a major factor in

the success of any conversion program. At this time,
Pan Gulf in collaboration with RemTec International
have developed a legal disposal chain for Halon.
A heavily document disposal routine has been
developed by Pan Gulf and RemTec International.
A sample procedure for Halon removal and

replacement is included in section 10 of this document.
Fire Protection
Pan Gulf Fire Protection provides the active protection
of plant and personnel with the use of gaseous,
water spray, foam, sprinkler and other fire protection
extinguishants for the Petrochemical and Oil & Gas
markets.
Pan Gulf have a range of fire protection design

software that is used to calculate and prove the
designs for deluge, water spray and sprinkler systems
as well as software for FM200 Novec 1230, Carbon
Dioxide and other inert agents.
Our engineers are fully conversant with all codes and

standards pertaining to the use of equipment and
systems for use in hazardous areas for both onshore
and offshore applications.
The Pan Gulf mechanical fabrication facility is able

to manufacture fire protection hardware including:
fire hydrants, bespoke fire water and foam monitors,
all types of skid mounted systems for deluge, sprinkler
valves sets, foam proportioning systems, manifolds
for water, dry chemical and gaseous extinguishing
systems and racking/skid systems for gaseous
extinguishing systems.

Facilities and Staff

Pan Gulf head office is located on the Corniche just
south of Al Khobar giving easy access to the causeway
to Bahrain. The building is a modern multi-story
purpose built office complex ideally suited and fitted
out to service international business.
Pan Gulf Industrial Systems have over 320 sq. metres

of high quality office space in the group head
office. This is divided between senior management
and support staff. Our transhipment and product
warehouse, which is located a few minutes drive from
Damman port, covers 1,800 sq. metres.
A purpose built factory and store having 1000 m2 of

project management offices, 500 m2 of storage and
500 m2 metres of electronic assembly is located in
Khobar.
Project management, project engineers and all

commissioning is controlled from the project office
located in this complex.
A self-contained mechanical fabrication facility is

located adjacent to the project management offices
and comprises 1,500 m2 and fabrication and laydown
area.

Fabrication (Electrical)
Pan Gulf Fire and Gas Division can design and
assemble electronic packages tailored to the customers
specification at our in-house PGIS electronic workshop
that is designed to meet the requirements of the ARAMCO
specification for a staging area for DCS and other control
systems. Pan Gulf will design and build the system in
any configuration required with programming changes to
systems if required. Factory Acceptance Tests can also be
conducted within this area.
Our electronics and IT operation are tasked with the

programming of sophisticated fire and security
systems from cause and effect charts produced by
the engineering department. The graphics are custom
designed for the client and form part of the overall
contract package.
Pan Gulf Fire and Gas skilled prototype wiremen and PLC
engineers are very effective in the design and layout of
all types of cabinet work from Control systems to Fire and
Gas detection to Satellite Entertainment equipment.
Programming, final testing and factory acceptance testing

of systems to client requirements is carried out in our
electronic test area by skilled technicians working with
a test procedure and logic diagrams approved by the
systems and user.
Fabrication
(Mechanical)
Manufacturing of specialist fire protection hardware
using approved components is carried out at our Al
Khobar facility. This facility can manufacture equipment
to any international standard.
All equipment and systems are hydro-tested and

certified in our hydro-test area. Welding procedures
are carefully followed by our certified welders and
project specific NDT tests and procedures. Deluge
and Sprinkler valve sets or skids can also be flow
tested in our hydro-test facility.
Deluge and sprinkler valve sets are assembled

and tested before dispatch to ensure they operate in
accordance with their operational parameters. Pan
Gulfs mechanical fabrication facilities can handle the
smallest sprinkler skid to the largest deluge valve skid
including all design, fabrication and testing.
Custom fabrication of all kinds can be undertaken,

from simple valve skids to wheeled monitor units and
electronically controlled remote controlled monitors.

Mr Pendon has been working in the fire protection industry

since 1991 and joined Pan Gulf industrial systems in 2007.
He supervises the installation and final commissioning of the
projects, this includes both, Fire alarm system and Fire protection,
such as water spray deluge valve, alarm valve sprinkler and
Clean agent suppression system. He also supervises the
automation controller both pneumatic and electrical.
As Factory Manager his responsibility is to manage our electrical
and mechanical work shop, in the assembly of fire alarm panels
and all kind of pipe and supports fabrication as per the design
of our engineers. He also monitors the incoming and outgoing
materials from the factory warehouse.
